Ayodhya Ram Temple Offering Theft: SIT Finds 105 CCTV-Captured Incidents, Chargesheet Due by September 25
SIT submits sealed investigation report to Supreme Court; court declines plea to disclose report and directs trial court to proceed according to law
New Delhi: The investigation into alleged theft of offerings at the Shri Ram Janmabhoomi temple in Ayodhya has entered a crucial stage, with the Special Investigation Team (SIT) informing the Supreme Court that its probe has identified 105 incidents recorded on CCTV cameras.
The SIT placed its investigation report before a three-judge Supreme Court bench in a sealed cover on Monday.
The bench comprised Chief Justice of India Surya Kant, Justice Joymalya Bagchi and Justice V. Mohan.
According to the status report submitted to the court, investigators have examined the alleged role of those arrested in the case and collected material relevant to the probe.
Statements of witnesses and forensic findings have also been taken into consideration as part of the investigation.
The investigating team told the court that the next major step would be the filing of a chargesheet against the accused.
The document is expected to be submitted before the competent court within the prescribed legal period.
90-day deadline approaches
Solicitor General Tushar Mehta told the Supreme Court that the statutory period following the first arrest is due to expire on September 25.
He stressed the importance of filing the chargesheet before the deadline.
Under Section 187 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), the permissible period for completing an investigation and filing a chargesheet depends on the nature of the offence.
In cases attracting the applicable 90-day period, failure to submit the chargesheet within the stipulated time can give an accused the right to seek statutory or default bail, subject to the law.
The SIT indicated that it intends to complete this stage of the proceedings by September 25.
Supreme Court keeps SIT report confidential
The Supreme Court declined a request from the petitioners seeking access to the SIT’s investigation report.
The Chief Justice observed that the proceedings should not be shifted away from the jurisdiction of the sessions court at this stage.
The bench indicated that if the circumstances of the case require further intervention or investigation, appropriate directions can be issued later.
The contents of the sealed report have therefore not been made public.
In particular, the SIT has not disclosed in open court the total value of the offerings allegedly stolen in the 105 incidents or provided a detailed public account of the individual roles attributed to the accused.
Sessions court told to proceed according to law
The Supreme Court directed the concerned sessions judge to deal with the matter in accordance with the applicable legal provisions.
The development comes as investigators move towards filing the chargesheet, which is expected to place the evidence collected during the probe before the trial court for further proceedings.
Separately, Air Marshal (Retd) Jitendra Mishra formally assumed responsibility for arrangements at the Shri Ram Janmabhoomi complex on Monday.
