Mumbai: Auto and Taxi Drivers Block Kandivali Road Over Marathi Rule Crackdown
Non-Marathi-speaking auto and taxi drivers blocked a road in Mumbai’s Kandivali, alleging harassment amid a statewide campaign to enforce functional knowledge of Marathi.
The drivers say the campaign to enforce Marathi proficiency is creating anxiety over fines, licence action and possible loss of livelihood, while the Maharashtra transport authorities continue statewide checks.
Mumbai’s ongoing enforcement drive requiring auto-rickshaw and taxi drivers to possess working knowledge of Marathi triggered a road blockade in Kandivali on Monday, with non-Marathi-speaking drivers accusing fellow members of the transport community of intimidation.
The protest erupted on Kandivali Link Road near Laljipada during the morning rush, briefly affecting traffic and leading to a substantial police deployment in the area.
The demonstrators cleared the road after roughly an hour and a half.
According to the protesting drivers, the controversy is no longer confined to the official campaign being conducted by transport authorities.
Several participants claimed they were being confronted by Marathi-speaking drivers and repeatedly told that they must learn the state language.
One of the protesters, Sunil Yadav, said the drivers had resorted to a demonstration after allegedly facing repeated pressure and interference.
Another driver, Devendra, originally from Uttar Pradesh, said the enforcement campaign was creating friction within a profession where drivers from different linguistic backgrounds had generally worked together.
He also questioned the financial burden of penalties allegedly being imposed on those found unable to meet the language requirement.
The protest came as Maharashtra’s Regional Transport Offices continued their fourth day of statewide inspections.
The drive began on August 20, with transport officials checking whether drivers possess the prescribed level of practical Marathi knowledge.
Drivers found not to meet the requirement are being issued notices and given one month to improve their proficiency.
The consequences may become more severe if the requirement is not fulfilled within the stipulated period.
Authorities can suspend a driver’s licence and public service vehicle badge for three months, while repeated non-compliance may eventually result in permanent cancellation of the licence.
Official checks conducted during the first two days of the campaign covered around 8,000 auto-rickshaw and taxi drivers across the Mumbai Metropolitan Region.
Notices were issued to 1,326 drivers.
For many drivers, however, the concern is not only about learning Marathi but about access to the official training system.
Several members of the transport community say they have struggled to obtain seats at designated language learning centres.
The scale of the challenge is reflected in the figures from the Hinduhridaysamrat Balasaheb Thackeray Marathi Shikvani Abhiyan, the programme designed to help permit holders acquire the required language skills.
As of August 15, around 1.25 lakh auto-rickshaw and taxi permit holders had completed the programme.
More than 17,000 were still awaiting completion, while another 7,750 were required to take the assessment again.
The figures have intensified concerns among migrant drivers that the deadline for demonstrating Marathi proficiency could arrive before they get a realistic opportunity to complete the training.
For the state government, the campaign is centred on ensuring that public transport operators can communicate effectively with passengers in Maharashtra.
For a section of the drivers, however, the issue has become increasingly tied to job security and fears about losing the licences on which their livelihoods depend.
Monday’s Kandivali blockade highlighted that tension, bringing a language policy dispute directly onto Mumbai’s roads.

