Modi-Putin Meeting on September 11: Su-57, Trade and India-Russia Ties in Focus
Putin’s New Delhi visit for the BRICS Summit will include a separate meeting with PM Modi, with bilateral and economic issues expected to dominate the agenda
NEW DELHI: A fresh round of high-level India-Russia talks is set to take place in New Delhi on September 11, with Prime Minister Narendra Modi and Russian President Vladimir Putin scheduled to meet a day before the BRICS Summit gets underway.
The Kremlin confirmed the planned engagement on Tuesday, adding another important diplomatic meeting to Putin’s visit to India.
Kremlin spokesperson Dmitry Peskov said the two leaders would use the occasion to review matters concerning their bilateral relationship.
The proposed Russian sale of Su-57 fighter aircraft to India is expected to figure in the conversation. Peskov also pointed to trade and economic cooperation as areas likely to come up during the discussions.
New Delhi has so far not publicly responded to the Kremlin’s statement regarding the aircraft.
The meeting will precede the 18th BRICS Summit, which India will host at Bharat Mandapam in New Delhi on September 12 and 13.
The country assumed the BRICS chair at the beginning of the year, marking its fourth stint in the leadership of the grouping.
Peskov, speaking to reporters in a virtual interaction from Moscow, said the bilateral engagement had been scheduled for Friday.
He indicated that the two sides would first take stock of their bilateral agenda before moving on to other subjects.
Putin’s participation in the summit has already been confirmed. Chinese President Xi Jinping is also expected to attend the New Delhi gathering.
A visit by Xi would be significant as it would represent his first trip to India since his informal interaction with Modi in Mamallapuram in 2019.
The summit is expected to bring together a broad group of international leaders.
Among those likely to be present are South African President Cyril Ramaphosa, Egyptian President Abdel Fattah el-Sisi, Indonesian President Prabowo Subianto, Iranian President Masoud Pezeshkian and Ethiopian Prime Minister Abiy Ahmed.
The expected participants also include Belarusian President Alexander Lukashenko, Kazakh President Kassym-Jomart Tokayev, Malaysian Prime Minister Anwar Ibrahim and Thai Prime Minister Anutin Charnvirakul.
UN Secretary-General António Guterres is also expected to attend the event.
BRICS now has 11 full members: Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, Saudi Arabia, South Africa and the United Arab Emirates. Indonesia’s elevation to full membership came in 2025.
The grouping’s partnership structure extends beyond its core membership. Belarus, Bolivia, Cuba, Kazakhstan, Malaysia, Nigeria, Thailand, Uganda, Uzbekistan and Vietnam are part of the partner-country framework, but remain distinct from the full members.
For Modi and Putin, the September meeting will be another opportunity to take stock of a relationship that has remained an important component of India’s foreign policy.
Their most recent face-to-face encounter took place at the SCO Summit in Bishkek, Kyrgyzstan.
That meeting was their first in-person interaction since the annual India-Russia Summit in New Delhi last December.
Ukraine was among the issues discussed during their engagements, with Modi repeatedly stressing New Delhi’s preference for dialogue and a peaceful resolution.
At the Bishkek meeting, Modi said prolonged conflict ultimately harms humanity and called for movement towards an end to war.
He also maintained that India would continue supporting initiatives aimed at peace.
In his remarks in Hindi, the Prime Minister said the early and peaceful resolution of disputes was a need shared by humanity.
Referring to India’s association with Mahatma Gandhi and Gautama Buddha, he said the country’s message was rooted in the pursuit of peace.
The upcoming Modi-Putin talks will therefore come against the backdrop of both expanding BRICS engagement and continuing international geopolitical tensions.
The discussions are expected to provide the two leaders an opportunity to address their bilateral priorities while also exchanging views on wider global developments.

