Manipur’s Naga-Kuki Conflict Enters Dangerous New Phase as Violence Spreads Across Hill Districts

Border attacks, retaliatory violence, highway disruptions and competing armed networks are making the latest ethnic fault line harder for security forces to contain

Imphal: Manipur’s prolonged ethnic crisis is acquiring a new and potentially more complicated dimension, with violence between Naga and Kuki communities spreading across several hill districts and creating security challenges that differ sharply from the Meitei-Kuki confrontation that dominated the state for more than three years.

The latest escalation has been particularly severe in September.

Four Tangkhul Naga civilians were killed in an attack at Pilong village in Kamjong district near the Myanmar border on September 24, while two Naga civilians were shot dead in Kalenjang in neighbouring Senapati district two days later.

Two others were injured in the Senapati attack, with one of them subsequently reported dead.

The geography of the new violence is emerging as one of the biggest obstacles to containing it.

Unlike the Meitei-Kuki conflict, which eventually produced a broad physical separation between Meitei-majority valley areas and Kuki-dominated hill areas, Naga and Kuki settlements remain interspersed across large stretches of the hills.

That makes the creation of clearly defined security buffers considerably more difficult.

Villages, roads and localities inhabited by the two communities frequently lie close to one another, leaving security forces with a far wider area to patrol and making it difficult to prevent armed attacks without maintaining a substantial presence in numerous remote settlements.

The violence has touched areas including Ukhrul, Kamjong, Senapati, Kangpokpi and neighbouring hill districts, with several incidents occurring along routes connecting Naga and Kuki areas.

The security problem therefore extends beyond preventing shootings: disruptions to highways can affect the movement of people, food, fuel and other essential supplies.

A local dispute grows into a wider confrontation

The present cycle began to take shape after the BJP government headed by Yumnam Khemchand Singh returned to office following President’s Rule.

A confrontation around Litan-Sareikhong in Ukhrul developed into a broader outbreak involving firing, arson and attacks on houses.

The violence subsequently moved into other areas, while allegations of abductions and retaliatory killings deepened mistrust between the communities.

By March, the disappearance of Naga and Kuki men and the recovery of bodies had already raised fears that isolated incidents were turning into a pattern of revenge.

The killing of six Naga men abducted from the Leilon Vaiphei area in May became another major flashpoint.

The incident has since figured prominently in Naga demands for accountability and has hardened positions on both sides.

The emergence of armed actors operating near the Myanmar frontier has added another layer to the problem.

Police and security officials have suspected the involvement of Myanmar-based Kuki National Army-Burma cadres in some recent attacks, although allegations concerning particular incidents have not always been independently established.

In the September 24 Kamjong attack, police suspected the involvement of Myanmar-based militants.

Myanmar border adds another security dimension

The location of some of the most serious recent attacks is significant. Kamjong lies along the India-Myanmar frontier, where the movement of armed groups across difficult terrain presents an additional challenge for Indian security agencies.

The September 24 attack at Pilong, where four Tangkhul Naga civilians were killed, occurred close to the international boundary.

The incident prompted a shutdown call from Naga organisations and heightened concern over the possibility that cross-border armed networks could further complicate an already fragile ethnic situation between two local communities over territory and security.

Security officials have also examined whether competition over routes, resources and illicit economic networks is contributing to the persistence of armed mobilisation.

The strategic importance of roads is particularly pronounced. Control over highways and alternative routes can influence the movement of people and commodities through the hill districts, while blockades can put pressure on the wider state’s supply system.

Economic blockade adds pressure

The security crisis has been accompanied by a prolonged confrontation over road access.

The United Naga Council had maintained an economic blockade on key highways passing through Naga-dominated areas for more than three months before agreeing on September 26 to suspend it following talks involving the Centre and the Manipur government.

The UNC’s demands have included action against those accused in the killing of the six Naga men, withdrawal of the Suspension of Operations arrangement with Kuki armed groups and the removal of Deputy Chief Minister Nemcha Kipgen.