Before taking charge, he offered prayers and had darshan of Ram Lalla.
Following the ceremony, Shri Ram Janmabhoomi Teerth Kshetra Trust secretary Jagdish Afle and trustee Madan Mohan Pandey welcomed him and presented him with a portrait of Ram Lalla.

नई दिल्ली: अयोध्या स्थित श्रीराम जन्मभूमि मंदिर में चढ़ावे की कथित चोरी के मामले की जांच अब निर्णायक चरण में पहुंच गई है।
विशेष जांच दल (एसआईटी) ने सोमवार को सुप्रीम कोर्ट को बताया कि जांच के दौरान सीसीटीवी फुटेज में चढ़ावा चोरी से जुड़ी 105 घटनाएं दर्ज पाई गई हैं।
एसआईटी ने अपनी जांच की स्थिति से संबंधित रिपोर्ट सोमवार को सुप्रीम कोर्ट की तीन सदस्यीय पीठ के समक्ष सीलबंद लिफाफे में प्रस्तुत की। पीठ की अध्यक्षता मुख्य न्यायाधीश सूर्यकांत कर रहे थे।
उनके साथ न्यायमूर्ति जॉयमाल्य बागची और न्यायमूर्ति वी. मोहना पीठ में शामिल थे।
कोर्ट में पेश स्थिति रिपोर्ट में अब तक हुई गिरफ्तारियों, आरोपियों की कथित भूमिका और जांच के दौरान जुटाए गए साक्ष्यों का विवरण शामिल है।
जांचकर्ताओं ने गवाहों के बयान और फोरेंसिक जांच से सामने आए तथ्यों को भी मामले की जांच का हिस्सा बनाया है।
एसआईटी ने संकेत दिया कि जांच का अगला महत्वपूर्ण पड़ाव आरोपपत्र दाखिल करना है। जांच एजेंसी निर्धारित कानूनी अवधि के भीतर सक्षम अदालत में चार्जशीट पेश करने की तैयारी में है।
25 सितंबर को पूरी हो रही 90 दिन की अवधि
सॉलिसिटर जनरल तुषार मेहता ने सुप्रीम कोर्ट को बताया कि मामले में पहली गिरफ्तारी के बाद लागू 90 दिन की अवधि 25 सितंबर को समाप्त हो रही है। ऐसे में निर्धारित समय सीमा के भीतर आरोपपत्र दाखिल करना महत्वपूर्ण है।
भारतीय नागरिक सुरक्षा संहिता (बीएनएसएस) की धारा 187 के तहत जांच पूरी कर आरोपपत्र दाखिल करने के लिए अपराध की प्रकृति के अनुसार निर्धारित अवधि लागू होती है।
जहां 90 दिन की अवधि लागू होती है, वहां तय समय के भीतर आरोपपत्र दाखिल नहीं होने पर आरोपी कानून के तहत डिफॉल्ट या वैधानिक जमानत का दावा कर सकता है।
एसआईटी के अनुसार, जांच को आगे बढ़ाते हुए 25 सितंबर तक आरोपपत्र दाखिल किए जाने की तैयारी है।
सुप्रीम कोर्ट ने एसआईटी रिपोर्ट सार्वजनिक करने से इनकार किया
सुप्रीम कोर्ट ने याचिकाकर्ताओं की उस मांग को स्वीकार नहीं किया, जिसमें एसआईटी की जांच रिपोर्ट उपलब्ध कराने का अनुरोध किया गया था।
मुख्य न्यायाधीश ने संकेत दिया कि इस स्तर पर मामले को सत्र अदालत के अधिकार क्षेत्र से बाहर ले जाना उचित नहीं होगा। पीठ ने यह भी कहा कि यदि आगे की जांच या किसी अन्य हस्तक्षेप की आवश्यकता महसूस हुई तो उसके अनुसार उचित आदेश जारी किया जा सकता है।
इसका मतलब है कि एसआईटी की सीलबंद रिपोर्ट में दर्ज विस्तृत निष्कर्ष फिलहाल सार्वजनिक नहीं किए गए हैं।
105 घटनाओं में कथित तौर पर कितनी धनराशि या चढ़ावा चोरी हुआ और प्रत्येक आरोपी की क्या भूमिका बताई गई है, इसका विस्तृत विवरण भी अभी सार्वजनिक नहीं हुआ है।
सत्र अदालत को कानून के अनुसार आगे बढ़ने का निर्देश
सुप्रीम कोर्ट ने संबंधित सत्र न्यायाधीश को मामले में लागू कानूनी प्रावधानों के अनुसार आगे की कार्रवाई करने का निर्देश दिया है।
अब जांच एजेंसी द्वारा आरोपपत्र दाखिल किए जाने के बाद मामले में जुटाए गए साक्ष्यों और आरोपियों के खिलाफ लगाए गए आरोपों की औपचारिक रूप से अदालत में जांच आगे बढ़ेगी।
इस बीच, श्रीराम जन्मभूमि परिसर की व्यवस्थाओं की जिम्मेदारी एयर मार्शल (सेवानिवृत्त) जितेंद्र मिश्रा ने सोमवार को औपचारिक रूप से संभाल ली।
कार्यभार ग्रहण करने से पहले उन्होंने रामलला के दर्शन किए और पूजा-अर्चना की।
इसके बाद श्रीराम जन्मभूमि तीर्थ क्षेत्र ट्रस्ट के सचिव जगदीश आफले और ट्रस्टी मदन मोहन पांडे ने उनका स्वागत किया तथा उन्हें रामलला का चित्र भेंट किया।
