Odisha Suspends Senior IPS Officer Dayal Gangwar After Inquiry Into Constable’s Lynching and Exploitation Allegations
Bhubaneswar: The Odisha government on Thursday suspended senior IPS officer Dayal Gangwar following an inquiry into allegations that a 32-year-old police constable, who was lynched in the Balianta area last month, had been unlawfully engaged in domestic work while serving under him.
Officials said Chief Minister Mohan Charan Majhi approved the suspension after an inquiry examined allegations that the deceased constable, Soumya Ranjan Swain, had been assigned personal duties unrelated to his official responsibilities.
Although Gangwar has not been directly linked to the lynching, the constable’s parents accused the senior officer of subjecting their son to both physical and mental harassment during the period he worked under him.
Repeated attempts to contact Gangwar for his response to the suspension were unsuccessful.
Transfer Preceded Suspension
A 1998-batch IPS officer, Gangwar was transferred to the Home Department as an Officer on Special Duty (OSD) on May 26.
The posting was widely viewed as a punitive move after Swain’s lynching in Balianta, on the outskirts of Bhubaneswar, on May 7 sparked allegations of misuse of official authority.
The state government had subsequently assigned an officer of the rank of Additional Director General (ADG) to investigate the allegations against Gangwar.
Family Alleges Harassment and Financial Pressure
Soumya’s father, Dushasan Swain, alleged that Gangwar, who was serving as ADG (Railways) at the time, compelled his son to perform personal tasks that had no connection with police duties.
He further claimed that the IPS officer pressured his son to invest money in a gym owned by one of his associates and that the money was never returned, adding significantly to the constable’s emotional and financial distress.
The family also alleged that Gangwar had deployed more staff at his residence than he was officially entitled to.
Reacting to the developments, Soumya’s mother, Kabita Swain, demanded that these allegations be thoroughly examined as part of the larger lynching investigation.
NHRC Also Conducted an Inquiry
The National Human Rights Commission (NHRC), which carried out an independent inquiry into the lynching, also recorded Gangwar’s statement during its investigation.
The Lynching Incident
Constable Soumya Ranjan Swain was beaten to death around 16 kilometres from his home in Maujpur, Cuttack, after the motorcycle on which he was travelling as a pillion rider collided with a scooter near a small bridge in the Balianta area, close to Bhubaneswar.
Following the collision, two women travelling on the scooter accused Swain of attempting to sexually assault them.
Soon after, a mob of nearly 40 to 50 people allegedly attacked Swain and his friend, Om Prakash Rout, who was riding the motorcycle.
While Rout managed to escape with minor injuries, Swain succumbed to the assault.
Swain’s family accused the Odisha Police of failing to intervene in time and prevent the mob attack. Subsequently, four junior police officers were suspended in connection with the incident.
The investigation into both the lynching and the allegations surrounding the constable’s working conditions remains underway.