The suspension of the blockade followed assurances from the Centre that the issues raised by Naga representatives would be addressed.

The subsequent shooting in Kalenjang, however, underlined how fragile the situation remains.

Political mechanism has come under strain

The state government’s attempt to accommodate competing ethnic interests through representation at the top has also become entangled in the dispute.

Manipur has two deputy chief ministers representing different communities: Nemcha Kipgen represents the Kuki-Zo community, while Losii Dikho represents the Nagas.

Instead of providing a bridge between the two sides, their political positions have increasingly become part of the wider contest.

Naga legislators have accused Kuki leaders and armed groups of involvement in attacks on their community.

Eight of the state’s nine Naga MLAs had earlier written to Union Home Minister Amit Shah seeking intervention over attacks on Naga civilians.

Kuki representatives have rejected allegations that their political leadership is responsible for the violence and have argued that Naga organisations and armed groups must also be held accountable for attacks against Kuki civilians.

The opposing narratives have made political mediation more difficult, particularly with Assembly elections expected early next year.

Peace initiatives struggle to gain traction

Religious leaders have attempted to create a channel for communication, but those efforts have so far failed to produce sustained direct negotiations.

A church-led initiative involving organisations from Mizoram and Nagaland sought to bring Naga and Kuki-Zo representatives together and facilitate talks between their church bodies in Manipur.

The effort demonstrated an interest in finding a non-governmental route towards dialogue but did not develop into a substantive political settlement.

The competing community leaderships continue to blame one another for the failure of reconciliation efforts, reflecting the depth of distrust generated by the killings and abductions.

Security forces face a different kind of challenge

For the security establishment, the difficulty is not simply deploying more personnel.

The problem is identifying where violence might erupt in a landscape where communities live alongside one another and where remote villages can be reached through multiple routes.

Recent attacks have required forces to respond after incidents have occurred, rather than being able to rely on a stable separation line between opposing communities.

That challenge has become especially visible this month. At least 13 people were reported killed in separate attacks in September across districts including Tamenglong, Kangpokpi, Noney and Kamjong, according to reports citing officials and local sources.

The Centre has also extended AFSPA in most of Manipur from October 1, with exemptions for areas covered by 13 police stations across five districts. The extension comes amid continuing concerns over the state’s security situation.

A surprising shift: Kuki-Meitei contact

Amid the worsening Naga-Kuki confrontation, one notable change has appeared elsewhere in the state’s fractured landscape.

Kuki leaders and residents have increasingly been reaching out to Meitei counterparts, while restrictions on Kuki residents travelling to Imphal for medical treatment and other essential purposes have eased in some instances.

Security officials have reported that dozens of Kuki people are now able to enter Imphal daily for healthcare, travel and other necessities.

The relative absence of major new Meitei-Kuki clashes has opened limited space for movement between the two communities even as the Naga-Kuki fault line has intensified.

That development illustrates how rapidly Manipur’s political and security equations can change.

The state’s original conflict has not disappeared, but another ethnic confrontation has emerged alongside it, creating a more fragmented security landscape in which containing violence requires simultaneous attention to community relations, armed groups, border security, transport corridors and political dialogue.

For authorities, the immediate objective is therefore not simply to prevent the next attack but to stop individual killings from triggering another round of collective retaliation across the hills.

इंफाल, 29 सितंबर 2026: मणिपुर की लंबे समय से चली आ रही जातीय हिंसा अब एक नए और अधिक जटिल दौर में पहुंचती दिखाई दे रही है। राज्य के कई पहाड़ी जिलों में नागा और कुकी समुदायों के बीच लगातार हो रही हिंसा ने सुरक्षा एजेंसियों के सामने ऐसी चुनौती खड़ी कर दी है, जो 2023 से चले आ रहे मैतेई-कुकी संघर्ष से अलग है।

