Guterres Backs Global South Push for UN Security Council Reform, Says India at the Forefront

UN chief calls for global institutions to reflect today’s geopolitical realities and warns that an unchecked AI divide could deepen inequalities between nations.

BRICS Summit: United Nations Secretary-General Antonio Guterres has thrown his weight behind the long-standing demand of developing nations for greater representation in the UN Security Council, saying the structure of global institutions must catch up with the political, economic and demographic changes that have taken place since 1945.

Addressing the BRICS Summit on Sunday, Guterres specifically highlighted India’s role in the campaign for Security Council reform.

He said the countries represented at the summit reflect a world that has changed substantially since the UN’s institutional framework was created.

His intervention came a day after Prime Minister Narendra Modi called for developing nations to have a stronger voice in international decision-making.

Modi had argued that the Global South should no longer remain merely a “rule-taker” but should become a “rule-shaper”.

Guterres said the emergence of a more multipolar international order could contribute to greater balance and fairness, but cautioned that this would require corresponding changes to institutions governing global affairs.

He identified the UN Security Council and the Bretton Woods institutions as two key areas requiring reform so that they better represent the realities of the contemporary world.

India’s case gets fresh international backing.

The question of permanent representation on the Security Council has remained a major diplomatic priority for India.

The Council currently has five permanent members—China, France, Russia, the United Kingdom and the United States—with each possessing veto power.

That arrangement has remained essentially unchanged since the Security Council was established in 1945.

The BRICS New Delhi Declaration issued on Saturday also called for comprehensive reform of the United Nations, including its Security Council.

China and Russia, both permanent members of the Council, reiterated their support for India and Brazil seeking a larger role in the UN system.

The declaration argued that reform should make the organisation more democratic, representative and effective while giving developing countries greater representation in the Council.

It also stressed that countries from Africa, Asia and Latin America, including BRICS members, should have a stronger role in international affairs and in shaping decisions within the UN.

China and Russia specifically renewed their backing for the aspirations of India and Brazil to assume a greater role in the United Nations, including the Security Council, referring to commitments made in earlier BRICS declarations.

Guterres lays out broader global priorities.

The UN chief used the BRICS platform not only to address institutional reform but also to outline what he sees as some of the major challenges confronting the international community.

He called for stronger mechanisms to finance development, arguing that multilateral development banks need to become larger and more ambitious.

According to Guterres, these institutions should adopt new approaches capable of attracting substantial private investment while increasing concessional financing for developing economies.

For countries seeking faster economic growth, access to affordable development finance remains a major concern.

Guterres linked the issue to the broader objective of creating a global system capable of delivering more inclusive growth.

He also urged nations to build resilience, encourage innovation, strengthen international cooperation and pursue sustainability as they confront an increasingly unsettled geopolitical environment.

AI could deepen global inequality

Artificial intelligence featured prominently in Guterres’ assessment of the future of development.

He acknowledged the transformative potential of AI, saying the technology could enable countries to achieve in years progress that might otherwise take decades.

But he warned that access to AI remains heavily concentrated among a relatively small number of companies and countries.

Without stronger international efforts to narrow that gap, he cautioned, the divide in AI capabilities could compound existing disparities in income, opportunity, security and even national sovereignty.

His warning comes amid a rapid expansion of AI technologies across economies, with countries increasingly competing over computing capacity, data, advanced models and the infrastructure required to deploy them.

Call for climate commitments.

Guterres also pressed developed economies to honour their financial commitments on climate action.

Without naming any particular country, he said developed nations must fulfil their promises and referred to the need for $300 billion a year in climate finance.

He further stressed that critical minerals should be managed responsibly.

Countries and communities where these resources are produced, he said, should benefit through greater local value addition and employment rather than seeing the benefits of mineral wealth accrue elsewhere.

The issue has assumed greater significance as demand for minerals needed for clean-energy technologies and advanced industries continues to rise.

Peace remains an urgent priority.

Turning to conflicts around the world, Guterres delivered a broad appeal for adherence to international law and peaceful resolution of disputes.

He pointed to the continuing crisis in Gaza and the wider Middle East, along with the wars and conflicts affecting Ukraine, Sudan and other regions.

The UN chief said states must uphold their responsibilities under the UN Charter and international law, including respect for sovereign equality, territorial integrity and political independence.

He also stressed the importance of protecting international navigation rights and freedoms, resolving disputes peacefully and observing international humanitarian and human rights law.

A changing world order

Guterres concluded by linking these issues to the larger transformation underway in international relations.

As the world moves further towards a multipolar system, he said, countries must work collectively to preserve and strengthen a multilateral framework capable of serving all nations.

For the UN chief, that means ensuring that the institutions at the heart of global governance evolve alongside the world they are meant to represent—with the United Nations continuing to occupy a central position.

