Parliament Stalemate Deepens as Opposition Demands Dharmendra Pradhan’s Resignation Over NEET Row
New Delhi: Parliament remained paralysed on Wednesday as a sharp confrontation between the government and the Opposition over the alleged NEET paper leak and police action against student protesters led to repeated disruptions in both Houses, forcing adjournment of proceedings for the day.
When the Lok Sabha and the Rajya Sabha resumed at 2 pm, Congress president and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge declared that the Opposition would not allow normal business until Union Education Minister Dharmendra Pradhan stepped down.
Demanding an immediate discussion on the NEET controversy under Rule 267, Kharge insisted that ministerial accountability was essential before Parliament could proceed with its scheduled agenda.
Responding on behalf of the government, Parliamentary Affairs Minister Kiren Rijiju and Union Minister J.P. Nadda reiterated that the Centre was prepared to hold a detailed discussion on the alleged examination paper leak inside Parliament.
They maintained that the government was open to debating the issue and addressing concerns raised by members.
Despite the government’s assurance, Opposition members continued their protest inside both Houses, raising slogans over the demand for Pradhan’s resignation and condemning the police action against student demonstrators during the July 20 protests.
The persistent uproar left the presiding officers with little option but to adjourn the Lok Sabha and the Rajya Sabha for the remainder of the day.
Outside Parliament, leaders from several Opposition parties, dressed in black as a mark of protest, staged a demonstration expressing solidarity with students agitating over the alleged NEET paper leak.
The Opposition also demanded the resignation of Union Home Minister Amit Shah and Education Minister Dharmendra Pradhan, holding them responsible for both the handling of the examination controversy and the police crackdown on protesting students.
The protest followed dramatic developments a day earlier when Leader of the Opposition Rahul Gandhi, Congress president Mallikarjun Kharge, Karnataka Chief Minister D.K. Shivakumar, Congress MP Priyanka Gandhi Vadra, and Samajwadi Party chief Akhilesh Yadav were detained while joining demonstrators at Jantar Mantar. All of them were later released.
Before repeated disruptions brought legislative business to a halt, the Lok Sabha had been scheduled to consider and pass the Supreme Court (Number of Judges) Amendment Bill, 2026, to be introduced by Union Law Minister Arjun Ram Meghwal.
Parliamentary Affairs Minister Kiren Rijiju and Congress MP Gaurav Gogoi were also expected to table the Seventeenth Report of the Business Advisory Committee.
The day’s legislative agenda further included the presentation of three reports of the Standing Committee on Coal, Mines and Steel (2025-26) by MPs Anurag Singh Thakur and Manna Lal Rawat.
In addition, the House was to consider a motion moved by Sudheer Gupta and Mukeshkumar Chandrakaant Dalal seeking an extension until the final day of the Monsoon Session for submission of the report of the Joint Committee on the Corporate Laws (Amendment) Bill, 2026.
The Rajya Sabha was also expected to take up several reports of the Public Accounts Committee, including observations on defence-related matters such as delays in the production of the Dhanush artillery gun system and a reported financial loss of ₹62.10 crore arising from the replacement of defective ammunition.
Ministers Nityanand Rai, B.L. Verma, Bandi Sanjay Kumar, Sukanta Majumdar and Harsh Malhotra were scheduled to lay official papers about their respective ministries before the House.

