CJP Ends Nationwide Protest After Government Assurances; Centre Accepts Key Demands, Dharmendra Pradhan Steps Down
Following a series of negotiations with the Union government, the Cockroach Janta Party (CJP) on Saturday announced the suspension of its nationwide agitation, describing the decision as a gesture of goodwill.
Addressing a joint press conference at the Constitution Club of India in New Delhi, party spokesperson Saurav Das said the government had agreed to examine the principal demands raised by the movement, prompting the organisation to temporarily withdraw its protest.
Speaking on behalf of the Centre, Union Minister J.P. Nadda stated that no legal proceedings would be initiated against individuals who had participated in the demonstrations.
He further announced that the government would shortly determine an appropriate compensation package for the families of students who allegedly died by suicide in the aftermath of the NEET paper leak controversy.
These developments followed the resignation of Education Minister Dharmendra Pradhan, who submitted his resignation to Prime Minister Narendra Modi.
In a letter shared on social media platform X, Pradhan expressed deep sorrow over the events that had unfolded during the previous ten days, saying his decision had been taken in the larger interest of maintaining national unity.
Reacting to the resignation, the Cockroach Janta Party celebrated the development on social media, posting a brief message that read, “Cockroaches won, Democracy won,” portraying the minister’s exit as a significant victory for the movement.
Even after announcing the suspension of the agitation, the organisation appealed to citizens to participate in a candlelight march on Sunday to express solidarity with those who, it claimed, were victims of police excesses during the protests.
Meanwhile, unrest continued in Bihar, where incidents of stone-pelting were reported from at least three districts during clashes between demonstrators and police over the NEET paper leak issue. ‘
Jan Jan Dal (JJD) chief and RJD leader Lalu Prasad Yadav’s elder son, Tej Pratap Yadav, was also taken into police custody while participating in a protest.
Earlier, CJP leader Ashutosh Ranka had described the dialogue with government representatives as constructive but maintained that the resignation of Dharmendra Pradhan remained the organisation’s foremost demand.
Sharing details of Friday’s discussions, Ranka said there had been encouraging progress regarding compensation for affected families and the withdrawal of criminal cases registered against protesters.
However, he had asserted that if the minister chose not to resign, the government should state its position unequivocally, arguing that further negotiations would otherwise serve little purpose.
Late on Friday evening, Prime Minister Narendra Modi acknowledged the public response to his video message announcing the government’s decision to introduce tougher legislation against examination paper leaks.
Thanking citizens for their feedback and suggestions, the Prime Minister said a fresh Bill providing stringent punitive measures against those responsible for compromising public examinations would be introduced during the ongoing session of Parliament.
The proposed legislation follows the Union Cabinet’s approval of a draft amendment aimed at significantly strengthening the legal framework against examination-related fraud.
Cleared during a Cabinet meeting chaired by the Prime Minister at the Parliament House complex, the proposal seeks to amend the Public Examinations (Prevention of Unfair Means) Act, 2024.
Under the revised provisions, offenders involved in paper leaks could face imprisonment of up to ten years along with financial penalties of as much as ₹10 crore, while prescribing a minimum punishment of five years’ imprisonment and/or a monetary fine.
In another major decision aimed at restoring confidence in the examination system, the government has dismissed 47 officials of the National Testing Agency (NTA).
The action came after weeks of nationwide protests over the alleged NEET paper leak and only hours after a government delegation concluded discussions with CJP representatives at the Constitution Club, signalling the beginning of wider institutional reforms.