BRICS Summit: संयुक्त राष्ट्र महासचिव एंटोनियो गुटेरेस ने वैश्विक दक्षिण के देशों की उस मांग का समर्थन किया है, जिसमें संयुक्त राष्ट्र सुरक्षा परिषद में व्यापक सुधार और विकासशील देशों की बेहतर भागीदारी की मांग की जा रही है।

उन्होंने कहा कि 1945 में बनाई गई वैश्विक संस्थाओं की संरचना आज की आर्थिक, जनसांख्यिकीय और भू-राजनीतिक परिस्थितियों को पूरी तरह प्रतिबिंबित नहीं करती।

रविवार को BRICS शिखर सम्मेलन को संबोधित करते हुए गुटेरेस ने विशेष रूप से भारत की भूमिका का उल्लेख किया। उन्होंने कहा कि सुरक्षा परिषद में सुधार की मांग को आगे बढ़ाने वाले देशों में भारत अग्रणी रहा है।

गुटेरेस की टिप्पणी प्रधानमंत्री नरेंद्र मोदी के उस संदेश के एक दिन बाद आई, जिसमें उन्होंने वैश्विक निर्णय प्रक्रिया में विकासशील देशों की भूमिका बढ़ाने की जरूरत बताई थी।

मोदी ने कहा था कि ग्लोबल साउथ को केवल दूसरे देशों द्वारा बनाए गए नियमों का पालन करने वाला “rule-taker” बने रहने के बजाय “rule-shaper” की भूमिका निभानी चाहिए।

बदलती दुनिया के अनुरूप संस्थाओं में बदलाव जरूरी

गुटेरेस ने कहा कि दुनिया अब तेजी से बहुध्रुवीय व्यवस्था की ओर बढ़ रही है। उनके अनुसार यह बदलाव वैश्विक व्यवस्था में संतुलन और समानता को मजबूत कर सकता है, लेकिन इसके लिए अंतरराष्ट्रीय संस्थाओं में भी बदलाव जरूरी होगा।

उन्होंने संयुक्त राष्ट्र सुरक्षा परिषद के साथ-साथ Bretton Woods व्यवस्था से जुड़ी वैश्विक वित्तीय संस्थाओं में सुधार की आवश्यकता पर जोर दिया।

उनका कहना था कि वर्तमान संस्थागत ढांचा उस दुनिया को प्रतिबिंबित करने में सक्षम होना चाहिए जो 1945 की तुलना में आर्थिक और राजनीतिक रूप से काफी बदल चुकी है।

भारत की दावेदारी को मिला समर्थन

संयुक्त राष्ट्र सुरक्षा परिषद में स्थायी सदस्यता का विस्तार भारत की प्रमुख कूटनीतिक प्राथमिकताओं में रहा है।

वर्तमान में सुरक्षा परिषद के पांच स्थायी सदस्य हैं—चीन, फ्रांस, रूस, ब्रिटेन और अमेरिका। इन सभी देशों के पास वीटो का अधिकार है। परिषद के गठन के बाद से इसकी स्थायी सदस्यता की संख्या में कोई बदलाव नहीं हुआ है।

शनिवार को जारी BRICS के नई दिल्ली घोषणा-पत्र में भी संयुक्त राष्ट्र में व्यापक सुधार का समर्थन किया गया था। इसमें सुरक्षा परिषद में विकासशील देशों की हिस्सेदारी बढ़ाने की जरूरत बताई गई।

चीन और रूस, जो स्वयं सुरक्षा परिषद के स्थायी सदस्य हैं, ने भारत और ब्राजील की संयुक्त राष्ट्र में अधिक महत्वपूर्ण भूमिका की आकांक्षा के प्रति समर्थन दोहराया।

घोषणा-पत्र में संयुक्त राष्ट्र को अधिक लोकतांत्रिक, प्रतिनिधित्वकारी, प्रभावी और सक्षम बनाने के लिए सुधार की जरूरत बताई गई।

इसमें अफ्रीका, एशिया और लैटिन अमेरिका के विकासशील एवं उभरते देशों को अंतरराष्ट्रीय मामलों में अधिक प्रभावशाली भूमिका देने पर भी जोर दिया गया।

विकास के लिए वित्तीय ढांचे में बदलाव की वकालत

गुटेरेस ने BRICS मंच का इस्तेमाल वैश्विक शासन सुधार से आगे बढ़कर दुनिया के सामने मौजूद आर्थिक और विकास संबंधी चुनौतियों को रेखांकित करने के लिए भी किया।

उन्होंने बहुपक्षीय विकास बैंकों को अधिक सक्षम बनाने की जरूरत बताई।

उनके मुताबिक इन संस्थानों को निजी निवेश की बड़ी मात्रा जुटाने के लिए नए कारोबारी मॉडल अपनाने चाहिए और विकासशील देशों को रियायती वित्त उपलब्ध कराने की क्षमता बढ़ानी चाहिए।

