India Keeps SCO Channel Open With Pakistan Despite Bilateral Freeze, Sends Alok Dimri to Islamabad
New Delhi separates multilateral diplomacy from direct engagement with Islamabad as SCO begins preparations for 2027 leaders’ summit
New Delhi, September 29, 2026: India has opted to keep its multilateral engagement with Pakistan alive through the Shanghai Cooperation Organisation (SCO), sending senior diplomat Alok Dimri to Islamabad for a meeting that will set the organisational agenda for Pakistan’s year-long chairmanship of the grouping.
Dimri, an Additional Secretary in the Ministry of External Affairs and India’s SCO coordinator, is heading the Indian delegation at the Council of National Coordinators meeting being held in Islamabad from September 28 to 30.
The gathering is the first such meeting under Pakistan’s current chairmanship of the SCO Council of Heads of State.
The Indian decision is significant because New Delhi has maintained a sharp distinction between its dealings with Pakistan through international organisations and direct bilateral dialogue.
While India has continued to attend SCO meetings, it has maintained that a normal bilateral engagement with Islamabad requires an environment free of terrorism and violence.
That distinction has become particularly important since the Pahalgam terror attack in April 2025 and the subsequent military confrontation between the two countries during Operation Sindoor.
The presence of an Indian official in Islamabad, therefore, does not by itself signal the resumption of a bilateral dialogue process.
Instead, the current engagement is tied to India’s membership of the SCO, a grouping in which both India and Pakistan participate alongside China, Russia, Iran, Belarus and Central Asian countries.
Islamabad prepares SCO agenda
The meeting in Islamabad is primarily focused on the functioning of the organisation rather than India-Pakistan relations.
Pakistan’s Foreign Office said national coordinators from the member states would review the programme planned during Pakistan’s chairmanship, prepare for forthcoming SCO events and deal with other organisational matters.
Pakistan has chosen “Turning Vision into Action: Connectivity, Innovation and Shared Prosperity” as the theme of its 2026-27 chairmanship.
Islamabad says its priorities include improving regional connectivity, encouraging innovation, expanding economic cooperation and strengthening contacts among the peoples of SCO member countries.
The national coordinators’ meeting is also an early step towards the next SCO leaders’ summit, which Pakistan is scheduled to host in Islamabad in August 2027.
Decisions taken at the working level over the coming months will help shape the calendar and preparations for that summit.
India has maintained participation
India’s presence in Islamabad is not an isolated instance of engagement. Indian representatives have already attended other SCO-related meetings hosted by Pakistan this year.
An Indian delegation participated in the SCO meeting of heads of border services in Islamabad in July, where member states discussed developments and trends along their international borders.
India also participated in the September meeting of the SCO Regional Anti-Terrorist Structure (RATS) in Islamabad. Pakistan’s Foreign Office confirmed that an Indian representative attended that meeting as part of the delegations from SCO member states.
The pattern indicates that New Delhi continues to use the SCO as a functional multilateral channel even while keeping the bilateral India-Pakistan track separate.
Focus now shifts to 2027 summit
The immediate business in Islamabad is therefore organisational, but the meeting also begins a process that will culminate in the SCO leaders’ summit next year.
Pakistan has said it will work with all member states and the SCO Secretariat during its chairmanship to translate the organisation’s priorities into practical initiatives.
Whether Prime Minister Narendra Modi attends the 2027 summit would be a separate decision and cannot be inferred from the present-level participation.
The current Indian presence is at the coordinator level and is linked to the SCO’s established institutional process.
For New Delhi, the Islamabad meeting demonstrates that participation in a multilateral organisation can continue even when bilateral relations remain difficult.
India’s approach allows it to remain engaged with a regional grouping of strategic importance without treating that engagement as equivalent to a reopening of direct India-Pakistan talks.
The distinction is likely to remain important as Pakistan prepares to host a series of SCO meetings leading up to next year’s summit.