नई दिल्ली: रूस के राष्ट्रपति व्लादिमीर पुतिन की भारत यात्रा के दौरान प्रधानमंत्री नरेंद्र मोदी के साथ 11 सितंबर को महत्वपूर्ण द्विपक्षीय वार्ता होने जा रही है।
यह बैठक 18वें BRICS शिखर सम्मेलन से ठीक एक दिन पहले नई दिल्ली में प्रस्तावित है।
क्रेमलिन ने मंगलवार को दोनों नेताओं की बैठक की पुष्टि की।
क्रेमलिन के प्रवक्ता दिमित्री पेस्कोव ने बताया कि शुक्रवार को होने वाली बातचीत में भारत और रूस के आपसी संबंधों से जुड़े विषयों पर चर्चा की जाएगी।
रूस द्वारा भारत को Su-57 लड़ाकू विमान उपलब्ध कराने की संभावित योजना भी वार्ता के एजेंडे में रहने की उम्मीद है।
इसके साथ ही दोनों देशों के बीच व्यापार तथा आर्थिक सहयोग पर भी विचार-विमर्श हो सकता है। हालांकि, Su-57 को लेकर क्रेमलिन की इस टिप्पणी पर भारत की ओर से अभी तक कोई आधिकारिक प्रतिक्रिया नहीं दी गई है।
मोदी-पुतिन वार्ता का समय भी अहम है। भारत 12 और 13 सितंबर को नई दिल्ली के भारत मंडपम में 18वें BRICS शिखर सम्मेलन की मेजबानी करने जा रहा है। इस वर्ष 1 जनवरी से भारत ने समूह की अध्यक्षता संभाली है। यह चौथी बार है जब भारत को BRICS की अध्यक्षता मिली है।
मॉस्को से वर्चुअल प्रेस ब्रीफिंग में पेस्कोव ने कहा कि शुक्रवार की बैठक तय है।
उनके अनुसार, दोनों नेता सबसे पहले द्विपक्षीय एजेंडे पर चर्चा करेंगे और इसके बाद अन्य पारस्परिक हित के मुद्दों को बातचीत में शामिल किया जा सकता है।
पुतिन ने BRICS सम्मेलन में अपनी भागीदारी की पुष्टि कर दी है।
चीन के राष्ट्रपति शी जिनपिंग के भी नई दिल्ली पहुंचने की संभावना है।
अगर शी भारत आते हैं, तो 2019 में ममल्लापुरम में मोदी के साथ हुई अनौपचारिक मुलाकात के बाद यह उनकी पहली भारत यात्रा होगी।
नई दिल्ली में होने वाले सम्मेलन में कई देशों के शीर्ष नेताओं के शामिल होने की उम्मीद है।
दक्षिण अफ्रीका के राष्ट्रपति सिरिल रामाफोसा, मिस्र के राष्ट्रपति अब्देल फतह अल-सीसी, इंडोनेशिया के राष्ट्रपति प्रबोवो सुबियांतो, ईरान के राष्ट्रपति मसूद पेजेशकियन और इथियोपिया के प्रधानमंत्री अबी अहमद के भी पहुंचने की संभावना है।
बेलारूस के राष्ट्रपति अलेक्जेंडर लुकाशेंको, कजाखस्तान के राष्ट्रपति कासिम-जोमार्ट तोकायेव, मलेशिया के प्रधानमंत्री अनवर इब्राहिम और थाईलैंड के प्रधानमंत्री अनुतिन चर्नवीराकुल भी संभावित प्रतिभागियों में शामिल हैं।
संयुक्त राष्ट्र महासचिव एंटोनियो गुटेरेस के भी शिखर सम्मेलन में आने की उम्मीद है।
BRICS के पूर्ण सदस्यों की संख्या अब 11 है। इनमें ब्राजील, चीन, मिस्र, इथियोपिया, भारत, इंडोनेशिया, ईरान, रूस, सऊदी अरब, दक्षिण अफ्रीका और संयुक्त अरब अमीरात शामिल हैं।
इंडोनेशिया को 2025 में पूर्ण सदस्य का दर्जा मिला था।
समूह के दायरे में पूर्ण सदस्यों के अलावा साझेदार देशों की अलग श्रेणी भी है।
बेलारूस, बोलीविया, क्यूबा, कजाखस्तान, मलेशिया, नाइजीरिया, थाईलैंड, युगांडा, उज्बेकिस्तान और वियतनाम इस साझेदार ढांचे में शामिल हैं। ये देश BRICS के पूर्ण सदस्य नहीं हैं।
मोदी और पुतिन की आगामी बातचीत ऐसे समय में होगी जब दोनों देशों के संबंधों के साथ-साथ वैश्विक भू-राजनीतिक परिस्थितियां भी चर्चा के केंद्र में हैं।
दोनों नेताओं की पिछली आमने-सामने मुलाकात किर्गिस्तान के बिश्केक में SCO शिखर सम्मेलन के दौरान हुई थी।
बिश्केक में हुई वह मुलाकात पिछले दिसंबर में नई दिल्ली में आयोजित वार्षिक भारत-रूस शिखर सम्मेलन के बाद दोनों नेताओं की पहली व्यक्तिगत बैठक थी।
दोनों नेताओं की बातचीत में यूक्रेन का मुद्दा भी लगातार प्रमुख रहा है।
बिश्केक में प्रधानमंत्री मोदी ने युद्ध के लंबे खिंचने को मानवता के लिए नुकसानदेह बताते हुए शांति की दिशा में आगे बढ़ने पर जोर दिया था।
उन्होंने कहा था कि भारत शांति स्थापित करने की सभी कोशिशों का समर्थन करता रहा है और आगे भी करता रहेगा।
प्रधानमंत्री ने हिंदी में कहा था कि विवादों का जल्द और शांतिपूर्ण समाधान पूरी मानवता की आवश्यकता है।
महात्मा गांधी और भगवान बुद्ध का संदर्भ देते हुए उन्होंने भारत की पहचान को शांति के संदेश से जोड़ा था।
अब 11 सितंबर की वार्ता में मोदी और पुतिन के सामने द्विपक्षीय प्राथमिकताओं के साथ व्यापक अंतरराष्ट्रीय परिस्थितियों पर विचार साझा करने का भी अवसर होगा।
BRICS सम्मेलन से ठीक पहले होने वाली यह बैठक भारत-रूस संबंधों के लिए भी विशेष महत्व रखती है।