गुटेरेस ने लचीली अर्थव्यवस्था, नवाचार, अंतरराष्ट्रीय सहयोग और टिकाऊ विकास को भविष्य की वैश्विक आर्थिक व्यवस्था के लिए महत्वपूर्ण बताया।

उनके अनुसार इन सभी क्षेत्रों में प्रगति जरूरी है ताकि दुनिया अधिक समावेशी आर्थिक विकास की ओर बढ़ सके।

AI से बढ़ सकता है देशों के बीच अंतर

आर्टिफिशियल इंटेलिजेंस को लेकर भी गुटेरेस ने महत्वपूर्ण चेतावनी दी।

उन्होंने कहा कि AI में इतनी क्षमता है कि वह कई दशकों में होने वाले विकास को कुछ वर्षों में संभव बना सकती है। लेकिन इस तकनीक की शक्ति फिलहाल कुछ चुनिंदा कंपनियों और देशों में केंद्रित है।

यदि AI तक पहुंच में मौजूद असमानता दूर नहीं की गई, तो इससे पहले से मौजूद आर्थिक और सामाजिक अंतर और गहरे हो सकते हैं।

गुटेरेस ने चेताया कि AI का विभाजन आय, अवसर, सुरक्षा और देशों की संप्रभुता से जुड़े अंतर को भी बढ़ा सकता है।

दुनिया भर में AI तकनीक के तेजी से विस्तार के बीच कंप्यूटिंग क्षमता, डेटा और उन्नत AI मॉडल तक पहुंच को लेकर देशों के बीच प्रतिस्पर्धा भी तेज हो रही है।

जलवायु वित्त पर विकसित देशों से वादा निभाने को कहा

जलवायु परिवर्तन के मुद्दे पर संयुक्त राष्ट्र महासचिव ने विकसित देशों से उनकी वित्तीय प्रतिबद्धताओं को पूरा करने का आग्रह किया।

उन्होंने किसी देश का नाम लिए बिना कहा कि विकसित देशों को अपने वादे पूरे करने चाहिए और सालाना 300 अरब डॉलर के जलवायु वित्त की आवश्यकता का उल्लेख किया।

गुटेरेस ने महत्वपूर्ण खनिजों के जिम्मेदार इस्तेमाल पर भी जोर दिया। उन्होंने कहा कि जिन देशों और स्थानीय समुदायों में ये खनिज पाए जाते हैं, उन्हें केवल कच्चे संसाधन उपलब्ध कराने तक सीमित नहीं रहना चाहिए। वहां मूल्यवर्धन और रोजगार के अवसर भी पैदा होने चाहिए।

स्वच्छ ऊर्जा और आधुनिक तकनीकों की मांग बढ़ने के साथ महत्वपूर्ण खनिजों का महत्व लगातार बढ़ रहा है।

Gaza से Ukraine तक शांति की अपील

विश्व के विभिन्न हिस्सों में जारी संघर्षों का जिक्र करते हुए गुटेरेस ने शांति और अंतरराष्ट्रीय कानून के सम्मान को प्राथमिकता देने की अपील की।

उन्होंने Gaza और व्यापक Middle East संकट के अलावा Ukraine, Sudan तथा अन्य क्षेत्रों में जारी संघर्षों का उल्लेख किया।

उनके अनुसार सभी देशों को UN Charter और अंतरराष्ट्रीय कानून के तहत अपनी जिम्मेदारियों का पालन करना चाहिए। इनमें देशों की संप्रभु समानता, क्षेत्रीय अखंडता और राजनीतिक स्वतंत्रता का सम्मान शामिल है।

उन्होंने अंतरराष्ट्रीय नौवहन अधिकारों और स्वतंत्रताओं की रक्षा तथा विवादों के शांतिपूर्ण समाधान की जरूरत पर भी जोर दिया। साथ ही अंतरराष्ट्रीय मानवीय कानून और मानवाधिकार कानून का पालन करने की अपील की।

बहुध्रुवीय दुनिया में UN की केंद्रीय भूमिका

गुटेरेस ने कहा कि दुनिया जिस तरह बहुध्रुवीय व्यवस्था की ओर बढ़ रही है, उसमें सभी देशों की जिम्मेदारी है कि वे ऐसी बहुपक्षीय प्रणाली को मजबूत करें जो हर देश के हितों के लिए प्रभावी ढंग से काम कर सके।

उनका संदेश स्पष्ट था कि वैश्विक शक्ति संतुलन बदलने के साथ अंतरराष्ट्रीय संस्थाओं की संरचना भी बदलनी चाहिए। उनके मुताबिक इस नई व्यवस्था में संयुक्त राष्ट्र को वैश्विक बहुपक्षवाद के केंद्र में बनाए रखना जरूरी होगा।
