Shehbaz Sharif Warns India at UN: Indus Water Diversion Would Mean Act of War

Pakistan PM revives Indus Waters Treaty dispute at UNGA, credits Trump over 2025 India-Pakistan ceasefire, and renews Islamabad’s Kashmir demand.

NEW YORK: Pakistan Prime Minister Shehbaz Sharif has issued an unusually stark warning over the Indus River system, telling the United Nations General Assembly that any move to obstruct or redirect Pakistan’s share of the river waters would be regarded by Islamabad as an “act of war.”

The warning was delivered during Sharif’s address to the 81st UN General Assembly on Friday, placing the long-running dispute over the Indus Waters Treaty at the centre of his remarks on relations with India.

Sharif argued that the rivers covered by the treaty are indispensable to Pakistan and the wider region. He criticised India’s decision to place the treaty in abeyance and said the move had no legal justification.

India has maintained a different position. New Delhi suspended the treaty on April 23, 2025, following the Pahalgam terror attack in which 26 people were killed. The Indian government has said the arrangement will remain in abeyance until Pakistan credibly and irreversibly ends its support for cross-border terrorism.

Water becomes the sharpest point of India-Pakistan tension

Sharif’s intervention takes the water dispute into a more explicitly security-related dimension.

Pakistan depends heavily on the Indus River system for agriculture, drinking water and other economic activity. India, as the upper riparian country, has long had a central position in the management of the rivers covered by the 1960 treaty.

By describing a possible interruption or diversion as an act of war, Sharif effectively linked the future of the river waters with Pakistan’s broader national-security concerns.

He also argued at the UN that water should not become an instrument of political pressure and claimed that international legal opinion had not supported India’s position. Those assertions are disputed by New Delhi.

The immediate practical situation is more complicated than Sharif’s warning suggests: despite the treaty being held in abeyance, water continues to flow to Pakistan for now, while India is pursuing infrastructure development on the western rivers and has indicated that the existing framework needs to be reconsidered.

A fresh reminder of the Pahalgam aftermath

The water dispute cannot be separated from the deterioration in India-Pakistan relations after the April 2025 attack in Pahalgam.

India responded to the attack with Operation Sindoor, its military action against targets it described as linked to terrorism. The confrontation subsequently developed into a four-day military crisis between the two nuclear-armed neighbours in May 2025.

Sharif used his UN address to present Pakistan’s version of those events, saying Islamabad had acted in self-defence under Article 51 of the UN Charter.

India has rejected Pakistan’s description of the episode and maintains its own account of the events leading to the cessation of hostilities.

Trump’s role becomes another point of disagreement

Sharif again attributed a major role to US President Donald Trump in preventing the May 2025 confrontation from escalating into a wider war.

He described Trump’s intervention as coming at a critical moment when India and Pakistan were facing the danger of a much larger military confrontation.

New Delhi has repeatedly disputed the suggestion that Washington brokered the cessation of hostilities. India’s position has been that the fighting stopped following direct communication between the military establishments of the two countries rather than through third-party mediation.

The disagreement over who brought the confrontation to an end has consequently become part of the competing narratives surrounding the 2025 crisis.

Indian diplomat’s reaction catches attention.

As Sharif presented Pakistan’s account of the 2025 confrontation, Indian diplomat R Srinivas was seen on camera smiling and shaking his head.

The reaction was interpreted as visible disagreement with the Pakistani prime minister’s version of events.

There was no extended verbal exchange inside the General Assembly chamber at that moment. Instead, the diplomat’s expression became a widely circulated visual from the speech, underscoring the sharp differences between the two countries’ narratives.

Kashmir again occupies centre stage

Sharif also used the UN platform to reiterate Pakistan’s longstanding position on Kashmir.

He argued that lasting stability in South Asia would require a resolution of the Kashmir dispute and repeated Islamabad’s call for a UN-backed plebiscite.

He said generations of Kashmiris had waited for such a process and portrayed the issue as central to avoiding another major confrontation between India and Pakistan.

India rejects Pakistan’s position on Kashmir and maintains that the region is an integral part of the country. The two governments remain fundamentally divided over the territory and over the appropriate framework for addressing the dispute.

Sharif broadens speech beyond India.

The Pakistani prime minister did not restrict his UN address to relations with New Delhi.

