Karni Sena Alleges Protester Died After Jaipur Rally Police Action, Announces 7-Day Ultimatum Over UGC Regulations
Jaipur: The Shri Rajput Karni Sena (SRKS) on Tuesday alleged that one of the participants in its Jaipur protest succumbed to injuries sustained during police action a day earlier.
Holding the administration responsible, the organisation demanded strict action against the officials concerned and issued a seven-day deadline to the Rajasthan government, warning of intensified statewide demonstrations if its demands are ignored.
Addressing a press conference, SRKS National President Mahipal Singh Makrana sought financial assistance of ₹1 crore for the family of deceased protester Devraj Singh, employment for one member of his family, and immediate suspension of police personnel allegedly responsible for ordering the use of water cannons and baton charge during the rally.
The political controversy surrounding the incident deepened after former Rajasthan Chief Minister Ashok Gehlot criticised the BJP-led state government, accusing it of suppressing democratic protests through excessive use of force.
The demonstration, organised under the banner of the Savarna Nyay Yatra, was supported by several upper-caste organisations.
Among its principal demands was the withdrawal of the University Grants Commission (Promotion of Equity in Higher Education Institutions) Regulations, 2026.
Ahead of the rally, Makrana claimed to have completed a 24-day march covering nearly 800 kilometres to mobilise public support for the movement.
According to the organisation, tension escalated on Monday when protesters were prevented from moving beyond police barricades, resulting in confrontations between demonstrators and security personnel.
During the ensuing action, several participants reportedly sustained injuries, including Devraj Singh.
Makrana alleged that police resorted to water cannons and baton charge without prior warning.
He claimed that women, elderly participants and young children were among those affected.
According to him, Devraj Singh, who had joined the protest in support of the organisation, was critically injured during the police action, hospitalised and later died.
He also announced that the organisation had extended financial assistance of ₹1 lakh to the bereaved family, while several other social groups had also assured additional support. Devraj is survived by two minor children.
According to the organisation, Devraj was initially admitted to a private medical facility before being referred to Sawai Man Singh (SMS) Hospital.
However, it claimed that he died before he could receive treatment at the government hospital.
Responding to these claims, SMS Medical College Principal and Controller Dr. Deepak Maheshwari stated that he had no information regarding the arrival or admission of any such patient at the institution.
Karni Sena leaders further stated that no post-mortem examination was conducted before Devraj Singh’s cremation, which took place on Tuesday morning.
Presenting the official version, Jaipur West Deputy Commissioner of Police Prashant Kiran said preliminary findings indicate that Devraj returned home after the protest and later developed health complications unrelated to the demonstration.
According to the police officer, the rally concluded around 5.30 pm, after which participants dispersed peacefully.
He said Devraj complained of chest pain and anxiety at approximately 8.15 pm while at home.
Family members shifted him to a hospital, where doctors diagnosed him with a heart attack.
Following initial treatment, he was referred to a higher medical centre but was declared dead upon arrival. Police said the exact cause of death remains under investigation.
Makrana maintained that the procession had remained entirely peaceful and claimed organisers had coordinated with the District Collector and the Superintendent of Police before the march. Despite this, he alleged that force was used against demonstrators.
He further claimed that numerous children sustained injuries during the police intervention and asserted that participants carried copies of the Bhagavad Gita and the Constitution throughout the march as symbols of peaceful protest.
Referring to the turnout, Makrana claimed the gathering was large enough to reach the Chief Minister’s residence but deliberately refrained from doing so, asserting that the organisation respected constitutional principles and exercised restraint.
Issuing a seven-day ultimatum to the Rajasthan government, Makrana demanded formal dialogue with representatives of the organisation.
He also named three police officers and sought their suspension over the alleged use of force.
Failing government action, he warned of a siege of the Chief Minister’s residence, a Jaipur shutdown and a statewide Rajasthan bandh.
The organisation also indicated that it would launch a political campaign against the BJP during the forthcoming urban local body and panchayat elections if its demands remain unaddressed.
Expressing condolences over Devraj Singh’s death, former Chief Minister Ashok Gehlot criticised the state’s handling of public protests.
He alleged that the government had increasingly relied on water cannons, baton charges and pellet guns to suppress demonstrations instead of engaging in dialogue, and said peaceful dissent is a constitutional right in a democratic society.
