Families of Injured Delhi Police Personnel Seek Judicial Probe into Jantar Mantar Violence, Allege Mob Infiltration
Calls for an independent judicial inquiry into the violence during the recent protest at Delhi’s Jantar Mantar gathered momentum on Friday as families of police personnel injured in the clashes publicly narrated their ordeal, alleging that organised miscreants had infiltrated the demonstration and brutally assaulted officers performing their official duties.
For one Delhi Police sub-inspector, returning home after the July 25 violence meant carrying his wounds in silence.
His uniform was stained with blood, yet he brushed aside his family’s concern with a brief remark, saying that such incidents were simply part of policing.
The family, however, had little idea of the severity of what he had endured until much later.
His daughter, Kunjal, said they subsequently discovered that the officer had been seriously attacked while deployed at the protest site.
According to her, he remained unconscious in hospital for nearly four hours before finally reaching home close to 10 pm that night after receiving medical treatment.
The emotional strain deepened the following morning when she came across social media posts branding injured police personnel as “criminals”.
Those messages, she said, convinced the family that remaining silent was no longer an option and prompted them to seek legal intervention.
Standing alongside the relatives of three other injured police officers at a press conference held at the Constitution Club, Kunjal announced that all of them had resolved to move the court in search of justice and an impartial investigation into the violence.
Despite belonging to different families, their experiences followed an almost identical pattern.
Each described officers returning home battered, their helmets smashed and heads stitched, while, according to them, the sacrifices and injuries suffered by police personnel received little public attention amid the larger political debate surrounding the protests.
Demanding a transparent investigation, the families alleged that anti-social and disruptive elements had entered what initially began as a student-led agitation.
They claimed these outsiders deliberately targeted police personnel deployed for maintaining law and order during repeated confrontations at the protest venue.
The families addressed the media a day after the Delhi government announced that no punitive action would be taken against students who participated peacefully in the demonstration.
At the same time, authorities indicated that individuals with criminal antecedents suspected of involvement in the violence would face investigation.
Sharing her father’s account, Kunjal said he had previously spent 15 years serving in the Indian Navy as a Marine Commando before joining Delhi Police.
According to her, he repeatedly maintained that the protest gradually lost its original character and was overtaken by unruly elements intent on creating disorder.
Describing the events of July 25, she said her father had been stationed at the frontline barricades at Jantar Mantar when he was suddenly attacked at around 2 pm.
The assault, she alleged, left him grievously injured and unconscious.
Recalling those anxious hours, Kunjal said her father narrowly escaped with his life after what she described as a near-lynching.
He regained consciousness only after several hours in hospital before returning home late at night.
Watching social media narratives portray injured police personnel as offenders, she said, strengthened her resolve to approach the judiciary.
Other affected families later joined the initiative.
Another emotional account came from Seema, whose husband, an assistant sub-inspector, sustained serious injuries during the Cockroach Janta Party’s ‘Sansad Chalo’ march on July 20.
She said the veteran officer, who has served the force for over three decades, arrived home with a severe head injury and a helmet shattered by the impact of the attack.
Narrating the sequence of events, Seema said she had spoken to her husband around 11 am that day, when he informed her that the crowd had grown unusually large and increasingly difficult to control.
She urged him to remain cautious, unaware that the situation would soon spiral into violence.
By evening, she learnt that he had been admitted to Lok Nayak Hospital after suffering a blow to the head.
According to her, her husband later explained that violent individuals mixed with the crowd began hurling stones, footwear and other objects at police personnel.
When he finally reached home around 11 pm, his damaged helmet reflected the intensity of the assault.
Family members were later told that the protective gear had likely saved his life.
Making an emotional appeal, Seema urged governments and elected representatives not to overlook the human side of policing, reminding them that every officer standing on the frontlines also has a family waiting anxiously at home.
Lakshya Bisht, son of an Assistant Commissioner of Police, recounted receiving a disturbing photograph showing his father with part of his scalp shaved for treatment and four stitches after he sustained injuries while attempting to shield senior officers during stone-pelting on July 25.
Lakshya said a friend informed him about the incident shortly after 2 pm, leaving him deeply shaken.
Speaking later, his father allegedly told him that disruptive elements had hijacked the protest and unleashed violence without warning.
