Italy Plans School Ban on Burqa and Niqab, Foreign Student Cap Announced by Meloni

ROME: Italy is preparing a new package of education measures that would prohibit the wearing of burqas and niqabs in schools, introduce a statutory limit on foreign students in classrooms and require some parents of foreign pupils to learn Italian.

Prime Minister Giorgia Meloni announced the proposed measures on Sunday while addressing a youth gathering organised by her Brothers of Italy party in Rome.

The proposals are part of the government’s broader focus on immigration, language skills and integration in the education system.

Meloni said parents of foreign students experiencing serious difficulties integrating into Italian schools would be required to attend Italian-language classes.

She argued that people settling in Italy should learn the language, understand the country’s culture and follow its rules.

The proposals have not yet become law.

They are expected to be presented to the Italian Council of Ministers and would then require parliamentary approval within the prescribed period before taking effect.

A foreign student limit already exists.

One of the government’s proposals concerns the number of foreign students who can be placed in a classroom.

However, Italy already has a 30% guideline for non-Italian pupils in classes and schools, introduced in 2010.

Meloni did not specify whether the new proposal would replace that arrangement, modify it or turn the existing limit into a statutory rule.

Foreign students currently account for roughly 12% of enrolment in Italian schools, according to reports.

The existing 30% threshold has also been applied with flexibility in areas where demographic circumstances make strict enforcement difficult.

What the proposed veil restriction means

The proposed school measure specifically concerns burqas and niqabs, both garments that cover the face. A burqa traditionally covers the entire body and face, while a niqab covers the face but leaves the eyes visible.

Italy does not currently have an explicit nationwide ban on either garment in schools.

A 1975 law restricts clothing that makes identification difficult without a legitimate reason, while subsequent legal interpretation has allowed full-face coverings on religious or cultural grounds in certain circumstances, provided the face can be uncovered for identity checks.

Meloni’s announcement therefore represents a proposed change to the existing framework rather than an immediate nationwide prohibition.

The issue has already been the subject of legislative activity.

The anti-immigration League, a member of Meloni’s governing coalition, has separately backed legislation seeking tighter restrictions on face coverings, with specified exceptions.

Integration at the centre of education debate

Meloni has linked the proposed measures to the question of integration in Italian schools.

Her government argues that language proficiency and familiarity with Italian institutions and social norms are important elements of the integration process.

The proposed parental language requirement would apply specifically to families whose children are considered to be facing serious difficulties integrating into the school system, rather than automatically covering every foreign parent.

The government has not yet provided all the operational details, including the precise threshold for determining which families would be subject to the language requirement.

Wider European context

Italy’s proposed restrictions come amid a broader European debate over face-covering garments and integration in schools and public institutions.

Several European countries already have restrictions on face coverings in public places, although the scope and legal basis vary considerably from one country to another.

France, Belgium, Denmark, Austria, the Netherlands and Switzerland, among others, have adopted different forms of restrictions.

Italy’s proposal is specifically focused on schools, making the eventual legislation and its application a matter for further parliamentary and legal scrutiny.

Proposal faces political and legal debate.

The announcement is expected to generate discussion over immigration policy, religious expression, school integration and constitutional rights.

Supporters within the governing coalition have backed the proposed measures as part of a stricter approach to integration.

Critics, including opposition figures and constitutional-law experts quoted in Italian media, have questioned whether restrictions on the distribution of pupils could conflict with the constitutional principle that education is open to everyone.

The precise impact of the proposals will depend on the legislation eventually presented to parliament, and the wording ultimately approved.

For now, the measures remain proposals.

Their final form, including the foreign-student limit and the rules governing face coverings and parental language requirements, will become clearer as the government moves the package through the legislative process.

इटली का प्रस्ताव खास तौर पर स्कूलों पर केंद्रित है। इसलिए इसके अंतिम स्वरूप और लागू किए जाने के तरीके पर संसद में चर्चा और कानूनी परीक्षण महत्वपूर्ण होंगे।
