Cloudburst Devastates Rajouri and Poonch: Death Toll Rises, Massive Rescue Operation Underway in Jammu & Kashmir
Srinagar/Jammu: Torrential rain, cloudburst-triggered flash floods and landslides unleashed widespread devastation across the border districts of Rajouri and Poonch in Jammu and Kashmir on Sunday, leaving at least 10 people dead, several others missing and causing extensive damage to homes, roads and public infrastructure.
Rescue agencies have launched large-scale operations as authorities race against time to trace those trapped under debris or swept away by floodwaters.
The unfolding disaster prompted Chief Minister Omar Abdullah to alter his political schedule.
The Chief Minister, who had travelled to New Delhi to participate in the Opposition’s protest at Jantar Mantar seeking the restoration of Jammu and Kashmir’s statehood, announced that he would immediately return to oversee relief and rehabilitation efforts.
Expressing grief over the loss of lives, he said personnel of the State Disaster Response Force (SDRF), police and other emergency agencies had been deployed across the affected areas to assist residents and carry out rescue operations.
Among those who lost their lives was 28-year-old Nazia Kousar, whose house collapsed following a landslide in Noonabandi village of Surankote.
Her husband, Mohammad Hafiz, and their three children, aged between two and six years, were rescued from beneath the rubble and admitted to hospital for treatment.
In another tragic incident, a minor girl was swept away by the swollen waters of a seasonal stream in Marhote, while the body of an unidentified woman was recovered from a stream near Dhundak Lathoong Bridge.
Search efforts have intensified in Lower Murrah, where six members of a family remain missing after a landslide buried their home.
Teams from the SDRF, police and local administration are working in difficult terrain to locate the missing persons, even as intermittent rainfall continues to hamper rescue operations.
Severe flooding also crippled Rajouri town, where overflowing streams inundated residential colonies, damaged roads and swept away several vehicles.
Hundreds of families living in Bella Colony, situated along the riverbed, were shifted to safer locations after floodwaters entered their homes.
Authorities have arranged temporary accommodation and relief facilities for displaced residents.
The flash floods also caused heavy losses to public transport operators. Several minibuses parked at the Rajouri–Thanamandi vehicle stand, located near the riverbank, were washed away after the area was inundated by the sudden surge in water levels.
Officials are currently assessing the extent of the damage while relief teams continue to restore normalcy.
The prevailing weather conditions have disrupted religious pilgrimages across the region. Authorities suspended the movement of the Amarnath Yatra convoy from Jammu towards Kashmir as a precautionary measure.
Pilgrimages to Shiv Khori Shrine in Reasi district and the Mata Vaishno Devi Shrine in the Trikuta Hills were also temporarily halted in view of the continuing rainfall and safety concerns.
Lieutenant Governor Manoj Sinha reviewed the evolving situation with senior officials and directed all departments to remain on high alert.
He said rescue personnel from the civil administration, police, Army, SDRF, and local volunteer groups were working round the clock in Rajouri and Poonch to evacuate residents, provide relief,f and restore essential services.
Expressing condolences to the bereaved families, the Lieutenant Governor assured that immediate financial assistance and rehabilitation support would be extended to all affected households.
The impact of the heavy rainfall has also been felt across the wider Jammu division, where authorities issued fresh alerts following a sharp rise in the water level of the Chenab River and several tributaries.
Officials confirmed that all gates of the Salal Hydroelectric Project in Reasi remained open for the second consecutive day as part of reservoir flushing operations, resulting in a significant increase in river discharge.
A similar advisory was issued in Ramban district, where the opening of gates at the Baglihar Hydroelectric Project further raised the Chenab’s water level.
Police teams have been deployed along vulnerable stretches of the river, using public address systems to caution residents against approaching riverbanks and advising them to keep children and livestock away from fast-flowing waters.
Rescue and relief operations are continuing across Rajouri and Poonch as intermittent rainfall persists.
Disaster response teams remain deployed in vulnerable locations, while district administrations have appealed to residents to avoid unnecessary travel and stay away from rivers, streams and landslide-prone areas.
Officials have warned that the water level in the Chenab River could rise further depending on continued rainfall and water discharge from upstream hydroelectric projects.