नई दिल्ली, 29 सितंबर 2026: भारत और पाकिस्तान के बीच रिश्तों में जारी तनाव के बावजूद नई दिल्ली ने शंघाई सहयोग संगठन (SCO) के जरिए बहुपक्षीय संपर्क बनाए रखने का फैसला किया है। इसी के तहत विदेश मंत्रालय के अतिरिक्त सचिव और भारत के SCO समन्वयक अलोक डिमरी इस्लामाबाद में आयोजित राष्ट्रीय समन्वयकों की बैठक में भारतीय प्रतिनिधिमंडल का नेतृत्व कर रहे हैं।
SCO के काउंसिल ऑफ नेशनल कोऑर्डिनेटर्स की बैठक 28 से 30 सितंबर तक इस्लामाबाद में हो रही है। यह पाकिस्तान की 2026-27 की SCO अध्यक्षता के तहत होने वाली शुरुआती महत्वपूर्ण बैठकों में से एक है।
भारत की इस भागीदारी को उसके पाकिस्तान संबंधी व्यापक रुख के संदर्भ में देखा जा रहा है। नई दिल्ली ने लगातार यह अंतर बनाए रखा है कि पाकिस्तान के साथ सीधी द्विपक्षीय बातचीत और बहुपक्षीय संगठनों में भागीदारी दो अलग विषय हैं।
भारत ने पाकिस्तान के साथ सामान्य द्विपक्षीय संवाद के लिए आतंकवाद और हिंसा से मुक्त वातावरण को आवश्यक बताया है। इसके बावजूद SCO जैसे मंचों पर, जहां दोनों देश सदस्य हैं, भारत अपनी संस्थागत भागीदारी जारी रखता आया है।
पहलगाम आतंकी हमले और मई 2025 में ऑपरेशन सिंदूर के दौरान भारत-पाकिस्तान के बीच हुए सैन्य टकराव के बाद इस अंतर का महत्व और बढ़ गया है। ऐसे में इस्लामाबाद में डिमरी की मौजूदगी को भारत-पाकिस्तान के बीच द्विपक्षीय वार्ता शुरू होने के संकेत के रूप में नहीं देखा जा सकता।
यह मुख्य रूप से SCO की नियमित कार्यप्रणाली में भारत की भागीदारी है। संगठन में भारत और पाकिस्तान के अलावा चीन, रूस, ईरान, बेलारूस तथा मध्य एशिया के कई देश शामिल हैं।
SCO के एजेंडे पर चर्चा
इस्लामाबाद में चल रही बैठक का मुख्य फोकस भारत-पाकिस्तान संबंध नहीं, बल्कि SCO के आगामी कार्यक्रम और संगठनात्मक कामकाज है।
पाकिस्तान के विदेश मंत्रालय के अनुसार, सदस्य देशों के राष्ट्रीय समन्वयक पाकिस्तान की अध्यक्षता के दौरान प्रस्तावित कार्यक्रमों, आने वाली SCO बैठकों और अन्य संगठनात्मक विषयों पर विचार कर रहे हैं।
पाकिस्तान ने अपनी 2026-27 की अध्यक्षता के लिए “Turning Vision into Action: Connectivity, Innovation and Shared Prosperity” यानी ‘दृष्टि को कार्रवाई में बदलना : कनेक्टिविटी, नवाचार और साझा समृद्धि’ को थीम बनाया है।
इस अध्यक्षता के तहत इस्लामाबाद क्षेत्रीय संपर्क बढ़ाने, नवाचार को प्रोत्साहित करने, आर्थिक सहयोग को मजबूत करने और SCO देशों के लोगों के बीच संपर्क बढ़ाने को प्राथमिकता देने की बात कह चुका है।
वर्तमान बैठक का एक अहम उद्देश्य अगले वर्ष होने वाली SCO की शीर्ष स्तर की बैठक की तैयारी भी है। पाकिस्तान को अगस्त 2027 में इस्लामाबाद में SCO काउंसिल ऑफ हेड्स ऑफ स्टेट की बैठक की मेजबानी करनी है।
पाकिस्तान में SCO बैठकों में भारत की भागीदारी जारी
इस्लामाबाद में डिमरी की मौजूदगी पहली ऐसी भागीदारी नहीं है। भारत इस साल पाकिस्तान में आयोजित SCO की अन्य बैठकों में भी प्रतिनिधि भेज चुका है।
जुलाई में भारतीय प्रतिनिधियों ने SCO सदस्य देशों की सीमा सुरक्षा सेवाओं के प्रमुखों की बैठक में हिस्सा लिया था। इसमें सदस्य देशों की सीमाओं से जुड़े हालात और सुरक्षा संबंधी रुझानों पर चर्चा हुई थी।
इसके अलावा सितंबर में इस्लामाबाद में हुई SCO रीजनल एंटी-टेररिस्ट स्ट्रक्चर (RATS) की बैठक में भी भारत की भागीदारी रही। पाकिस्तान के विदेश मंत्रालय ने इसकी पुष्टि करते हुए कहा था कि SCO सदस्य देशों के प्रतिनिधिमंडलों के साथ भारतीय प्रतिनिधि भी बैठक में शामिल हुए।
इन घटनाक्रमों से यह स्पष्ट होता है कि भारत ने SCO के बहुपक्षीय चैनल को सक्रिय रखा है, जबकि पाकिस्तान के साथ अपने द्विपक्षीय संबंधों के लिए अलग शर्तें कायम रखी हैं।
2027 के SCO शिखर सम्मेलन पर नजर
फिलहाल इस्लामाबाद बैठक का काम मुख्य रूप से संगठनात्मक है, लेकिन इसके फैसले अगले वर्ष होने वाली SCO शिखर बैठक की तैयारियों को प्रभावित करेंगे।
पाकिस्तान ने कहा है कि वह अपनी अध्यक्षता के दौरान सभी सदस्य देशों और SCO सचिवालय के साथ मिलकर संगठन की प्राथमिकताओं को व्यावहारिक योजनाओं में बदलने की कोशिश करेगा।
प्रधानमंत्री नरेंद्र मोदी के 2027 SCO शिखर सम्मेलन में शामिल होने को लेकर कोई अंतिम फैसला मौजूदा अधिकारी स्तर की भागीदारी से नहीं निकाला जा सकता। डिमरी की मौजूदा यात्रा SCO की नियमित संस्थागत प्रक्रिया का हिस्सा है।
भारत के लिए इस्लामाबाद बैठक का व्यापक संदेश यही है कि द्विपक्षीय संबंधों में कठिनाइयों के बावजूद बहुपक्षीय संस्थाओं में उसके हितों से जुड़े संवाद को बंद नहीं किया गया है।
पाकिस्तान की SCO अध्यक्षता के दौरान अगले कई महीनों में संगठन की विभिन्न बैठकें होंगी और इनका सिलसिला 2027 के शिखर सम्मेलन तक चलेगा। भारत की मौजूदा भागीदारी इस व्यापक बहुपक्षीय प्रक्रिया में उसकी निरंतर मौजूदगी को दर्शाती है।
