Nepal-Tibet Flash Flood Disaster: MEA Says 400 Indians Safe in China, Hundreds Still Unaccounted For

New Delhi: Four hundred Indian citizens on the Chinese side of the Himalayas have been confirmed safe, the Ministry of External Affairs said, as a devastating flood and landslide disaster continued to leave a trail of destruction across Nepal and Tibet.
At the same time, the fate of hundreds of others remains uncertain.
According to the latest information shared by the MEA, about 320 Indians are still unaccounted for, while more than 100 people of Indian origin who may possess foreign citizenship are also yet to be traced.
The disaster has now claimed at least 538 lives across the affected Himalayan region, while the number of missing has risen to 977, according to the latest figures available from authorities.
Rescue agencies have brought around 3,742 people to safety so far, but the search remains exceptionally difficult because large stretches of the disaster zone are buried under mud, rocks and debris.
Fresh Indian Relief Consignment to Leave for Nepal
India is continuing to step up humanitarian support for Nepal. The MEA said another 12 to 13 tonnes of relief supplies were scheduled to be dispatched on Friday evening.
New Delhi has already sent two consignments containing more than 47 tonnes of emergency assistance, including food, medicines and other essential supplies.
Twenty-one people from Tamil Nadu have also been rescued amid the ongoing crisis.

Search Intensifies in Nepal’s Rasuwa Region
One of the most difficult rescue operations is underway at a hydropower project in Nepal, where nearly 100 people were believed to have been trapped after floodwaters inundated a tunnel.
The Nepal Army has managed to bring two people out of the affected tunnel in Rasuwa district, close to the Tibet border.
Teams are continuing to search the site while simultaneously looking for missing people in other badly damaged areas.
Heavy equipment, helicopters and sniffer dogs are being used to comb through the wreckage.
Disaster authorities are also attempting to use satellite imagery to assess the scale of the damage, although officials have indicated that the availability of suitable images has limited the effectiveness of remote monitoring.
Nepal’s disaster management authorities said around 910 people, including more than 500 foreign nationals, remained missing.
At least 50 foreign citizens have been airlifted to safer locations, but steep terrain and unstable conditions are slowing down operations.
Tibet Also Reports Deaths and Hundreds Missing
On the Chinese side of the border, authorities reported a separate toll in Tibet’s Gyirong County.
State media said at least three people had died there, while 558 people remained missing, including 260 foreign nationals.
Chinese authorities have also said that nearly 100 Chinese citizens are missing on the Nepal side of the border, underlining the cross-border scale of the catastrophe.
India, however, has emerged as the country with one of the largest groups of missing people.
Official estimates indicate that about 290 Indian nationals remain out of contact, including roughly 200 pilgrims undertaking the Kailash Mansarovar Yatra who were stranded on the Chinese side.
Immediate Flood Threat Eases, But Danger Is Far From Over
There was some relief after Chinese authorities said overflow from a barrier lake formed near the Nepal border had stopped, reducing fears of an immediate fresh surge of water downstream.
Rescue activity had earlier been interrupted because of renewed concerns that another flood wave could strike.
Teams were preparing to resume operations as conditions permitted, but officials continued to warn of significant risks.
The threat has not disappeared.
Chinese authorities have cautioned that the landslide-created barrier lake could still pose a danger if it breaches, potentially sending a new wave of water into downstream areas.
Weather forecasts indicating further monsoon rainfall have added another layer of concern for rescuers and displaced communities.
Scientists Probe Possible Glacial Collapse
The exact sequence of events that triggered the catastrophe is still being investigated.
Preliminary assessments suggest that a huge mass of ice and rock may have broken away from a glacier and thundered down the mountains, generating destructive flash floods and landslides in Nepal’s Rasuwa district.
Experts are examining whether seismic activity may have played a role in destabilising the glacier and surrounding terrain.
The US Geological Survey has also pointed to a glacial collapse and landslide as the likely cause, although a detailed scientific assessment is still awaited.
The disaster is being regarded as one of the worst recent glacial-lake-related flood and landslide tragedies in the Himalayan region.
As search teams continue working against time, the focus remains on reaching isolated survivors, locating the missing and preventing further casualties from unstable terrain, rising water and the threat of renewed flooding.

भारत इससे पहले दो खेपों में 47 टन से अधिक मानवीय सहायता पहुंचा चुका है। इस सहायता में भोजन, दवाएं और अन्य जरूरी राहत सामग्री शामिल है। संकटग्रस्त इलाकों से तमिलनाडु के 21 लोगों को भी सुरक्षित निकाला जा चुका है।

