India-Japan Defence Ties: Maritime Security Cooperation Deepens
New Delhi and Tokyo agree on closer naval cooperation, maritime information sharing, access to ship repair, and a new working group as both countries seek to reinforce stability in the Indo-Pacific.
New Delhi: India and Japan have taken another significant step towards closer strategic and military cooperation, agreeing to expand coordination at sea, strengthen naval links and develop new mechanisms for cooperation in technology, intelligence and defence production.
The decisions were announced after Defence Minister Rajnath Singh held delegation-level talks in New Delhi with Japanese Defence Minister Shinjiro Koizumi.
The meeting resulted in the signing of a Memorandum of Arrangement aimed at deepening cooperation between the Indian Navy and the Japan Maritime Self-Defense Force.
Under the new framework, the two countries will increase cooperation in maritime domain awareness, allowing greater exchange of information and assessments relating to activities in the maritime region.
The arrangement also covers areas such as search and rescue operations and humanitarian assistance and disaster relief.
Both sides also agreed to move towards a reciprocal system for allowing access to ship maintenance and repair facilities.
A formal arrangement on the issue is expected to be finalised in the near future.
Another major decision was the creation of a bilateral working group to bring together different strands of defence cooperation.
The proposed mechanism will focus on operational matters, intelligence sharing, defence equipment, technology and industrial collaboration, with the aim of speeding up implementation and improving coordination between the two sides.
The talks came shortly after India and Japan broadened cooperation in areas ranging from defence and energy security to artificial intelligence and rare earths at the 16th India-Japan Summit.
Prime Minister Narendra Modi and Japanese Prime Minister Sanae Takaichi had also underlined the growing importance of confidence and strategic cooperation amid increasing uncertainty in the international order.
At Thursday’s meeting, Singh and Koizumi reaffirmed their shared commitment to a free and open Indo-Pacific.
India has repeatedly advocated an inclusive regional order based on sovereignty, territorial integrity, peaceful settlement of disputes and adherence to international law.
The two ministers also opposed unilateral moves that could threaten freedom and safety of navigation or overflight.
They stressed that attempts to alter the existing situation through force or coercion were unacceptable and agreed that the two countries should remain in close contact over developments in the regional and international security environment.
Calling the discussions an important moment for regional stability, Singh said the talks had focused on stronger maritime security cooperation, defence technology under the Make in India initiative and deeper strategic trust between the two nations.
The maritime component of the partnership is set to expand through more visits by warships and naval units, joint exercises, personnel exchanges and logistics cooperation.
The two countries also plan to improve access to ports and explore greater use of maintenance and repair facilities.
India and Japan further agreed to examine ways of strengthening mine countermeasure capabilities and explore joint opportunities in naval shipbuilding and ship design.
The effort could combine Japanese technological strengths with India’s expanding manufacturing and production base.
The discussions also extended to closer contact between the special operations forces of the two countries.
Significantly, the joint statement referred to possible future cooperation with India’s integrated theatre commands once they are established, an unusual reference that comes as New Delhi continues work on the long-awaited restructuring of its military command system.
Later, Koizumi called on Prime Minister Modi. The Prime Minister said the India-Japan Special Strategic and Global Partnership remained a key pillar supporting peace, stability and prosperity across the Indo-Pacific and beyond.
