Russia Says Ready to Supply India With Oil Amid US Tariff Pressure
Moscow says Russian crude will remain available to New Delhi despite Washington’s efforts to discourage purchases, with Ambassador Denis Alipov warning that removing Russian oil from global markets could create wider disruption.
Russia has sent a fresh assurance to India that it is prepared to maintain crude oil supplies at whatever level New Delhi requires, even as the United States continues to push back against India’s purchases of Russian energy.
Russian Ambassador to India Denis Alipov said Moscow remains committed to the country’s energy relationship with New Delhi and criticised what he described as pressure-based efforts by the US to alter India’s sourcing decisions.
In an interview with news agency ANI, Alipov argued that countries attempting to restrict Russian oil were relying on tariffs and sanctions instead of competing through more favourable commercial offers.
According to the envoy, Russia’s position is straightforward: it wants to continue supplying India, while India remains interested in purchasing Russian crude.
The comments come amid mounting pressure from Washington over India’s continued imports of Russian oil.
The Trump administration has imposed a 50 per cent tariff on India in connection with its purchases of Russian crude, describing the imports as support for Moscow’s war in Ukraine.
The issue has also extended beyond bilateral trade measures.
In the US Senate, legislation backed by the late Senator Lindsey Graham proposed giving President Donald Trump broader powers to impose additional sanctions, including tariffs of as much as 100 per cent on major purchasers of Russian crude oil and natural gas.
India, China and Turkey could potentially be affected by such measures because of their positions among major buyers of Russian energy.
The pressure has unfolded alongside broader instability in global energy markets.
A temporary US waiver allowing certain purchases of Russian oil was issued in the context of disruption caused by the blockade of the Strait of Hormuz.
At the same time, efforts in Washington to restrict the flow of Russian energy have continued.
Alipov warned that removing Russian crude from the international market would have consequences far beyond the countries directly involved in the dispute.
He argued that global energy markets would struggle to absorb the impact of excluding such a significant source of supply.
“Russian oil will stay in the market for India and other countries,” the ambassador said, adding that Moscow is interested in supplying India and that New Delhi continues to have an interest in buying the commodity.
The Russian position comes as India maintains that its energy decisions are driven primarily by domestic requirements and the prevailing conditions in international markets.
New Delhi has repeatedly maintained that securing reliable and affordable energy supplies remains an important consideration.
The diplomatic disagreement has therefore placed India’s energy strategy at the centre of a wider confrontation involving Russia and the US.
While Washington has sought to increase pressure on buyers of Russian crude, Moscow is signalling that it intends to preserve its position in one of its key energy markets.
Alipov also praised India’s willingness to pursue what it considers its national interests despite external pressure.
He said New Delhi had demonstrated that it could “stand its ground and defend its national interests.”
For India, the issue is not limited to diplomacy.
Any substantial change in access to Russian crude could have implications for its broader energy procurement strategy, while Russia’s latest remarks indicate that Moscow is prepared to keep the supply channel open despite the escalating pressure from Washington.

