Delhi Police Dismiss Link Between NSA Renewal and CJP Protests as Fresh Clashes Erupt Near Jantar Mantar
New Delhi: The Delhi Police on Thursday clarified that the recent extension of powers granted to the Police Commissioner under the National Security Act (NSA), 1980, is a routine administrative exercise carried out every three months and is not connected to the ongoing Cockroach Janta Party (CJP) protests in the national capital.
Earlier this month, the Delhi Lieutenant Governor authorised the Commissioner of Police to exercise the powers of a detaining authority under the NSA for three months beginning July 19 and ending October 18, 2026.
The authorisation enables the Police Commissioner to issue preventive detention orders under the provisions of the Act during the notified period.
The order will remain effective until October 18 unless it is amended or withdrawn before that date.
Responding to media reports that linked the decision to the ongoing student agitation, Delhi Police rejected the speculation and maintained that the renewal followed an established administrative practice.
Officials pointed out that the notification had been issued on July 7, well before the recent expansion of the Cockroach Janta Party’s protest movement.
The police further stated that no special request or extraordinary proposal had been made in connection with the present demonstrations.
According to the department, the routine renewal had been interpreted out of context by certain sections of the media, leading to unnecessary confusion regarding its purpose.
Meanwhile, tension briefly flared near the Jantar Mantar protest site late Wednesday night after fresh clashes broke out between protesters and security personnel in the Sansad Marg area near The Park hotel.
The confrontation added to the volatile atmosphere surrounding the ongoing student movement.
Following the disturbance, authorities suspended internet services in parts of Central Delhi as a precautionary measure to prevent the situation from escalating further. Security arrangements were also strengthened across the area.
During the confrontation, personnel of the Delhi Police and the Rapid Action Force (RAF) used tear gas shells to disperse protesters after a section of the crowd reportedly moved onto the main road.
According to officials, some protesters allegedly hurled stones at security personnel and chased them towards the radial roads connecting Connaught Place.
The Cockroach Janta Party was originally launched by Boston University graduate Abhijeet Dipke as a satirical social media initiative following a remark made by Chief Justice of India Surya Kant in May.
Over the past few weeks, however, the campaign has evolved into a nationwide youth movement demanding accountability for alleged irregularities in competitive examinations and seeking the resignation of Union Education Minister Dharmendra Pradhan.
The organisation began its sit-in protest at Jantar Mantar on June 20. Eight days later, environmental activist Sonam Wangchuk joined the agitation and announced an indefinite hunger strike in support of the students’ demands.
The movement gathered further momentum over the weekend after Wangchuk was shifted to Safdarjung Hospital following a deterioration in his health.
