Kashmir to Host First International Film Festival in September, 135 Films Shortlisted
‘Rang-e-Cinema’ will bring filmmakers and cinema professionals from 41 countries to Jammu and Kashmir, with organisers eyeing film tourism and a global creative footprint
SRINAGAR: Jammu and Kashmir is preparing to enter a new chapter in its long association with cinema, with the Union Territory set to host its first international film festival from September 7 to 10.
Named ‘Rang-e-Cinema’, the four-day event is being organised by the J&K government’s Information and Public Relations Department.
The festival is intended to revive the region’s connection with filmmaking while giving international filmmakers, local artists and the wider creative community a platform for collaboration.
The Valley has featured prominently in Hindi cinema for decades, with films such as Kashmir Ki Kali in the 1960s and Kabhie Kabhie in the following decade drawing audiences to its landscapes.
More recently, movies including Highway and Raazi have once again used Kashmir as a cinematic setting.
The new festival seeks to take that relationship beyond film locations and establish Jammu and Kashmir as a destination for international cinema, creative partnerships and cultural exchange.
More than 1,100 entries received
The scale of international interest has been reflected in the response to the festival. Organisers said they received more than 1,100 film submissions representing over 80 countries.
Following the selection process, 135 films from 41 countries have made the final shortlist.
India has the largest representation with 64 entries, while France has 13 selected films and Iran eight.
Films from Türkiye, Germany, Russia, Sweden, Spain, Brazil, Qatar, Argentina, the United States, South Korea, Colombia and Taiwan are also scheduled to feature in the programme.
The organisers believe the international participation could help connect filmmakers from Jammu and Kashmir with a broader global network and create opportunities for regional talent.
Five-member jury announced
A five-member jury has been assembled to evaluate the festival’s competitive selections.
The panel includes acclaimed cinematographer-director Santosh Sivan and Oscar-winning sound professional Resul Pookutty, known internationally for his work on Slumdog Millionaire.
German curator and journalist Dorothee Wenner, Bang Singapore founder and CEO Keiko Bang, and filmmaker Himansu Sekhar Khatua, associated with Shunya Swaroopa, complete the jury.
An official involved with the festival said the event is designed not merely as a film showcase but as an effort to reconnect Jammu and Kashmir with its earlier cinematic identity.
The organisers also see the festival as a potential catalyst for filmmaking in the region, particularly by encouraging outside productions, strengthening opportunities for local professionals and developing film tourism.
Screenings across Srinagar, Jammu and Gulmarg
The festival will extend beyond a single venue. Screenings and related programmes are planned at the Sher-i-Kashmir International Convention Centre (SKICC) and INOX PVR in Srinagar, Waves Cinema in Jammu and a venue at the Gulmarg health resort.
