Trump Administration Weighs $100,000 OPT Fee, Raising Fresh Concerns for International Students

A major policy proposal under consideration by the Donald Trump administration could dramatically increase the cost of pursuing post-study employment in the United States for foreign graduates.

According to a report by The Wall Street Journal, officials are evaluating a plan to impose a fee of $100,000 (around ₹96.4 lakh) on international students seeking work authorisation under the Optional Practical Training (OPT) programme, a development that could significantly affect thousands of Indian students.

If implemented, the proposal would substantially diminish the appeal of American universities for overseas applicants and would represent another significant step in the administration’s broader effort to tighten legal immigration pathways into the United States.

Institutions of higher education are expected to be among the biggest stakeholders impacted by the proposal.

Universities across the US depend heavily on international enrolments for tuition revenue, while leading technology companies in Silicon Valley and major financial firms on Wall Street recruit a sizeable number of foreign graduates each year to fill specialised professional positions.

The proposed charge would apply to the Optional Practical Training programme, which serves as an extension of the F-1 student visa.

The scheme permits eligible international graduates to remain in the United States and work for one to three years in occupations directly connected with their academic qualifications.

Government data indicates that nearly 4.19 lakh foreign nationals were employed under the OPT programme during 2024, the latest year for which official figures are available.

The latest proposal has emerged after a US court invalidated an earlier attempt to levy a $100,000 charge on H-1B visa applications.

That earlier initiative had drawn strong resistance from the technology industry, which relies extensively on skilled graduates from American universities to meet workforce requirements.

Responding to reports of the proposal, a spokesperson for the Department of Homeland Security said no policy should be regarded as final until it is formally announced.

The official added that the department continues to explore every available mechanism to preserve the credibility and integrity of the country’s lawful immigration framework.

The administration is also examining additional financial requirements beyond student and H-1B visa categories.

According to the report, officials at the US State Department are considering introducing a $100,000 (approximately ₹96.4 lakh) refundable bond for permanent residency applicants residing outside the United States.

The amount would reportedly be returned only after the applicant relocates to the US and eventually acquires American citizenship.

For international students, the OPT programme has long served as one of the strongest incentives for choosing the United States as a destination for higher education.

Without this pathway, most overseas graduates would be required to leave the country soon after completing their studies, carrying their American-acquired education and professional skills to competing global economies instead.

यदि यह योजना लागू होती है, तो इसका सबसे अधिक प्रभाव भारतीय छात्रों सहित हजारों विदेशी विद्यार्थियों पर पड़ सकता है।

इस प्रस्ताव के लागू होने की स्थिति में अमेरिकी विश्वविद्यालयों में पढ़ाई करने का आकर्षण काफी कम हो सकता है।

साथ ही इसे ट्रंप प्रशासन की वैध आव्रजन व्यवस्था को और अधिक सख्त बनाने की व्यापक नीति का एक महत्वपूर्ण कदम माना जा रहा है।

इस संभावित फैसले का असर केवल छात्रों तक सीमित नहीं रहेगा।

अमेरिका के अनेक विश्वविद्यालय विदेशी विद्यार्थियों से मिलने वाली फीस पर काफी हद तक निर्भर हैं, जबकि सिलिकॉन वैली की प्रमुख प्रौद्योगिकी कंपनियां और वॉल स्ट्रीट की बड़ी वित्तीय संस्थाएं हर वर्ष बड़ी संख्या में अंतरराष्ट्रीय स्नातकों को तकनीकी और विशेषज्ञ पदों पर नियुक्त करती हैं।

प्रस्तावित शुल्क ऑप्शनल प्रैक्टिकल ट्रेनिंग (OPT) कार्यक्रम पर लागू होगा, जो एफ-1 छात्र वीजा का विस्तार माना जाता है। यह व्यवस्था विदेशी छात्रों को अपनी पढ़ाई पूरी करने के बाद उनके विषय से जुड़े क्षेत्रों में एक से तीन वर्ष तक अमेरिका में काम करने की अनुमति देती है।

उपलब्ध नवीनतम सरकारी आंकड़ों के अनुसार वर्ष 2024 में लगभग 4.19 लाख विदेशी नागरिक इस कार्यक्रम के तहत कार्यरत थे।

यह नया प्रस्ताव ऐसे समय सामने आया है जब अमेरिकी अदालत ने एच-1बी वीजा पर 1 लाख डॉलर शुल्क लगाने की पूर्व योजना को निरस्त कर दिया था।

उस समय अमेरिकी प्रौद्योगिकी कंपनियों ने इस प्रस्ताव का जोरदार विरोध किया था क्योंकि वे बड़ी संख्या में अमेरिकी विश्वविद्यालयों से निकलने वाले विदेशी प्रतिभाशाली छात्रों को रोजगार देती हैं।

रिपोर्ट पर प्रतिक्रिया देते हुए अमेरिकी गृह सुरक्षा विभाग (डिपार्टमेंट ऑफ होमलैंड सिक्योरिटी) की एक प्रवक्ता ने कहा कि किसी भी नीति को औपचारिक घोषणा से पहले अंतिम नहीं माना जाना चाहिए।

उन्होंने यह भी कहा कि विभाग कानूनी आव्रजन प्रणाली की विश्वसनीयता और पारदर्शिता बनाए रखने के लिए उपलब्ध सभी विकल्पों पर लगातार विचार कर रहा है।

रिपोर्ट के अनुसार ट्रंप प्रशासन केवल छात्र और एच-1बी वीजा तक ही सीमित नहीं है। अमेरिकी विदेश विभाग के अधिकारी विदेश में रहने वाले ग्रीन कार्ड आवेदकों के लिए भी 1 लाख डॉलर (करीब 96.4 लाख रुपये) की वापसी योग्य सुरक्षा राशि जमा कराने के प्रस्ताव पर विचार कर रहे हैं।

बताया गया है कि यह राशि तभी लौटाई जाएगी जब संबंधित व्यक्ति अमेरिका जाकर वहां की नागरिकता प्राप्त कर लेगा।

अंतरराष्ट्रीय छात्रों के लिए ऑप्शनल प्रैक्टिकल ट्रेनिंग कार्यक्रम लंबे समय से अमेरिका में उच्च शिक्षा चुनने का सबसे महत्वपूर्ण आकर्षण रहा है।

यदि यह व्यवस्था कमजोर होती है या अत्यधिक महंगी बना दी जाती है, तो अधिकांश विदेशी छात्रों को पढ़ाई पूरी होते ही अमेरिका छोड़ना पड़ेगा और वे अमेरिकी विश्वविद्यालयों से अर्जित ज्ञान तथा कौशल को दुनिया के अन्य देशों में लेकर जाएंगे, जिससे अमेरिका की प्रतिभा आकर्षित करने की क्षमता भी प्रभावित हो सकती है।