While briefing personnel at the site, he reportedly moved to protect senior officers before becoming the target of the attack himself.
Another family member, Upneet Kaur, whose husband also serves as an Assistant Commissioner of Police, said he too was injured during the July 20 clashes.
Returning home that night with a head wound, she said, the incident left the entire family traumatised and underscored the heavy personal cost often borne by police personnel in the line of duty.

शुक्रवार को उन्होंने आरोप लगाया कि छात्र आंदोलन की आड़ में असामाजिक और हिंसक तत्वों ने प्रवेश कर ड्यूटी पर तैनात पुलिसकर्मियों पर सुनियोजित हमला किया।
परिवारों ने पूरे घटनाक्रम की निष्पक्ष और पारदर्शी जांच की मांग करते हुए अदालत का दरवाजा खटखटाने का फैसला किया है।
25 जुलाई की हिंसा के बाद एक दिल्ली पुलिस उपनिरीक्षक जब घर लौटे तो उनकी वर्दी खून से लथपथ थी।
परिवार के सवालों पर उन्होंने केवल इतना कहा कि ऐसी घटनाएं पुलिस सेवा का हिस्सा होती हैं। उस समय परिजन इस बात से अनजान थे कि ड्यूटी के दौरान वह कितनी गंभीर चोटों का सामना कर चुके थे।
उपनिरीक्षक की बेटी कुंजल ने बताया कि बाद में उन्हें पता चला कि उनके पिता पर प्रदर्शन स्थल पर हमला हुआ था और वह लगभग चार घंटे तक अस्पताल में बेहोश रहे। उपचार के बाद वह रात करीब दस बजे घर पहुंच सके।
अगली सुबह सोशल मीडिया पर घायल पुलिसकर्मियों को अपराधी बताए जाने वाली टिप्पणियां देखकर कुंजल गहरे आहत हुईं।
उन्होंने कहा कि उसी क्षण परिवार ने तय किया कि पूरे मामले में न्याय पाने के लिए अदालत की शरण ली जाएगी।
संविधान क्लब में आयोजित प्रेस वार्ता में कुंजल के साथ तीन अन्य घायल पुलिसकर्मियों के परिवार भी मौजूद थे।
सभी ने संयुक्त रूप से घोषणा की कि वे हिंसा की स्वतंत्र जांच और दोषियों की जवाबदेही सुनिश्चित कराने के लिए न्यायालय का रुख करेंगे।
परिवारों ने कहा कि अलग-अलग घटनाओं के बावजूद उनके अनुभव लगभग एक जैसे रहे।
घायल पुलिसकर्मी टूटे हुए हेलमेट, सिर पर टांके और गंभीर चोटों के साथ घर लौटे, लेकिन सार्वजनिक विमर्श में उनकी पीड़ा और कर्तव्यनिष्ठा को पर्याप्त महत्व नहीं मिला।
उन्होंने आरोप लगाया कि प्रारंभ में शांतिपूर्ण दिखने वाला आंदोलन बाद में हिंसक तत्वों के कब्जे में चला गया।
इन लोगों ने कानून-व्यवस्था संभाल रहे पुलिसकर्मियों को निशाना बनाकर कई स्थानों पर हमला किया और हालात को जानबूझकर बिगाड़ने का प्रयास किया।
यह प्रेस वार्ता ऐसे समय हुई जब एक दिन पहले दिल्ली सरकार ने घोषणा की थी कि शांतिपूर्ण ढंग से प्रदर्शन में शामिल छात्रों के खिलाफ कार्रवाई नहीं की जाएगी, जबकि आपराधिक पृष्ठभूमि वाले संदिग्ध व्यक्तियों की भूमिका की अलग से जांच होगी।
कुंजल ने बताया कि उनके पिता दिल्ली पुलिस में आने से पहले भारतीय नौसेना में 15 वर्षों तक मरीन कमांडो के रूप में सेवा दे चुके हैं।
