Girl Dies After Mudslide Blocks Rajouri Road; Engineer Suspended, Probe Ordered
Girl being taken to hospital was delayed for hours as officials differed over whether damaged PMGSY road had been restored
Rajouri: A girl (17) died while being taken for medical treatment in Jammu and Kashmir’s Rajouri district after a mudslide blocked the only road connecting her remote area to the outside world, prompting the administration to order an inquiry and suspend a senior engineer.
The incident has raised serious questions about the condition of rural roads in the rain-hit border district and the accuracy of official claims regarding their restoration.
Rajouri District Development Commissioner Abhishek Sharma ordered the probe after the girl’s death and suspended Agha Zahid Rehman, Assistant Executive Engineer of the PMGSY Kalakote Sub-Division.
During the suspension, Rehman will remain attached to the office of the Additional Deputy Commissioner, Kotranka.
Road declared usable, but ground report said otherwise
The controversy centres on the condition of the Chak Methyani-Panglar-Kotecharwal road, which is maintained under the Prime Minister Gram Sadak Yojana (PMGSY).
The road serves as the principal link for several villages in the area.
It had previously suffered extensive damage during the monsoon and was only temporarily restored.
A fresh landslide approximately two weeks ago again made part of the route unusable.
Despite this, the Executive Engineer of the PMGSY Rajouri Division reportedly informed the administration through an official WhatsApp group that restoration work had been completed and that vehicles could use the road.
A subsequent communication from Kotranka Additional Deputy Commissioner Dil Mir Choudhary painted a sharply different picture.
In his report to the District Development Commissioner, Choudhary said the road remained in extremely poor condition because of landslides and deep ditches and could not be safely used by vehicles.
Patient transport among services disrupted
The official communication highlighted the wider consequences of the road failure.
According to the ADC, residents of several villages were facing difficulties moving not only patients but also essential supplies such as food grains and fertilisers.
Emergency ambulance services, including 108 and 102, were also reportedly unavailable in villages including Narala, Bamble, Kotcharwal and Panglar.
The ADC alleged that repeated instructions for restoring the damaged road had not been adequately acted upon and described the situation as indicating prima facie negligence and failure to comply with official directions.
Girl’s health deteriorated during journey
According to officials, the teenager had been unwell for about a month and had previously received treatment at Government Medical College, Jammu, where she had been admitted roughly two weeks earlier.
When her condition worsened again, her family began taking her towards GMC Rajouri.
The journey was interrupted at Chak Methyani after the vehicle encountered the landslide.
Officials said the obstruction caused a delay of roughly two to three hours.
Residents and volunteers attempted to clear part of the debris and create a passage. By that stage, however, the girl’s condition had reportedly become critical. She died while being taken towards the hospital.
Social media video brings incident to administration’s notice
The administration became aware of the incident after a video circulated on social media, alleging that the teenager’s death was linked to the closure of the road.
Officials subsequently examined the circumstances surrounding the road blockage and the conflicting reports about whether the route had been restored.
The inquiry will be important in determining whether the condition of the road and the alleged failure to restore it contributed to the delay in medical treatment.
Senior engineer asked to explain possible disciplinary action
Along with the suspension of the Assistant Executive Engineer, the administration has sought an explanation from the Executive Engineer, PMGSY Rajouri Division.
The officer has been asked to clarify why disciplinary proceedings should not be initiated in connection with the condition of the road despite the earlier communication indicating that it had been restored for traffic.
The Additional District Development Commissioner, Rajouri, has been given seven days to complete the inquiry.
Rajouri, Poonch facing extensive rain damage
The incident comes amid widespread destruction caused by recent heavy rains in Rajouri and neighbouring Poonch district.
Flooding and landslides have damaged roads and other infrastructure across the two border districts, while homes and other private property have also been affected.
Officials said nearly 28 people have died in the two districts, with most of the fatalities reported from Poonch.
Chief Minister Omar Abdullah, who recently visited the affected areas, has said he would approach the Centre for a special assistance package.
