FIR Against Ghazipur MP Afzal Ansari After Probe into Mukhtar Ansari Gang’s Arms Licences Uncovers Missing Records
Lucknow/ Gazipur: The Uttar Pradesh Police have registered a criminal case against Ghazipur MP Afzal Ansari, two former district arms clerks and others following an investigation into arms licences linked to the IS-191 gang of late mafia leader Mukhtar Ansari.
According to senior police officials, the inquiry uncovered missing government records, suspected irregularities in the purchase and transfer of firearms, and an untraceable rifle allegedly bought using the MP’s arms licence.
The FIR is the first to emerge from a large-scale verification exercise initiated by Varanasi Range Deputy Inspector General of Police Vaibhav Krishna.
The special drive was launched to scrutinise arms licences issued to Mukhtar Ansari, his family members and alleged associates as part of the state’s continuing campaign against organised crime and mafia networks.
Ghazipur Superintendent of Police Iraj Raja said that Kotwali police station has registered the case against Afzal Ansari, former first arms clerk Asfaq Ahmed and former second arms clerk Gauri Shankar Ram.
The accused have been booked under Sections 409 (criminal breach of trust) and 120B (criminal conspiracy) of the Indian Penal Code, along with Sections 21, 25 and 30 of the Arms Act.
The Superintendent of Police said teams headed by the Additional Superintendents of Police (City and Rural), assisted by Circle Officers and Station House Officers, have been conducting physical verification of 145 firearms purchased against 51 arms licences issued to members and alleged associates of the IS-191 gang.
The verification also covers weapons licensed to Mukhtar Ansari, who died in Banda Jail on March 28, 2024, as well as those issued to his family members.
As part of the investigation, police teams travelled to several districts across Uttar Pradesh and also visited Delhi, Punjab and Arunachal Pradesh.
Officials examined records maintained in District Magistrates’ offices and licensed arms dealerships to trace the purchase, transfer and present status of the firearms covered under the verification drive.
During the inquiry, investigators allegedly discovered that several original licence files and records relating to the purchase and sale of firearms connected with Ghazipur district were missing from the District Magistrate’s record room.
Police also claimed that physical verification revealed discrepancies in firearm transactions, while the present location of certain weapons could not be established.
According to SP Iraj Raja, the investigation indicates that the original licence files and related records were allegedly removed from the official record room through a criminal conspiracy involving the then arms clerks and other persons.
He said the alleged objective was to conceal documentary evidence and facilitate the illegal use of licensed weapons by members of the IS-191 gang in criminal activities.
Police said the first FIR specifically relates to Arms Licence No. 1188/P2 issued in the name of Afzal Ansari.
During verification, investigators reportedly found that both the original licence file and the corresponding purchase and sale records linked to the licence were missing from official archives.
Officials further stated that the inquiry could not establish the present whereabouts of Rifle No. 830405, which was allegedly purchased using the licence issued to the MP.
According to the police, both the disappearance of official records and the inability to trace the firearm point towards a larger conspiracy involving the licence holder and the officials responsible for maintaining arms records.
The Superintendent of Police said the verification of the remaining arms licences and firearms is still in progress.
He added that if similar irregularities are detected during the ongoing investigation, additional criminal cases will be registered against those found responsible.