श्रीनगर/जम्मू। जम्मू-कश्मीर के सीमावर्ती जिलों राजौरी और पुंछ में रविवार सुबह मूसलाधार बारिश, बादल फटने से आई अचानक बाढ़ और भूस्खलन ने भारी तबाही मचा दी। इस प्राकृतिक आपदा में कम से कम 10 लोगों की मौत हो गई, जबकि कई अन्य लोगों के लापता होने की सूचना है।
सैकड़ों मकान, सड़कें और सार्वजनिक संपत्तियां क्षतिग्रस्त हो गए हैं। राहत एवं बचाव दल युद्धस्तर पर अभियान चलाकर मलबे में फंसे और लापता लोगों की तलाश में जुटे हैं।
हालात की गंभीरता को देखते हुए मुख्यमंत्री उमर अब्दुल्ला ने अपना दिल्ली कार्यक्रम बीच में छोड़ने का निर्णय लिया। वह जम्मू-कश्मीर को पूर्ण राज्य का दर्जा बहाल करने की मांग को लेकर जंतर-मंतर पर प्रस्तावित विपक्षी धरने में शामिल होने के लिए दिल्ली पहुंचे थे, लेकिन आपदा की सूचना मिलने के बाद उन्होंने तुरंत जम्मू लौटने की घोषणा की।
मुख्यमंत्री ने जानमाल के नुकसान पर गहरा शोक व्यक्त करते हुए कहा कि राज्य आपदा प्रतिक्रिया बल (एसडीआरएफ), पुलिस तथा अन्य आपातकालीन एजेंसियां प्रभावित क्षेत्रों में राहत और बचाव कार्य में पूरी तत्परता से जुटी हुई हैं।
मृतकों में 28 वर्षीय नाजिया कौसर भी शामिल हैं, जिनकी सुरनकोट क्षेत्र के नूनाबंदी गांव में भूस्खलन के कारण मकान ढहने से मौत हो गई। उनके पति मोहम्मद हाफिज तथा दो से छह वर्ष की आयु के तीन बच्चों को मलबे से सुरक्षित निकालकर अस्पताल में भर्ती कराया गया।
दूसरी घटना में मरहोटे क्षेत्र में एक नाबालिग लड़की उफनते नाले में बह गई, जबकि धुंदक लाथूंग पुल के निकट एक अज्ञात महिला का शव बरामद किया गया।
लोअर मुर्रा क्षेत्र में भूस्खलन की चपेट में आए एक मकान के मलबे में दबे एक ही परिवार के छह सदस्य अब भी लापता हैं।
एसडीआरएफ, पुलिस और प्रशासन की संयुक्त टीमें लगातार राहत अभियान चला रही हैं, हालांकि बीच-बीच में हो रही बारिश के कारण बचाव कार्य में कठिनाइयों का सामना करना पड़ रहा है।
राजौरी शहर में अचानक आई बाढ़ ने व्यापक तबाही मचाई। उफनते पानी ने रिहायशी इलाकों में प्रवेश कर कई मकानों, सड़कों और वाहनों को अपनी चपेट में ले लिया। नके दी किनारे स्थित बेला कॉलोनी के सैकड़ों परिवारों को सुरक्षित स्थानों पर पहुंचाया गया।
जिला प्रशासन ने प्रभावित परिवारों के लिए अस्थायी आवास, भोजन और अन्य आवश्यक सुविधाओं की व्यवस्था की है।
बाढ़ का सबसे अधिक असर सार्वजनिक परिवहन पर भी पड़ा। नदी किनारे बने राजौरी-थन्नामंडी मिनी बस स्टैंड पर खड़ी अनेक मिनी बसें तेज बहाव में बह गईं। प्रशासन नुकसान का आकलन कर रहा है और सामान्य जनजीवन बहाल करने के प्रयास जारी हैं।
लगातार खराब मौसम के चलते धार्मिक यात्राओं पर भी असर पड़ा है। एहतियात के तौर पर जम्मू से कश्मीर जाने वाले अमरनाथ यात्रा काफिले को रविवार को रवाना नहीं किया गया।
इसके अलावा रियासी जिले के शिवखोड़ी धाम तथा त्रिकुटा पर्वत स्थित श्री माता वैष्णो देवी धाम की यात्रा भी अस्थायी रूप से स्थगित कर दी गई है।
उपराज्यपाल मनोज सिन्हा ने वरिष्ठ अधिकारियों के साथ स्थिति की समीक्षा कर सभी विभागों को हाई अलर्ट पर रहने के निर्देश दिए। उन्होंने बताया कि नागरिक प्रशासन, पुलिस, सेना, एसडीआरएफ और स्थानीय स्वयंसेवक संयुक्त रूप से प्रभावित क्षेत्रों में राहत एवं बचाव अभियान चला रहे हैं।
उन्होंने मृतकों के परिजनों के प्रति संवेदना व्यक्त करते हुए आश्वासन दिया कि प्रभावित परिवारों को तत्काल सहायता तथा पुनर्वास उपलब्ध कराया जाएगा।
भारी वर्षा का असर पूरे जम्मू संभाग में भी देखने को मिल रहा है। चिनाब नदी तथा उसकी सहायक नदियों के जलस्तर तेजी से बढ़ने के बाद प्रशासन ने व्यापक सतर्कता जारी की है।
अधिकारियों के अनुसार रियासी स्थित सलाल जलविद्युत परियोजना के सभी गेट लगातार दूसरे दिन भी खुले रहे, जिससे चिनाब में पानी का प्रवाह काफी बढ़ गया।
इसी प्रकार रामबन जिले में बगलीहार जलविद्युत परियोजना के गेट खोले जाने के बाद भी नदी का जलस्तर बढ़ गया।
पुलिस और प्रशासन की टीमें चिनाब किनारे बसे गांवों में लाउडस्पीकर के माध्यम से लोगों को नदी से दूर रहने, बच्चों और पशुओं को सुरक्षित रखने तथा अनावश्यक आवाजाही से बचने की लगातार अपील कर रही हैं।
राजौरी और पुंछ में राहत एवं बचाव अभियान लगातार जारी है। मौसम विभाग ने अगले कुछ घंटों तक भारी वर्षा की संभावना जताई है, जिसके मद्देनजर प्रशासन ने लोगों से भूस्खलन संभावित क्षेत्रों, नदियों और नालों से दूर रहने की अपील की है।
अधिकारियों ने यह भी चेतावनी दी है कि लगातार बारिश और जलविद्युत परियोजनाओं से पानी छोड़े जाने के कारण चिनाब नदी का जलस्तर और बढ़ सकता है, इसलिए सभी नागरिकों से सतर्क रहने और केवल आधिकारिक निर्देशों का पालन करने का आग्रह किया गया है।