For Jammu and Kashmir, the event represents an attempt to transform its longstanding appeal as a film backdrop into something broader: a place where films are not only shot but also screened, discussed, developed and connected with audiences and creators from around the world.

श्रीनगर: फिल्मों के लिए लंबे समय से आकर्षण का केंद्र रहे जम्मू-कश्मीर में अब अंतरराष्ट्रीय सिनेमा का एक नया मंच तैयार हो रहा है।
केंद्र शासित प्रदेश में पहली बार अंतरराष्ट्रीय फिल्म महोत्सव का आयोजन किया जाएगा। चार दिवसीय ‘रंग-ए-सिनेमा’ फिल्म फेस्टिवल 7 से 10 सितंबर तक आयोजित होगा।
जम्मू-कश्मीर सरकार के सूचना एवं जनसंपर्क विभाग की ओर से आयोजित किए जा रहे इस महोत्सव का उद्देश्य क्षेत्र को केवल फिल्मों की शूटिंग के लिए प्रसिद्ध स्थान के रूप में नहीं, बल्कि अंतरराष्ट्रीय स्तर पर फिल्म निर्माण, रचनात्मक सहयोग और सांस्कृतिक संवाद के केंद्र के तौर पर विकसित करना है।
बॉलीवुड और कश्मीर का रिश्ता कई दशकों पुराना है। 1960 के दशक की कश्मीर की कली से लेकर 1970 के दशक की कभी कभी तक कई फिल्मों ने घाटी की खूबसूरती को पर्दे पर उतारा।
हाल के वर्षों में हाईवे और राजी जैसी फिल्मों ने भी कश्मीर को अपनी कहानी और दृश्यात्मकता का महत्वपूर्ण हिस्सा बनाया।
इसी सिनेमाई विरासत को आगे बढ़ाते हुए आयोजक अब जम्मू-कश्मीर को वैश्विक फिल्म समुदाय से जोड़ने की कोशिश कर रहे हैं।
उनका मानना है कि अंतरराष्ट्रीय महोत्सव से स्थानीय कलाकारों और तकनीकी विशेषज्ञों के लिए नए अवसर पैदा हो सकते हैं तथा फिल्म पर्यटन को भी गति मिल सकती है।
80 से अधिक देशों से आए आवेदन
महोत्सव को लेकर अंतरराष्ट्रीय स्तर पर मिली प्रतिक्रिया भी उल्लेखनीय रही। आयोजकों के अनुसार, 80 से अधिक देशों से 1,100 से ज्यादा फिल्में महोत्सव के लिए भेजी गई थीं।
चयन प्रक्रिया के बाद 41 देशों की कुल 135 फिल्मों को स्क्रीनिंग के लिए चुना गया है। इनमें भारत की 64 फिल्में शामिल हैं। फ्रांस की 13 और ईरान की आठ फिल्मों को भी अंतिम सूची में जगह मिली है।
इसके अलावा तुर्किये, जर्मनी, रूस, स्वीडन, स्पेन, ब्राजील, कतर, अर्जेंटीना, अमेरिका, दक्षिण कोरिया, कोलंबिया और ताइवान की फिल्मों को भी महोत्सव के कार्यक्रम में शामिल किया गया है।
आयोजकों के मुताबिक, इतनी बड़ी अंतरराष्ट्रीय भागीदारी जम्मू-कश्मीर के फिल्मकारों और कलाकारों को दुनिया के दूसरे हिस्सों के रचनाकारों से जुड़ने का अवसर दे सकती है।
प्रतिष्ठित हस्तियां जूरी में शामिल
फिल्मों के मूल्यांकन के लिए पांच सदस्यीय जूरी का गठन किया गया है।
इसमें प्रसिद्ध सिनेमैटोग्राफर और निर्देशक संतोष सिवन तथा स्लमडॉग मिलियनेयर के लिए चर्चित साउंड डिजाइनर और साउंड मिक्सर रेसुल पुकुट्टी शामिल हैं।
जर्मनी की फिल्म क्यूरेटर और पत्रकार डोरोथी वेनर, बांग सिंगापुर की संस्थापक एवं सीईओ केइको बांग और शून्य स्वरूपा के निर्देशक हिमांशु शेखर खटुआ भी जूरी का हिस्सा हैं।
महोत्सव से जुड़े अधिकारियों के अनुसार, आयोजन का मकसद सिर्फ देश-विदेश की फिल्मों को दर्शकों तक पहुंचाना नहीं है।
इसके जरिए जम्मू-कश्मीर के पुराने सिनेमाई जुड़ाव को फिर मजबूत करने और क्षेत्र को वैश्विक फिल्म जगत से जोड़ने की योजना है।
फिल्म निर्माण को आकर्षित करने, स्थानीय प्रतिभाओं के लिए अवसर बढ़ाने और फिल्म पर्यटन को प्रोत्साहित करने को भी इस पहल के प्रमुख लक्ष्यों में शामिल किया गया है।
श्रीनगर से गुलमर्ग तक होगी स्क्रीनिंग
महोत्सव का आयोजन एक ही स्थान तक सीमित नहीं रहेगा। श्रीनगर में शेर-ए-कश्मीर इंटरनेशनल कन्वेंशन सेंटर (SKICC) और INOX PVR में फिल्मों और कार्यक्रमों की प्रस्तुति होगी।
जम्मू में वेव्स सिनेमा तथा गुलमर्ग में भी फिल्मों की स्क्रीनिंग की जाएगी।
जम्मू-कश्मीर के लिए यह महोत्सव उसकी पुरानी फिल्मी पहचान को नए रूप में सामने लाने की कोशिश है—जहां घाटी केवल फिल्मों की पृष्ठभूमि न रहे, बल्कि दुनिया भर के फिल्मकारों, रचनाकारों और दर्शकों के लिए सिनेमा से जुड़े संवाद और सहयोग का एक सक्रिय केंद्र बने।
