Paper Leak Mafia Will Be Wiped Out, Says Yogi Adityanath; Tough Central Law to Bring Life Term, ₹10 Crore Fine
Uttar Pradesh Chief Minister Yogi Adityanath on Saturday declared an all-out offensive against the paper leak and examination fraud syndicates, asserting that those found guilty of destroying the future of students would face the harshest legal consequences.
Addressing separate public gatherings in Fatehpur and Jalaun, he said the Centre was preparing a stringent law that would ensure long prison sentences, hefty financial penalties and confiscation of illegally acquired assets.
Explaining the proposed legislation, the Chief Minister said the new law would prescribe a minimum imprisonment of ten years for those involved in question paper leaks and organised cheating, with punishment extending up to life imprisonment in the most serious cases.
Offenders could also face fines of as much as ₹10 crore. According to him, the proposed legislation, which is expected to be introduced in Parliament, reflects Prime Minister Narendra Modi’s commitment to safeguarding the careers of students by ensuring that examination fraud is dealt with uncompromisingly.
Delivering a stern warning to those engaged in such crimes, Adityanath said anyone attempting to jeopardise the future of the youth would face severe punishment.
Speaking at the Fatehpur rally, he remarked that people involved in such offences would ultimately find themselves either behind bars or facing the gravest consequences of their actions.
He added that imprisonment alone would not suffice, as their properties would also be attached and confiscated under the law.
Drawing a parallel with the state’s campaign against organised criminal gangs, the Chief Minister asserted that the government had already tightened the noose around the examination fraud network and would eliminate it with the same determination.
He accused the Samajwadi Party and the Congress of nurturing the system responsible for repeated paper leaks, alleging that their governance had robbed an entire generation of deserving students of fair opportunities while they were now pretending to champion students’ interests.
Referring to the alleged NEET paper leak case, Adityanath said the principal accused had already been arrested, and disciplinary as well as legal action had been initiated against officials of the National Testing Agency.
He maintained that the forthcoming law would ensure exemplary punishment for every individual involved in such organised malpractice.
Highlighting his government’s recruitment record, the Chief Minister claimed that transparent and merit-based appointments had become possible only after the dismantling of organised crime networks in Uttar Pradesh.
He said more than nine lakh young people had secured government employment during the BJP’s tenure solely based on merit.
In contrast, he alleged that nearly every major recruitment process conducted between 2012 and 2017 had been tainted by controversy, accusing the previous regime of institutionalising nepotism and corruption.
Turning to development issues, Adityanath said Fatehpur had witnessed a remarkable transformation over the past several years.
He alleged that before 2017, funds earmarked for the district’s progress were diverted by what he described as the “Saifai syndicate”, leaving the district lagging in education, healthcare, infrastructure and employment despite its strategic location between Kanpur and Prayagraj.
He maintained that the district once lacked quality roads, industries and advanced medical facilities but had since witnessed rapid development under the BJP government.
A medical college, improved transport infrastructure and expanding industrial opportunities had significantly altered the district’s growth trajectory, he said.
During the visit, the Chief Minister inaugurated and laid the foundation stones for 125 development projects valued at more than ₹489 crore and distributed benefits under various welfare programmes, including housing assistance, health insurance and livelihood initiatives.
Continuing his tour in Jalaun, Adityanath inaugurated and launched 375 development projects worth approximately ₹1,275 crore.
Reiterating the government’s zero-tolerance policy against organised crime, he claimed that properties valued at over ₹600 crore, allegedly acquired illegally by criminals and mafia figures, had already been confiscated.
He asserted that bulldozers would continue to be used to demolish unlawful structures linked to gangsters and organised crime.
Broadening his criticism of previous governments, the Chief Minister blamed them for decades of neglect in Bundelkhand, saying poor governance had encouraged migration, recurring drought-related distress, dacoity and criminal activities.
According to him, the region’s natural resources had long been exploited while development funds were diverted elsewhere, compelling generations of young people to leave their homes in search of employment.
Presenting Bundelkhand as a region undergoing rapid transformation, Adityanath said major infrastructure projects and industrial investment had changed its growth prospects.
He cited the Bundelkhand Expressway, the proposed 56,000-acre industrial township, the Defence Corridor and improved road connectivity as initiatives that were turning the region into a preferred destination for investors rather than a land once associated with dacoits.
Looking ahead, the Chief Minister announced plans to establish a major data centre cluster in Jalaun, saying it would generate new employment opportunities and strengthen emerging sectors such as artificial intelligence.
He also revealed that India’s first solar expressway was taking shape in Bundelkhand and was expected to provide clean energy benefits to nearly one lakh households.
Highlighting the region’s cultural and economic achievements, Adityanath said Kalpi’s handmade paper had gained international recognition after receiving the Geographical Indication (GI) tag and was now being exported to countries including Australia, Canada, the United States, Germany and Japan.
He also noted that Konch’s Ramleela had earned a place in the Limca Book of Records and recalled Bundelkhand’s historic association with Maharishi Ved Vyasa, Rani Lakshmibai, Tatya Tope and Nana Saheb Peshwa.