सितंबर में स्थिति खास तौर पर गंभीर हुई है। 24 सितंबर को मणिपुर के कामजोंग जिले के पिलोंग गांव में चार तांगखुल नागा नागरिक मारे गए। इसके दो दिन बाद सेनापति जिले के कालेनजांग में दो नागा नागरिकों की गोली मारकर हत्या कर दी गई और दो अन्य घायल हुए। बाद की रिपोर्टों में घायलों में से एक की मौत की भी जानकारी सामने आई।

इस नए संघर्ष की सबसे बड़ी मुश्किल इसकी भौगोलिक प्रकृति है। मैतेई-कुकी संघर्ष के दौरान कुछ समय बाद घाटी और पहाड़ी क्षेत्रों में समुदायों का अपेक्षाकृत स्पष्ट विभाजन हो गया था। इसके विपरीत नागा और कुकी आबादी कई पहाड़ी इलाकों में एक-दूसरे के निकट और कई जगहों पर मिश्रित रूप से रहती है।

इस कारण दोनों समुदायों के बीच एक स्थायी सुरक्षा बफर बनाना बेहद कठिन हो जाता है। दूरदराज के गांवों, संपर्क मार्गों और पहाड़ी बस्तियों में किसी भी संभावित हमले को रोकने के लिए सुरक्षा बलों को व्यापक क्षेत्र में लगातार मौजूद रहना पड़ता है।

हिंसा का असर उखरुल, कामजोंग, सेनापति, कांगपोकपी और आसपास के पहाड़ी इलाकों में दिखाई दिया है। कई घटनाएं ऐसे मार्गों के आसपास हुई हैं जो नागा और कुकी बहुल क्षेत्रों को जोड़ते हैं। इसलिए सुरक्षा चुनौती केवल गोलीबारी रोकने तक सीमित नहीं है; सड़कों पर रुकावट का असर लोगों की आवाजाही और आवश्यक वस्तुओं की आपूर्ति पर भी पड़ता है।

स्थानीय विवाद से व्यापक संघर्ष तक

वर्तमान हिंसा का नया दौर राष्ट्रपति शासन के बाद युमनाम खेमचंद सिंह के नेतृत्व वाली भाजपा सरकार के सत्ता में लौटने के बाद तेज हुआ। उखरुल के लितान-सारेइखोंग इलाके में नागा और कुकी पक्षों के बीच हुआ एक विवाद धीरे-धीरे गोलीबारी, आगजनी और घरों पर हमलों में बदल गया।

इसके बाद घटनाएं दूसरे इलाकों तक पहुंचीं। अपहरण और उसके बाद बदले की कार्रवाई के आरोपों ने दोनों समुदायों के बीच अविश्वास को और गहरा किया।

मई में लीलोन वैफेई इलाके से अपहरण किए गए छह नागा लोगों की हत्या ने स्थिति को और संवेदनशील बना दिया। यह घटना नागा संगठनों की मांगों और राजनीतिक दबाव का एक प्रमुख मुद्दा बन गई।

इसी दौरान म्यांमार सीमा से जुड़े सशस्त्र समूहों की संभावित भूमिका ने संघर्ष को एक अतिरिक्त सुरक्षा आयाम दे दिया। कामजोंग में 24 सितंबर के हमले के मामले में पुलिस ने म्यांमार स्थित सशस्त्र समूहों की संभावित संलिप्तता की आशंका जताई थी।

म्यांमार सीमा ने बढ़ाई चिंता

हाल की हिंसा का स्थान भी सुरक्षा एजेंसियों के लिए महत्वपूर्ण है। कामजोंग भारत-म्यांमार सीमा से लगा जिला है और यहां दुर्गम पहाड़ी इलाकों से सशस्त्र समूहों की आवाजाही पर निगरानी रखना आसान नहीं है।

24 सितंबर को पिलोंग में चार तांगखुल नागा नागरिकों की हत्या अंतरराष्ट्रीय सीमा के निकट हुई। घटना के बाद नागा संगठनों ने बंद का आह्वान किया और सीमा पार से सक्रिय सशस्त्र समूहों की भूमिका को लेकर चिंता बढ़ी।