Turning to Gaza, he highlighted the death of an eight-year-old Palestinian girl, Wafa Akilah, and used her story to question whether Palestinian children were entitled to the same hopes and opportunities as children elsewhere.

Sharif also criticised Israel’s actions in the West Bank and accused it of pursuing what he described as a genocidal policy. Those are political allegations made by the Pakistani government and remain contested by Israel.

Afghanistan also features in Pakistan’s security concerns

Sharif separately raised the issue of militant groups operating from Afghanistan.

He accused terrorist organisations of using sanctuaries there to carry out activities against Pakistan and called on Afghan authorities to take action that could be independently verified.

The remarks add another security concern to Pakistan’s foreign-policy agenda at a time when Islamabad has repeatedly pressed the Taliban authorities over cross-border militancy.

A call for diplomacy after warnings of war

Despite the strongly worded warning over the Indus waters, Sharif ended his broader message by portraying Pakistan as seeking dialogue rather than continued confrontation.

He said the restoration of international trust required a movement away from armed conflict and towards diplomatic engagement.

That message, however, came alongside his warning that any attempt to alter Pakistan’s access to the Indus waters would cross a red line for Islamabad.

The combination of the two positions—an appeal for dialogue alongside a threat of a potentially military response over water—gave the speech a sharply dual character.

What Sharif’s UN warning means

The most consequential element of Sharif’s address was the attempt to elevate the Indus water dispute from a treaty disagreement into an issue of national security.

For Pakistan, the river system is fundamental to agriculture, water availability and the wider economy. For India, the treaty has become entangled with the country’s response to cross-border terrorism following the Pahalgam attack.

The two sides therefore approach the same issue from fundamentally different premises.

Sharif’s UN intervention makes clear that Islamabad intends to keep the Indus Waters Treaty dispute in the international spotlight, while New Delhi has linked the future of the treaty to security concerns arising from terrorism.

With the agreement already in abeyance and India examining its future water infrastructure, the Indus issue is likely to remain one of the most sensitive points in India-Pakistan relations.

न्यूयॉर्क: पाकिस्तान के प्रधानमंत्री शहबाज शरीफ ने संयुक्त राष्ट्र महासभा में भारत को सिंधु नदी के पानी को लेकर कड़ी चेतावनी दी है। उन्होंने कहा कि पाकिस्तान के हिस्से के पानी को रोकने, बाधित करने या उसका रुख बदलने की किसी भी कोशिश को इस्लामाबाद “युद्ध की कार्रवाई” के रूप में देखेगा।

81वीं संयुक्त राष्ट्र महासभा के आम विमर्श में शुक्रवार को बोलते हुए शरीफ ने सिंधु नदी प्रणाली को पाकिस्तान के लिए अत्यंत महत्वपूर्ण बताया और भारत द्वारा सिंधु जल संधि को स्थगित रखने के फैसले पर सवाल उठाया।

शरीफ ने दावा किया कि संधि को एकतरफा रूप से स्थगित करने का भारत का फैसला कानूनी आधार से रहित है। उन्होंने यह भी कहा कि पानी को राजनीतिक हथियार नहीं बनाया जाना चाहिए।

भारत का इस मुद्दे पर रुख अलग है। नई दिल्ली ने 23 अप्रैल 2025 को पहलगाम आतंकी हमले के बाद सिंधु जल संधि को स्थगित कर दिया था। हमले में 26 लोगों की मौत हुई थी। भारत का कहना है कि पाकिस्तान द्वारा सीमा पार आतंकवाद के समर्थन को विश्वसनीय और अपरिवर्तनीय रूप से समाप्त किए जाने तक यह व्यवस्था स्थगित रहेगी।

सिंधु का पानी बना भारत-पाक तनाव का नया केंद्र

शरीफ के बयान से पानी का विवाद केवल नदी और संधि का मुद्दा न रहकर राष्ट्रीय सुरक्षा के सवाल से भी जुड़ता दिखाई दिया।

सिंधु नदी प्रणाली पाकिस्तान की कृषि, पेयजल और आर्थिक गतिविधियों के लिए बेहद महत्वपूर्ण है। दूसरी ओर, ऊपरी प्रवाह वाले देश के रूप में भारत की इन नदियोंकीर महत्वपूर्ण भौगोलिक स्थिति है।

