BRICS Puts Energy Security at Centre of Climate Transition Debate, Rejects EU Carbon Border Tax

New Delhi Declaration recognises continuing dependence on fossil fuels in developing economies, seeks stronger climate support and highlights biodiversity and disaster preparedness

NEW DELHI: Energy security has emerged as a central consideration in the BRICS approach to the global climate transition, with the grouping making it clear that developing economies cannot be expected to abandon fossil fuels without taking their energy requirements and development priorities into account.

The position forms part of the New Delhi Declaration adopted at the 18th BRICS Summit.

The declaration comes at a time when the conflict in West Asia has added pressure to global energy supplies and disrupted supply chains, making the question of reliable and affordable energy increasingly significant for economies across the developing world.

Rather than endorsing a uniform pathway towards decarbonisation, BRICS called for energy transitions that are equitable, orderly and inclusive.

It stressed that national circumstances, requirements and priorities must shape the pace and character of the transition, while efforts to reduce greenhouse-gas emissions should remain consistent with international climate commitments.

The grouping also reaffirmed its support for the Paris climate agreement. Its declaration called on countries to continue implementing their existing commitments covering mitigation, adaptation, loss and damage and equity.

A major demand from developing nations in the declaration was for greater international support.

BRICS called on developed countries to make additional climate finance available to developing economies in a manner that is adequate, predictable and accessible.

It also sought technology transfer to help vulnerable countries strengthen their ability to adapt to the consequences of climate change.

Fossil fuels remain part of the equation

The declaration’s energy position reflects the continuing importance of coal and other fossil fuels in several major BRICS economies.

China, India, Indonesia and Russia are among the five biggest coal consumers globally. The United States is the only non-BRICS country in that top-five group.

At the same time, the countries have been expanding renewable-energy capacity at a rapid pace.

Yet the transition has not eliminated their dependence on coal, which remains an important source of electricity and energy consumption.

Against this backdrop, BRICS endorsed an approach that combines emissions reduction with energy security.

The declaration referred to technological neutrality and the principle of common but differentiated responsibilities and respective capabilities, while also linking the energy transition to Sustainable Development Goal 7.

The message is essentially that the move towards cleaner energy must not compromise access to dependable energy, particularly in economies where development and rising energy demand continue to shape national policy.

Critical minerals gain strategic importance

BRICS also identified critical minerals as an increasingly important component of the clean-energy transition.

These resources are needed for technologies designed to produce energy with low or zero emissions.

Their importance, however, extends beyond clean technology.

According to the declaration, critical minerals are also connected to energy security and the resilience of international supply chains, making them a strategic issue for countries seeking to reduce vulnerabilities in the global energy system.

Group challenges EU carbon border policy

The BRICS position also extends to international trade measures linked to climate policy.

The grouping rejected the European Union’s Carbon Border Adjustment Mechanism (CBAM), which places a carbon-related levy on imports of carbon-intensive products.

BRICS argued that unilateral measures of a punitive, discriminatory or protectionist nature that are not consistent with international law should not be used as part of the climate response.

The declaration further maintained that such measures could make it harder for developing countries to address climate-related damage, improve their capacity to adapt and strengthen resilience.

The issue adds another dimension to the wider disagreement between developed and developing economies over how the economic costs of climate action should be distributed.

Disaster risks highlighted for Global South

The declaration also broadened the climate discussion beyond emissions and energy, drawing attention to the rising complexity of disaster risks.

Climate change-related hazards were specifically recognised as a growing concern, particularly for countries in the Global South.

In this context, BRICS welcomed guidelines concerning the integration of early-warning data for disaster management.

The focus reflects the growing importance of timely information and preparedness as countries confront increasingly complex disaster risks.

India-led big cat alliance gets recognition

Wildlife conservation was another area highlighted by the BRICS declaration. The grouping took note of India’s efforts to build cooperation among member countries through the International Big Cat Alliance (IBCA).

India launched the alliance in 2023, with its headquarters now based in New Delhi.

The initiative seeks international cooperation for the conservation of seven wild-cat species: the tiger, lion, leopard, snow leopard, cheetah, puma and jaguar.

The inclusion of the initiative in the declaration gives India’s conservation diplomacy a wider BRICS platform and encourages participating countries to cooperate on protecting these species.

Biodiversity finance gets attention

BRICS also underlined the need for stronger action on biodiversity through effective implementation of the Kunming-Montreal Global Biodiversity Framework (KM-GBF).

The grouping welcomed the establishment of the Kunming Biodiversity Fund and recognised China’s contribution to it.

The fund was described as having an important role in supporting developing countries in their biodiversity-conservation efforts.