The Rajouri incident has now added an urgent question to the wider relief effort: whether damaged transport links are being restored quickly enough to ensure that residents of remote villages can reach hospitals and receive essential supplies when emergencies arise.

राजौरी: जम्मू-कश्मीर के सीमावर्ती राजौरी जिले में मलबा खिसकने से सड़क मार्ग बाधित होने के कारण अस्पताल ले जाई जा रही 17 वर्षीय लड़की की मौत हो गई।
घटना के बाद प्रशासन ने मामले की जांच के आदेश दिए हैं और प्रधानमंत्री ग्राम सड़क योजना (PMGSY) के एक वरिष्ठ अभियंता को निलंबित कर दिया है।
इस घटना ने बारिश से प्रभावित जिले में ग्रामीण सड़कों की स्थिति और उनके समय पर रखरखाव को लेकर गंभीर सवाल खड़े कर दिए हैं।
खास तौर पर उस दावे की जांच की जा रही है कि जिस सड़क को प्रशासन को यातायात के लिए बहाल बताया गया था, वह वास्तव में वाहनों के चलने योग्य नहीं थी।
बहाल बताई गई सड़क मौके पर निकली खराब
मामला चक मेथयानी-पंगलार-कोटेचरवाल सड़क से जुड़ा है, जो क्षेत्र के कई दूरदराज गांवों को मुख्य इलाकों से जोड़ने वाला महत्वपूर्ण मार्ग है।
यह सड़क पिछले मानसून के दौरान भी बुरी तरह क्षतिग्रस्त हुई थी और बाद में अस्थायी रूप से बहाल की गई थी।
करीब दो सप्ताह पहले इसी मार्ग के एक हिस्से में दोबारा भूस्खलन हुआ, जिसके बाद सड़क पर वाहनों की आवाजाही प्रभावित हो गई।
इसके बावजूद PMGSY राजौरी डिवीजन के कार्यकारी अभियंता की ओर से एक आधिकारिक व्हाट्सऐप समूह में सड़क को बहाल और यातायात के लिए उपयोगी बताए जाने की जानकारी प्रशासन को दी गई।
बाद में स्थानीय प्रशासन की रिपोर्ट में स्थिति इसके बिल्कुल विपरीत बताई गई।
ADC की रिपोर्ट में सड़क को बताया गया यातायात के लिए अनुपयुक्त
कोटरंका के अतिरिक्त उपायुक्त दिल मीर चौधरी ने शुक्रवार शाम राजौरी के जिला विकास आयुक्त अभिषेक शर्मा को भेजी रिपोर्ट में सड़क की स्थिति को बेहद खराब बताया।
रिपोर्ट के अनुसार, भूस्खलन और गहरे गड्ढों के कारण मार्ग वाहनों के लिए सुरक्षित नहीं था।
अधिकारी ने यह भी बताया कि सड़क की खराब स्थिति के कारण ग्रामीणों को मरीजों के साथ-साथ खाद्यान्न और उर्वरक जैसे जरूरी सामान लाने-ले जाने में कठिनाइयों का सामना करना पड़ रहा था।
108 और 102 एंबुलेंस सेवाएं भी प्रभावित
प्रशासनिक रिपोर्ट में कहा गया कि नराला, बंबले, कोटचरवाल और पंगलार सहित कई गांवों में 108 और 102 एंबुलेंस सेवाएं भी उपलब्ध नहीं थीं।
ADC ने आरोप लगाया कि हाल की बारिश से क्षतिग्रस्त सड़क को तत्काल ठीक करने के लिए सरकार और स्थानीय प्रशासन की ओर से बार-बार निर्देश दिए गए थे, लेकिन इसके बावजूद सड़क की स्थिति में अपेक्षित सुधार नहीं हुआ।
उन्होंने प्रथम दृष्टया लापरवाही और आधिकारिक निर्देशों का पालन नहीं किए जाने की आशंका भी जताई।
