President Donald Trump is relying on sanctions, financial pressure and a US naval blockade rather than immediate new strikes as the Iran war drags on and talks remain deadlocked.
President Donald Trump appears to be shifting the centre of his Iran strategy from fresh military attacks to economic pressure, as Washington weighs how to force Tehran back to the negotiating table without plunging the region into another round of major combat.
U.S. officials say the administration believes sanctions and the continuing naval blockade of Iranian ports could inflict more serious and more sustained damage on Iran than another wave of airstrikes.
Trump has indicated, at least for now, that he does not want to order additional attacks, while keeping the military option available if Tehran escalates.
The approach represents a return to the “maximum pressure” strategy Trump has used against Iran, but under dramatically different circumstances.
The conflict has now entered its sixth month, the Strait of Hormuz remains severely disrupted, and negotiations aimed at restoring navigation through the vital waterway have stalled.
Recent reports confirm that Washington is preparing to intensify economic measures.
Defence Secretary Pete Hegseth has said the United States can maintain its naval blockade indefinitely by rotating forces in the region, while Treasury officials have signalled tougher financial measures.
Trump signals preference for pressure over new strikes
The administration calculates that Iran’s deteriorating economy could eventually become a stronger lever than military force.
Trump has repeatedly argued that sanctions can deprive Tehran of the resources it needs to sustain its military and regional networks.
His administration has pointed to the collapse of Iran’s currency, rising inflation and declining oil revenues as evidence that the economic squeeze is having an effect.
The White House has also publicly described the strategy as one of maintaining maximum pressure while leaving the door open to an agreement.
In a July statement, Trump said Washington maintained naval control of the Strait of Hormuz and intended to keep pressure on the Iranian government.
But the shift does not amount to an end to the military confrontation. Washington has warned that renewed attacks on American forces, allies or commercial shipping could trigger another escalation.
Hormuz remains at the heart of the standoff
The Strait of Hormuz has become the most important bargaining chip in the conflict.
Iran has restricted shipping through the strategic waterway and has demanded major concessions from Washington before allowing normal traffic to resume.
Among Tehran’s demands are an end to U.S. military action, the lifting of sanctions, removal of the naval blockade, and compensation for war-related damage.
Trump has rejected Iran’s demand for reparations. Instead, he has argued that Tehran should compensate Americans for deaths and damage that he attributes to Iran and its regional network.
The dispute has effectively left both governments trying to use the same pressure point—the flow of energy through Hormuz—to gain leverage at the negotiating table.
Shipping through the waterway has fallen sharply. On Friday, two vessels were attacked while transiting the strait, further increasing concern over the security of one of the world’s most important energy routes.
Economic damage is mounting
The economic consequences for Iran have become increasingly severe.
Oil exports, the backbone of Iran’s economy, have been hit by sanctions and the naval blockade.
Analysts estimate that the restrictions have sharply reduced the country’s ability to sell crude and generate foreign currency.
Iran’s currency has fallen to historic lows while inflation has surged, adding pressure on households already struggling with shortages and rising prices.
For Washington, the attraction of economic warfare is that it can continue without the immediate risks associated with another large-scale bombing campaign.
But economists and Iran specialists caution that economic pain does not automatically translate into political capitulation.
Tehran rejects the strategy
Iran has dismissed the U.S. approach, arguing that Washington is relying on coercion because it has failed to achieve its objectives through diplomacy.
Iranian officials have insisted that the Strait of Hormuz will not return to normal operation unless key U.S. demands and sanctions are addressed.
Tehran’s position has hardened even as economic conditions have worsened.

A difficult choice for Trump
The administration is effectively balancing three competing objectives: forcing Iran to make concessions, avoiding a wider regional war and preventing a prolonged disruption of global energy supplies.
A return to sustained bombing could inflict immediate military damage but risks provoking retaliation against Gulf energy infrastructure and sending oil prices sharply higher.
An economic blockade, meanwhile, may take longer to work and could still trigger Iranian retaliation.
That calculation is particularly important politically.
The conflict is unfolding ahead of the U.S. midterm elections, with concerns inside the Republican Party that prolonged fighting and elevated fuel prices could become a domestic liability.
For now, Trump appears willing to give economic pressure more time.
The president’s recent public comments suggest he believes Iran is already under considerable financial strain and that Washington can exploit that weakness without immediately expanding the military campaign.
Yet the strategy remains reversible.
If Iran attacks U.S. forces or American partners, or if shipping disruptions worsen, Trump could once again turn to military force.