उनके अनुसार, पिता लगातार कहते रहे कि आंदोलन धीरे-धीरे अपने मूल स्वरूप से भटक गया था और उसमें उपद्रवी तत्व सक्रिय हो गए थे।
उन्होंने बताया कि 25 जुलाई को उनके पिता जंतर-मंतर पर अग्रिम बैरिकेड पर तैनात थे। दोपहर लगभग दो बजे उन पर अचानक हमला किया गया, जिसमें उन्हें गंभीर चोटें आईं और वह बेहोश हो गए।
कुंजल ने कहा कि उनके पिता की जान मुश्किल से बची। अस्पताल में कई घंटे तक उपचार के बाद उन्हें होश आया और देर रात घर लौट सके।
अगले दिन सोशल मीडिया पर पुलिसकर्मियों के खिलाफ चल रहे अभियान को देखकर उन्होंने कानूनी लड़ाई लड़ने का निश्चय किया, जिसके बाद अन्य प्रभावित परिवार भी उनके साथ आ गए।
एक अन्य घायल सहायक उपनिरीक्षक की पत्नी सीमा ने बताया कि 20 जुलाई को कॉकरोच जनता पार्टी के ‘संसद चलो’ मार्च के दौरान उनके पति गंभीर रूप से घायल हो गए थे।
33 वर्षों की सेवा देने वाले अधिकारी उस रात सिर पर गहरी चोट और पूरी तरह टूटे हेलमेट के साथ घर लौटे।
सीमा ने बताया कि घटना वाले दिन सुबह करीब 11 बजे उनके पति से बात हुई थी।
उन्होंने बताया था कि भीड़ लगातार बढ़ रही है और स्थिति नियंत्रण से बाहर होती जा रही है। उन्होंने उन्हें सावधानी बरतने की सलाह दी थी।
शाम तक उन्हें सूचना मिली कि उनके पति को सिर पर गंभीर चोट लगने के बाद लोकनायक अस्पताल में भर्ती कराया गया है।
बाद में उन्होंने बताया कि भीड़ में शामिल बाहरी उपद्रवियों ने पुलिस पर पत्थर, चप्पल और हाथ में जो भी वस्तु मिली, उससे हमला शुरू कर दिया था।
रात लगभग 11 बजे जब वह घर लौटे तो उनका हेलमेट पूरी तरह क्षतिग्रस्त था। परिवार को बाद में बताया गया कि यदि उन्होंने हेलमेट नहीं पहना होता तो शायद उनकी जान बचाना संभव नहीं होता।
भावुक होते हुए सीमा ने सरकार और जनप्रतिनिधियों से अपील की कि पुलिसकर्मियों को केवल वर्दी के रूप में नहीं बल्कि परिवार वाले इंसानों के रूप में भी देखा जाए, क्योंकि हर घायल अधिकारी के पीछे चिंतित परिजन भी होते हैं।
सहायक पुलिस आयुक्त के पुत्र लक्ष्य बिष्ट ने बताया कि 25 जुलाई को उन्हें अपने पिता की एक तस्वीर मिली जिसमें उपचार के लिए सिर का एक हिस्सा मुंडा हुआ था और चार टांके लगे थे।
यह चोट उन्हें वरिष्ठ अधिकारियों को पथराव से बचाने की कोशिश के दौरान लगी थी।
लक्ष्य ने कहा कि दोपहर करीब दो बजे एक मित्र ने उन्हें पिता के घायल होने की सूचना दी, जिससे वह बुरी तरह घबरा गए।
बाद में उनके पिता ने बताया कि कुछ उपद्रवी तत्वों ने प्रदर्शन का फायदा उठाकर अचानक हिंसा शुरू कर दी।
कर्मचारियों को निर्देश देते समय उन्होंने वरिष्ठ अधिकारियों को बचाने का प्रयास किया और स्वयं हमले का निशाना बन गए।
एक अन्य अधिकारी की पत्नी उपनीत कौर ने बताया कि उनके पति, जो सहायक पुलिस आयुक्त हैं, 20 जुलाई की झड़पों में घायल हुए थे।
उस रात सिर पर गंभीर चोट लेकर जब वह घर लौटे तो पूरे परिवार पर गहरा मानसिक आघात पड़ा। उन्होंने कहा कि ड्यूटी निभाते समय पुलिसकर्मी जिस जोखिम का सामना करते हैं, उसका असर केवल उन पर ही नहीं बल्कि उनके परिवारों पर भी पड़ता है।
