Jalaun SDM Rinku Singh Rahee Shifted After Cold Storage Dispute With BJP Block Pramukh, Inquiry Underway
Jalaun: SDM Rinku Singh Rahee has been transferred from the post of Sub-Divisional Magistrate (SDM), Jalaun, to SDM (Judicial), just days after an altercation with BJP leader and Block Pramukh Ram Raja Niranjan during an official inspection of a cold storage facility.
The administrative reshuffle comes even as a district-level inquiry into the incident is underway.
Confirming the transfer, Additional District Magistrate Rajeev Raj said Rahee has been reassigned as SDM (Judicial).
However, District Magistrate Rajesh Kumar Pandey did not comment on whether the transfer was linked to the recent controversy.
The dispute came into public view after Ram Raja Niranjan released CCTV footage of the incident.
In a complaint submitted to the District Magistrate, he alleged that the confrontation took place on June 23 during the inspection of a cold storage unit at Mitara Orai village, where he is one of the principal shareholders.
According to Niranjan, the inspection was carried out by a joint team headed by SDM Rahee.
During the visit, the officer asked whether the facility had any shortcomings. Niranjan claimed he assured the inspection team that any deficiencies pointed out would be rectified immediately.
He further alleged that the SDM instructed staff to start the fire pump. Since the system is connected to a four-inch pipeline stretching nearly 250 feet, he said it naturally takes a few minutes for water pressure to build up.
During this period, Rahee allegedly asked him to produce all relevant records within two-and-a-half minutes. Niranjan claimed he requested the officer to move to the office where the documents were available, but the request was declined.
Speaking to reporters, Niranjan said one of the directors of the cold storage, Rajesh Shukla, had gone to supervise the operation of the fire pump. He said he immediately asked Shukla to bring the required records.
Meanwhile, Rahee allegedly began recording the inspection on his mobile phone, while one of the employees also started filming the proceedings.
According to Niranjan, the SDM declared that the stipulated time had expired before the documents could be produced.
Niranjan alleged that during the exchange, the SDM attempted to slap him and also pushed him.
He claimed the CCTV footage captures the complete sequence of events and also shows that the fire pump started functioning properly as soon as the pipeline was fully charged with water.
He further claimed that Rahee returned to the premises nearly 18 minutes later, after allegedly humiliating him in front of more than 50 farmers and labourers present at the cold storage.
Rejecting the allegations, Rinku Singh Rahee described the claims as false and misleading. He maintained that the CCTV clips circulating publicly were incomplete and should not be used to conclude the incident.
Rahee said Niranjan repeatedly brought his mobile phone extremely close while recording the inspection.
According to the officer, he merely moved the phone away to prevent any unpleasant situation, and that action was incorrectly portrayed as an attempt to slap or assault the BJP leader.
Responding to the allegation of pushing, Rahee said Niranjan had entered his personal space during the inspection, making it necessary for him to maintain a safe distance.
He insisted that his action was only intended to create physical space and not to intimidate or assault anyone.
BJP Jalaun district president Urvija Dixit said Ram Raja Niranjan is associated with the party but does not hold any official organisational post.
Following the controversy, District Magistrate Rajesh Kumar Pandey constituted a two-member inquiry committee to examine the matter.
Committee member and ADM Rajeev Raj said notices have been issued to both Niranjan and Rahee to record their statements. The panel will also question eyewitnesses visible in the CCTV footage before submitting its findings.
Rahee has remained in the spotlight on several occasions during his career. In April this year, while serving on the Board of Revenue in Lucknow, he wrote a seven-page letter to the President of India seeking a technical resignation from the IAS and requesting repatriation to his previous service.
In the letter, he claimed he had been kept away from field postings for an extended period and argued that the existing administrative environment discourages reforms and limits practical learning for young officers.
Before joining the IAS, Rahee was a 2004-batch Provincial Civil Service (PCS) officer.
While serving as Social Welfare Officer in Muzaffarnagar, he exposed an alleged multi-crore scam in the department.
In 2009, he survived a murderous attack after being shot multiple times. He later cleared the UPSC Civil Services Examination under the Persons with Disabilities (PwD) category and joined the IAS in 2023.
Rahee again made headlines in July 2025, when a video from his first day as an IAS officer in Shahjahanpur surfaced on social media.