The broader biodiversity framework seeks to reduce threats to nature, ensure that human needs are met through sustainable use and benefit-sharing, and provide countries with the tools and solutions required to put biodiversity protection into practice and integrate it into wider development policies

नई दिल्ली: विकासशील देशों की बढ़ती ऊर्जा जरूरतों और वैश्विक स्तर पर ऊर्जा आपूर्ति को लेकर बढ़ती अनिश्चितता के बीच ब्रिक्स ने साफ संकेत दिया है कि स्वच्छ ऊर्जा की ओर बढ़ने की प्रक्रिया में जीवाश्म ईंधनों की भूमिका को तत्काल समाप्त नहीं किया जा सकता।

18वें BRICS Summit में अपनाई गई नई दिल्ली घोषणा में ऊर्जा संक्रमण को लेकर एक ऐसा रास्ता सामने रखा गया है जिसमें उत्सर्जन घटाने के प्रयासों के साथ ऊर्जा की उपलब्धता, आर्थिक विकास और राष्ट्रीय जरूरतों को भी बराबर महत्व दिया गया है।

पश्चिम एशिया में संघर्ष के कारण वैश्विक आपूर्ति श्रृंखलाओं और ऊर्जा सुरक्षा पर पड़े असर ने इस मुद्दे को और महत्वपूर्ण बना दिया है।

ब्रिक्स ने ऊर्जा परिवर्तन के लिए सभी देशों पर एक समान मॉडल लागू करने के बजाय उनकी परिस्थितियों के अनुरूप रास्ता अपनाने की वकालत की।

समूह के अनुसार स्वच्छ ऊर्जा की दिशा में बदलाव न्यायसंगत, व्यवस्थित और समावेशी होना चाहिए तथा हर देश की जरूरत, क्षमता और प्राथमिकताओं को ध्यान में रखा जाना चाहिए।

इस रुख के साथ ही ब्रिक्स देशों ने जलवायु परिवर्तन से निपटने की अपनी प्रतिबद्धता दोहराई। समूह ने सभी देशों से पेरिस जलवायु समझौते के तहत पहले से किए गए वादों को लागू करने का आग्रह किया।

इसमें उत्सर्जन कम करना, जलवायु प्रभावों के अनुकूलन, नुकसान और क्षति तथा समानता से जुड़े प्रावधान शामिल हैं।

विकासशील देशों के लिए अधिक सहायता की मांग

जलवायु कार्रवाई के आर्थिक बोझ को लेकर विकसित और विकासशील देशों के बीच लंबे समय से चली आ रही बहस भी घोषणा में दिखाई दी।

ब्रिक्स ने विकसित देशों से विकासशील अर्थव्यवस्थाओं को अतिरिक्त वित्तीय संसाधन उपलब्ध कराने की मांग की।

समूह चाहता है कि जलवायु वित्त पर्याप्त, अनुमानित और आसानी से उपलब्ध हो। इसके साथ ही विकासशील देशों को जलवायु परिवर्तन के प्रभावों से निपटने के लिए जरूरी तकनीक भी उपलब्ध कराने पर जोर दिया गया है।

इसका उद्देश्य उन देशों की अनुकूलन क्षमता को मजबूत करना है जो जलवायु परिवर्तन के प्रभावों का सामना कर रहे हैं, लेकिन उनके पास उससे निपटने के लिए विकसित देशों जैसी वित्तीय और तकनीकी क्षमता नहीं है।

कोयले की बड़ी भूमिका के बावजूद अक्षय ऊर्जा का विस्तार

ब्रिक्स का ऊर्जा संबंधी रुख उन सदस्य देशों की वास्तविक ऊर्जा स्थिति से भी जुड़ा है। चीन, भारत, इंडोनेशिया और रूस दुनिया के पांच सबसे बड़े कोयला उपभोक्ताओं में शामिल हैं।

इस सूची में अमेरिका एकमात्र ऐसा देश है जो ब्रिक्स का सदस्य नहीं है।

हालांकि इन सभी देशों ने अक्षय ऊर्जा के क्षेत्र में तेज विस्तार किया है, लेकिन बिजली उत्पादन और ऊर्जा खपत में कोयले की भूमिका अभी भी महत्वपूर्ण बनी हुई है।

ऐसे में ब्रिक्स ने ऊर्जा संक्रमण को केवल जीवाश्म ईंधन से दूरी बनाने के रूप में देखने के बजाय ऊर्जा सुरक्षा और उत्सर्जन में कमी के बीच संतुलन बनाने पर जोर दिया है।

घोषणा में तकनीकी तटस्थता तथा ‘साझी लेकिन अलग-अलग जिम्मेदारियों और संबंधित क्षमताओं’ के सिद्धांत को भी महत्व दिया गया। साथ ही ऊर्जा से जुड़ी नीतियों को सतत विकास लक्ष्य-7 (SDG7) से जोड़कर देखा गया।

स्वच्छ ऊर्जा के लिए महत्वपूर्ण खनिजों की जरूरत

भविष्य की ऊर्जा व्यवस्था में क्रिटिकल मिनरल्स यानी महत्वपूर्ण खनिजों की बढ़ती भूमिका को भी ब्रिक्स ने रेखांकित किया।

कम या शून्य उत्सर्जन वाली ऊर्जा तकनीकों के निर्माण में इन खनिजों की आवश्यकता होती है। लेकिन उनका महत्व केवल स्वच्छ ऊर्जा तक सीमित नहीं है।