लखनऊ/गाजीपुर: उत्तर प्रदेश पुलिस ने दिवंगत माफिया सरगना मुख्तार अंसारी के आईएस-191 गैंग से जुड़े शस्त्र लाइसेंसों की जांच के दौरान सामने आई कथित अनियमितताओं के आधार पर गाजीपुर से सांसद अफजाल अंसारी, दो पूर्व शस्त्र लिपिकों तथा अन्य लोगों के खिलाफ आपराधिक मामला दर्ज किया है।
वरिष्ठ पुलिस अधिकारियों के अनुसार जांच में सरकारी अभिलेखों के गायब होने, हथियारों की खरीद-बिक्री में कथित गड़बड़ियों तथा सांसद के लाइसेंस पर खरीदी गई एक राइफल का कोई पता नहीं चलने जैसी गंभीर बातें सामने आई हैं।
यह प्राथमिकी वाराणसी परिक्षेत्र के पुलिस उपमहानिरीक्षक वैभव कृष्ण द्वारा शुरू कराए गए व्यापक सत्यापन अभियान का पहला मामला है।
यह विशेष अभियान मुख्तार अंसारी, उसके परिजनों और कथित सहयोगियों को जारी किए गए शस्त्र लाइसेंसों की जांच के लिए शुरू किया गया था।
इसका उद्देश्य संगठित अपराध और माफिया नेटवर्क के खिलाफ चल रही कार्रवाई को और प्रभावी बनाना बताया गया है।
गाजीपुर के पुलिस अधीक्षक इराज राजा ने बताया कि कोतवाली थाने में अफजाल अंसारी, तत्कालीन प्रथम शस्त्र लिपिक अशफाक अहमद तथा द्वितीय शस्त्र लिपिक गौरी शंकर राम के विरुद्ध भारतीय दंड संहिता की धारा 409 (आपराधिक न्यासभंग) और 120बी (आपराधिक षड्यंत्र) के साथ-साथ शस्त्र अधिनियम की धाराओं 21, 25 और 30 के तहत मामला दर्ज किया गया है।
पुलिस अधीक्षक के अनुसार अपर पुलिस अधीक्षक (नगर एवं ग्रामीण), क्षेत्राधिकारियों और थाना प्रभारियों के नेतृत्व में गठित टीमें आईएस-191 गैंग से जुड़े सदस्यों और कथित सहयोगियों को जारी 51 शस्त्र लाइसेंसों के आधार पर खरीदे गए 145 हथियारों का भौतिक सत्यापन कर रही हैं।
इस जांच में मुख्तार अंसारी, जिनकी 28 मार्च 2024 को बांदा जेल में मृत्यु हो गई थी, तथा उनके परिवार के सदस्यों को जारी लाइसेंस भी शामिल हैं।
सत्यापन अभियान के तहत पुलिस दलों ने उत्तर प्रदेश के विभिन्न जिलों के अलावा दिल्ली, पंजाब और अरुणाचल प्रदेश का भी दौरा किया।
अधिकारियों ने जिला मजिस्ट्रेट कार्यालयों और लाइसेंस प्राप्त हथियार विक्रेताओं के अभिलेखों की जांच कर हथियारों की खरीद, बिक्री और वर्तमान स्थिति का पता लगाने का प्रयास किया।
जांच के दौरान पुलिस को कथित रूप से यह पता चला कि गाजीपुर जिले से संबंधित कई मूल शस्त्र लाइसेंस फाइलें और हथियारों की खरीद-बिक्री से जुड़े अभिलेख जिला मजिस्ट्रेट कार्यालय के रिकॉर्ड रूम से गायब हैं।
भौतिक सत्यापन के दौरान हथियारों के लेन-देन में कई कथित विसंगतियां भी सामने आईं, जबकि कुछ हथियारों का वर्तमान स्थान भी निर्धारित नहीं किया जा सका।
पुलिस अधीक्षक इराज राजा ने बताया कि प्रारंभिक जांच से संकेत मिलता है कि तत्कालीन शस्त्र लिपिकों और अन्य लोगों की कथित मिलीभगत से मूल फाइलों और अभिलेखों को रिकॉर्ड रूम से हटाया गया।
पुलिस का आरोप है कि ऐसा कथित रूप से दस्तावेजों को छिपाने और आईएस-191 गैंग के सदस्यों द्वारा इन हथियारों के आपराधिक इस्तेमाल को आसान बनाने के उद्देश्य से किया गया।
पुलिस के अनुसार दर्ज की गई पहली एफआईआर विशेष रूप से अफजाल अंसारी के नाम जारी शस्त्र लाइसेंस संख्या 1188/पी-2 से संबंधित है। जांच में इस लाइसेंस की मूल फाइल तथा उससे जुड़े खरीद-बिक्री के अभिलेख सरकारी रिकॉर्ड से गायब पाए गए।
अधिकारियों ने बताया कि सत्यापन के दौरान राइफल संख्या 830405 का भी कोई पता नहीं चल सका, जिसे कथित रूप से इसी लाइसेंस के आधार पर खरीदा गया था।
पुलिस का कहना है कि लाइसेंस की फाइल, संबंधित अभिलेखों के गायब होने और हथियार का पता न चलने से एक व्यापक साजिश की आशंका मजबूत होती है, जिसमें लाइसेंसधारी और रिकॉर्ड संभालने वाले संबंधित अधिकारी कथित रूप से शामिल हो सकते हैं।
पुलिस अधीक्षक ने कहा कि शेष शस्त्र लाइसेंसों और हथियारों का सत्यापन अभी जारी है। उन्होंने स्पष्ट किया कि यदि जांच के दौरान इसी प्रकार की अन्य अनियमितताएं सामने आती हैं तो संबंधित व्यक्तियों के खिलाफ भी अलग-अलग आपराधिक मामले दर्ज किए जाएंगे।
