India-China Military Talks in Arunachal Amid Fresh Tensions Along LAC
Senior commanders from both sides met at Wacha-Damai as Indian troops remain deployed in strength following reports of tension in the Taksing sector of Arunachal Pradesh.
India and China have opened a fresh channel of senior military engagement in Arunachal Pradesh, with Corps Commander-level discussions taking place against the backdrop of reported tensions in the Taksing area of Upper Subansiri district.
The meeting assumes significance because it brings senior field commanders from the two militaries together at a time when the Line of Actual Control (LAC) remains sensitive in the eastern sector.
Indian forces continue to maintain a substantial presence in the area as a precaution against any further escalation.
Representing India at the discussions was Lieutenant General Girish Kalia, commander of the Army’s III Corps, also known as the Spear Corps.
His Chinese counterpart, along with other military officers, participated in the engagement held at the Wacha-Damai border personnel meeting point on the Indian side.
Located in Arunachal Pradesh’s Kibithoo sector, Wacha is India’s easternmost border personnel meeting point.
The location provides an established platform for the two sides to address local military concerns and prevent tensions along the LAC from worsening.
The latest engagement also comes as New Delhi and Beijing attempt to gradually stabilise ties that deteriorated sharply after the military confrontation in eastern Ladakh began in 2020.
While the two countries have previously used commander-level meetings extensively in Ladakh, the latest discussions in Arunachal Pradesh mark a notable senior military-level interaction in the eastern sector in recent months.
The two sides have conducted 23 rounds of Corps Commander talks at Chushul-Moldo in eastern Ladakh to deal with issues arising from the prolonged military standoff.
The most recent, or 23rd, round took place in October 2025.
It followed the agreement reached a year earlier on patrolling arrangements in the Depsang Plains and Demchok, two locations that had emerged as major points of friction along the LAC.
Political engagement has accompanied the military dialogue.
Prime Minister Narendra Modi and Chinese President Xi Jinping met on the sidelines of the BRICS summit in Kazan, Russia, in October 2024.
Their meeting was followed by the disengagement of troops from the friction points in eastern Ladakh.
Another important diplomatic moment is approaching, with Xi expected to travel to New Delhi for the BRICS summit scheduled for September 12 and 13.
His last visit to India was in October 2019, when he travelled to Mamallapuram near Chennai for the second informal summit between the two leaders.
The Arunachal meeting follows another high-level diplomatic interaction between the two countries.
On August 25, National Security Adviser Ajit Doval met Chinese Foreign Minister Wang Yi in Beijing in their capacity as the special representatives handling the boundary question between India and China.
Despite efforts to restore normalcy, fundamental differences over the LAC remain.
India and China do not share the same perception of where the disputed frontier runs, a situation that has repeatedly created the possibility of friction between troops deployed on either side.
Former Chief of Defence Staff Lieutenant General Anil Chauhan (retd) recently underlined the continuing risks.
Speaking on the latest commander-level dialogue and the creation of two additional military hotlines, he described these developments as positive steps.
However, Chauhan also pointed to unresolved aspects of the boundary dispute, differing interpretations of the frontier, infrastructure development and the accumulation of military capabilities as factors that could still trigger tensions.
He stressed that the situation requires sustained vigilance, credible military preparedness, clearly defined agreements and consistent implementation of commitments.
Against this backdrop, the latest meeting in Arunachal Pradesh represents more than a routine military interaction.
With troops still deployed in the sensitive region and both sides seeking to manage differences along the LAC, maintaining direct communication remains central to preventing local tensions from developing into a larger confrontation.