The latest decisions underline the increasing strategic convergence between New Delhi and Tokyo as the two countries seek to build stronger military coordination in a region marked by intensifying geopolitical competition and concerns over the rules governing international waters.

नई दिल्ली: भारत और जापान ने अपने रणनीतिक तथा रक्षा संबंधों को और व्यापक बनाने की दिशा में एक महत्वपूर्ण कदम उठाया है।
दोनों देशों ने समुद्री सुरक्षा में सहयोग बढ़ाने, नौसेनाओं के बीच समन्वय मजबूत करने और रक्षा तकनीक, खुफिया तथा औद्योगिक साझेदारी को नई गति देने पर सहमति जताई है।
रक्षा मंत्री राजनाथ सिंह और जापान के रक्षा मंत्री शिंजिरो कोइज़ुमी के बीच नई दिल्ली में हुई प्रतिनिधिमंडल स्तर की वार्ता के बाद यह सहमति बनी।
दोनों पक्षों ने भारतीय नौसेना और जापान मैरीटाइम सेल्फ-डिफेंस फोर्स के बीच सहयोग बढ़ाने के उद्देश्य से एक मेमोरेंडम ऑफ अरेंजमेंट पर हस्ताक्षर किए।
इस व्यवस्था के तहत दोनों देश समुद्री क्षेत्र जागरूकता, यानी मैरीटाइम डोमेन अवेयरनेस के क्षेत्र में सूचनाओं का आदान-प्रदान बढ़ाएंगे।
साथ ही समुद्र में खोज एवं बचाव अभियानों तथा मानवीय सहायता और आपदा राहत कार्यों में भी आपसी सहयोग को मजबूत किया जाएगा।
बैठक में जहाजों की मरम्मत और रखरखाव सुविधाओं तक पारस्परिक पहुंच की दिशा में भी आगे बढ़ने पर सहमति बनी। इस संबंध में एक औपचारिक व्यवस्था जल्द तैयार किए जाने की उम्मीद है।
दोनों देशों ने रक्षा सहयोग के विभिन्न क्षेत्रों को एक साथ आगे बढ़ाने के लिए एक संयुक्त कार्य समूह गठित करने का भी फैसला किया।
यह समूह सैन्य अभियानों, खुफिया सहयोग, रक्षा उपकरण, तकनीक और रक्षा उद्योग से जुड़े क्षेत्रों में समन्वय स्थापित करेगा तथा मौजूदा पहलों के क्रियान्वयन में तेजी लाने का प्रयास करेगा।
यह बैठक ऐसे समय हुई है जब हाल ही में 16वें भारत-जापान शिखर सम्मेलन में दोनों देशों ने रक्षा, ऊर्जा सुरक्षा, रेयर अर्थ तत्वों और कृत्रिम बुद्धिमत्ता समेत कई क्षेत्रों में सहयोग बढ़ाने की दिशा तय की थी।
प्रधानमंत्री नरेंद्र मोदी और जापानी प्रधानमंत्री साने ताकाइची ने तब बदलते वैश्विक परिदृश्य के बीच आपसी विश्वास और रणनीतिक साझेदारी को विशेष महत्व दिया था।
राजनाथ सिंह और कोइज़ुमी ने गुरुवार की बैठक में मुक्त और खुले हिंद-प्रशांत क्षेत्र के प्रति अपनी प्रतिबद्धता दोहराई।
भारत लगातार ऐसे क्षेत्रीय ढांचे की वकालत करता रहा है, जिसमें सभी देशों की संप्रभुता और क्षेत्रीय अखंडता का सम्मान हो तथा विवादों का समाधान बातचीत और अंतरराष्ट्रीय कानूनों के आधार पर किया जाए।
दोनों रक्षा मंत्रियों ने नौवहन और हवाई मार्गों की स्वतंत्रता तथा सुरक्षा को प्रभावित करने वाली एकतरफा कार्रवाइयों का विरोध किया।
उन्होंने बल प्रयोग या दबाव के जरिए मौजूदा स्थिति बदलने के प्रयासों पर भी चिंता जताई और क्षेत्रीय एवं अंतरराष्ट्रीय सुरक्षा परिस्थितियों पर अपने आकलन साझा करने की आवश्यकता पर सहमति व्यक्त की।
रक्षा मंत्री राजनाथ सिंह ने बैठक को हिंद-प्रशांत क्षेत्र की स्थिरता के लिए महत्वपूर्ण कदम बताया।
उन्होंने कहा कि वार्ता में समुद्री सुरक्षा सहयोग को मजबूत करने, मेक इन इंडिया के तहत रक्षा प्रौद्योगिकी साझेदारी बढ़ाने और दोनों देशों के बीच रणनीतिक विश्वास को और गहरा करने पर विचार हुआ।
समुद्री सहयोग के तहत दोनों देश युद्धपोतों और नौसैनिक इकाइयों की पारस्परिक यात्राएं बढ़ाने, संयुक्त अभ्यास आयोजित करने, सैन्यकर्मियों के आदान-प्रदान और रसद सहयोग को विस्तार देने पर भी सहमत हुए हैं।
बंदरगाहों तथा रखरखाव और मरम्मत सुविधाओं के अधिक प्रभावी उपयोग की संभावनाएँ भी तलाशी जाएंगी।
भारत और जापान ने समुद्री बारूदी सुरंगों से निपटने की क्षमताओं को मजबूत करने के लिए भी सहयोग बढ़ाने पर विचार किया है।
साथ ही जापान की तकनीकी विशेषज्ञता और भारत की बढ़ती उत्पादन क्षमता का उपयोग करते हुए नौसैनिक जहाज निर्माण तथा डिजाइन में संयुक्त विकास की संभावनाओं का अध्ययन किया जाएगा।
वार्ता में दोनों देशों की विशेष अभियान इकाइयों के बीच संपर्क बढ़ाने पर भी सहमति बनी। संयुक्त बयान में भारत की प्रस्तावित एकीकृत थिएटर कमांड के साथ भविष्य में सहयोग की संभावना का उल्लेख विशेष रूप से महत्वपूर्ण माना जा रहा है।
यह उल्लेख ऐसे समय आया है जब भारत अपनी सैन्य क्षमताओं को भविष्य की चुनौतियों के अनुरूप अधिक एकीकृत बनाने के लिए लंबे समय से लंबित थिएटराइजेशन सुधारों को आगे बढ़ाने की दिशा में कदम उठा रहा है।
बैठक के बाद जापानी रक्षा मंत्री शिंजिरो कोइज़ुमी ने प्रधानमंत्री नरेंद्र मोदी से भी मुलाकात की। प्रधानमंत्री मोदी ने कहा कि भारत-जापान की विशेष रणनीतिक और वैश्विक साझेदारी हिंद-प्रशांत तथा उससे आगे शांति, स्थिरता और समृद्धि के लिए एक महत्वपूर्ण आधार बनी हुई है।
नई दिल्ली और टोक्यो के बीच हुए ताजा समझौते यह संकेत देते हैं कि दोनों देश बढ़ती भू-राजनीतिक प्रतिस्पर्धा और समुद्री सुरक्षा से जुड़ी चुनौतियों के बीच अपने रक्षा संबंधों को अधिक व्यावहारिक, व्यापक और रणनीतिक स्वरूप देने की दिशा में तेजी से आगे बढ़ रहे हैं।
