Delhi Police Probe Alleged Pakistan-Linked Spy Ring After Young Couple’s Arrest
Delhi Police Special Cell has arrested a Delhi couple accused of assisting a suspected Pakistan-linked espionage network through Indian SIM cards and encrypted digital communication.
Investigators say the suspected network relied on Indian mobile identities and encrypted communication channels to establish contacts and seek information from within the country.
New Delhi: A young Delhi couple has been arrested in an investigation into an alleged cross-border intelligence operation that, according to police, used Indian mobile connections and online communication platforms to establish a covert information-gathering network.
The Delhi Police Special Cell has identified the accused as Mohammad Sahil, 25, and his 21-year-old wife, Sameera.
Investigators claim the couple had been connected with the alleged Pakistan-based operation for about two years.
The case emerged from intelligence inputs about a suspected network functioning through contacts in Delhi and the wider National Capital Region.
Police then began tracing the local support structure allegedly used by handlers operating from Pakistan.
According to the investigation, mobile numbers registered in India were among the tools allegedly used to support the network.
Police claim the couple helped arrange such connections and ensure that the SIM cards reached Pakistan through Dubai.
Once the cards were taken outside India, the Pakistan-based operators allegedly activated WhatsApp accounts linked to those Indian numbers.
Investigators believe the accounts were then used to interact with people in India and enter online groups in an effort to obtain sensitive information.
Police have alleged that the operation had an intelligence-gathering focus on matters related to the Indian defence establishment.
Digital Trail Leads Police to Suspects
The Special Cell said the examination of Sahil’s mobile phone became an important part of the investigation.
Forensic scrutiny of the device allegedly revealed conversations between him and Pakistan-based operatives.
Investigators also recovered material from the mobile phones used by the couple that they say could help establish the nature of the alleged operation.
According to DCP Narra Chaitanya, questioning of the accused provided investigators with information about how the network allegedly functioned and how its overseas handlers communicated with contacts inside India.
The suspected operators are believed to have used encrypted digital platforms to coordinate with people described by police as local facilitators, over-ground workers and sleeper cells.
Police further alleged that contacts in India were being sought for tasks that included observing sensitive military locations and gathering information related to certain Indian Army personnel involved in court-martial proceedings.
Money Trail Under Investigation
The police have alleged that the couple was paid ₹30,000 for arranging the transfer of eight Indian SIM cards through Dubai during 2024 and 2025.
Investigators claim that the Indian numbers allowed the Pakistan-based handlers to create WhatsApp accounts that could appear connected to the Indian telecommunications network.
These accounts were allegedly used to establish contact with people in India and obtain information considered sensitive by investigators.
Police said the arrests have helped them disrupt what they described as an active espionage effort and have also provided leads regarding the wider structure of the suspected network.
Police Examine Couple’s Links and Background
Sahil, who lives in Sarai Kale Khan in South Delhi, studied through the Indira Gandhi National Open University, according to police.
He previously worked with a lawyer and had considered pursuing legal studies.
Investigators said he left that job in June 2022 and had not been employed since.
Sameera completed her bachelor’s degree through distance education and had previously worked at a call centre, police said.
The investigation is continuing, with the Special Cell examining digital communications, possible financial links and the identities of other people who may have provided assistance to the alleged network.
Police are also attempting to establish the full extent of the suspected cross-border operation and determine whether other Indian contacts were used for similar activities.