ऐसे में पाकिस्तान के हिस्से के पानी में किसी संभावित बदलाव को युद्ध की कार्रवाई बताना विवाद की गंभीरता को दर्शाता है।

शरीफ ने अंतरराष्ट्रीय मंच से भारत के फैसले की आलोचना करते हुए दावा किया कि अंतरराष्ट्रीय कानूनी राय भी नई दिल्ली के रुख का समर्थन नहीं करती। भारत इन दावों से सहमत नहीं है।

दिलचस्प बात यह है कि संधि स्थगित होने के बावजूद फिलहाल पाकिस्तान की ओर पानी का प्रवाह जारी है। वहीं भारत पश्चिमी नदियों पर बुनियादी ढांचा विकसित करने और मौजूदा व्यवस्था में बदलाव की संभावनाओं पर आगे बढ़ रहा है।

पहलगाम हमले के बाद बदले रिश्तों का असर

सिंधु जल विवाद को अप्रैल 2025 के पहलगाम हमले के बाद भारत-पाकिस्तान संबंधों में आए बदलाव से अलग करके नहीं देखा जा सकता।

हमले के बाद भारत ने ऑपरेशन सिंदूर शुरू किया। इसके बाद मई 2025 में दोनों परमाणु-सशस्त्र देशों के बीच कई दिनों तक सैन्य टकराव हुआ।

शरीफ ने UN में इस घटनाक्रम का पाकिस्तान के दृष्टिकोण से वर्णन किया और कहा कि भारत की कथित सैन्य कार्रवाई के सामने पाकिस्तान ने संयुक्त राष्ट्र चार्टर के अनुच्छेद 51 के तहत आत्मरक्षा के अधिकार का इस्तेमाल किया।

भारत पाकिस्तान की इस व्याख्या को स्वीकार नहीं करता और 2025 के घटनाक्रम को लेकर उसका अपना अलग पक्ष है।

ट्रंप की भूमिका पर भी दोनों देशों में मतभेद

शरीफ ने एक बार फिर अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप को मई 2025 के भारत-पाक सैन्य टकराव को बड़े युद्ध में बदलने से रोकने का श्रेय दिया।

उन्होंने कहा कि ट्रंप का हस्तक्षेप ऐसे समय हुआ जब दोनों परमाणु शक्तियां व्यापक युद्ध के बेहद करीब पहुंच गई थीं।

भारत इस दावे को लगातार खारिज करता रहा है। नई दिल्ली का कहना है कि संघर्षविराम किसी तीसरे पक्ष की मध्यस्थता से नहीं हुआ था और दोनों देशों के सैन्य अधिकारियों के बीच सीधे संपर्क के बाद लड़ाई रुकी थी।

इस तरह 2025 का संघर्ष खत्म होने की कहानी भी दोनों देशों के बीच अलग-अलग कूटनीतिक दावों का हिस्सा बनी हुई है।

भारतीय राजनयिक की प्रतिक्रिया कैमरे में कैद

शरीफ जब 2025 के सैन्य संघर्ष के बारे में पाकिस्तान का पक्ष रख रहे थे, उस दौरान भारतीय राजनयिक आर. श्रीनिवास कैमरे में मुस्कुराते और सिर हिलाते दिखाई दिए।

उनकी प्रतिक्रिया को शरीफ के बयान से असहमति के संकेत के तौर पर देखा गया।

हालांकि, महासभा के भीतर उस समय कोई लंबी मौखिक बहस नहीं हुई। इसके बजाय भारतीय राजनयिक की यह प्रतिक्रिया सोशल मीडिया और समाचार कवरेज में चर्चा का विषय बन गई।

कश्मीर का मुद्दा भी फिर UN में उठा

शरीफ ने अपने संबोधन में कश्मीर पर पाकिस्तान के पारंपरिक रुख को भी दोहराया।

उन्होंने कहा कि दक्षिण एशिया में स्थायी शांति के लिए कश्मीर विवाद का समाधान आवश्यक है और संयुक्त राष्ट्र के तत्वावधान में जनमत संग्रह की मांग दोहराई।

शरीफ ने कहा कि कश्मीर की कई पीढ़ियां इस प्रक्रिया की प्रतीक्षा कर रही हैं और क्षेत्र में फिर बड़े सैन्य टकराव से बचने के लिए इस विवाद का समाधान जरूरी है।