ऊर्जा सुरक्षा और वैश्विक आपूर्ति श्रृंखलाओं को अधिक मजबूत बनाने के लिहाज से भी इन्हें रणनीतिक महत्व का माना गया है।

EU के कार्बन सीमा शुल्क पर ब्रिक्स की आपत्ति

जलवायु नीति को व्यापार से जोड़ने वाले यूरोपीय संघ के कदम पर भी ब्रिक्स ने स्पष्ट असहमति जताई। समूह ने कार्बन बॉर्डर एडजस्टमेंट मैकेनिज्म (CBAM) का विरोध किया है, जिसके तहत कार्बन-गहन वस्तुओं के आयात पर कार्बन से जुड़ा शुल्क लगाया जाता है।

ब्रिक्स ने ऐसे एकतरफा कदमों को स्वीकार करने से इनकार किया जिन्हें वह दंडात्मक, भेदभावपूर्ण या संरक्षणवादी मानता है और जो अंतरराष्ट्रीय कानून के अनुरूप नहीं हैं।

घोषणा में कहा गया कि इस तरह की व्यवस्थाएं विकासशील देशों के लिए जलवायु परिवर्तन के दुष्प्रभावों से निपटने की कोशिशों को प्रभावित कर सकती हैं।

इनके कारण जलवायु अनुकूलन और आपदाओं के प्रति लचीलापन बढ़ाने के प्रयासों पर भी असर पड़ने की आशंका जताई गई।

ग्लोबल साउथ में बढ़ते आपदा जोखिम पर चिंता

ब्रिक्स घोषणा में जलवायु एजेंडा को केवल ऊर्जा और उत्सर्जन तक सीमित नहीं रखा गया। इसमें दुनिया के ग्लोबल साउथ क्षेत्र में बढ़ते और अधिक जटिल आपदा जोखिमों पर भी ध्यान दिया गया।

जलवायु परिवर्तन से जुड़े खतरों को आपदा जोखिम की बदलती तस्वीर का महत्वपूर्ण हिस्सा माना गया। इस संदर्भ में आपदा प्रबंधन के लिए प्रारंभिक चेतावनी डेटा के एकीकरण से संबंधित दिशानिर्देशों का स्वागत किया गया।

इसका उद्देश्य आपदाओं के बारे में समय रहते उपलब्ध सूचनाओं को बेहतर ढंग से जोड़ना और जोखिम से निपटने की तैयारियों को मजबूत करना है।

भारत की बिग कैट पहल को ब्रिक्स में पहचान

वन्यजीव संरक्षण के क्षेत्र में भारत की अंतरराष्ट्रीय पहल को भी घोषणा में महत्व दिया गया। ब्रिक्स ने भारत द्वारा शुरू किए गए इंटरनेशनल बिग कैट एलायंस (IBCA) के प्रयासों का उल्लेख किया और बड़ी जंगली बिल्लियों के संरक्षण के लिए ब्रिक्स देशों के बीच सहयोग को बढ़ावा देने की बात कही।

भारत ने इस गठबंधन की शुरुआत 2023 में की थी और इसका मुख्यालय नई दिल्ली में है। इसका उद्देश्य सात प्रमुख जंगली बिल्ली प्रजातियों के संरक्षण के लिए देशों के बीच सहयोग विकसित करना है।

इन प्रजातियों में बाघ, शेर, तेंदुआ, हिम तेंदुआ, चीता, प्यूमा और जगुआर शामिल हैं।

जैव विविधता संरक्षण के लिए फंड का स्वागत

जैव विविधता के संरक्षण और कुनमिंग-मॉन्ट्रियल ग्लोबल बायोडायवर्सिटी फ्रेमवर्क (KM-GBF) को प्रभावी ढंग से लागू करने पर भी ब्रिक्स ने जोर दिया।

घोषणा में कुनमिंग बायोडायवर्सिटी फंड की स्थापना का स्वागत किया गया और इसमें चीन के योगदान को मान्यता दी गई। ब्रिक्स ने विकासशील देशों को जैव विविधता संरक्षण के लिए सहायता देने में इस कोष की अहम भूमिका को स्वीकार किया।

KM-GBF का व्यापक उद्देश्य जैव विविधता के सामने मौजूद खतरों को कम करना, प्रकृति के सतत उपयोग

और लाभों के उचित बंटवारे के जरिए लोगों की जरूरतों को पूरा करना तथा जैव विविधता संरक्षण को विकास की नीतियों में प्रभावी रूप से शामिल करने के लिए जरूरी साधन और समाधान उपलब्ध कराना है।

इस तरह नई दिल्ली घोषणा में ब्रिक्स ने ऊर्जा सुरक्षा, जलवायु कार्रवाई, व्यापार, आपदा प्रबंधन और जैव विविधता को एक व्यापक विकास एजेंडे के हिस्से के रूप में रखा है, जिसमें विकासशील देशों की परिस्थितियों और जरूरतों को विशेष महत्व दिया गया है।