महाराष्ट्र में ऑटो और टैक्सी चालकों के लिए मराठी भाषा ज्ञान लागू करने की कार्रवाई के विरोध में गैर-मराठी भाषी चालकों ने मुंबई के कंदिवली में रास्ता रोको किया। पुलिस की मौजूदगी में करीब डेढ़ घंटे तक प्रदर्शन चला।
मुंबई की सड़कों पर सोमवार सुबह भाषा को लेकर बढ़ता तनाव उस समय खुलकर सामने आया, जब गैर-मराठी भाषी ऑटो और टैक्सी चालकों के एक समूह ने कंदिवली में सड़क जाम कर प्रदर्शन किया।
कंदिवली लिंक रोड पर लालजीपाड़ा के पास हुए इस रास्ता रोको से सुबह के व्यस्त समय में यातायात प्रभावित हुआ। स्थिति को संभालने के लिए पुलिस बल तैनात किया गया। प्रदर्शन करीब डेढ़ घंटे तक चला।
प्रदर्शनकारियों का कहना था कि राज्य में मराठी भाषा का कार्यात्मक ज्ञान अनिवार्य करने के अभियान के बाद वे दबाव महसूस कर रहे हैं।
कुछ चालकों ने आरोप लगाया कि उन्हें अन्य चालकों द्वारा रास्ते में रोककर मराठी सीखने के लिए चेतावनी दी जा रही है।
प्रदर्शन में शामिल चालक सुनील यादव ने दावा किया कि लगातार हो रहे कथित उत्पीड़न और दबाव के कारण चालकों को सड़क पर उतरने के लिए मजबूर होना पड़ा।
उत्तर प्रदेश से आने वाले चालक देवेंद्र ने आरोप लगाया कि भाषा को लेकर चल रही कार्रवाई से ऑटो-रिक्शा और टैक्सी चालकों के बीच अनावश्यक तनाव पैदा हो रहा है।
उनका कहना था कि पहले अलग-अलग भाषाई पृष्ठभूमि के चालक एक साथ काम करते थे, लेकिन अब समुदाय के भीतर दूरी बढ़ने की आशंका पैदा हो गई है।
उन्होंने कथित जुर्माने की राशि को लेकर भी चिंता जताई और कहा कि सीमित दैनिक आय वाले चालकों के लिए हजारों रुपये की पेनल्टी गंभीर आर्थिक बोझ बन सकती है।
यह विरोध ऐसे समय हुआ जब महाराष्ट्र का परिवहन विभाग लगातार चौथे दिन पूरे राज्य में ऑटो और टैक्सी चालकों की मराठी भाषा दक्षता की जांच कर रहा था।
20 अगस्त से शुरू किए गए अभियान के तहत क्षेत्रीय परिवहन कार्यालय के अधिकारी उन चालकों की पहचान कर रहे हैं जिन्हें मराठी का निर्धारित स्तर का ज्ञान नहीं है।
ऐसे लोगों को नोटिस देकर भाषा सीखने के लिए एक महीने का समय दिया जा रहा है।
निर्धारित अवधि में अपेक्षित भाषा ज्ञान हासिल नहीं करने पर चालक के लाइसेंस और पब्लिक सर्विस व्हीकल बैज को तीन महीने के लिए निलंबित किया जा सकता है।
बार-बार नियम का पालन न करने पर लाइसेंस के स्थायी निलंबन की कार्रवाई भी संभव है।
मुंबई महानगर क्षेत्र में अभियान के शुरुआती दो दिनों में लगभग 8,000 ऑटो और टैक्सी चालकों की जांच की गई। इनमें से 1,326 लोगों को नोटिस जारी किए गए।
हालांकि, कई चालकों की शिकायत है कि वे मराठी सीखने के खिलाफ नहीं हैं, लेकिन प्रशिक्षण व्यवस्था तक पहुंच उनके लिए चुनौती बन रही है।
कुछ ने कहा कि भाषा सीखने के लिए बनाए गए केंद्रों में जगह न मिलने के कारण वे समय सीमा के भीतर पाठ्यक्रम पूरा नहीं कर पा रहे हैं।
हिंदूहृदयसम्राट बालासाहेब ठाकरे मराठी शिकवणी अभियान के तहत उपलब्ध आंकड़े भी इस समस्या की ओर इशारा करते हैं।
15 अगस्त तक लगभग 1.25 लाख ऑटो-रिक्शा और टैक्सी परमिट धारक प्रशिक्षण पूरा कर चुके थे। इसके बावजूद 17,000 से अधिक लोग कार्यक्रम पूरा होने की प्रतीक्षा में थे, जबकि करीब 7,750 चालकों को परीक्षा दोबारा देनी थी।
ऐसे में उन चालकों की चिंता बढ़ गई है जिन्हें एक ओर भाषा सीखने की अनिवार्यता का सामना करना पड़ रहा है और दूसरी ओर प्रशिक्षण पूरा करने के लिए पर्याप्त अवसर मिलने में कठिनाई हो रही है।
सरकार और परिवहन विभाग के लिए यह अभियान सार्वजनिक परिवहन चालकों की स्थानीय भाषा में संवाद क्षमता बढ़ाने से जुड़ा है।
वहीं, प्रदर्शनकारी चालकों के लिए यह मुद्दा रोजगार की सुरक्षा और भविष्य की अनिश्चितता से जुड़ गया है।
कंदिवली का सोमवार का प्रदर्शन इसी टकराव का संकेत रहा, जहां मराठी सीखने के सरकारी नियम और हजारों प्रवासी चालकों की रोजी-रोटी की चिंता एक ही सड़क पर आमने-सामने दिखाई दी।
