Chamoli Tunnel Accident: 7 Workers Dead, 12 Injured, 3 Missing After Water and Debris Flood Tunnel
A sudden surge of water and debris struck the Vishnugad-Pipalkoti hydropower project tunnel on Thursday evening; multi-agency rescue teams continued searching for three workers on Friday.

Chamoli: Seven workers were killed and 12 others injured after a sudden torrent of water and debris swept into an under-construction tunnel at the Vishnugad-Pipalkoti Hydroelectric Project in Uttarakhand’s Chamoli district on Thursday evening.
Three workers remained missing on Friday as multiple agencies continued a difficult search operation inside the tunnel.
The incident occurred at around 6.20 pm inside the project’s Tail Race Tunnel (TRT), according to Tehri Hydro Development Corporation India Limited (THDCIL), the agency executing the project.
A large quantity of water and debris suddenly entered the tunnel at Chainage 1,440 metres, Face-II, accompanied by a loud sound.
At the time, concrete lining work was underway around Chainage 1,230 metres. A total of 22 workers deployed by the principal executing agency, Hindustan Construction Company (HCC), were inside the tunnel.
Rescue teams managed to bring 19 workers out overnight. Seven of those rescued were subsequently declared dead, while 12 sustained injuries.
Three others could not be located and remained trapped or missing as search operations continued on Friday.
Chamoli District Magistrate Gaurav Kumar said rescue efforts began immediately after authorities were alerted.
He said a cavity may have developed inside the tunnel, allowing water and debris to suddenly rush into the work area.
The injured workers were taken to hospitals for treatment.
Ten were undergoing treatment at the District Hospital in Gopeshwar, one had been admitted to the Base Hospital in Srinagar in Pauri Garhwal, while another had been discharged.
The three workers still missing were identified as Chetan Poyam and Devnath of Chhattisgarh, and Lukas Topno of Jharkhand.
The seven deceased workers included two from Uttar Pradesh, two from Chhattisgarh, one from Jharkhand and two from Uttarakhand’s Tehri Garhwal and Chamoli districts.
Among the injured were five workers from Jharkhand, two each from Chhattisgarh and Bihar, and one each from West Bengal, Himachal Pradesh and Punjab.
Rohit Pandey of Bihar was shifted to the Base Hospital in Srinagar for advanced treatment, while Govindo Mandal of West Bengal was discharged.
Multi-agency rescue operation continues
The search for the missing workers was being treated as the top priority by the authorities. Personnel from the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), Indo-Tibetan Border Police (ITBP), Army, Central Industrial Security Force (CISF) and Uttarakhand Police were deployed for the operation.
Underwater cameras and dog squads were also being used to locate the missing workers.
THDCIL said a detailed assessment would be undertaken to determine how the incident occurred and establish the circumstances surrounding the sudden inflow of water and debris.
CM Dhami orders magisterial inquiry
Uttarakhand Chief Minister Pushkar Singh Dhami visited the tunnel site on Friday to assess the rescue operation and later met injured workers at the government hospital in Gopeshwar.
Dhami ordered a magisterial inquiry into the incident and directed officials to maintain an intensive search for those still missing.
He said the government’s immediate priority was to rescue every worker who might still be trapped.
The Chief Minister also contacted the chief ministers of the states from which the affected workers came, with the aim of ensuring that their families received information about the incident without delay.
The accident has once again highlighted the risks faced by workers engaged in large underground construction projects in Uttarakhand’s mountainous terrain.
For now, however, the immediate focus remains on locating the three missing workers and bringing the rescue operation to a safe conclusion.