नई दिल्ली: NEET प्रश्नपत्र लीक और छात्र प्रदर्शनकारियों पर पुलिस कार्रवाई को लेकर सरकार और विपक्ष के बीच टकराव बुधवार को भी जारी रहा।
दोनों सदनों में लगातार हंगामे के कारण संसद की कार्यवाही सामान्य रूप से नहीं चल सकी और अंततः लोकसभा तथा राज्यसभा की बैठक पूरे दिन के लिए स्थगित कर दी गई।
दोपहर दो बजे दोनों सदनों की कार्यवाही दोबारा शुरू होने पर राज्यसभा में विपक्ष के नेता और कांग्रेस अध्यक्ष मल्लिकार्जुन खड़गे ने स्पष्ट कहा कि जब तक केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान अपने पद से इस्तीफा नहीं देते, तब तक विपक्ष किसी अन्य विषय पर चर्चा नहीं होने देगा।
उन्होंने नियम 267 के तहत NEET मामले पर तत्काल चर्चा कराने की मांग करते हुए कहा कि पहले सरकार को जवाबदेही तय करनी होगी।
सरकार की ओर से संसदीय कार्य मंत्री किरण रिजिजू और केंद्रीय मंत्री जेपी नड्डा ने दोहराया कि केंद्र NEET प्रश्नपत्र लीक मामले पर संसद के भीतर विस्तृत चर्चा के लिए पूरी तरह तैयार है।
उन्होंने कहा कि सरकार इस मुद्दे पर सभी सदस्यों की चिंताओं का जवाब देने और सार्थक बहस कराने के पक्ष में है।
इसके बावजूद विपक्षी सांसद शिक्षा मंत्री के इस्तीफे और 20 जुलाई को छात्र प्रदर्शनकारियों पर हुई पुलिस कार्रवाई के विरोध में लगातार नारेबाजी करते रहे। लगातार व्यवधान के चलते दोनों सदनों की कार्यवाही सुचारु रूप से नहीं चल सकी और पीठासीन अधिकारियों ने दिनभर के लिए सदन स्थगित कर दिए।
संसद परिसर के बाहर भी विपक्षी दलों के नेताओं ने काले वस्त्र पहनकर प्रदर्शन किया और NEET विवाद को लेकर आंदोलन कर रहे छात्रों के प्रति एकजुटता व्यक्त की।
प्रदर्शनकारी नेताओं ने केंद्रीय गृह मंत्री अमित शाह और शिक्षा मंत्री धर्मेंद्र प्रधान के इस्तीफे की मांग करते हुए आरोप लगाया कि परीक्षा विवाद और छात्रों पर पुलिस कार्रवाई के लिए सरकार जिम्मेदार है।
यह विरोध प्रदर्शन एक दिन पहले की घटनाओं के बाद और तेज हुआ, जब जंतर-मंतर पर प्रदर्शन कर रहे छात्रों के समर्थन में पहुंचे विपक्ष के नेता राहुल गांधी, कांग्रेस अध्यक्ष मल्लिकार्जुन खड़गे, कर्नाटक के मुख्यमंत्री डी.के. शिवकुमार, कांग्रेस सांसद प्रियंका गांधी वाड्रा तथा समाजवादी पार्टी अध्यक्ष अखिलेश यादव को पुलिस ने हिरासत में लिया था।
बाद में सभी नेताओं को रिहा कर दिया गया।
लगातार हंगामे से पहले लोकसभा के कार्यसूची में सुप्रीम कोर्ट (न्यायाधीशों की संख्या) संशोधन विधेयक, 2026 पर विचार और पारित कराने का प्रस्ताव शामिल था, जिसे केंद्रीय कानून मंत्री अर्जुन राम मेघवाल सदन में पेश करने वाले थे।
इसके अलावा संसदीय कार्य मंत्री किरण रिजिजू और कांग्रेस सांसद गौरव गोगोई को बिजनेस एडवाइजरी कमेटी की सत्रहवीं रिपोर्ट सदन के पटल पर रखने का कार्यक्रम था।
दिन की कार्यसूची में सांसद अनुराग सिंह ठाकुर और मन्ना लाल रावत द्वारा कोयला, खान एवं इस्पात संबंधी स्थायी समिति (2025-26) की तीन रिपोर्टें प्रस्तुत किया जाना भी प्रस्तावित था।
साथ ही सांसद सुधीर गुप्ता और मुकेश कुमार चंद्रकांत दलाल द्वारा कॉरपोरेट लॉज़ (संशोधन) विधेयक, 2026 पर गठित संयुक्त समिति की रिपोर्ट प्रस्तुत करने की समयसीमा मानसून सत्र के अंतिम दिन तक बढ़ाने संबंधी प्रस्ताव पर भी विचार होना था।
उधर, राज्यसभा में लोक लेखा समिति (पब्लिक अकाउंट्स कमेटी) की रक्षा क्षेत्र से जुड़ी कई महत्वपूर्ण रिपोर्टों पर चर्चा प्रस्तावित थी। इनमें धनुष तोप प्रणाली के उत्पादन में देरी तथा दोषपूर्ण गोला-बारूद को बदलने के कारण ₹62.10 करोड़ के वित्तीय नुकसान से जुड़े मुद्दे शामिल थे।
केंद्रीय मंत्री नित्यानंद राय, बी.एल. वर्मा, बंडी संजय कुमार, सुकांत मजूमदार और हर्ष मल्होत्रा को भी अपने-अपने मंत्रालयों से संबंधित दस्तावेज सदन के पटल पर रखने थे, लेकिन लगातार हंगामे के कारण निर्धारित विधायी कार्य आगे नहीं बढ़ सका।