Concluding his address, the Chief Minister credited Prime Minister Narendra Modi’s flagship programmes—including Digital India, Startup India, Stand-Up India, Ayushman Bharat, PM Awas Yojana and PM-Kisan—with improving the lives of farmers, women and young people.
He said direct benefit transfers and transparent governance had ensured that welfare schemes were reaching beneficiaries without leakage or discrimination.

उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने शनिवार को परीक्षा प्रश्नपत्र लीक और नकल माफिया के खिलाफ निर्णायक लड़ाई का ऐलान करते हुए कहा कि छात्रों के भविष्य से खिलवाड़ करने वालों को किसी भी कीमत पर बख्शा नहीं जाएगा।
फतेहपुर और जालौन में आयोजित जनसभाओं को संबोधित करते हुए उन्होंने कहा कि केंद्र सरकार एक ऐसा कठोर कानून लाने जा रही है, जिसके तहत दोषियों को लंबी कैद, भारी आर्थिक दंड और अवैध संपत्तियों की जब्ती जैसी कड़ी सजा का प्रावधान होगा।
मुख्यमंत्री ने बताया कि प्रस्तावित कानून के अनुसार प्रश्नपत्र लीक और संगठित नकल गिरोह से जुड़े दोषियों को न्यूनतम दस वर्ष के कारावास की सजा मिलेगी, जबकि गंभीर मामलों में आजीवन कारावास तक का प्रावधान होगा।
इसके अलावा दोषियों पर ₹10 करोड़ तक का जुर्माना भी लगाया जा सकेगा।
उन्होंने कहा कि संसद में प्रस्तावित यह विधेयक प्रधानमंत्री नरेंद्र मोदी की उस प्रतिबद्धता का प्रतीक है, जिसके तहत युवाओं के भविष्य से खिलवाड़ करने वालों के खिलाफ कठोरतम कार्रवाई सुनिश्चित की जाएगी।
फतेहपुर की सभा में युवाओं को संबोधित करते हुए योगी आदित्यनाथ ने कहा कि विद्यार्थियों के सपनों को कुचलने वालों के लिए कानून बेहद सख्त होगा।
उन्होंने चेतावनी देते हुए कहा कि ऐसे अपराधियों का अंतिम ठिकाना या तो जेल होगा या फिर उन्हें अपने अपराधों की कठोरतम कीमत चुकानी पड़ेगी। उन्होंने स्पष्ट किया कि केवल जेल भेजना ही पर्याप्त नहीं होगा, बल्कि उनकी अवैध संपत्तियां भी जब्त कर ली जाएंगी।
मुख्यमंत्री ने कहा कि जिस प्रकार राज्य सरकार ने संगठित अपराध और माफिया नेटवर्क पर प्रभावी कार्रवाई की है, उसी तरह पेपर लीक गिरोह का भी पूरी तरह सफाया किया जाएगा।
उन्होंने आरोप लगाया कि समाजवादी पार्टी और कांग्रेस के शासनकाल में इस तरह के गिरोह पनपे, जिन्होंने एक पूरी पीढ़ी के मेहनती छात्रों का भविष्य बर्बाद किया। उन्होंने विपक्ष पर छात्रों के हितों को लेकर दिखावटी चिंता जताने का भी आरोप लगाया।
नीट प्रश्नपत्र लीक मामले का उल्लेख करते हुए मुख्यमंत्री ने कहा कि इस प्रकरण में मुख्य आरोपियों को गिरफ्तार किया जा चुका है तथा राष्ट्रीय परीक्षा एजेंसी (एनटीए) के संबंधित अधिकारियों के खिलाफ भी कार्रवाई शुरू हो चुकी है।
उन्होंने विश्वास जताया कि प्रस्तावित कानून लागू होने के बाद ऐसे मामलों में दोषियों को उदाहरणात्मक दंड मिलेगा।
सरकारी भर्तियों का उल्लेख करते हुए योगी आदित्यनाथ ने दावा किया कि राज्य में पारदर्शी और योग्यता आधारित नियुक्तियां तभी संभव हो सकीं जब उनकी सरकार ने संगठित अपराध और माफिया तंत्र पर प्रभावी अंकुश लगाया।
उन्होंने कहा कि भाजपा सरकार के कार्यकाल में नौ लाख से अधिक युवाओं को पूरी पारदर्शिता के साथ सरकारी नौकरियां मिली हैं।
इसके विपरीत उन्होंने आरोप लगाया कि वर्ष 2012 से 2017 के बीच हुई अधिकांश भर्तियां विवादों में घिरी रहीं और भाई-भतीजावाद तथा भ्रष्टाचार ने प्रतिभाशाली अभ्यर्थियों के अवसर छीन लिए।
विकास कार्यों का उल्लेख करते हुए मुख्यमंत्री ने कहा कि वर्ष 2017 के बाद फतेहपुर की तस्वीर तेजी से बदली है।
