Seven UP Police Personnel Booked in Bulandshahar Over Alleged Illegal Detention, Extortion and Fake Encounter Threat
Bulandshahr: A criminal case has been registered against seven Uttar Pradesh Police personnel, including the then Station House Officer of Sikandrabad police station, over allegations of illegally detaining a dairy businessman, extorting money from him and threatening to implicate him in fabricated criminal cases, besides warning him of a staged police encounter if he refused to pay.
Despite the alleged incident having taken place on April 30, the First Information Report (FIR) was lodged only on Friday at Sikandrabad police station after a departmental inquiry into the complaint.
Confirming the development, Bulandshahr Circle Officer Deepak Kumar said the case was registered after the allegations were examined.
He added that every police official named in the FIR has been placed under suspension pending further investigation.
Those named in the case include former Station House Officer Neeraj Malik, Sub-Inspector Arun Kumar, Constable Yogesh and four other unidentified police personnel whose identities are yet to be established during the investigation.
According to the complaint, Salman, who operates a dairy business, alleged that he was stopped by police personnel at a toll plaza on the evening of April 30 while returning home after closing his shop.
He claimed that he was taken to Sikandrabad police station against his will without being informed of the reason for his detention.
The complainant alleged that when he repeatedly sought an explanation, the policemen demanded ₹20 lakh from him.
He claimed they threatened to falsely implicate him under the Narcotic Drugs and Psychotropic Substances (NDPS) Act if he failed to arrange the money.
He further alleged that they also warned him that he would be shot in the leg in a fabricated police encounter.
Salman further stated that he was physically assaulted, abused and subjected to severe mental and physical harassment while in police custody.
According to his complaint, the sustained pressure forced him to arrange ₹6 lakh, which his family allegedly delivered to the police station.
He claimed that he was released only after the payment was made.
The businessman also alleged that before he was allowed to leave, the accused policemen threatened to eliminate him and falsely implicate both him and his family members in fabricated criminal cases if he disclosed the incident to anyone.
Investigators said Salman, a resident of the Risaldaran locality of Bulandshahr, has maintained that the allegations can be independently verified through CCTV footage installed at the Sikandrabad police station as well as at the toll plaza where he was allegedly intercepted.
Based on the complaint, police have registered the FIR under provisions relating to voluntarily causing hurt, extortion, wrongful confinement, intentional insult intended to provoke a breach of peace and criminal intimidation.
The investigation into the allegations is now underway.
बुलंदशहर में सात पुलिसकर्मियों पर मुकदमा, अवैध हिरासत, वसूली और फर्जी मुठभेड़ की धमकी देने के आरोप
बुलंदशहर: उत्तर प्रदेश पुलिस के सात कर्मियों, जिनमें सिकंदराबाद थाने के तत्कालीन थाना प्रभारी भी शामिल हैं, के विरुद्ध गंभीर आरोपों के आधार पर आपराधिक मामला दर्ज किया गया है।
उन पर एक डेयरी व्यवसायी को कथित रूप से अवैध रूप से हिरासत में रखने, उससे धन उगाही करने तथा रकम न देने पर झूठे मुकदमे में फंसाने और फर्जी पुलिस मुठभेड़ में पैर में गोली मारने की धमकी देने का आरोप लगाया गया है।
बताया गया है कि कथित घटना 30 अप्रैल की है, लेकिन शिकायत की विभागीय जांच पूरी होने के बाद शुक्रवार को सिकंदराबाद थाने में प्रथम सूचना रिपोर्ट (एफआईआर) दर्ज की गई।
बुलंदशहर के क्षेत्राधिकारी दीपक कुमार ने बताया कि प्रारंभिक जांच में सामने आए तथ्यों के आधार पर मुकदमा दर्ज किया गया है।
उन्होंने कहा कि एफआईआर में नामजद सभी पुलिसकर्मियों को जांच पूरी होने तक निलंबित कर दिया गया है।
मामले में तत्कालीन थाना प्रभारी नीरज मलिक, उपनिरीक्षक अरुण कुमार, कांस्टेबल योगेश तथा चार अन्य अज्ञात पुलिसकर्मियों को आरोपी बनाया गया है।
अन्य पुलिसकर्मियों की पहचान जांच के दौरान की जाएगी।
शिकायतकर्ता सलमान, जो डेयरी का कारोबार करते हैं, ने आरोप लगाया कि 30 अप्रैल की शाम दुकान से घर लौटते समय टोल प्लाजा पर पुलिसकर्मियों ने उन्हें रोक लिया।
उन्होंने दावा किया कि बिना कोई कारण बताए उन्हें जबरन सिकंदराबाद थाने ले जाया गया।
सलमान के अनुसार, जब उन्होंने हिरासत में लिए जाने का कारण जानना चाहा तो पुलिसकर्मियों ने उनसे 20 लाख रुपये की मांग की।
शिकायत में कहा गया है कि रकम नहीं देने पर उन्हें नारकोटिक ड्रग्स एंड साइकोट्रॉपिक सब्सटेंस (एनडीपीएस) कानून के तहत झूठे मुकदमे में फंसाने और फर्जी मुठभेड़ दिखाकर पैर में गोली मारने की धमकी दी गई।
शिकायतकर्ता ने यह भी आरोप लगाया कि हिरासत के दौरान उसके साथ मारपीट की गई, अभद्र भाषा का प्रयोग किया गया और उसे मानसिक तथा शारीरिक रूप से प्रताड़ित किया गया।
उसने कहा कि लगातार दबाव बनाए जाने के कारण उसे छह लाख रुपये की व्यवस्था करनी पड़ी, जिसे उसके परिवार के लोग थाने लेकर पहुंचे।
आरोप है कि रकम मिलने के बाद ही उसे छोड़ा गया।
सलमान ने अपनी शिकायत में यह भी कहा कि रिहा करने से पहले पुलिसकर्मियों ने उसे जान से मारने तथा उसके और उसके परिवार के सदस्यों को झूठे आपराधिक मामलों में फंसाने की धमकी दी, ताकि वह इस पूरे घटनाक्रम के बारे में किसी को न बताए।
पुलिस अधिकारियों के अनुसार, बुलंदशहर के रिसालदारान क्षेत्र निवासी सलमान ने दावा किया है कि उसके आरोपों की पुष्टि सिकंदराबाद थाने और उस टोल प्लाजा पर लगे सीसीटीवी कैमरों की रिकॉर्डिंग से की जा सकती है, जहां से उसे कथित रूप से हिरासत में लिया गया था।
शिकायत के आधार पर पुलिस ने आरोपियों के विरुद्ध स्वेच्छा से चोट पहुंचाने, जबरन धन उगाही, अवैध रूप से बंधक बनाने, शांति भंग करने के उद्देश्य से अपमानित करने तथा आपराधिक धमकी देने सहित विभिन्न धाराओं में मुकदमा दर्ज किया है।
