Prayagraj Traffic Plan: E-Rickshaws to Get Route-Based Colour Coding, Drivers to Wear Uniforms and Badges
Divisional Commissioner orders three-day survey of e-rickshaws, action against roadside encroachments and a plan for children living on city streets.

Prayagraj authorities plan route-based e-rickshaw colour coding, driver uniforms and badges, while targeting traffic congestion, encroachments and roadside parking.

Prayagraj: In an effort to ease mounting traffic pressure and bring greater discipline to the city’s public transport system, Prayagraj Divisional Commissioner Dr Lokesh M has directed officials to prepare a comprehensive plan for regulating e-rickshaws, auto-rickshaws, e-autos and unauthorised buses operating in the city.
The directions were issued during a meeting attended by Development Authority Vice-Chairman Rishiraj, Municipal Commissioner Sai Teja, Regional Transport Office officials, enforcement officials, ACP Traffic, Basic Shiksha Adhikari and other departments concerned.
Driver uniforms and badges to be enforced
A key decision concerns the identification and regulation of drivers operating e-rickshaws, autos and other passenger vehicles.
The Regional Transport Office has been asked to identify the drivers concerned and ensure compliance with the prescribed dress code and badge requirements under the relevant provisions of the Motor Vehicles Act and Uttar Pradesh Motor Vehicle Rules.
The prescribed attire includes a khaki bush shirt or coat, full trousers and a cap.
Officials have been asked to make drivers aware of the requirement and ensure that the prescribed uniform and badge are used while operating passenger vehicles.
The administration believes a clearly identifiable dress code can make it easier for passengers and enforcement personnel to recognise authorised drivers and improve regulatory oversight.
E-rickshaw numbers, routes and congestion points to be mapped
With the number of e-rickshaws increasing across Prayagraj, the commissioner has ordered a detailed citywide survey.
Officials will collect information on the number of vehicles in operation, their routes, movement within and outside the Municipal Corporation limits, and areas where large numbers of e-rickshaws accumulate.
Major congestion points will also be mapped as part of the exercise.
Based on the findings, authorities will work on a cluster-based numbering and colour-coding system for e-rickshaws.
The objective is to distribute vehicles more systematically and prevent excessive concentration on particular roads or at specific locations.
The city may also be divided into zones or operational areas to make route allocation and cluster management easier to implement.
Four-member panel gets three days to submit report
A committee comprising the PDA Vice-Chairman, Municipal Commissioner, RTO and ACP Traffic has been constituted to conduct the survey and examine the traffic-related issues associated with e-rickshaw operations.
The committee has been asked to submit its report within three days.
The proposed action plan will also examine designated parking spaces for e-rickshaws, removal of unsafe vehicles from roads and improvement of bus stands across the city.
Helmet rule for pillion riders
The commissioner also directed traffic officials to strictly enforce the helmet requirement for passengers riding pillion on two-wheelers.
Officials have been instructed to take effective challan action against motorists and riders found violating the prescribed safety rules.
Survey ordered for children living on city streets
The meeting also addressed the situation of children living or sleeping along roadsides in different parts of Prayagraj.
The Municipal Commissioner and Basic Education Department have been asked to conduct a survey and identify such children.
A plan is to be prepared to provide them with food and facilitate their enrolment in education.
The administration has also asked officials to explore the involvement of non-governmental organisations in connecting these children with schools and providing other necessary support.
Encroachments near Medical College to be cleared
After the meeting, the divisional commissioner inspected several important stretches of the city, including Thornhill Road, Clive Road and the Medical College intersection.
On Thornhill Road, officials were instructed to clear encroachments and other obstructions from the footpath.
Directions were also issued to remove dry trees and discarded wood, improve the areas around tree bases, cover open manholes with protective grilles and ensure that the footpath remains accessible to pedestrians.
At Clive Road, the commissioner ordered immediate rectification of deficiencies relating to the footpath, electricity poles and other civic works.
7-8 feet of road and footpath space to be freed
The condition outside the Medical College came under particular scrutiny during the inspection.
Shops had occupied portions of the road and footpath, affecting the movement of both vehicles and pedestrians.
The commissioner directed officials to remove the encroachments and ensure that a 7–8-foot-wide stretch of the road/footpath is kept free of obstructions so that pedestrians and vehicles can move more easily.
At the Medical College intersection, an encroachment involving Shri Sai Dosa Corner was also noted.
