Delhi Reshuffles Senior IAS Officers as Health Department Sees Leadership Change

Prashant Goyal takes on additional responsibility for health administration amid an ongoing probe into alleged procurement irregularities, while new assignments reshape the excise, finance, food supply and transport departments.

NEW DELHI: The Delhi administration has redistributed several important departmental responsibilities among senior IAS officers, with the Health Department undergoing a change in leadership at a time when questions over government hospital purchases remain under investigation.

Prashant Goyal, a 1993-batch officer, has been entrusted with additional responsibility for the Health Department.

Rupesh Kumar Thakur has been relieved of his duties as Health Secretary, according to officials who announced the latest administrative changes on Thursday.

The health portfolio has attracted attention amid an Anti-Corruption Branch investigation into alleged irregularities worth ₹700 crore in the purchase of medicines and medical equipment.

The investigation follows concerns about the procurement and supply of medical materials to government hospitals.

One issue surfaced in August, when Health Minister Pankaj Kumar Singh sought an explanation from Thakur after a fresh complaint raised questions about suppliers previously named in a 2024 FIR.

The case concerned allegations that 13 companies had supplied substandard materials to six government hospitals. The subsequent complaint alleged that some of those firms remained involved in supplying surgical items to government-run facilities.

There was also a separate administrative concern over delays in preparing an action plan for pending purchases of medicines, consumables and medical equipment.

Thakur was issued a show-cause notice in connection with the alleged failure to submit the plan despite repeated directions. The allegations remain distinct from any final finding of responsibility.

Beyond the health portfolio, the reshuffle places Awanish Kumar in charge of the excise administration.

The 2014-batch officer, who has been overseeing Training and Technical Education as well as Higher Education, has been appointed Excise Commissioner.

The change comes as the government prepares for the anticipated introduction of a new excise policy this month. Ravi Jha, the previous incumbent, was transferred to Arunachal Pradesh last month.

Financial administration will also see an expanded role for Bipul Pathak.

The 1992-batch officer will retain his responsibilities as Additional Chief Secretary for Social Welfare, SC/ST/OBC and Women and Child Development, while additionally taking charge as Financial Commissioner.

Goyal’s move to the Health Department has opened up a change in the food supply administration. Navin Kumar Chaudhary, a 1994-batch officer, has been assigned additional responsibility for Food and Civil Supplies.

He already serves as Additional Chief Secretary for Irrigation and Flood Control and will continue to oversee the General Administration Department. His responsibilities for Irrigation and Flood Control will also remain in place.

The transport administration has been adjusted as well. Niharika Rai, a 2005-batch officer and Secretary-cum-Commissioner of Transport, will no longer hold the additional post of Secretary of Tourism.

She has instead been given additional charge as Chairman and Managing Director of the Delhi Transport Corporation.

The changes affect several major areas of governance, from public health and hospital procurement to excise administration, financial oversight and public transport.

The appointment changes in the Health Department coincide with an ongoing investigation, but do not, by themselves, establish wrongdoing by any officer.

 कथित दवा एवं चिकित्सा उपकरण खरीद घोटाले की जांच के बीच स्वास्थ्य विभाग में प्रशासनिक बदलाव; आबकारी, वित्त, खाद्य आपूर्ति और परिवहन विभागों में भी नई जिम्मेदारियां सौंपी गईं।

नई दिल्ली: दिल्ली सरकार ने वरिष्ठ आईएएस अधिकारियों के कार्यक्षेत्र में बदलाव करते हुए कई महत्वपूर्ण विभागों की जिम्मेदारियों का पुनर्वितरण किया है।

इस फेरबदल में स्वास्थ्य विभाग प्रमुख रूप से शामिल है, जहां रुपेश कुमार ठाकुर से स्वास्थ्य सचिव का दायित्व वापस लेकर प्राशांत गोयल को अतिरिक्त प्रभार सौंपा गया है। अधिकारियों ने गुरुवार को इन बदलावों की जानकारी दी।

स्वास्थ्य विभाग में यह परिवर्तन ऐसे समय हुआ है जब सरकारी अस्पतालों के लिए दवाओं और चिकित्सा उपकरणों की खरीद में कथित 700 करोड़ रुपये की अनियमितताओं की जांच भ्रष्टाचार निरोधक शाखा (एसीबी) कर रही है।