इससे संघर्ष का स्वरूप केवल दो समुदायों के बीच स्थानीय विवाद तक सीमित नहीं रह जाता। सुरक्षा एजेंसियां यह भी देख रही हैं कि कहीं मार्गों, संसाधनों और अवैध आर्थिक गतिविधियों को लेकर प्रतिस्पर्धा हिंसा को बनाए रखने में भूमिका तो नहीं निभा रही।

पहाड़ी सड़कों का महत्व विशेष रूप से बढ़ गया है। किसी मार्ग पर नियंत्रण से लोगों और सामान की आवाजाही प्रभावित हो सकती है, जबकि लंबे समय तक चलने वाला आर्थिक नाकाबंदी अभियान पूरे राज्य की आपूर्ति व्यवस्था पर दबाव डाल सकता है।

आर्थिक नाकाबंदी ने बढ़ाया दबाव

सुरक्षा संकट के साथ-साथ सड़कों को लेकर भी टकराव चलता रहा है। यूनाइटेड नागा काउंसिल (UNC) ने तीन महीने से अधिक समय तक राज्य के महत्वपूर्ण राजमार्गों पर आर्थिक नाकाबंदी जारी रखी थी। केंद्र और मणिपुर सरकार के साथ बातचीत के बाद 26 सितंबर को इसे अस्थायी रूप से हटाने पर सहमति बनी।

UNC की प्रमुख मांगों में कुकी सशस्त्र समूहों के साथ लागू सस्पेंशन ऑफ ऑपरेशंस समझौते को समाप्त करना, छह नागा लोगों की हत्या के लिए जिम्मेदार लोगों के खिलाफ कार्रवाई और उपमुख्यमंत्री नेमचा किपगेन को पद से हटाना शामिल रहा है।

केंद्र की ओर से मांगों पर विचार करने का आश्वासन मिलने के बाद नाकाबंदी स्थगित की गई। लेकिन इसके तुरंत बाद कालेनजांग में हुई गोलीबारी ने यह स्पष्ट कर दिया कि जमीन पर तनाव अभी भी बेहद गंभीर है।

राजनीतिक व्यवस्था पर भी बढ़ा दबाव

मणिपुर सरकार में अलग-अलग समुदायों को राजनीतिक प्रतिनिधित्व देने की व्यवस्था भी अब संघर्ष की चपेट में आ गई है।

राज्य में दो उपमुख्यमंत्री हैं—नेमचा किपगेन, जो कुकी-जो समुदाय का प्रतिनिधित्व करती हैं, और लोसी डिखो, जो नागा समुदाय से हैं। उम्मीद थी कि यह राजनीतिक व्यवस्था विभिन्न जातीय हितों के बीच संवाद का माध्यम बनेगी, लेकिन हालात इसके उलट दिशा में जाते दिख रहे हैं।

नागा विधायकों ने कुकी नेताओं और सशस्त्र समूहों पर अपने समुदाय के लोगों के खिलाफ हमलों में भूमिका होने के आरोप लगाए हैं। सितंबर की शुरुआत में राज्य के नौ में से आठ नागा विधायकों ने केंद्रीय गृह मंत्री अमित शाह को पत्र भेजकर नागा नागरिकों पर हो रहे हमलों के मामले में हस्तक्षेप की मांग की थी।

कुकी पक्ष ने इन आरोपों को खारिज किया है और अपनी ओर से नागा संगठनों तथा सशस्त्र समूहों की भूमिका पर सवाल उठाए हैं। इस तरह दोनों समुदायों के बीच राजनीतिक संवाद और मध्यस्थता की गुंजाइश सीमित होती जा रही है।

आगामी विधानसभा चुनावों ने इस पूरे घटनाक्रम को एक अतिरिक्त राजनीतिक आयाम भी दे दिया है।

शांति प्रयासों को नहीं मिली ठोस सफलता

दोनों समुदायों के बीच संवाद शुरू कराने के लिए धार्मिक संगठनों ने भी प्रयास किए हैं, लेकिन अब तक कोई स्थायी राजनीतिक प्रक्रिया सामने नहीं आ सकी है।