Leaders of the agitation alleged that he had been taken to the hospital against his wishes, a claim that added fresh intensity to the ongoing protests in the national capital.

नई दिल्ली: दिल्ली पुलिस ने गुरुवार को स्पष्ट किया कि राष्ट्रीय सुरक्षा अधिनियम (एनएसए), 1980 के तहत पुलिस आयुक्त को प्रदान की गई शक्तियों की हालिया अवधि बढ़ाना एक नियमित प्रशासनिक प्रक्रिया है, जिसका मौजूदा कॉकरोच जनता पार्टी (सीजेपी) आंदोलन से कोई संबंध नहीं है।
पुलिस ने इस संबंध में सामने आई विभिन्न मीडिया रिपोर्टों को भ्रामक बताते हुए स्थिति स्पष्ट की।
इस महीने की शुरुआत में दिल्ली के उपराज्यपाल ने पुलिस आयुक्त को 19 जुलाई से 18 अक्टूबर, 2026 तक तीन महीने की अवधि के लिए एनएसए के तहत निरोधात्मक कार्रवाई करने का अधिकार प्रदान किया था।
इस आदेश के तहत पुलिस आयुक्त निर्धारित अवधि के दौरान राष्ट्रीय सुरक्षा अधिनियम के प्रावधानों के अनुसार निरोधात्मक हिरासत के आदेश जारी कर सकते हैं।
यह अधिसूचना 18 अक्टूबर तक प्रभावी रहेगी, जब तक कि इसे पहले संशोधित या वापस न लिया जाए।
मीडिया में इस निर्णय को छात्र आंदोलन से जोड़कर पेश किए जाने पर दिल्ली पुलिस ने कहा कि यह अधिकार हर तीन महीने में नियमित रूप से नवीनीकृत किया जाता है।
अधिकारियों ने बताया कि इस बार भी नवीनीकरण का आदेश 7 जुलाई को जारी कर दिया गया था, जबकि कॉकरोच जनता पार्टी का आंदोलन बाद में व्यापक रूप लेने लगा।
पुलिस ने यह भी स्पष्ट किया कि वर्तमान परिस्थितियों को देखते हुए किसी प्रकार का विशेष प्रस्ताव या अतिरिक्त अनुरोध नहीं किया गया था।
विभाग के अनुसार कुछ मीडिया संस्थानों ने इस नियमित प्रशासनिक प्रक्रिया की गलत व्याख्या कर उसे मौजूदा विरोध प्रदर्शन से जोड़ दिया, जबकि दोनों का आपस में कोई संबंध नहीं है।
इधर, बुधवार देर रात जंतर-मंतर के निकट एक बार फिर तनावपूर्ण स्थिति पैदा हो गई, जब संसद मार्ग स्थित द पार्क होटल के पास प्रदर्शनकारियों और सुरक्षा बलों के बीच झड़प की घटना सामने आई। इस टकराव के बाद पूरे इलाके में सुरक्षा व्यवस्था और कड़ी कर दी गई।
हालात को नियंत्रित रखने के लिए प्रशासन ने एहतियातन मध्य दिल्ली के कुछ हिस्सों में इंटरनेट सेवाएं अस्थायी रूप से बंद कर दीं। संवेदनशील इलाकों में अतिरिक्त पुलिस बल भी तैनात किया गया।
झड़प के दौरान दिल्ली पुलिस और रैपिड एक्शन फोर्स (आरएएफ) के जवानों ने प्रदर्शनकारियों को तितर-बितर करने के लिए आंसू गैस के गोले छोड़े।
पुलिस का आरोप है कि भीड़ के एक हिस्से ने मुख्य सड़क पर पहुंचकर सुरक्षाकर्मियों पर पथराव किया और उन्हें कनॉट प्लेस की रेडियल सड़कों तक खदेड़ने का प्रयास किया।
कॉकरोच जनता पार्टी की शुरुआत बोस्टन विश्वविद्यालय से शिक्षित अभिजीत दिपके ने मई में भारत के मुख्य न्यायाधीश न्यायमूर्ति सूर्यकांत की एक टिप्पणी के विरोध में व्यंग्यात्मक सोशल मीडिया अभियान के रूप में की थी।
लेकिन कुछ ही समय में यह पहल प्रतियोगी परीक्षाओं में कथित अनियमितताओं के खिलाफ देशव्यापी छात्र आंदोलन में बदल गई, जहां केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान के इस्तीफे की मांग प्रमुख मुद्दा बन गई।
इस संगठन ने 20 जून को जंतर-मंतर पर अपना धरना शुरू किया था। इसके बाद 28 जून को पर्यावरण कार्यकर्ता सोनम वांगचुक आंदोलन में शामिल हुए और छात्रों के समर्थन में अनिश्चितकालीन भूख हड़ताल शुरू करने की घोषणा की।
पिछले सप्ताहांत वांगचुक की तबीयत बिगड़ने के बाद उन्हें सफदरजंग अस्पताल ले जाया गया। आंदोलन के नेताओं ने आरोप लगाया कि उन्हें उनकी इच्छा के विरुद्ध अस्पताल ले जाया गया, जिसके बाद आंदोलन ने और अधिक गति पकड़ ली तथा राजधानी में विरोध प्रदर्शन और तेज हो गए।