उन्होंने आरोप लगाया कि इससे पहले जिले के विकास के लिए आवंटित धन तथाकथित “सैफई सिंडिकेट” द्वारा हड़प लिया जाता था, जिसके कारण शिक्षा, स्वास्थ्य, रोजगार और आधारभूत ढांचे के क्षेत्र में जिला पिछड़ गया था, जबकि इसकी भौगोलिक स्थिति अत्यंत महत्वपूर्ण है।
उन्होंने कहा कि भाजपा सरकार बनने से पहले जिले में बेहतर सड़कें, उद्योग और उच्च स्तरीय चिकित्सा सुविधाएं नहीं थीं। आज यहां मेडिकल कॉलेज, बेहतर सड़क संपर्क और औद्योगिक विकास की नई संभावनाएं विकसित हुई हैं।
इस अवसर पर मुख्यमंत्री ने ₹489 करोड़ से अधिक लागत की 125 विकास परियोजनाओं का लोकार्पण एवं शिलान्यास किया तथा आवास, स्वास्थ्य बीमा और स्वरोजगार सहित विभिन्न कल्याणकारी योजनाओं के लाभार्थियों को सहायता वितरित की।
जालौन में आयोजित कार्यक्रम के दौरान मुख्यमंत्री ने लगभग ₹1,275 करोड़ की लागत वाली 375 विकास परियोजनाओं का लोकार्पण और शिलान्यास किया। उन्होंने दोहराया कि राज्य सरकार संगठित अपराध और माफिया के विरुद्ध किसी भी प्रकार की नरमी नहीं बरतेगी।
उनका दावा था कि अब तक ₹600 करोड़ से अधिक मूल्य की अवैध संपत्तियां जब्त की जा चुकी हैं। उन्होंने कहा कि अपराधियों और माफिया द्वारा अवैध रूप से अर्जित संपत्तियों पर बुलडोजर की कार्रवाई आगे भी जारी रहेगी।
पूर्ववर्ती सरकारों पर निशाना साधते हुए योगी आदित्यनाथ ने कहा कि लंबे समय तक बुंदेलखंड की उपेक्षा की गई, जिसके कारण सूखा, पलायन, डकैतों का आतंक और संगठित अपराध बढ़े।
उन्होंने आरोप लगाया कि क्षेत्र के संसाधनों का दोहन किया गया जबकि विकास के लिए निर्धारित धन अन्य स्थानों पर खर्च कर दिया गया, जिससे यहां की कई पीढ़ियों को रोजगार की तलाश में पलायन करना पड़ा।
मुख्यमंत्री ने कहा कि अब बुंदेलखंड तेजी से विकास के नए केंद्र के रूप में उभर रहा है।
उन्होंने बुंदेलखंड एक्सप्रेसवे, प्रस्तावित 56 हजार एकड़ के औद्योगिक नगर, रक्षा औद्योगिक गलियारे और बेहतर सड़क संपर्क का उल्लेख करते हुए कहा कि यह क्षेत्र अब डकैतों की पहचान से निकलकर निवेशकों की पसंद बनता जा रहा है।
भविष्य की योजनाओं की चर्चा करते हुए उन्होंने जालौन में अत्याधुनिक डाटा सेंटर क्लस्टर स्थापित करने की घोषणा की। उनका कहना था कि इससे रोजगार के नए अवसर पैदा होंगे और कृत्रिम बुद्धिमत्ता जैसी आधुनिक तकनीकों को भी बढ़ावा मिलेगा।
उन्होंने यह भी बताया कि बुंदेलखंड में देश का पहला सौर ऊर्जा आधारित एक्सप्रेसवे विकसित किया जा रहा है, जिससे लगभग एक लाख परिवारों को स्वच्छ ऊर्जा का लाभ मिलेगा।
क्षेत्र की उपलब्धियों का उल्लेख करते हुए मुख्यमंत्री ने कहा कि कालपी का हस्तनिर्मित कागज भौगोलिक संकेतक (जीआई) टैग मिलने के बाद अंतरराष्ट्रीय पहचान बना चुका है और अब ऑस्ट्रेलिया, कनाडा, अमेरिका, जर्मनी तथा जापान सहित कई देशों को निर्यात किया जा रहा है।
उन्होंने कोंच की रामलीला के लिम्का बुक ऑफ रिकॉर्ड्स में दर्ज होने का उल्लेख करते हुए महर्षि वेदव्यास, रानी लक्ष्मीबाई, तात्या टोपे और नाना साहब पेशवा से जुड़े बुंदेलखंड के गौरवशाली इतिहास को भी याद किया।
अपने संबोधन के समापन पर योगी आदित्यनाथ ने प्रधानमंत्री नरेंद्र मोदी की प्रमुख योजनाओं—डिजिटल इंडिया, स्टार्टअप इंडिया, स्टैंड-अप इंडिया, आयुष्मान भारत, प्रधानमंत्री आवास योजना और पीएम-किसान—का उल्लेख करते हुए कहा कि इन योजनाओं ने किसानों, महिलाओं और युवाओं के जीवन में व्यापक बदलाव लाया है।
उन्होंने कहा कि प्रत्यक्ष लाभ अंतरण और पारदर्शी शासन व्यवस्था के कारण सरकारी योजनाओं का लाभ बिना किसी भेदभाव और बिचौलियों के सीधे पात्र लोगों तक पहुंच रहा है।
