India Positions Itself as Trusted Semiconductor Hub as Global Chip Supply Chains Shift

Modi says Semicon 2.0 will broaden India’s chip ambitions as global companies announce billions of dollars in fresh investments.

New Delhi: India is seeking to establish itself as a dependable destination for semiconductor manufacturing as chipmakers reassess their global production networks, Prime Minister Narendra Modi said on Thursday, signalling a shift in the country’s ambitions from attracting individual factories to building a complete semiconductor ecosystem.

Addressing SEMICON India 2026 in New Delhi, Modi said the international semiconductor industry was looking for additional manufacturing locations that could provide stability and reliability.

India, he said, was preparing to take on a larger role in that changing global landscape.

The Prime Minister said India’s semiconductor programme had reached a new stage after roughly four years of groundwork.

The emphasis, he said, was increasingly moving from announcing projects and constructing facilities to bringing them into commercial operation.

The first phase of the India Semiconductor Mission resulted in approval for 12 projects covering different segments of the industry, including fabrication and packaging.

Three of those projects have already entered commercial production, marking an important transition from policy implementation to actual output.

But Modi cautioned that developing a semiconductor industry could not be treated as a one-time exercise.

He described the effort as a continuing process requiring investment, technology, research, infrastructure and skilled workers.

That approach is at the centre of Semicon 2.0, the government’s next phase of the programme with an outlay of ₹1.27 lakh crore.

The expanded initiative goes beyond semiconductor fabs and places greater emphasis on equipment, materials, chip design, research and development, supply-chain capabilities and specialised talent.

The government’s push comes as India’s appetite for semiconductor products is expanding rapidly.

Domestic demand is projected to touch $110 billion by FY30 and cross $200 billion by FY35, while local manufacturing is still developing.

India’s dependence on overseas supplies has also been substantial. Semiconductor product imports totalled nearly $150 billion between FY17 and FY25, with imports rising at an annual compound rate of about 23% during that period.

If the trajectory continues, annual imports could approach $240 billion by 2035, underscoring the economic rationale behind the government’s effort to develop domestic capabilities.

Modi seeks stronger industry role in chip research

While government support has been central to the semiconductor push, Modi called for private industry to assume a larger role in technological research.

He urged Indian companies to increase investment in R&D and contribute to the development of advanced semiconductor technologies.

He also appealed to Indian researchers working overseas to participate in the country’s emerging chip ecosystem.

The government, Modi said, was also creating additional opportunities for international semiconductor companies to collaborate with Indian startups and chip-design enterprises.

The message came as major global semiconductor equipment companies unveiled substantial investment plans in India at the New Delhi event.

Applied Materials announced its India Vision 2035, a long-term plan involving an investment of $5 billion over the next decade.

The programme will include research and development, expansion of India’s semiconductor supply network, and workforce development.

The company also unveiled plans for a 140-acre advanced semiconductor research park and said it intends to increase its India-based supply-chain capacity tenfold by 2035.

Lam Research separately announced an investment of about ₹10,000 crore over the coming years.

The company plans to establish its first silicon-component manufacturing facility in India while expanding its advanced research and development operations.

The proposed Lam facility is expected to involve silicon ingot production and processing for advanced semiconductor applications, adding a manufacturing component to the company’s existing engineering and R&D footprint in India.

Chipmakers point to production taking shape.

The semiconductor story in India is also beginning to move beyond proposed investments, with companies highlighting early signs of commercial-scale activity.

Micron Technology CEO Sanjay Mehrotra said the company’s semiconductor facility at Sanand in Gujarat had started shipping DRAM and NAND memory products to customers around the world.

Micron expects the Indian plant to assemble and test tens of millions of chips during the current year, with production projected to rise into the hundreds of millions next year.

Mehrotra also said Micron’s Indian workforce had contributed to more than 3,700 patents, inventions and disclosures.

Infineon Technologies is likewise expanding its presence in India.

CEO Jochen Hanebeck said the country’s growing domestic market and expanding technology capabilities could enable it to occupy a larger position across the international semiconductor value chain.

The German semiconductor company already employs more than 2,800 people in India, reflecting the growing importance of the country not only as a potential manufacturing base but also as a centre for engineering, technology and research.

The combination of government incentives, rising domestic demand, new manufacturing facilities and fresh commitments from international companies is reshaping India’s semiconductor strategy.

The challenge now is to connect these individual investments into the broader network of suppliers, researchers, designers, equipment makers and skilled professionals required for a mature chip industry.

SEMICON India 2026