नई दिल्ली और मॉस्को के बीच ऊर्जा सहयोग को लेकर रूस ने एक बार फिर भारत को आश्वस्त किया है।
भारत पर रूसी कच्चे तेल की खरीद को लेकर अमेरिका के बढ़ते दबाव के बीच रूस के भारत में राजदूत डेनिस अलीपोव ने कहा है कि उनका देश भारत की जरूरत के मुताबिक तेल उपलब्ध कराने के लिए तैयार है।
समाचार एजेंसी एएनआई से बातचीत में अलीपोव ने रूस से तेल खरीदने के मुद्दे पर अमेरिका की नीति की आलोचना की।
उनके मुताबिक, प्रतिबंधों और शुल्कों के जरिये भारत पर दबाव बनाने के बजाय यदि कोई देश बेहतर कारोबारी प्रस्ताव देता, तो स्थिति अलग हो सकती थी।
रूसी राजदूत ने स्पष्ट किया कि मॉस्को भारत को तेल की आपूर्ति में रुचि रखता है और भारत भी रूसी कच्चे तेल का खरीदार बना हुआ है।
उन्होंने संकेत दिया कि मौजूदा अंतरराष्ट्रीय दबाव के बावजूद दोनों देशों के बीच ऊर्जा कारोबार जारी रखने की इच्छा बनी हुई है।
यह बयान ऐसे समय आया है जब अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप का प्रशासन भारत द्वारा रूसी तेल खरीदने पर लगातार आपत्ति जता रहा है।
अमेरिका ने यूक्रेन युद्ध के संदर्भ में रूस से ईंधन खरीदने को लेकर भारत पर 50 प्रतिशत टैरिफ लगाया है।
मामला केवल अमेरिका और भारत के बीच लगाए गए शुल्क तक सीमित नहीं है।
अमेरिकी सीनेट में ऐसा विधेयक भी आगे बढ़ाया गया है, जिसके तहत रूस से कच्चा तेल और प्राकृतिक गैस खरीदने वाले प्रमुख देशों पर 100 प्रतिशत तक अतिरिक्त शुल्क लगाने का रास्ता खुल सकता है।
दिवंगत सीनेटर लिंडसे ग्राहम के समर्थन वाले इस प्रस्ताव का असर भारत के साथ-साथ चीन और तुर्की जैसे देशों पर भी पड़ सकता है।
ये देश रूसी ऊर्जा के प्रमुख खरीदारों में शामिल हैं।
इस बीच वैश्विक ऊर्जा बाजार पहले से ही भू-राजनीतिक तनाव का सामना कर रहा है।
स्ट्रेट ऑफ होर्मुज की नाकाबंदी के कारण पैदा हुई परिस्थितियों के बीच अमेरिका ने रूसी तेल की खरीद से जुड़ी अस्थायी छूट दी थी।
हालांकि, रूसी ऊर्जा के कारोबार को सीमित करने की अमेरिकी कोशिशें पूरी तरह थमी नहीं हैं।
अलीपोव ने रूसी तेल को वैश्विक बाजार से बाहर करने की कोशिश के संभावित प्रभावों को लेकर भी आगाह किया।
उनका कहना था कि दुनिया के ऊर्जा बाजार के लिए रूसी कच्चे तेल की आपूर्ति को पूरी तरह हटाना आसान नहीं होगा।
उन्होंने कहा कि रूसी तेल भारत और दूसरे देशों के लिए बाजार में बना रहेगा। उनके अनुसार, रूस की दिलचस्पी भारत को तेल उपलब्ध कराने में है और भारत की भी इस तेल को खरीदने में रुचि है।
भारत की ओर से भी यह संकेत दिया गया है कि मौजूदा ऊर्जा परिस्थितियों में देश की घरेलू जरूरतों को प्राथमिकता दी जाएगी।
नई दिल्ली का रुख यह रहा है कि ऊर्जा खरीद के फैसले राष्ट्रीय हित और बाजार की परिस्थितियों को ध्यान में रखकर किए जाते हैं।
रूसी राजदूत ने भारत के इसी रुख की सराहना करते हुए कहा कि नई दिल्ली अपने राष्ट्रीय हितों की रक्षा करने और बाहरी दबाव के बीच अपनी स्थिति कायम रखने में सक्षम है।
रूस और अमेरिका के बीच बढ़ते मतभेदों के बीच भारत की रूसी तेल खरीद अब केवल कारोबारी मामला नहीं रह गई है।
यह ऊर्जा सुरक्षा, वैश्विक तेल आपूर्ति और बड़ी शक्तियों के बीच बढ़ती भू-राजनीतिक प्रतिस्पर्धा से भी जुड़ गई है।
मॉस्को के ताजा बयान से यह संकेत मिलता है कि वह भारत के लिए अपने तेल आपूर्ति चैनल को बनाए रखना चाहता है।
वहीं, वाशिंगटन की ओर से जारी टैरिफ और संभावित अतिरिक्त प्रतिबंध इस ऊर्जा साझेदारी के सामने दबाव बढ़ा रहे हैं।
