Muzaffarnagar Bonded Labour Case: Missing UP Man Rescued After Three Months of Captivity, 11 Others Freed
For nearly three months, 68-year-old Meharbaan Shah lived with an unbearable question—was his youngest son, Dilshad Mohammad, still alive?
The family had lost all contact with the 24-year-old after he left his home in Uttar Pradesh’s Amroha district in search of work, hoping to earn enough to support his wife, young child and ageing parents.
In the weeks after leaving home, Dilshad remained in regular touch with his wife, Gulista Begum.
Then, without any warning, his phone calls stopped. The family searched for him everywhere they could, but every effort ended in disappointment.
With no information about his whereabouts, they gradually lost hope.
“My son simply disappeared,” Meharbaan recalled. “We looked everywhere and contacted everyone we could think of. After months of searching, we left everything to God.
Even my daughter-in-law believed something terrible had happened. She eventually returned to her parents’ home with their little son.”
The family’s nightmare finally ended on Tuesday when Meharbaan received an unexpected phone call. It was Dilshad.
Overcome with emotion, the elderly father struggled to speak after hearing his son’s voice for the first time in months.
“I asked him where he was, and he said Muzaffarnagar,” Meharbaan said. “I immediately told him to come home. At that moment, nothing else mattered.”
Police had rescued Dilshad and 11 other workers a day earlier during a raid on a disposable leaf-plate manufacturing unit in Muzaffarnagar’s Titawi area.
According to investigators, the workers had allegedly been confined inside the factory for several months and forced to work under harsh conditions.
They were reportedly made to work for up to 20 hours a day and were allegedly subjected to repeated physical abuse.
Recalling his ordeal, Dilshad described the factory as a place of fear and suffering.
He alleged that workers who asked to return home, questioned their treatment or failed to work as instructed were beaten.
He also claimed that his mobile phone had been taken away, leaving him with no means of contacting his family or seeking help.
The rescue operation was carried out on Monday by a joint team of the Muzaffarnagar Police, district administration and labour department after authorities received information from a man who had reportedly escaped from the factory and alerted officials.
The operation led to the rescue of 12 workers between the ages of 16 and 44. The labourers belonged to several states, including Uttar Pradesh, Bihar, Uttarakhand, Rajasthan, Haryana and Chhattisgarh.
Following the raid, police arrested Pradeep Balyan, the father of the factory owner, and Shiva Tyagi, an associate of the owner.
The factory owner, Ankit Balyan, is absconding, and multiple police teams have been deployed to trace and arrest him.
Police have registered a case under provisions of the Child and Adolescent Labour (Prohibition and Regulation) Act, the Juvenile Justice (Care and Protection of Children) Act and the Bonded Labour System (Abolition) Act.
The investigation is continuing to determine the full extent of the alleged exploitation and identify any additional people involved.

करीब तीन महीने तक 68 वर्षीय मेहरबान शाह एक ही सवाल के साथ जीते रहे—क्या उनका सबसे छोटा बेटा दिलशाद मोहम्मद अब भी जीवित है? उत्तर प्रदेश के अमरोहा जिले का रहने वाला 24 वर्षीय दिलशाद रोजगार की तलाश में घर से निकला था ताकि अपने परिवार की आर्थिक मदद कर सके। लेकिन कुछ ही समय बाद उससे परिवार का संपर्क पूरी तरह टूट गया।
शुरुआत में दिलशाद अपनी पत्नी गुलिस्ता बेगम से नियमित रूप से फोन पर बात करता था। फिर अचानक उसके फोन आने बंद हो गए। परिवार ने रिश्तेदारों, परिचितों और संभावित जगहों पर उसकी तलाश की, लेकिन कहीं कोई सुराग नहीं मिला। समय बीतने के साथ परिवार ने उम्मीद भी खोनी शुरू कर दी।
मेहरबान शाह ने बताया, “हमने हर जगह उसे ढूंढ़ा, लेकिन कोई जानकारी नहीं मिली। आखिरकार हमने सब कुछ भगवान पर छोड़ दिया। मेरी बहू को भी लगने लगा कि उसके साथ कोई अनहोनी हो गई है, इसलिए वह अपने छोटे बेटे के साथ मायके चली गई।”
मंगलवार को अचानक मेहरबान शाह का फोन बजा। दूसरी ओर उनका बेटा दिलशाद था। महीनों बाद बेटे की आवाज सुनकर वह भावुक हो गए और कुछ पल तक कुछ बोल ही नहीं पाए।
उन्होंने कहा, “मैंने सबसे पहले पूछा कि वह कहां है। उसने बताया कि वह मुजफ्फरनगर में है। मैंने तुरंत कहा कि अब सीधे घर लौट आओ।”
दरअसल, सोमवार को मुजफ्फरनगर पुलिस ने तितावी क्षेत्र स्थित डिस्पोजेबल पत्तल बनाने वाली एक फैक्ट्री पर छापा मारकर दिलशाद समेत 12 मजदूरों को मुक्त कराया था। पुलिस के अनुसार, इन मजदूरों को कथित रूप से कई महीनों से फैक्ट्री में बंधक बनाकर रखा गया था और उनसे बेहद कठिन परिस्थितियों में काम कराया जा रहा था। आरोप है कि उनसे प्रतिदिन 20 घंटे तक काम लिया जाता था और विरोध करने पर मारपीट की जाती थी।
दिलशाद ने अपनी आपबीती बताते हुए कहा कि फैक्ट्री में मजदूरों के साथ अमानवीय व्यवहार किया जाता था। जो भी घर जाने की बात करता, काम की परिस्थितियों पर सवाल उठाता या पर्याप्त आराम की मांग करता, उसके साथ मारपीट की जाती थी। उसने यह भी आरोप लगाया कि उसका मोबाइल फोन छीन लिया गया था, जिससे वह अपने परिवार से संपर्क नहीं कर सका।
यह बचाव अभियान उस समय शुरू हुआ जब फैक्ट्री से कथित रूप से भाग निकले एक व्यक्ति ने प्रशासन को पूरी जानकारी दी। इसके बाद पुलिस, जिला प्रशासन और श्रम विभाग की संयुक्त टीम ने फैक्ट्री पर छापा मारकर मजदूरों को मुक्त कराया।
मुक्त कराए गए 12 मजदूरों की उम्र 16 से 44 वर्ष के बीच है। वे उत्तर प्रदेश, बिहार, उत्तराखंड, हरियाणा, राजस्थान और छत्तीसगढ़ सहित कई राज्यों के रहने वाले हैं।
छापेमारी के बाद पुलिस ने फैक्ट्री मालिक अंकित बालियान के पिता प्रदीप बालियान और उसके सहयोगी शिवा त्यागी को गिरफ्तार कर लिया। मुख्य आरोपी अंकित बालियान अभी फरार है और उसकी गिरफ्तारी के लिए पुलिस की कई टीमें लगातार छापेमारी कर रही हैं।
पुलिस ने आरोपियों के खिलाफ बाल एवं किशोर श्रम (प्रतिषेध एवं विनियमन) अधिनियम, किशोर न्याय (बालकों की देखभाल एवं संरक्षण) अधिनियम तथा बंधुआ मजदूरी प्रथा (उन्मूलन) अधिनियम की विभिन्न धाराओं के तहत मामला दर्ज किया है। मामले की विस्तृत जांच जारी है और अधिकारियों का कहना है कि शोषण के पूरे नेटवर्क की पड़ताल की जा रही है।