Officials were directed to take action according to the rules after deficiencies were found in the cleanliness arrangements around its kitchen and utensil-washing area.
The series of directions is part of a wider effort by the district administration to address traffic congestion, improve pedestrian movement and bring greater regulation to the city’s expanding intermediate public transport network.

प्रयागराज: शहर में लगातार बढ़ रहे यातायात दबाव और जाम की समस्या से निपटने के लिए प्रशासन ने ई-रिक्शा, ऑटो, ई-ऑटो और डग्गामार बसों के संचालन को अधिक व्यवस्थित करने की दिशा में कदम उठाया है।
मंडलायुक्त डॉ. लोकेश एम. ने संबंधित विभागों को सार्वजनिक परिवहन व्यवस्था में अनुशासन लाने और प्रमुख मार्गों पर यातायात का दबाव कम करने के लिए विस्तृत कार्ययोजना तैयार करने के निर्देश दिए हैं।
इस संबंध में मंडलायुक्त की अध्यक्षता में हुई बैठक में विकास प्राधिकरण के उपाध्यक्ष ऋषिराज, नगर आयुक्त साईं तेजा, आरटीओ एवं प्रवर्तन विभाग के अधिकारी, एसीपी ट्रैफिक, बेसिक शिक्षा अधिकारी तथा अन्य संबंधित विभागों के अधिकारी मौजूद रहे।
ई-रिक्शा और ऑटो चालकों की यूनिफॉर्म-बैज व्यवस्था होगी लागू
बैठक में यात्री वाहनों के चालकों की पहचान और नियमन पर विशेष जोर दिया गया। मंडलायुक्त ने आरटीओ को निर्देश दिया कि संबंधित ड्राइवरों को चिन्हित कर मोटर वाहन अधिनियम और उत्तर प्रदेश मोटरयान नियमावली में निर्धारित यूनिफॉर्म तथा बैज व्यवस्था का पालन सुनिश्चित कराया जाए।
निर्धारित ड्रेस में खाकी बुश शर्ट अथवा कोट, फुल ट्राउजर और कैप शामिल हैं। अधिकारियों को चालकों को इस व्यवस्था के बारे में जानकारी देने तथा निर्धारित पोशाक और बैज के इस्तेमाल को सुनिश्चित कराने के लिए कहा गया है।
प्रशासन का मानना है कि निर्धारित पोशाक से यात्रियों और प्रवर्तन अधिकारियों के लिए अधिकृत चालकों की पहचान आसान होगी तथा यातायात नियमों के अनुपालन की निगरानी भी बेहतर तरीके से की जा सकेगी।
ई-रिक्शाओं का होगा व्यापक सर्वे
प्रयागराज में ई-रिक्शाओं की बढ़ती संख्या को देखते हुए पूरे शहर का विस्तृत सर्वे कराया जाएगा।
इसमें शहर में चल रहे ई-रिक्शाओं की संख्या, उनके निर्धारित और प्रचलित रूट, नगर निगम सीमा के भीतर और बाहर उनकी आवाजाही तथा उन स्थानों की पहचान की जाएगी जहां इन वाहनों की संख्या अधिक रहती है।
सर्वे के दौरान प्रमुख जाम और कंजेशन वाले स्थानों को भी चिन्हित किया जाएगा। इसके आधार पर ई-रिक्शाओं के संचालन को अलग-अलग क्लस्टर में व्यवस्थित करने की योजना तैयार होगी।
प्रशासन क्लस्टरवार नंबरिंग और कलर कोडिंग की व्यवस्था विकसित करने पर भी काम करेगा। इसका उद्देश्य किसी एक सड़क, चौराहे या इलाके में ई-रिक्शाओं की अत्यधिक भीड़ को नियंत्रित करना है।
शहर को जोन में बांटने पर भी विचार
मंडलायुक्त ने आवश्यकता के अनुसार शहर को अलग-अलग जोन या हिस्सों में विभाजित करने के निर्देश दिए हैं, ताकि ई-रिक्शाओं के क्लस्टर और रूट का निर्धारण अधिक प्रभावी तरीके से किया जा सके।