The disputed UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026, notified earlier this year, aim to address discrimination, including caste-based discrimination, within higher educational institutions.
However, sections of the general category community have argued that certain provisions could result in harassment of students.
Subsequently, the Supreme Court stayed the implementation of the regulations, observing that the issues involved require detailed judicial examination because of their potentially far-reaching impact on society.

श्री राजपूत करणी सेना (एसआरकेएस) ने मंगलवार को आरोप लगाया कि जयपुर में आयोजित उसके प्रदर्शन में शामिल एक व्यक्ति की पुलिस कार्रवाई के दौरान लगी चोटों के कारण मृत्यु हो गई।
संगठन ने घटना के लिए जिम्मेदार अधिकारियों के विरुद्ध कार्रवाई की मांग करते हुए राज्य सरकार को सात दिन का अल्टीमेटम दिया है और चेतावनी दी है कि मांगें पूरी नहीं होने पर व्यापक आंदोलन शुरू किया जाएगा।
पत्रकारों से बातचीत करते हुए एसआरकेएस के राष्ट्रीय अध्यक्ष महिपाल सिंह मकराना ने मृतक देवराज सिंह के परिजनों को एक करोड़ रुपये की आर्थिक सहायता, परिवार के एक सदस्य को सरकारी नौकरी तथा जल तोप और लाठीचार्ज के लिए जिम्मेदार पुलिसकर्मियों के तत्काल निलंबन की मांग रखी।
घटना ने राजनीतिक रंग भी ले लिया। पूर्व मुख्यमंत्री अशोक गहलोत ने राज्य सरकार की कार्यप्रणाली पर सवाल उठाते हुए आरोप लगाया कि विरोध प्रदर्शनों को बल प्रयोग के माध्यम से दबाने का प्रयास किया जा रहा है।
सवर्ण न्याय यात्रा के नाम से आयोजित इस रैली को विभिन्न सवर्ण संगठनों का समर्थन प्राप्त था। प्रदर्शनकारियों की प्रमुख मांगों में विश्वविद्यालय अनुदान आयोग (उच्च शिक्षण संस्थानों में समानता को बढ़ावा) विनियम, 2026 को वापस लेने की मांग शामिल थी।
मकराना ने दावा किया कि इस अभियान के समर्थन में उन्होंने इससे पहले 24 दिनों में लगभग 800 किलोमीटर की पदयात्रा भी की थी।
संगठन के अनुसार सोमवार को पुलिस ने प्रदर्शनकारियों को बैरिकेडिंग के आगे बढ़ने से रोका, जिसके बाद दोनों पक्षों के बीच तनाव की स्थिति उत्पन्न हो गई।
इसी दौरान हुई पुलिस कार्रवाई में कई लोग घायल हुए, जिनमें देवराज सिंह भी शामिल थे।
मकराना का आरोप है कि पुलिस ने बिना पूर्व चेतावनी के जल तोप और लाठीचार्ज का इस्तेमाल किया। उनके अनुसार महिलाओं, बुजुर्गों तथा छोटे बच्चों को भी बल प्रयोग का सामना करना पड़ा।
उन्होंने दावा किया कि देवराज सिंह गंभीर रूप से घायल हुए, उपचार के दौरान उनकी मृत्यु हो गई।
संगठन ने मृतक परिवार को तत्काल एक लाख रुपये की आर्थिक सहायता देने की घोषणा की है, जबकि अन्य सामाजिक संगठनों ने भी सहयोग का भरोसा दिया है।
देवराज अपने पीछे दो छोटे बच्चों को छोड़ गए हैं।
संगठन के अनुसार देवराज को पहले एक निजी अस्पताल ले जाया गया, जहां से उन्हें सवाई मानसिंह (एसएमएस) अस्पताल रेफर किया गया। उनका दावा है कि सरकारी अस्पताल में भर्ती होने से पहले ही उनकी मृत्यु हो गई।
हालांकि एसएमएस मेडिकल कॉलेज के प्राचार्य एवं नियंत्रक डॉ. दीपक महेश्वरी ने कहा कि उनके संज्ञान में ऐसा कोई मामला अस्पताल में आने की जानकारी नहीं है।
