PM Modi’s Ethiopia, Malaysia Meetings Put Defence, Investment and Technology Ties in Focus
India looks to widen strategic partnerships with Ethiopia and Malaysia, with defence cooperation, mining, semiconductors and investment emerging as key areas of engagement.
Prime Minister Narendra Modi’s separate meetings with Ethiopian Prime Minister Abiy Ahmed and Malaysian Prime Minister Anwar Ibrahim on Saturday opened new avenues for expanding India’s strategic and economic engagement with the two countries, according to government sources.
Defence cooperation, investment and emerging technologies featured prominently in the discussions.
Both Ethiopia and Malaysia conveyed their interest in taking defence ties with India to a deeper level.
Areas under consideration include joint training programmes for military personnel as well as the possible acquisition of defence equipment manufactured by Indian companies, the sources said.
The conversations assume added significance as New Delhi steps up efforts to broaden its defence partnerships and expand exports, particularly across the Global South.
Indian defence products have attracted growing attention overseas, with interest spanning missiles, artillery, radars, aircraft and other military platforms.
India’s defence outreach to Asia, Africa and other regions has increasingly extended beyond its traditional partnerships.
Countries seeking relatively cost-effective military capabilities, training and technology cooperation have been examining Indian systems for their security needs.
Indonesia is one of the more prominent recent examples of this expanding engagement. In July 2026, Jakarta finalised an arrangement involving the BrahMos missile system with India and also entered into an air-to-air missile cooperation agreement involving India’s Astra missile.
Vietnam has similarly emerged as an important prospective defence partner. India has officially confirmed a BrahMos agreement with Vietnam, although the specific terms and details of the deal have not been disclosed publicly.
The Philippines has already moved from negotiations to procurement. Manila signed a $375 million agreement covering three shore-based anti-ship missile batteries, with deliveries completed in 2026.
Armenia has also become a significant buyer of Indian defence equipment.
Its acquisitions include Pinaka multi-barrel rocket launchers, Akash-1S air-defence systems, ATAGS artillery guns and Swathi weapon-locating radars. During 2022-24, India accounted for about 43 per cent of Armenia’s arms imports.
Several other countries are assessing Indian defence technologies at different stages.
Thailand, for instance, has reportedly examined the BrahMos shore-based anti-ship system, although discussions have remained exploratory and have not resulted in a signed contract.
Malaysia’s interest in BrahMos is also notable.
Among the possibilities being considered is an air-launched version of the missile for the country’s Su-30 fighter fleet. Nigeria, meanwhile, has expressed interest in India’s Tejas fighter, with Hindustan Aeronautics Limited having confirmed that discussions have taken place.
Egypt has also indicated interest in the Tejas aircraft. Argentina had earlier shown interest in the fighter as well, although the presence of British-origin components presents complications for a potential arrangement.
The United Arab Emirates has reportedly examined both the BrahMos system and India’s Akashteer air-defence command-and-control technology.
Preliminary interest in BrahMos has also been reported from Chile, Brazil and Saudi Arabia, although engagement with these countries remains at an earlier stage than India’s arrangements with Indonesia, the Philippines and Vietnam.
India’s defence outreach extends across the Indian Ocean region as well. Countries including the Maldives, Mauritius, Mozambique, Myanmar, Seychelles and Sri Lanka have received different Indian maritime and aviation capabilities, ranging from patrol vessels and aircraft to helicopters and radar systems.
Taken together, these developments reflect New Delhi’s effort to establish itself as a dependable defence partner for countries looking for affordable military equipment alongside training and technology partnerships.
Ethiopia opens space for Indian investment.
During Modi’s meeting with Ethiopian Prime Minister Abiy Ahmed, the two leaders explored ways to increase bilateral economic engagement and create fresh investment opportunities.
Ethiopia specifically encouraged greater involvement by Indian mining companies, government sources said.
The two sides also examined possibilities for expanding defence cooperation, including military personnel training and procurement of Indian defence equipment.
The emphasis on mining could create additional openings for Indian businesses as Ethiopia seeks to attract foreign capital and international partnerships into its natural-resource sector.
For New Delhi, closer economic engagement with Ethiopia also aligns with its wider strategy of strengthening commercial relations with African nations and encouraging Indian companies to participate in development and investment opportunities across the continent.
Semiconductors add a new dimension to India-Malaysia ties
Modi’s discussion with Malaysian Prime Minister Anwar Ibrahim covered defence and investment as well as opportunities for cooperation in semiconductors, according to the government sources.
Malaysia has become an important part of India’s semiconductor engagement, with the two countries examining possible cooperation across different stages of the industry.
These include technology development, skilled workforce creation, and building more resilient supply chains.
Defence could provide another significant pillar for the bilateral relationship.
Malaysia’s interest in the BrahMos system, including the possibility of an air-launched variant for its Su-30 fighter aircraft, could potentially broaden cooperation between the two countries’ defence industries.
The two leaders also discussed ways to encourage greater involvement from businesses.
India is looking to attract more Malaysian investment while simultaneously encouraging Indian companies to expand their operations and commercial presence in Malaysia.
The discussions with Ethiopia and Malaysia therefore point to a broader Indian strategy that combines defence partnerships with investment, industrial cooperation and emerging technologies, creating multiple channels for deeper engagement with key partners in Africa and Southeast Asia.