खरीद प्रक्रिया और अस्पतालों को चिकित्सा सामग्री की आपूर्ति को लेकर उठे सवालों के बीच विभागीय नेतृत्व में बदलाव किया गया है।

मामले से जुड़ा एक घटनाक्रम अगस्त में सामने आया था। उस समय स्वास्थ्य मंत्री पंकज कुमार सिंह ने ठाकुर से स्पष्टीकरण मांगा था।

एक नई शिकायत में आरोप लगाया गया कि वर्ष 2024 की प्राथमिकी में नामजद 13 कंपनियों में से कुछ अब भी सरकारी अस्पतालों को सर्जिकल सामग्री की आपूर्ति कर रही हैं। इन कंपनियों पर पहले दिल्ली के छह सरकारी अस्पतालों को कथित घटिया सामग्री उपलब्ध कराने के आरोप लगाए गए थे।

इसके अलावा, दवाओं, उपभोग्य सामग्रियों और चिकित्सा उपकरणों की लंबित खरीद के लिए कार्ययोजना तैयार कर जमा करने में कथित देरी को लेकर भी ठाकुर को कारण बताओ नोटिस जारी किया गया था।

बताया गया कि बार-बार निर्देश दिए जाने के बावजूद योजना प्रस्तुत नहीं की गई। इन आरोपों पर जांच या अंतिम निष्कर्ष को प्रशासनिक बदलाव से अलग समझना जरूरी है।

दूसरी ओर, आबकारी विभाग में अवनीश कुमार को नया दायित्व दिया गया है। वर्ष 2014 बैच के अधिकारी अवनीश कुमार को आबकारी आयुक्त नियुक्त किया गया है। वह इससे पहले प्रशिक्षण एवं तकनीकी शिक्षा तथा उच्च शिक्षा से संबंधित विभागों में निदेशक की जिम्मेदारी संभाल रहे थे।

इसी महीने नई आबकारी नीति लागू किए जाने की संभावित तैयारी के बीच यह नियुक्ति हुई है। पूर्व आबकारी आयुक्त रवि झा का पिछले महीने अरुणाचल प्रदेश तबादला किया गया था।

वित्तीय प्रशासन में बिपुल पाठक की जिम्मेदारियां बढ़ाई गई हैं। वर्ष 1992 बैच के अधिकारी पाठक सामाजिक कल्याण, एससी/एसटी/ओबीसी तथा महिला एवं बाल विकास विभागों के अतिरिक्त मुख्य सचिव बने रहेंगे। इसके साथ उन्हें वित्त आयुक्त का अतिरिक्त प्रभार भी दिया गया है।

खाद्य एवं नागरिक आपूर्ति विभाग में भी जिम्मेदारी बदली गई है। स्वास्थ्य विभाग का अतिरिक्त प्रभार मिलने के बाद प्राशांत गोयल को खाद्य एवं नागरिक आपूर्ति विभाग के अतिरिक्त मुख्य सचिव के दायित्व से मुक्त कर दिया गया है।

अब वर्ष 1994 बैच के अधिकारी नवीन कुमार चौधरी इस विभाग का अतिरिक्त प्रभार संभालेंगे। वह सामान्य प्रशासन विभाग के अतिरिक्त मुख्य सचिव बने रहेंगे और सिंचाई एवं बाढ़ नियंत्रण विभाग की जिम्मेदारी भी उनके पास रहेगी।

परिवहन क्षेत्र में निहारिका राय के कार्यक्षेत्र में बदलाव किया गया है। वर्ष 2005 बैच की अधिकारी राय परिवहन सचिव-सह-आयुक्त के पद पर बनी रहेंगी, लेकिन उनसे पर्यटन सचिव का अतिरिक्त प्रभार वापस ले लिया गया है।

उन्हें अब दिल्ली परिवहन निगम (डीटीसी) के अध्यक्ष एवं प्रबंध निदेशक की अतिरिक्त जिम्मेदारी सौंपी गई है।

नए आदेशों के तहत दिल्ली प्रशासन के कई अहम विभागों में अधिकारियों के दायित्वों का पुनर्गठन हुआ है। स्वास्थ्य विभाग में बदलाव कथित खरीद अनियमितताओं की जारी जांच के दौरान किया गया है।

हालांकि, केवल पद या प्रभार में बदलाव को किसी अधिकारी के खिलाफ आरोपों की पुष्टि अथवा दोष सिद्ध होने का प्रमाण नहीं माना जा सकता।