नई दिल्ली और बीजिंग के बीच सीमा से जुड़े तनाव को संभालने के प्रयासों के बीच अरुणाचल प्रदेश में दोनों देशों की सेनाओं के वरिष्ठ अधिकारियों के बीच महत्वपूर्ण वार्ता हुई।
अपर सुबनसिरी जिले के तवांग क्षेत्र में हालिया तनाव की रिपोर्टों के बीच यह बैठक हुई है और भारतीय सेना ने इलाके में अपनी तैनाती मजबूत बनाए रखी है।
वार्ता में भारतीय पक्ष का नेतृत्व लेफ्टिनेंट जनरल गिरीश कालिया ने किया, जो सेना की III कोर यानी स्पीयर कोर के कमांडर हैं।
चीनी सेना के उनके समकक्ष अधिकारी और अन्य सैन्य प्रतिनिधि भी बैठक में शामिल हुए।
दोनों पक्षों की यह बातचीत अरुणाचल प्रदेश के किबिथू सेक्टर स्थित वाचा-दमाई सीमा कार्मिक बैठक स्थल पर हुई।
वाचा भारत का सबसे पूर्वी सीमा कार्मिक बैठक केंद्र है, जहां स्थानीय स्तर पर दोनों सेनाओं के बीच संवेदनशील मुद्दों पर संवाद किया जाता है।
अरुणाचल में हुई इस बैठक का महत्व इसलिए भी बढ़ जाता है क्योंकि भारत और चीन लंबे समय से सीमा पर सैन्य तनाव कम करने और संबंधों को धीरे-धीरे सामान्य बनाने की कोशिश कर रहे हैं।
2020 में पूर्वी लद्दाख में सैन्य गतिरोध शुरू होने के बाद दोनों देशों के रिश्तों में गंभीर गिरावट आई थी।
अब तक दोनों सेनाओं के बीच कोर कमांडर स्तर की बातचीत का प्रमुख केंद्र पूर्वी लद्दाख में स्थित चुशुल-मोल्डो रहा है।
यहां LAC से जुड़े सैन्य गतिरोध के समाधान के लिए 23 दौर की बातचीत हो चुकी है।
अक्टूबर 2025 में 23वें दौर की सैन्य वार्ता हुई थी। इससे पहले दोनों देशों ने देपसांग मैदान और डेमचोक में गश्त की व्यवस्था को लेकर सहमति बनाई थी। ये दोनों क्षेत्र पूर्वी लद्दाख में लंबे समय तक सैन्य तनाव के प्रमुख केंद्र रहे हैं।
सीमा पर सैन्य संवाद के साथ-साथ राजनीतिक और कूटनीतिक स्तर पर भी भारत-चीन संपर्क बढ़ाने के प्रयास जारी हैं।
प्रधानमंत्री नरेंद्र मोदी और चीनी राष्ट्रपति शी जिनपिंग की अक्टूबर 2024 में रूस के कजान में आयोजित BRICS शिखर सम्मेलन के दौरान मुलाकात हुई थी।
इस बैठक के बाद दोनों पक्षों ने तनाव वाले क्षेत्रों से सैनिकों की वापसी यानी डिसइंगेजमेंट की दिशा में कदम उठाए थे।
अब सबकी नजर 12 और 13 सितंबर को नई दिल्ली में होने वाले BRICS सम्मेलन पर है, जिसमें शी जिनपिंग के शामिल होने की उम्मीद है।
उनका पिछला भारत दौरा अक्टूबर 2019 में हुआ था, जब वह चेन्नई के निकट महाबलीपुरम में दोनों नेताओं के दूसरे अनौपचारिक शिखर सम्मेलन में पहुंचे थे।
अरुणाचल में सैन्य बातचीत से कुछ दिन पहले ही भारत और चीन के बीच उच्चस्तरीय कूटनीतिक संपर्क भी हुआ था।
25 अगस्त को राष्ट्रीय सुरक्षा सलाहकार अजित डोभाल ने बीजिंग में चीन के विदेश मंत्री वांग यी से मुलाकात की थी। दोनों नेता सीमा विवाद पर भारत-चीन के विशेष प्रतिनिधि के रूप में बातचीत कर रहे हैं।
हालांकि, बातचीत के बावजूद सीमा विवाद की बुनियादी चुनौतियां अभी समाप्त नहीं हुई हैं। दोनों देशों की LAC की स्थिति को लेकर अलग-अलग धारणाएँ हैं।
यही अंतर कई बार सीमा पर तैनात सैनिकों के बीच तनाव की स्थिति पैदा होने की आशंका बढ़ाता है।
पूर्व चीफ ऑफ डिफेंस स्टाफ लेफ्टिनेंट जनरल अनिल चौहान (सेवानिवृत्त) ने भी हाल में इसी जोखिम की ओर ध्यान दिलाया। उन्होंने कोर कमांडर स्तर की बातचीत और दो अतिरिक्त सैन्य हॉटलाइन स्थापित किए जाने को सकारात्मक घटनाक्रम बताया।
लेकिन उन्होंने साथ ही कहा कि सीमा का प्रश्न अभी अनसुलझा है।
सीमा की अलग-अलग व्याख्या, दोनों पक्षों की ओर से बुनियादी ढांचे का निर्माण और सैन्य क्षमता में बढ़ोतरी ऐसे कारक हैं जो भविष्य में टकराव की संभावना पैदा कर सकते हैं।
उनके अनुसार, ऐसे माहौल में लगातार सतर्कता, विश्वसनीय सैन्य क्षमता, स्पष्ट समझौते और उन समझौतों का लगातार पालन बेहद जरूरी है।
इसी व्यापक पृष्ठभूमि में अरुणाचल प्रदेश में हुई ताजा सैन्य वार्ता को देखा जा रहा है।
LAC के संवेदनशील इलाकों में सैनिकों की मौजूदगी बनी रहने के बीच दोनों देशों के बीच सीधा संवाद कायम रखना स्थानीय स्तर के तनाव को बड़े टकराव में बदलने से रोकने के लिए महत्वपूर्ण माना जा रहा है।
