India Rebuts China’s Sovereignty Claims, Says Beijing Illegally Occupies Indian Territory in J&K and Ladakh

New Delhi: Delivering a firm diplomatic response, India on Friday rejected China’s repeated attempts to raise issues relating to sovereignty in official summaries of bilateral meetings, asserting that New Delhi has never infringed upon China’s territorial integrity.

Instead, India maintained that it is Beijing which continues to occupy Indian territory illegally in the erstwhile state of Jammu and Kashmir and has undertaken infrastructure projects in those regions despite India’s objections.

The strong response came after the Chinese Foreign Ministry released its account of External Affairs Minister S. Jaishankar’s meeting with Chinese Foreign Minister Wang Yi in Manila on Wednesday.

The Chinese statement claimed that Jaishankar had assured Beijing that India respected China’s sovereignty, including on matters concerning Taiwan and Tibet.

However, people familiar with the discussions said no such assurance or statement was made by the Indian minister during the meeting.

Clarifying India’s position at the weekly media briefing, External Affairs Ministry spokesperson Randhir Jaiswal said it is, in fact, India that has legitimate sovereignty concerns to raise in its engagement with China.

He underlined that New Delhi has consistently respected China’s sovereignty and has never acted in a manner that violates it.

Emphasising India’s long-standing position, Jaiswal said China has remained in illegal occupation of Indian territory in Jammu and Kashmir and Ladakh since 1963.

He pointed out that India’s claim over these areas has been formally acknowledged even by China, making Beijing’s continued presence there unacceptable from New Delhi’s perspective.

Drawing attention to another area of concern, the spokesperson said India has repeatedly objected to Chinese infrastructure projects being executed in territories that legally belong to India.

 

His remarks referred to projects being implemented in Pakistan-occupied Kashmir (PoK) under the China-Pakistan Economic Corridor (CPEC), as well as development activities in the occupied Shaksgam Valley.

India has consistently opposed the China-Pakistan Economic Corridor because a significant stretch of the strategic project passes through Pakistan-occupied Kashmir, which New Delhi considers an integral part of India.

According to the government, China continues to occupy more than 43,000 square kilometres of Indian territory in the erstwhile state of Jammu and Kashmir, including Aksai Chin and the Shaksgam Valley.

Recent reports indicating fresh Chinese infrastructure work in the Shaksgam Valley have further heightened India’s concerns.

The Chinese statement issued after the Manila meeting appeared to suggest that Jaishankar had reaffirmed India’s commitment to respecting China’s sovereignty on sensitive matters.

According to the Chinese version, the External Affairs Minister had stated that India’s policy on Taiwan and Tibet remained unchanged and that New Delhi respected China’s sovereignty while pursuing a constructive and forward-looking bilateral relationship.

However, sources familiar with the discussions categorically stated that Jaishankar made no such remarks during his interaction with Wang Yi, rejecting the Chinese account of the conversation.

Officials familiar with recent diplomatic engagements pointed out that this is the third occasion in the past few months when the Chinese Foreign Ministry has attributed statements to senior Indian leaders that do not match India’s official record of bilateral discussions.

Similar claims had earlier been made regarding National Security Adviser Ajit Doval’s meeting with Wang Yi.

Following the June 22 meeting between National Security Adviser Ajit Doval and Wang Yi in New Delhi, the Ministry of External Affairs had also issued a clarification rejecting aspects of the Chinese readout.

The ministry had stated that Doval emphasised the need for both countries to remain sensitive to each other’s core concerns, describing this as part of India’s broader approach based on mutual sensitivity, mutual interests and mutual respect.

During his meeting with Wang Yi in Manila, Jaishankar also stressed that lasting peace and tranquillity along the Line of Actual Control (LAC) remained the essential foundation for normalising bilateral relations.

Besides security issues, he highlighted India’s concerns regarding equitable access to Chinese markets, balanced trade relations and the need for greater predictability and reliability in bilateral supply chains.

भारत ने शुक्रवार को चीन द्वारा द्विपक्षीय बैठकों के आधिकारिक विवरणों में बार-बार संप्रभुता से जुड़े मुद्दों का उल्लेख किए जाने पर कड़ी प्रतिक्रिया व्यक्त करते हुए स्पष्ट किया कि नई दिल्ली ने कभी भी चीन की क्षेत्रीय अखंडता का उल्लंघन नहीं किया है।

इसके विपरीत, भारत ने आरोप लगाया कि बीजिंग पूर्ववर्ती जम्मू-कश्मीर राज्य के भारतीय क्षेत्रों पर अवैध कब्जा बनाए हुए है और उन्हीं इलाकों में विभिन्न विकास परियोजनाएं भी चला रहा है।

यह प्रतिक्रिया उस समय सामने आई जब चीन के विदेश मंत्रालय ने मनीला में बुधवार को हुई विदेश मंत्री एस. जयशंकर और चीनी विदेश मंत्री वांग यी की बैठक का आधिकारिक विवरण जारी किया।

चीनी बयान में दावा किया गया था कि जयशंकर ने ताइवान और तिब्बत जैसे संवेदनशील मुद्दों सहित चीन की संप्रभुता का सम्मान करने का भरोसा दिया। हालांकि बैठक से परिचित सूत्रों ने स्पष्ट किया कि भारतीय विदेश मंत्री ने ऐसी कोई टिप्पणी नहीं की थी।