मिजोरम और नागालैंड के चर्च संगठनों की पहल पर नागा और कुकी-जो प्रतिनिधियों को बातचीत की मेज पर लाने की कोशिश की गई थी। इसका उद्देश्य मणिपुर के दोनों समुदायों के चर्च संगठनों के बीच सीधे संवाद का रास्ता तैयार करना था।

हालांकि, यह पहल व्यापक राजनीतिक समझौते में नहीं बदल सकी। हिंसा, अपहरण और हत्याओं की घटनाओं ने दोनों पक्षों के बीच भरोसे की कमी को और गहरा कर दिया है।

सुरक्षा बलों के सामने अलग तरह की चुनौती

सुरक्षा एजेंसियों के सामने अब सबसे बड़ी समस्या केवल अतिरिक्त बल तैनात करना नहीं है। असली चुनौती यह पता लगाना है कि हिंसा कहां और कब भड़क सकती है, क्योंकि कई इलाकों में दोनों समुदायों की बस्तियां एक-दूसरे के करीब हैं।

हाल के हमलों में सुरक्षा बलों को घटना के बाद मौके पर पहुंचकर स्थिति संभालनी पड़ी है। मैतेई-कुकी संघर्ष के दौरान बने अपेक्षाकृत स्पष्ट भौगोलिक विभाजन की तरह यहां कोई निश्चित सुरक्षा रेखा नहीं है।

सितंबर में तमेंगलोंग, कांगपोकपी, नोनी और कामजोंग समेत कई जिलों में अलग-अलग हमलों में कम से कम 13 लोगों के मारे जाने की रिपोर्ट सामने आई है।

इसी बीच केंद्र ने मणिपुर के अधिकांश हिस्सों में 1 अक्टूबर से अगले छह महीने के लिए AFSPA जारी रखने का फैसला किया है। हालांकि पांच जिलों के 13 पुलिस थाना क्षेत्रों को इसके दायरे से बाहर रखा गया है। यह फैसला राज्य की जारी सुरक्षा चुनौतियों के बीच लिया गया है।

मैतेई-कुकी समीकरण में दिखा अप्रत्याशित बदलाव

नागा-कुकी संघर्ष के बढ़ने के बीच मणिपुर के दूसरे जातीय समीकरण में एक अलग तरह का बदलाव देखने को मिला है।

कुकी नेताओं और नागरिकों की ओर से मैतेई समुदाय के लोगों के साथ संपर्क बढ़ाने के प्रयास हुए हैं। इसी दौरान कुछ कुकी लोगों को इलाज, जरूरी सेवाओं और हवाई यात्रा के लिए इंफाल आने-जाने की अनुमति भी बढ़ी है।

सुरक्षा अधिकारियों के अनुसार, प्रतिदिन दर्जनों कुकी लोग चिकित्सा और अन्य जरूरी कामों के लिए इंफाल पहुंच रहे हैं और उन्हें पहले जैसी व्यापक रुकावट का सामना नहीं करना पड़ रहा।

इससे यह संकेत मिलता है कि मणिपुर में जातीय समीकरण स्थिर नहीं हैं। जिस समय एक पुरानी संघर्ष रेखा में अपेक्षाकृत शांति दिखाई दे रही है, उसी समय नागा और कुकी समुदायों के बीच नया तनाव तेजी से बढ़ रहा है।

मणिपुर में अब सुरक्षा चुनौती केवल एक संघर्ष को समाप्त करने की नहीं रह गई है। गांवों की सुरक्षा, सीमा पार सशस्त्र गतिविधियां, राजमार्गों की सुरक्षा, आर्थिक नाकाबंदी, राजनीतिक प्रतिनिधित्व और समुदायों के बीच संवाद—इन सभी मोर्चों पर एक साथ काम करना होगा, ताकि एक हत्या के बाद शुरू होने वाली बदले की कार्रवाई को व्यापक सामुदायिक हिंसा में बदलने से रोका जा सके।