इस पूरी कवायद के लिए पीडीए उपाध्यक्ष, नगर आयुक्त, आरटीओ और एसीपी ट्रैफिक की समिति गठित की गई है। समिति को सर्वे और संबंधित पहलुओं का अध्ययन कर तीन दिन के भीतर अपनी रिपोर्ट प्रस्तुत करने को कहा गया है।
प्रस्तावित कार्ययोजना में ई-रिक्शाओं के लिए निर्धारित पार्किंग स्थल विकसित करने, असुरक्षित रिक्शाओं को सड़कों से हटाने और शहर के बस अड्डों को व्यवस्थित करने जैसे मुद्दों को भी शामिल किया जाएगा।
दोपहिया वाहनों पर पीछे बैठने वाले यात्रियों के लिए हेलमेट जरूरी
मंडलायुक्त ने दोपहिया वाहन चालकों के साथ पीछे बैठने वाली सवारी के लिए भी हेलमेट नियम का सख्ती से पालन कराने के निर्देश दिए। नियम तोड़ने वालों के खिलाफ प्रभावी चालान कार्रवाई करने को कहा गया है।
सड़क किनारे रहने वाले बच्चों का होगा सर्वे
बैठक में शहर के विभिन्न हिस्सों में सड़कों के किनारे रहने और रात में वहीं सोने वाले बच्चों की स्थिति पर भी चर्चा हुई।
नगर आयुक्त और बेसिक शिक्षा विभाग को ऐसे बच्चों का सर्वे कर उनकी पहचान करने के निर्देश दिए गए हैं। इसके बाद उनके भोजन, शिक्षा और अन्य जरूरी सुविधाओं को लेकर कार्ययोजना तैयार की जाएगी।
बच्चों को स्कूल से जोड़ने और उनकी दूसरी आवश्यकताओं को पूरा करने के लिए गैर-सरकारी संगठनों यानी एनजीओ की मदद लेने पर भी जोर दिया गया है।
थॉर्नहिल रोड और क्लाइव रोड का निरीक्षण
बैठक के बाद मंडलायुक्त ने अधिकारियों के साथ थॉर्नहिल रोड, क्लाइव रोड और मेडिकल कॉलेज चौराहे समेत शहर के कई प्रमुख हिस्सों का स्थलीय निरीक्षण किया।
थॉर्नहिल रोड पर फुटपाथ से अतिक्रमण और अन्य अवरोध हटाने के निर्देश दिए गए। सूखे पेड़ों और सड़क किनारे पड़ी लकड़ियों को हटाने, पेड़ों के आसपास के हिस्से को व्यवस्थित करने तथा खुले मैनहोल को जाली से ढकने के लिए भी कहा गया।
फुटपाथ को इस तरह व्यवस्थित करने के निर्देश दिए गए कि पैदल चलने वालों को निर्बाध रास्ता मिल सके।
क्लाइव रोड के निरीक्षण के दौरान फुटपाथ, बिजली के खंभों और अन्य नागरिक सुविधाओं से जुड़े कार्यों में मिली कमियों को तत्काल दूर कराने के निर्देश दिए गए।
मेडिकल कॉलेज के सामने 7-8 फीट रास्ता अतिक्रमणमुक्त कराने के निर्देश
मेडिकल कॉलेज के सामने निरीक्षण के दौरान सड़क और फुटपाथ पर दुकानों द्वारा किए गए अतिक्रमण से यातायात प्रभावित होता पाया गया। इस पर मंडलायुक्त ने अधिकारियों को तत्काल कार्रवाई के निर्देश दिए।
उन्होंने कहा कि सड़क और फुटपाथ पर मौजूद अतिक्रमण हटाकर करीब 7 से 8 फीट का हिस्सा पूरी तरह अवरोधमुक्त कराया जाए, जिससे पैदल यात्रियों और वाहनों की आवाजाही सुचारु हो सके।
मेडिकल चौराहे पर स्थित श्री साईं डोसा कॉर्नर के आसपास भी अतिक्रमण पाया गया।
इसके अलावा किचन और बर्तन धोने की व्यवस्था में स्वच्छता संबंधी कमियां सामने आने पर संबंधित प्रतिष्ठान के खिलाफ नियमानुसार कार्रवाई करने के निर्देश दिए गए।
प्रशासन की यह कवायद शहर में बढ़ते यातायात दबाव को नियंत्रित करने, सार्वजनिक परिवहन को अधिक व्यवस्थित बनाने, पैदल यात्रियों के लिए फुटपाथ उपलब्ध कराने और प्रमुख मार्गों पर जाम की स्थिति कम करने की व्यापक योजना का हिस्सा है।