कांस्टेबल की लिंचिंग और शोषण के आरोपों के बाद ओडिशा सरकार ने वरिष्ठ आईपीएस अधिकारी दयाल गंगवार को किया निलंबित
भुवनेश्वर: ओडिशा सरकार ने गुरुवार को वरिष्ठ आईपीएस अधिकारी दयाल गंगवार को निलंबित कर दिया। यह कार्रवाई उस जांच के बाद की गई, जिसमें आरोप लगाया गया था कि पिछले महीने बालियंता क्षेत्र में भीड़ द्वारा पीट-पीटकर हत्या किए गए 32 वर्षीय कांस्टेबल सौम्य रंजन स्वैन से उनके अधीन रहते हुए अवैध रूप से घरेलू कार्य करवाए जा रहे थे।
अधिकारियों के अनुसार, मुख्यमंत्री मोहन चरण माझी ने जांच रिपोर्ट के आधार पर निलंबन को मंजूरी दी। जांच में यह आरोप सामने आया कि मृत कांस्टेबल से उसकी आधिकारिक जिम्मेदारियों से इतर निजी काम लिए जा रहे थे।
हालांकि दयाल गंगवार का लिंचिंग की घटना से प्रत्यक्ष संबंध नहीं पाया गया है, लेकिन कांस्टेबल के माता-पिता ने आरोप लगाया कि उनके बेटे को उनके अधीन कार्य करने के दौरान शारीरिक और मानसिक रूप से प्रताड़ित किया गया।
निलंबन के संबंध में गंगवार की प्रतिक्रिया प्राप्त करने के प्रयास सफल नहीं हो सके।
निलंबन से पहले हुआ था तबादला
1998 बैच के आईपीएस अधिकारी दयाल गंगवार का 26 मई को गृह विभाग में विशेष कार्याधिकारी (ओएसडी) के रूप में तबादला कर दिया गया था। इसे व्यापक रूप से दंडात्मक कार्रवाई के रूप में देखा गया, क्योंकि 7 मई को भुवनेश्वर के बाहरी क्षेत्र बालियंता में हुई स्वैन की लिंचिंग के बाद उनके खिलाफ आधिकारिक अधिकारों के दुरुपयोग के आरोप सामने आए थे।
इन आरोपों की जांच के लिए राज्य सरकार ने अतिरिक्त पुलिस महानिदेशक (एडीजी) रैंक के एक अधिकारी को जांच सौंपी थी।
परिवार ने लगाए प्रताड़ना और आर्थिक दबाव के आरोप
सौम्य के पिता दुशासन स्वैन ने आरोप लगाया कि उस समय एडीजी (रेलवे) के पद पर तैनात गंगवार ने उनके बेटे से पुलिस ड्यूटी से असंबंधित निजी कार्य करवाए।
उन्होंने यह भी आरोप लगाया कि आईपीएस अधिकारी ने उनके बेटे पर अपने एक सहयोगी के जिम में निवेश करने का दबाव बनाया और बाद में वह पैसा वापस नहीं किया गया, जिससे उस पर मानसिक और आर्थिक दबाव और बढ़ गया।
परिवार का यह भी आरोप है कि गंगवार ने अपने सरकारी आवास पर निर्धारित सीमा से अधिक कर्मचारियों को तैनात कर रखा था।
सौम्य की मां कविता स्वैन ने मांग की कि इन सभी आरोपों को लिंचिंग मामले की जांच के दायरे में शामिल कर उनकी निष्पक्ष जांच की जाए।
एनएचआरसी ने भी की जांच
राष्ट्रीय मानवाधिकार आयोग (एनएचआरसी) ने भी इस लिंचिंग मामले की स्वतंत्र जांच की और इसी दौरान दयाल गंगवार का बयान दर्ज किया।
कैसे हुई थी कांस्टेबल की लिंचिंग
कांस्टेबल सौम्य रंजन स्वैन की मौत उस समय हो गई जब वह कटक के मौजपुर स्थित अपने घर से करीब 16 किलोमीटर दूर बालियंता क्षेत्र में एक छोटे पुल के पास मोटरसाइकिल पर पीछे बैठे हुए जा रहे थे और उनकी मोटरसाइकिल एक स्कूटर से टकरा गई।
टक्कर के बाद स्कूटर पर सवार दो महिलाओं ने स्वैन पर कथित रूप से उनके साथ दुष्कर्म का प्रयास करने का आरोप लगाया। इसके बाद लगभग 40 से 50 लोगों की भीड़ ने स्वैन और मोटरसाइकिल चला रहे उनके मित्र ओम प्रकाश राउत पर हमला कर दिया। राउत मामूली चोटों के साथ बच निकले, जबकि स्वैन की पीट-पीटकर हत्या कर दी गई।
स्वैन के परिवार ने आरोप लगाया कि ओडिशा पुलिस समय रहते हस्तक्षेप करने और भीड़ को रोकने में विफल रही। इस मामले में बाद में चार जूनियर पुलिस अधिकारियों को निलंबित कर दिया गया।
कांस्टेबल की लिंचिंग और उससे जुड़े सभी आरोपों की जांच फिलहाल जारी है।