भारत पाकिस्तान के इस रुख को स्वीकार नहीं करता और जम्मू-कश्मीर को देश का अभिन्न हिस्सा मानता है। दोनों देशों के बीच इस मुद्दे पर लंबे समय से गहरा मतभेद बना हुआ है।

गाजा का भी किया जिक्र

पाकिस्तान के प्रधानमंत्री ने अपने भाषण को केवल भारत तक सीमित नहीं रखा।

उन्होंने गाजा की स्थिति का उल्लेख करते हुए आठ वर्षीय फिलिस्तीनी बच्ची वफा अकीला की मौत का जिक्र किया। उन्होंने सवाल उठाया कि क्या गाजा में जन्म लेने वाले बच्चे को भी दुनिया के दूसरे हिस्सों में जन्मे बच्चों के समान जीवन, भविष्य और सपने देखने का अधिकार नहीं है।

शरीफ ने पश्चिमी तट की स्थिति पर भी इजरायल की आलोचना की और उस पर गंभीर आरोप लगाए। ये पाकिस्तान सरकार के राजनीतिक आरोप हैं, जिन्हें इजरायल स्वीकार नहीं करता।

अफगानिस्तान से जुड़े सुरक्षा मुद्दे भी उठाए

शरीफ ने अफगानिस्तान से संचालित होने वाले आतंकी संगठनों का मुद्दा भी उठाया।

उन्होंने आरोप लगाया कि कुछ आतंकी समूह अफगानिस्तान में मौजूद ठिकानों का इस्तेमाल पाकिस्तान को अस्थिर करने के लिए कर रहे हैं।

उन्होंने अफगान अधिकारियों से ऐसी कार्रवाई करने की मांग की, जिसे ठोस और सत्यापित किया जा सके।

यह मुद्दा पाकिस्तान की सुरक्षा चिंताओं में लगातार प्रमुख बना हुआ है और इस्लामाबाद लंबे समय से अफगान तालिबान प्रशासन से सीमा पार आतंकवाद के खिलाफ कार्रवाई की मांग करता रहा है।

युद्ध की चेतावनी के साथ बातचीत का संदेश

शरीफ के भाषण में एक दिलचस्प विरोधाभास भी दिखाई दिया।

एक ओर उन्होंने सिंधु के पानी में किसी भी तरह के हस्तक्षेप को युद्ध की कार्रवाई मानने की चेतावनी दी, वहीं दूसरी ओर उन्होंने संवाद और सहयोग को टकराव का विकल्प बताया।

उन्होंने कहा कि अंतरराष्ट्रीय विश्वास तब मजबूत होगा जब हथियारों की जगह बातचीत और सहयोग का माहौल बनेगा।

इससे उनके भाषण में एक साथ दो संदेश दिखाई दिए—कूटनीतिक संवाद की अपील और पानी के मुद्दे पर बेहद कड़ा सुरक्षा संदेश।

सिंधु विवाद का आगे क्या असर होगा?

शरीफ के UN संबोधन का सबसे महत्वपूर्ण पहलू यह रहा कि उन्होंने सिंधु जल विवाद को भारत-पाकिस्तान संबंधों के व्यापक सुरक्षा ढांचे से जोड़ दिया।

पाकिस्तान के लिए सिंधु नदी प्रणाली कृषि और जल सुरक्षा का आधार है। भारत के लिए 2025 के पहलगाम हमले के बाद यह मुद्दा सीमा पार आतंकवाद के खिलाफ अपनाई गई नीति से जुड़ चुका है।

इसलिए दोनों देशों के बीच इस विवाद को देखने का नजरिया बिल्कुल अलग है।

शरीफ के बयान से साफ है कि पाकिस्तान सिंधु जल संधि के मुद्दे को अंतरराष्ट्रीय मंचों पर उठाता रहेगा। दूसरी ओर, भारत ने संधि के भविष्य को आतंकवाद और राष्ट्रीय सुरक्षा से जुड़े सवालों से जोड़ रखा है।

संधि के स्थगन, पश्चिमी नदियों पर भारत की प्रस्तावित परियोजनाओं और दोनों देशों के बीच बने तनाव को देखते हुए सिंधु जल आने वाले समय में भी भारत-पाकिस्तान संबंधों का एक अत्यंत संवेदनशील मुद्दा बना रह सकता है।