विदेश मंत्रालय के साप्ताहिक मीडिया ब्रीफिंग के दौरान प्रवक्ता रणधीर जायसवाल ने कहा कि यदि संप्रभुता का प्रश्न उठता है तो वास्तव में यह विषय भारत की चिंताओं से जुड़ा है।

उन्होंने कहा कि भारत ने हमेशा चीन की संप्रभुता का सम्मान किया है और कभी भी ऐसा कोई कदम नहीं उठाया जिससे उसकी क्षेत्रीय अखंडता प्रभावित हो।

भारत की स्थायी नीति दोहराते हुए जायसवाल ने कहा कि वर्ष 1963 से चीन जम्मू-कश्मीर और लद्दाख के भारतीय क्षेत्रों पर अवैध कब्जा बनाए हुए है।

उन्होंने यह भी कहा कि इन क्षेत्रों पर भारत का अधिकार स्वयं चीन के आधिकारिक दस्तावेजों में भी स्वीकार किया जा चुका है, इसलिए इन इलाकों पर चीन की मौजूदगी पूरी तरह अवैध है।

एक अन्य महत्वपूर्ण मुद्दे की ओर ध्यान आकर्षित करते हुए विदेश मंत्रालय ने कहा कि भारत लगातार उन चीनी परियोजनाओं का विरोध करता रहा है जो भारतीय क्षेत्र में अवैध रूप से संचालित की जा रही हैं।

उनका संकेत पाकिस्तान अधिकृत कश्मीर (पीओके) में चीन-पाकिस्तान आर्थिक गलियारे (सीपीईसी) के तहत चल रही परियोजनाओं तथा अवैध कब्जे वाले शक्सगाम घाटी में किए जा रहे निर्माण कार्यों की ओर था।

भारत लंबे समय से सीपीईसी का विरोध करता रहा है क्योंकि इसका एक महत्वपूर्ण हिस्सा पाकिस्तान अधिकृत कश्मीर से होकर गुजरता है, जिसे भारत अपना अभिन्न अंग मानता है।

भारत का कहना है कि चीन पूर्ववर्ती जम्मू-कश्मीर राज्य के 43,000 वर्ग किलोमीटर से अधिक भारतीय भूभाग, जिसमें अक्साई चिन और शक्सगाम घाटी शामिल हैं, पर अवैध कब्जा किए हुए है।

हाल के दिनों में शक्सगाम घाटी में चीन द्वारा नए बुनियादी ढांचा परियोजनाएं शुरू किए जाने की खबरों ने भी नई दिल्ली की चिंता बढ़ा दी है।

मनीला बैठक के बाद जारी चीनी बयान में यह भी दर्शाने का प्रयास किया गया कि जयशंकर ने ताइवान और तिब्बत जैसे विषयों पर भारत की नीति अपरिवर्तित रहने तथा चीन की संप्रभुता का सम्मान करने की बात कही है।

साथ ही यह भी दावा किया गया कि भारत सकारात्मक और दूरदर्शी दृष्टिकोण के साथ द्विपक्षीय संबंधों को आगे बढ़ाना चाहता है।

हालांकि बैठक से जुड़े सूत्रों ने इस दावे को पूरी तरह खारिज करते हुए कहा कि विदेश मंत्री जयशंकर ने वार्ता के दौरान इस प्रकार का कोई बयान नहीं दिया था और चीनी विवरण वास्तविक बातचीत से मेल नहीं खाता।

राजनयिक सूत्रों के अनुसार हाल के महीनों में यह तीसरी घटना है जब चीन के विदेश मंत्रालय ने वरिष्ठ भारतीय नेताओं के नाम से ऐसी टिप्पणियां जारी की हैं, जो भारत के आधिकारिक रिकॉर्ड से मेल नहीं खातीं।

इससे पहले राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल की वांग यी के साथ हुई बैठक के संबंध में भी इसी प्रकार का दावा किया गया था।

22 जून को नई दिल्ली में राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल और वांग यी की बैठक के बाद भी विदेश मंत्रालय ने चीनी बयान का खंडन करते हुए स्पष्टीकरण जारी किया था।

मंत्रालय ने कहा था कि डोभाल ने दोनों देशों के लिए एक-दूसरे की मूलभूत चिंताओं के प्रति लगातार संवेदनशीलता बनाए रखने की आवश्यकता पर जोर दिया था, जो भारत की परस्पर संवेदनशीलता, परस्पर हित और परस्पर सम्मान की नीति के अनुरूप है।

मनीला में हुई ताजा बैठक के दौरान विदेश मंत्री एस. जयशंकर ने यह भी स्पष्ट किया कि सीमा क्षेत्रों में स्थायी शांति और सामान्य स्थिति ही भारत-चीन संबंधों को सामान्य बनाने की पहली और सबसे महत्वपूर्ण शर्त है।

इसके साथ ही उन्होंने चीनी बाजारों तक भारतीय कंपनियों की निष्पक्ष पहुंच, संतुलित व्यापार व्यवस्था तथा आपूर्ति श्रृंखलाओं में पारदर्शिता और पूर्वानुमेयता सुनिश्चित करने की आवश्यकता पर भी जोर दिया।
