Washington: US President Donald Trump is reportedly considering an exit from the conflict with Iran without securing a new agreement on Tehran’s nuclear programme, provided Iran fully restores free shipping through the strategically vital Strait of Hormuz, according to a Wall Street Journal report.
The reported shift would represent a significant change in Washington’s negotiating priorities.
Instead of making a nuclear agreement the essential condition for ending the confrontation, Trump is said to be considering the reopening of the major Gulf shipping route as the central benchmark for bringing the conflict to a close.
According to the report, Trump has discussed the possibility with senior aides and has been preparing the ground for portraying the reopening of Hormuz as a tangible outcome of the US campaign.
The proposal, however, faces a major obstacle: Tehran has attached a long list of conditions to any restoration of unrestricted maritime traffic.
Iran is seeking financial compensation for damage caused during the conflict, an end to the US naval blockade and the withdrawal of American forces from the region.
Tehran has also demanded an end to what it describes as US aggression against Iran and its regional allies.
The demands have complicated efforts to find a diplomatic off-ramp from the conflict.
Earlier negotiations had centred heavily on Iran’s nuclear activities, with Washington maintaining that limits on Tehran’s nuclear programme were an important element of any settlement.
Trump subsequently indicated that the nuclear question could be handled as part of broader negotiations.
But the status of the Strait of Hormuz has emerged as an equally difficult issue.
The waterway, which connects the Persian Gulf with the Gulf of Oman, is one of the world’s most important energy-shipping corridors.
Any prolonged disruption can affect tanker movements, oil supplies and energy prices, giving Tehran considerable leverage in negotiations.
Iran has demonstrated its ability to disrupt maritime traffic through military pressure, including missile and drone activity. The continuing uncertainty around shipping through the strait has already added pressure to global energy markets.
Trump has repeatedly asserted that Hormuz should be open, while simultaneously warning Iran of severe military consequences if the confrontation continues.
He has also threatened a major bombing campaign against Tehran.
Iran, meanwhile, has signalled that it is prepared for a prolonged confrontation rather than accepting Washington’s conditions without substantial concessions.
Iran’s Revolutionary Guards said on Sunday that the waterway would not be fully reopened until the United States accepted Tehran’s demands, including compensation for wartime losses.
The statement followed conditions outlined by Mohammad Bagher Zolghadr, Iran’s senior security official, who called for an end to what Tehran describes as the war and aggression against Iran and its allies in Lebanon, Palestine, Yemen and Iraq.
The Guards have portrayed the strait not simply as a commercial passage but as part of the wider conflict. Their position underscores the difficulty Washington faces in securing the unconditional reopening sought by Trump.
The political timetable in the United States may also be influencing the administration’s calculations.
With the US midterm elections approaching, elevated gasoline prices have become an additional economic and political concern for the White House.
The latest developments suggest that reopening Hormuz could provide Trump with a politically useful measure of progress, but Iran’s conditions make such an outcome far from certain.
For Washington, the challenge is now to determine whether the waterway can be restored without conceding terms that would give Tehran greater strategic or financial leverage.
For Iran, continued control over maritime access provides one of its most important bargaining tools.
As negotiations remain unsettled, the Strait of Hormuz has consequently become more than a question of shipping.