इलाज के लिए ले जाते समय बिगड़ी लड़की की हालत
अधिकारियों के अनुसार, लड़की करीब एक महीने से बीमार थी और लगभग दो सप्ताह पहले उसे राजकीय मेडिकल कॉलेज, जम्मू में भर्ती कराया गया था।
बाद में उसकी तबीयत फिर बिगड़ गई, जिसके बाद परिवार उसे इलाज के लिए GMC राजौरी ले जा रहा था।
वाहन जब चक मेथयानी पहुंचा तो रास्ते में मलबा आने के कारण आगे बढ़ना संभव नहीं हुआ। अधिकारियों के मुताबिक, इस वजह से करीब दो से तीन घंटे की देरी हुई।
स्थानीय लोगों और स्वयंसेवकों की मदद से मलबे को आंशिक रूप से हटाकर रास्ता बनाने की कोशिश की गई।
लेकिन तब तक लड़की की हालत काफी बिगड़ चुकी थी और अस्पताल ले जाते समय उसकी मौत हो गई।
सोशल मीडिया वीडियो के बाद प्रशासन हरकत में आया
मामला प्रशासन के संज्ञान में उस समय आया जब सोशल मीडिया पर एक वीडियो सामने आया।
वीडियो में आरोप लगाया गया था कि PMGSY के तहत आने वाली सड़क बंद होने के कारण लड़की को समय पर चिकित्सा सुविधा नहीं मिल सकी।
इसके बाद प्रशासन ने सड़क की वास्तविक स्थिति और उसकी बहाली को लेकर अधिकारियों की ओर से दी गई अलग-अलग जानकारी की जांच शुरू की।
अब जांच में यह महत्वपूर्ण होगा कि सड़क की स्थिति क्या थी, उसे वास्तव में कब बहाल किया गया था और क्या सड़क की खराब स्थिति ने लड़की को अस्पताल पहुंचाने में हुई देरी में भूमिका निभाई।
एक और अभियंता से भी मांगा गया जवाब
जिला विकास आयुक्त अभिषेक शर्मा ने PMGSY कालाकोट सब-डिवीजन के सहायक कार्यकारी अभियंता आगा जाहिद रहमान को निलंबित कर दिया है।
निलंबन अवधि में उन्हें अतिरिक्त उपायुक्त, कोटरंका के कार्यालय से संबद्ध रखा जाएगा।
इसके अलावा PMGSY राजौरी डिवीजन के कार्यकारी अभियंता से भी स्पष्टीकरण मांगा गया है।
उनसे पूछा गया है कि सड़क की वास्तविक स्थिति को देखते हुए उनके खिलाफ विभागीय कार्रवाई क्यों नहीं की जानी चाहिए।
राजौरी के अतिरिक्त जिला विकास आयुक्त को सात दिनों के भीतर जांच पूरी करने का निर्देश दिया गया है।
बारिश से राजौरी-पुंछ में भारी नुकसान
यह घटना राजौरी और पड़ोसी पुंछ जिले में भारी बारिश, बाढ़ और भूस्खलन से हुए व्यापक नुकसान के बीच हुई है।
दोनों जिलों में सड़कें और अन्य सार्वजनिक ढांचा प्रभावित हुआ है, जबकि निजी संपत्तियों को भी नुकसान पहुंचा है।
अधिकारियों के मुताबिक, दोनों जिलों में करीब 28 लोगों की मौत हो चुकी है और इनमें अधिकतर मौतें पुंछ में हुई हैं।
मुख्यमंत्री उमर अब्दुल्ला ने हाल ही में प्रभावित क्षेत्रों का दौरा किया था और कहा था कि वह केंद्र सरकार से विशेष राहत पैकेज की मांग करेंगे।
राजौरी की यह घटना अब राहत और पुनर्निर्माण के साथ-साथ इस सवाल को भी सामने ला रही है कि दूरदराज के गांवों को जोड़ने वाले क्षतिग्रस्त मार्गों को कितनी तेजी से बहाल किया जा रहा है और आपात स्थिति में मरीजों को समय पर अस्पताल पहुंचाने की व्यवस्था कितनी प्रभावी है।