दिल्ली पुलिस ने एक युवा दंपति को कथित पाकिस्तान-आधारित जासूसी नेटवर्क से संबंध के आरोप में गिरफ्तार किया है। जांच में भारतीय सिम और एन्क्रिप्टेड डिजिटल संचार के इस्तेमाल के आरोप सामने आए हैं।
नई दिल्ली: दिल्ली पुलिस की स्पेशल सेल की जांच में एक ऐसे कथित नेटवर्क के सामने आने का दावा किया गया है, जिसे भारत के भीतर स्थानीय लोगों की मदद और विदेश में बैठे संचालकों के बीच डिजिटल संपर्क के माध्यम से चलाया जा रहा था।
इस मामले में पुलिस ने दक्षिण दिल्ली के सराय काले खां निवासी मोहम्मद साहिल और उसकी पत्नी समीरा को गिरफ्तार किया है। दोनों की उम्र क्रमशः 25 और 21 वर्ष बताई गई है।
जांच एजेंसी का आरोप है कि यह नेटवर्क पाकिस्तान से संचालित हो रहा था और उसे आईएसआई से जुड़े तत्वों का समर्थन प्राप्त था।
पुलिस के अनुसार, दंपति पिछले करीब दो वर्षों से इस कथित नेटवर्क के संपर्क में था।
इस मामले की शुरुआत दिल्ली और राष्ट्रीय राजधानी क्षेत्र में संदिग्ध गतिविधियों से संबंधित खुफिया जानकारी मिलने के बाद हुई।
स्पेशल सेल ने सूचना की जांच आगे बढ़ाई और कथित तौर पर स्थानीय स्तर पर सहायता देने वाले लोगों की पहचान करने पर काम शुरू किया।
भारतीय मोबाइल नंबरों के इस्तेमाल का आरोप
पुलिस के अनुसार, कथित नेटवर्क ने भारतीय सिम कार्डों का इस्तेमाल अपनी गतिविधियों के लिए किया।
जांचकर्ताओं का आरोप है कि साहिल और समीरा ने भारत में सिम कार्ड हासिल किए और उन्हें दुबई के रास्ते पाकिस्तान भेजने की व्यवस्था की।
पुलिस का दावा है कि पाकिस्तान पहुंचने के बाद इन नंबरों पर व्हाट्सऐप अकाउंट सक्रिय किए गए।
इसके बाद भारतीय मोबाइल नंबरों से जुड़े इन खातों के जरिए भारत में मौजूद लोगों से संपर्क स्थापित करने की कोशिश की गई।
जांच एजेंसी के मुताबिक, कुछ खातों को भारतीय व्हाट्सऐप समूहों में शामिल कर कथित तौर पर जानकारी जुटाने का प्रयास किया गया।
रक्षा प्रतिष्ठानों से जुड़ी सूचनाओं पर नजर रखने का संदेह
स्पेशल सेल का आरोप है कि कथित नेटवर्क का उद्देश्य सामान्य सूचनाएं जुटाना भर नहीं था। जांच में रक्षा और सैन्य मामलों से संबंधित जानकारी में रुचि होने के संकेत मिले हैं।
डीसीपी नर्रा चैतन्य के अनुसार, नेटवर्क से जुड़े लोगों को भारत में ऐसे संपर्क तलाशने का काम सौंपा गया था, जो छावनी क्षेत्रों की गतिविधियों पर नजर रख सकें।
पुलिस ने यह भी आरोप लगाया है कि भारतीय सेना के उन कर्मियों से संबंधित विवरण जुटाने की कोशिश की गई जो कोर्ट मार्शल की प्रक्रिया का सामना कर रहे थे।
मोबाइल फोन की जांच से मिला कथित डिजिटल सबूत
साहिल की गिरफ्तारी के बाद उसके मोबाइल फोन की फॉरेंसिक जांच की गई। पुलिस का दावा है कि इसमें पाकिस्तान में मौजूद कथित संचालकों के साथ बातचीत से जुड़े संदेश मिले हैं।
जांच एजेंसी ने दोनों आरोपियों के फोन से भी डिजिटल सामग्री मिलने की बात कही है। पुलिस के मुताबिक, पूछताछ और इलेक्ट्रॉनिक साक्ष्यों से नेटवर्क की कार्यप्रणाली को समझने में मदद मिली।
जांचकर्ताओं का दावा है कि विदेश में मौजूद कथित हैंडलर एन्क्रिप्टेड संचार माध्यमों के जरिए भारत में अपने संपर्कों के साथ समन्वय करते थे।
आठ सिम कार्ड और 30 हजार रुपये का आरोप
पुलिस का आरोप है कि 2024 और 2025 के दौरान दंपति ने आठ भारतीय सिम कार्ड दुबई के रास्ते पाकिस्तान भेजे।
इसके बदले उन्हें कथित तौर पर 30,000 रुपये का भुगतान किया गया।
जांच एजेंसी अब यह पता लगाने की कोशिश कर रही है कि इन मोबाइल नंबरों का इस्तेमाल कितने समय तक किया गया, किन लोगों से संपर्क किया गया और इनके माध्यम से कितनी जानकारी जुटाने का प्रयास हुआ।
आरोपियों के अन्य संपर्कों की जांच जारी
पुलिस के अनुसार, साहिल ने इंदिरा गांधी राष्ट्रीय मुक्त विश्वविद्यालय से पढ़ाई की है। वह पहले एक वकील के साथ काम करता था और आगे कानून की पढ़ाई करने की योजना रखता था।
जून 2022 में नौकरी छोड़ने के बाद वह बेरोजगार था, पुलिस ने कहा।
समीरा ने पत्राचार के माध्यम से स्नातक की पढ़ाई की है और पहले एक कॉल सेंटर में नौकरी कर चुकी है।
स्पेशल सेल अब दोनों आरोपियों के वित्तीय लेनदेन, डिजिटल संपर्कों और अन्य संभावित सहयोगियों की जांच कर रही है।
पुलिस का कहना है कि मामले में मिले सुरागों के आधार पर कथित नेटवर्क की पूरी संरचना और भारत में उसके संपर्कों की पहचान की जा रही है।