करणी सेना के पदाधिकारियों ने यह भी दावा किया कि देवराज सिंह के शव का पोस्टमार्टम नहीं कराया गया और मंगलवार सुबह उनका अंतिम संस्कार कर दिया गया।
दूसरी ओर जयपुर पश्चिम के पुलिस उपायुक्त प्रशांत किरण ने पुलिस का पक्ष रखते हुए कहा कि प्रारंभिक जानकारी के अनुसार प्रदर्शन समाप्त होने के कई घंटे बाद देवराज अपने घर पर अस्वस्थ हुए थे।
उन्होंने बताया कि रैली शाम लगभग साढ़े पांच बजे समाप्त हो गई थी और सभी प्रतिभागी वहां से लौट चुके थे। रात लगभग 8.15 बजे देवराज ने घर पर सीने में दर्द और घबराहट की शिकायत की।
परिजन उन्हें अस्पताल लेकर पहुंचे, जहां चिकित्सकों ने हृदयाघात की पुष्टि की। प्राथमिक उपचार के बाद उन्हें उच्च चिकित्सा केंद्र भेजा गया, लेकिन वहां पहुंचने पर उन्हें मृत घोषित कर दिया गया।
पुलिस के अनुसार मृत्यु के वास्तविक कारण की जांच जारी है।
मकराना ने कहा कि पूरा मार्च शांतिपूर्ण और गांधीवादी तरीके से आयोजित किया गया था।
उन्होंने दावा किया कि कार्यक्रम से पहले जिला प्रशासन और पुलिस अधिकारियों से बातचीत भी हुई थी, इसके बावजूद प्रदर्शनकारियों के विरुद्ध बल प्रयोग किया गया।
उनका कहना है कि कई बच्चे भी इस कार्रवाई में घायल हुए। उन्होंने यह भी कहा कि प्रदर्शनकारी अपने हाथों में भगवद्गीता और संविधान लेकर शांतिपूर्ण ढंग से आगे बढ़ रहे थे।
उन्होंने दावा किया कि प्रदर्शन में शामिल लोगों की संख्या इतनी अधिक थी कि वे मुख्यमंत्री आवास तक पहुंच सकते थे, लेकिन संवैधानिक मर्यादाओं का सम्मान करते हुए उन्होंने स्वयं को नियंत्रित रखा।
संगठन ने राज्य सरकार से सात दिनों के भीतर वार्ता शुरू करने की मांग की है। मकराना ने तीन पुलिस अधिकारियों का नाम लेते हुए उनके निलंबन की मांग की और चेतावनी दी कि यदि कार्रवाई नहीं हुई तो मुख्यमंत्री आवास का घेराव, जयपुर बंद और पूरे राजस्थान में बंद का आह्वान किया जाएगा।
उन्होंने यह भी कहा कि यदि सरकार उनकी मांगों की अनदेखी करती है तो आगामी नगरीय निकाय और पंचायत चुनावों में भारतीय जनता पार्टी के विरुद्ध राजनीतिक अभियान चलाया जाएगा।
पूर्व मुख्यमंत्री अशोक गहलोत ने देवराज सिंह के निधन पर शोक व्यक्त करते हुए आरोप लगाया कि लोकतांत्रिक विरोध प्रदर्शनों को संवाद के बजाय बल प्रयोग से नियंत्रित करने की प्रवृत्ति बढ़ रही है।
उन्होंने कहा कि किसी भी लोकतंत्र में असहमति प्रकट करना नागरिकों का संवैधानिक अधिकार है और सरकारों को दमन के बजाय संवाद का रास्ता अपनाना चाहिए।
उल्लेखनीय है कि यूजीसी (उच्च शिक्षण संस्थानों में समानता को बढ़ावा) विनियम, 2026 इस वर्ष जनवरी में अधिसूचित किए गए थे।
इनका उद्देश्य उच्च शिक्षण संस्थानों में जाति सहित विभिन्न आधारों पर होने वाले भेदभाव की रोकथाम करना है।
हालांकि सामान्य वर्ग के कुछ संगठनों ने आशंका व्यक्त की कि इन प्रावधानों का दुरुपयोग छात्रों के उत्पीड़न का कारण बन सकता है।
बाद में उच्चतम न्यायालय ने इन विनियमों के क्रियान्वयन पर अंतरिम रोक लगाते हुए कहा कि मामले में गंभीर संवैधानिक और सामाजिक प्रश्न जुड़े हैं, जिन पर विस्तृत न्यायिक परीक्षण आवश्यक है।