रसुवा में सुरंग के भीतर फंसे लोगों को निकालने की चुनौती
नेपाल के रसुवा जिले में एक जलविद्युत परियोजना की सुरंग बचाव अभियान का प्रमुख केंद्र बनी हुई है। दो दिन पहले आई विनाशकारी बाढ़ के बाद इस सुरंग में करीब 100 लोगों के फंसे होने की आशंका जताई गई थी।
नेपाल सेना ने अब तक दो लोगों को सुरंग से सुरक्षित बाहर निकाल लिया है। सीमा से सटे इस इलाके में अन्य लोगों तक पहुंचने की कोशिश जारी है। इसके साथ ही आपदा से सबसे ज्यादा प्रभावित दूसरे क्षेत्रों में भी लापता लोगों की तलाश की जा रही है।
मलबे को हटाने के लिए भारी मशीनों का इस्तेमाल हो रहा है, जबकि हेलीकॉप्टर और खोजी कुत्तों की मदद से दूरदराज के इलाकों में जीवित बचे लोगों की तलाश की जा रही है। स्थिति का आकलन करने के लिए उपग्रह तस्वीरों का भी सहारा लिया जा रहा है, हालांकि पर्याप्त और उपयोगी तस्वीरों की कमी के कारण निगरानी कार्य सीमित बताया गया है।
नेपाल की आपदा प्रबंधन एजेंसी के अनुसार, करीब 910 लोग अभी भी लापता हैं, जिनमें 500 से अधिक विदेशी नागरिक शामिल हैं। अब तक लगभग 50 विदेशियों को हवाई मार्ग से सुरक्षित स्थानों तक पहुंचाया गया है, लेकिन दुर्गम भौगोलिक परिस्थितियां बचाव कार्य की गति पर असर डाल रही हैं।

आपदा का असर चीन के तिब्बत क्षेत्र में भी गंभीर रूप से देखने को मिला है। चीनी सरकारी मीडिया के मुताबिक, ग्यिरोंग काउंटी में कम से कम तीन लोगों की मौत हुई है और 558 लोग लापता हैं। इनमें 260 विदेशी नागरिक बताए गए हैं।
चीनी अधिकारियों ने यह भी कहा है कि नेपाल की ओर से करीब 100 चीनी नागरिकों का पता नहीं चल पा रहा है। इससे स्पष्ट है कि यह त्रासदी सीमाओं से परे दोनों ओर व्यापक मानवीय संकट पैदा कर रही है।
लापता लोगों की संख्या के लिहाज से भारतीय नागरिकों का आंकड़ा सबसे अधिक प्रभावित समूहों में शामिल है।
आधिकारिक जानकारी के मुताबिक, करीब 290 भारतीयों से संपर्क नहीं हो पा रहा है। इनमें लगभग 200 कैलाश मानसरोवर यात्रा पर गए तीर्थयात्री भी शामिल हैं, जो चीन की ओर फंसे हुए बताए जा रहे हैं।
बैरियर लेक का पानी रुकने से मिली राहत, लेकिन खतरा बरकरार
चीन की ओर से यह जानकारी मिलने के बाद कुछ राहत मिली कि नेपाल सीमा के पास बने भूस्खलनजनित बैरियर लेक से पानी का अतिप्रवाह रुक गया है।
इससे तत्काल एक और बड़े जल-सेलाब की आशंका कुछ कम हुई है।
हालांकि, पहले नए सिरे से बाढ़ आने के जोखिम के कारण बचाव कार्य को अस्थायी रूप से रोकना पड़ा था। परिस्थितियां अनुकूल होने पर राहत दल फिर से प्रभावित इलाकों में पहुंचने की तैयारी कर रहे हैं।
अधिकारियों ने चेतावनी दी है कि खतरा पूरी तरह समाप्त नहीं हुआ है। यदि भूस्खलन से बनी यह झील टूटती है तो निचले इलाकों में फिर से भारी बाढ़ आ सकती है।
आने वाले दिनों में और मानसूनी बारिश की संभावना ने बचावकर्मियों और प्रभावित लोगों की चिंता बढ़ा दी है।
ग्लेशियर से टूटी बर्फ और चट्टानों की विशाल चट्टाननुमा धारा बनी संभावित वजह
आपदा की वास्तविक वजह की वैज्ञानिक जांच जारी है। शुरुआती आकलन में माना जा रहा है कि किसी ग्लेशियर से बर्फ और चट्टानों का एक विशाल हिस्सा टूटकर तेज रफ्तार से पहाड़ की ढलान से नीचे आया, जिससे रसुवा जिले में अचानक भीषण बाढ़ और भूस्खलन की स्थिति पैदा हुई।
विशेषज्ञ यह भी जांच कर रहे हैं कि क्या किसी भूकंपीय गतिविधि ने ग्लेशियर या आसपास के अस्थिर भूभाग को प्रभावित किया था।
अमेरिकी भूवैज्ञानिक सर्वेक्षण ने भी ग्लेशियर के ध्वस्त होने और उसके बाद हुए भूस्खलन को आपदा का संभावित कारण बताया है, हालांकि विस्तृत जांच अभी पूरी नहीं हुई है।
हिमालयी क्षेत्र में हाल के वर्षों की सबसे गंभीर ग्लेशियर-संबंधी बाढ़ और भूस्खलन त्रासदियों में शामिल इस घटना ने एक बार फिर ऊंचे पर्वतीय इलाकों की संवेदनशीलता को सामने ला दिया है।