केंद्र सरकार के साथ कई दौर की बातचीत के बाद कॉकरोच जनता पार्टी (CJP) ने शनिवार को सद्भावना के आधार पर अपना राष्ट्रव्यापी आंदोलन स्थगित करने की घोषणा की।
नई दिल्ली स्थित कॉन्स्टिट्यूशन क्लब ऑफ इंडिया में आयोजित संयुक्त प्रेस वार्ता में पार्टी के प्रवक्ता सौरव दास ने कहा कि केंद्र ने आंदोलन की प्रमुख मांगों पर सकारात्मक विचार करने का भरोसा दिया है, जिसके बाद संगठन ने फिलहाल धरना-प्रदर्शन समाप्त करने का निर्णय लिया है।
केंद्र सरकार की ओर से बोलते हुए केंद्रीय मंत्री जे.पी. नड्डा ने घोषणा की कि आंदोलन में शामिल किसी भी प्रदर्शनकारी के विरुद्ध कानूनी कार्रवाई नहीं की जाएगी।
उन्होंने यह भी कहा कि NEET पेपर लीक प्रकरण के बाद आत्महत्या करने वाले छात्रों के परिजनों को दिए जाने वाले मुआवजे की राशि जल्द निर्धारित कर दी जाएगी।
इन घटनाक्रमों के बीच शिक्षा मंत्री धर्मेंद्र प्रधान ने प्रधानमंत्री नरेंद्र मोदी को अपना इस्तीफा सौंप दिया। सोशल मीडिया मंच ‘एक्स’ पर साझा किए गए अपने पत्र में प्रधान ने पिछले दस दिनों की घटनाओं पर गहरा दुख व्यक्त करते हुए कहा कि उन्होंने राष्ट्रीय एकता और व्यापक जनहित को ध्यान में रखते हुए यह निर्णय लिया है।
मंत्री के इस्तीफे के तुरंत बाद कॉकरोच जनता पार्टी ने सोशल मीडिया पर अपनी पहली प्रतिक्रिया देते हुए लिखा, “Cockroaches won, Democracy won”, और इसे जनआंदोलन की महत्वपूर्ण सफलता बताया।
हालांकि संगठन ने अपना आंदोलन स्थगित कर दिया है, फिर भी उसने रविवार को पुलिस कार्रवाई में प्रभावित लोगों के समर्थन में देशभर में कैंडल मार्च निकालने का आह्वान किया।
दूसरी ओर बिहार के कम-से-कम तीन जिलों में NEET पेपर लीक के विरोध में प्रदर्शन के दौरान पुलिस और प्रदर्शनकारियों के बीच झड़पें हुईं तथा पथराव की घटनाएं सामने आईं।
इसी दौरान जन जन दल (JJD) के अध्यक्ष और राजद प्रमुख लालू प्रसाद यादव के बड़े पुत्र तेज प्रताप यादव को प्रदर्शन में भाग लेने के दौरान पुलिस ने हिरासत में ले लिया।
इससे पहले CJP के वरिष्ठ नेता आशुतोष रंका ने सरकार के साथ हुई बातचीत को सकारात्मक बताया था, लेकिन स्पष्ट किया था कि शिक्षा मंत्री धर्मेंद्र प्रधान का इस्तीफा संगठन की सबसे महत्वपूर्ण मांग बनी हुई है।
शुक्रवार की वार्ता का उल्लेख करते हुए उन्होंने कहा कि पीड़ित परिवारों को मुआवजा देने और प्रदर्शनकारियों के खिलाफ दर्ज मुकदमे वापस लेने के मुद्दे पर उल्लेखनीय प्रगति हुई है।
हालांकि उन्होंने यह भी कहा था कि यदि मंत्री इस्तीफा नहीं देते हैं तो सरकार को अपनी स्थिति स्पष्ट रूप से घोषित कर देनी चाहिए, क्योंकि ऐसी स्थिति में आगे की बैठकों का कोई औचित्य नहीं रहेगा।
शुक्रवार देर रात प्रधानमंत्री नरेंद्र मोदी ने अपने उस वीडियो संदेश पर मिले सुझावों और प्रतिक्रियाओं के लिए लोगों का आभार व्यक्त किया, जिसमें उन्होंने परीक्षा प्रश्नपत्र लीक करने वालों के खिलाफ कठोर कानून लाने की घोषणा की थी।
प्रधानमंत्री ने कहा कि सार्वजनिक परीक्षाओं की पवित्रता बनाए रखने के लिए कड़े प्रावधानों वाला नया विधेयक अगले सप्ताह संसद के वर्तमान सत्र में प्रस्तुत किया जाएगा।
इससे पहले केंद्रीय मंत्रिमंडल ने सार्वजनिक परीक्षाओं में धांधली रोकने के उद्देश्य से तैयार संशोधन विधेयक के प्रारूप को मंजूरी दे दी थी।
संसद भवन परिसर में प्रधानमंत्री की अध्यक्षता में हुई कैबिनेट बैठक में स्वीकृत इस प्रस्ताव के तहत पब्लिक एग्जामिनेशन (अनफेयर मीन्स की रोकथाम) अधिनियम, 2024 में संशोधन किया जाएगा।
प्रस्तावित कानून के अनुसार प्रश्नपत्र लीक करने वालों को अधिकतम दस वर्ष तक की सजा और ₹10 करोड़ तक का जुर्माना हो सकेगा, जबकि न्यूनतम पांच वर्ष के कारावास और आर्थिक दंड का भी प्रावधान रखा गया है।
परीक्षा प्रणाली में जनता का भरोसा बहाल करने की दिशा में एक अन्य महत्वपूर्ण कदम उठाते हुए सरकार ने राष्ट्रीय परीक्षण एजेंसी (NTA) के 47 अधिकारियों को सेवा से बर्खास्त कर दिया है।
यह कार्रवाई NEET पेपर लीक को लेकर देशभर में चले व्यापक छात्र आंदोलन और सरकार तथा CJP प्रतिनिधियों के बीच हुई वार्ता के कुछ ही घंटे बाद की गई, जिसे परीक्षा व्यवस्था में व्यापक सुधारों की शुरुआत के रूप में देखा जा रहा है।