The footage purportedly showed him performing sit-ups while holding his ears during a protest by lawyers. Following the incident, the Uttar Pradesh government transferred him to the Board of Revenue, Lucknow.
कोल्ड स्टोरेज विवाद के बाद जालौन के एसडीएम रिंकू सिंह राही का तबादला, जांच जारी
जालौन: रिंकू सिंह राही का उप जिलाधिकारी (एसडीएम), जालौन के पद से तबादला कर उन्हें एसडीएम (न्यायिक) नियुक्त किया गया है। यह प्रशासनिक फैसला भाजपा नेता एवं ब्लॉक प्रमुख राम राजा निरंजन के साथ कोल्ड स्टोरेज निरीक्षण के दौरान हुए विवाद के कुछ दिनों बाद लिया गया है।
फिलहाल पूरे मामले की जिला स्तर पर जांच भी जारी है।
तबादले की पुष्टि अपर जिलाधिकारी राजीव राज ने की। उन्होंने बताया कि रिंकू सिंह राही को एसडीएम (न्यायिक) के पद पर भेजा गया है। हालांकि जिलाधिकारी राजेश कुमार पांडेय ने यह स्पष्ट नहीं किया कि तबादले का संबंध हालिया विवाद से है या नहीं।
मामला उस समय चर्चा में आया जब राम राजा निरंजन ने घटना का सीसीटीवी फुटेज सार्वजनिक किया। उन्होंने जिलाधिकारी को दी गई शिकायत में आरोप लगाया कि 23 जून को मितारा उरई गांव स्थित उस कोल्ड स्टोरेज के निरीक्षण के दौरान यह विवाद हुआ, जिसमें उनकी प्रमुख हिस्सेदारी है।
राम राजा निरंजन के अनुसार, एसडीएम रिंकू सिंह राही के नेतृत्व में संयुक्त निरीक्षण टीम कोल्ड स्टोरेज पहुंची थी। निरीक्षण के दौरान अधिकारी ने संस्थान की कमियों के बारे में पूछा, जिस पर उन्होंने भरोसा दिलाया कि जो भी खामियां बताई जाएंगी, उन्हें तत्काल दूर कर दिया जाएगा।
उन्होंने आरोप लगाया कि इसके बाद एसडीएम ने कर्मचारियों को फायर पंप चालू करने का निर्देश दिया। चूंकि यह पंप लगभग 250 फीट लंबी चार इंच की पाइपलाइन से जुड़ा हुआ है, इसलिए पानी का दबाव बनने में स्वाभाविक रूप से कुछ मिनट लगते हैं।
इसी बीच अधिकारी ने उनसे ढाई मिनट के भीतर सभी आवश्यक दस्तावेज प्रस्तुत करने को कहा। निरंजन का कहना है कि उन्होंने एसडीएम से कार्यालय चलकर दस्तावेज देखने का अनुरोध किया, लेकिन उन्होंने इनकार कर दिया।
मीडिया से बातचीत में राम राजा निरंजन ने बताया कि कोल्ड स्टोरेज के निदेशक राजेश शुक्ला फायर पंप की व्यवस्था देखने गए थे।
उन्होंने उन्हें फोन कर आवश्यक दस्तावेज लाने के लिए कहा। इसी दौरान एसडीएम अपने मोबाइल फोन से निरीक्षण की रिकॉर्डिंग करने लगे, जबकि उनके एक कर्मचारी ने भी वीडियो बनाना शुरू कर दिया। निरंजन का आरोप है कि दस्तावेज पहुंचने से पहले ही एसडीएम ने निर्धारित समय समाप्त होने की बात कह दी।
ब्लॉक प्रमुख ने आरोप लगाया कि इसी दौरान एसडीएम ने उन्हें थप्पड़ मारने की कोशिश की और धक्का भी दिया। उनका दावा है कि पूरी घटना सीसीटीवी कैमरे में रिकॉर्ड हुई है। उन्होंने यह भी कहा कि वीडियो में यह साफ दिखाई देता है कि पाइपलाइन पूरी तरह भरने के बाद फायर पंप सामान्य रूप से काम करने लगा था।