चमोली: उत्तराखंड के चमोली जिले में निर्माणाधीन जलविद्युत परियोजना की सुरंग में गुरुवार शाम अचानक पानी और मलबा घुसने से बड़ा हादसा हो गया।
विष्णुगाड-पीपलकोटी हाइड्रोइलेक्ट्रिक प्रोजेक्ट की सुरंग में हुए इस हादसे में सात मजदूरों की मौत हो गई, जबकि 12 अन्य घायल हुए हैं।
तीन मजदूर अब भी लापता हैं और उन्हें तलाशने के लिए शुक्रवार को भी बड़े पैमाने पर बचाव अभियान जारी रहा।
टेहरी हाइड्रो डेवलपमेंट कॉरपोरेशन इंडिया लिमिटेड (THDCIL) के अनुसार, हादसा गुरुवार शाम करीब 6.20 बजे परियोजना की टेल रेस टनल (TRT) में हुआ।
चेनज 1,440 मीटर, फेस-II के पास अचानक बड़ी मात्रा में पानी और मलबा सुरंग में आ गया। इसके साथ तेज आवाज भी सुनाई दी।
घटना के समय चेनज 1,230 मीटर पर सुरंग की कंक्रीट लाइनिंग का काम चल रहा था। वहां मुख्य कार्यकारी एजेंसी हिंदुस्तान कंस्ट्रक्शन कंपनी (HCC) के 22 कर्मचारी काम कर रहे थे।
हादसे के बाद रातभर चले अभियान में 19 मजदूरों को सुरंग से बाहर निकाल लिया गया। इनमें सात की मौत हो गई, जबकि 12 घायल हुए। तीन अन्य मजदूरों का अब तक पता नहीं चल सका है।
चमोली के जिलाधिकारी गौरव कुमार ने बताया कि घटना की सूचना मिलते ही बचाव अभियान शुरू कर दिया गया था।
उन्होंने आशंका जताई कि सुरंग के भीतर कोई कैविटी बनने के कारण पानी और मलबा अचानक तेज आवाज के साथ अंदर आया होगा।
12 घायल मजदूर अस्पताल में भर्ती
घायलों को इलाज के लिए अलग-अलग अस्पतालों में भर्ती कराया गया है। इनमें से 10 का उपचार गोपेश्वर के जिला अस्पताल में चल रहा है।
एक घायल को पौड़ी गढ़वाल के श्रीनगर स्थित बेस अस्पताल में भर्ती कराया गया है, जबकि एक घायल को उपचार के बाद छुट्टी दे दी गई।
लापता तीन मजदूरों की पहचान छत्तीसगढ़ के चेतन पोयाम और देवनाथ तथा झारखंड के लुकास टोपनो के रूप में हुई है।
मृतकों में दो उत्तर प्रदेश, दो छत्तीसगढ़, एक झारखंड और दो उत्तराखंड के टिहरी गढ़वाल तथा चमोली जिलों से थे।
घायलों में झारखंड के पांच, छत्तीसगढ़ और बिहार के दो-दो तथा पश्चिम बंगाल, हिमाचल प्रदेश और पंजाब का एक-एक मजदूर शामिल है।
बिहार के रोहित पांडेय को बेहतर इलाज के लिए श्रीनगर स्थित बेस अस्पताल रेफर किया गया, जबकि पश्चिम बंगाल के गोविंदो मंडल को उपचार के बाद छुट्टी दे दी गई।
कई एजेंसियां बचाव अभियान में जुटीं
लापता मजदूरों की तलाश को प्रशासन ने सर्वोच्च प्राथमिकता दी है।
बचाव अभियान में राष्ट्रीय आपदा मोचन बल (NDRF), राज्य आपदा मोचन बल (SDRF), भारत-तिब्बत सीमा पुलिस (ITBP), सेना, केंद्रीय औद्योगिक सुरक्षा बल (CISF) और उत्तराखंड पुलिस के जवान लगाए गए हैं।
लापता मजदूरों का पता लगाने के लिए अंडरवाटर कैमरों और डॉग स्क्वॉड की भी मदद ली जा रही है।
THDCIL ने कहा है कि बचाव अभियान के साथ-साथ हादसे के कारणों और उससे जुड़ी परिस्थितियों का विस्तृत आकलन सक्षम अधिकारियों और संबंधित एजेंसियों के समन्वय से किया जाएगा।
मुख्यमंत्री धामी ने लिया जायजा, मजिस्ट्रियल जांच के आदेश
उत्तराखंड के मुख्यमंत्री पुष्कर सिंह धामी शुक्रवार को सुरंग हादसे वाली जगह पहुंचे और बचाव अभियान की स्थिति की समीक्षा की।
इसके बाद उन्होंने गोपेश्वर के सरकारी अस्पताल में भर्ती घायल मजदूरों से मुलाकात कर उनका हाल जाना।
धामी ने हादसे के कारणों की जांच के लिए मजिस्ट्रियल जांच के आदेश दिए।
उन्होंने अधिकारियों को लापता मजदूरों की तलाश में किसी भी तरह की ढिलाई न बरतने के निर्देश दिए और कहा कि सुरंग में फंसे प्रत्येक मजदूर को सुरक्षित निकालना सरकार की प्राथमिकता है।
मुख्यमंत्री ने प्रभावित मजदूरों के राज्यों के मुख्यमंत्रियों से भी बातचीत की, ताकि हादसे की जानकारी उनके परिवारों तक जल्द पहुंचाई जा सके।
चमोली का यह हादसा उत्तराखंड के कठिन पहाड़ी इलाकों में चल रही भूमिगत निर्माण परियोजनाओं में काम करने वाले मजदूरों के सामने मौजूद जोखिम को एक बार फिर सामने लाता है।
फिलहाल प्रशासन और बचाव एजेंसियों का पूरा ध्यान सुरंग में लापता तीन मजदूरों को तलाशने और उन्हें बाहर निकालने पर केंद्रित है।