निरंजन ने यह भी आरोप लगाया कि एसडीएम करीब 18 मिनट बाद दोबारा मौके पर लौटे। उनके अनुसार, इस दौरान वहां मौजूद 50 से अधिक किसानों और मजदूरों के सामने उनका सार्वजनिक रूप से अपमान किया गया।
इन आरोपों को खारिज करते हुए रिंकू सिंह राही ने इन्हें पूरी तरह निराधार और भ्रामक बताया। उन्होंने कहा कि सोशल मीडिया पर प्रसारित किए जा रहे सीसीटीवी वीडियो अधूरे हैं और केवल छोटे-छोटे क्लिप देखकर किसी निष्कर्ष पर पहुंचना उचित नहीं होगा।
राही ने कहा कि निरीक्षण के दौरान राम राजा निरंजन बार-बार अपना मोबाइल फोन उनके बेहद करीब लाकर वीडियो बना रहे थे। उन्होंने स्पष्ट किया कि किसी अप्रिय स्थिति से बचने के लिए उन्होंने केवल मोबाइल फोन को एक तरफ किया था, जिसे गलत तरीके से थप्पड़ मारने या हमला करने के रूप में प्रस्तुत किया जा रहा है।
धक्का देने के आरोप पर राही ने कहा कि निरीक्षण के दौरान राम राजा निरंजन उनकी व्यक्तिगत सीमा के बेहद करीब आ गए थे। ऐसे में सुरक्षित दूरी बनाए रखने के लिए उन्होंने केवल उन्हें थोड़ा पीछे किया था। उन्होंने स्पष्ट किया कि उनका उद्देश्य किसी प्रकार की मारपीट या अभद्रता नहीं था।
भाजपा जालौन की जिलाध्यक्ष उर्विजा दीक्षित ने कहा कि राम राजा निरंजन पार्टी से जुड़े हुए हैं, लेकिन वह संगठन में किसी आधिकारिक पद पर नहीं हैं।
विवाद के बाद जिलाधिकारी राजेश कुमार पांडेय ने मामले की जांच के लिए दो सदस्यीय समिति गठित की है। समिति के सदस्य एवं एडीएम राजीव राज ने बताया कि ब्लॉक प्रमुख और एसडीएम दोनों को नोटिस जारी कर उनके बयान दर्ज करने के निर्देश दिए गए हैं। सीसीटीवी फुटेज में दिखाई दे रहे प्रत्यक्षदर्शियों के बयान भी दर्ज किए जाएंगे, जिसके बाद जांच रिपोर्ट सौंपी जाएगी।
रिंकू सिंह राही पहले भी कई बार सुर्खियों में रह चुके हैं। अप्रैल में, जब वह लखनऊ स्थित राजस्व परिषद में तैनात थे, तब उन्होंने राष्ट्रपति को सात पन्नों का पत्र लिखकर आईएएस सेवा से तकनीकी इस्तीफा देने और अपनी पूर्व सेवा में वापस भेजे जाने का अनुरोध किया था।
उन्होंने पत्र में दावा किया था कि उन्हें लंबे समय से फील्ड पोस्टिंग से दूर रखा गया है और मौजूदा प्रशासनिक व्यवस्था सुधारों को बढ़ावा देने के बजाय उन्हें सीमित करती है।
आईएएस बनने से पहले राही 2004 बैच के प्रांतीय सिविल सेवा (पीसीएस) अधिकारी थे। मुजफ्फरनगर में समाज कल्याण अधिकारी के रूप में कार्य करते हुए उन्होंने विभाग में कथित करोड़ों रुपये के घोटाले का खुलासा किया था।
इसके बाद 2009 में उन पर जानलेवा हमला हुआ, जिसमें उन्हें कई गोलियां लगीं, लेकिन वह बच गए। बाद में उन्होंने दिव्यांग (PwD) श्रेणी से यूपीएससी सिविल सेवा परीक्षा उत्तीर्ण की और 2023 में आईएएस बने।
जुलाई 2025 में शाहजहांपुर में आईएएस अधिकारी के रूप में पहली तैनाती के दिन भी वह चर्चा में आए थे। उस समय सोशल मीडिया पर एक वीडियो सामने आया था, जिसमें वह वकीलों के प्रदर्शन के दौरान कान पकड़कर उठक-बैठक करते दिखाई दिए थे। इस घटना के बाद उत्तर प्रदेश सरकार ने उनका तबादला राजस्व परिषद, लखनऊ कर दिया था।
