UP Assembly’s First ‘Outstanding MLA’ Award Goes to Veteran BJP Leader Suresh Kumar Khanna
In a landmark move, the Uttar Pradesh Assembly on Friday announced its first-ever “Outstanding MLA” award, with senior BJP leader and Parliamentary Affairs Minister Suresh Kumar Khanna being unanimously selected for the honour.
The decision was taken during a high-level meeting held at Vidhan Bhavan under the leadership of Assembly Speaker Satish Mahana.
The meeting was attended by Deputy Chief Ministers Keshav Prasad Maurya and Brajesh Pathak, Leader of Opposition Mata Prasad Pandey, MLA Swapnil Shastri and senior journalist Suresh Bahadur Singh.
The award was introduced after amendments were made to Assembly rules in 2023.
However, this is the first occasion on which the Uttar Pradesh Assembly has formally recognised an MLA for exceptional legislative performance.
According to Assembly officials, legislators were evaluated on several parameters, including their experience, understanding of parliamentary procedures, participation in House debates, contribution to Assembly committees, conduct inside the House and overall legislative work.
After detailed deliberations, the committee unanimously chose Khanna, one of the BJP’s most senior leaders in Uttar Pradesh and a nine-time MLA from Shahjahanpur.
The Assembly Secretariat praised Khanna for his disciplined parliamentary conduct, extensive legislative experience and his effective role in ensuring the smooth functioning of House proceedings as Parliamentary Affairs Minister.
Officials also highlighted his earlier role as the BJP Legislature Party leader during the Opposition years, his contribution in various Assembly committees and his representation of Uttar Pradesh at the World Economic Forum in Davos while serving as Finance Minister.
The panel reportedly agreed that Khanna’s long-standing contribution to parliamentary traditions and legislative functioning made him the most deserving candidate for the honour.
Calling the initiative a “historic step”, Speaker Satish Mahana said the award aims to improve the quality of legislative participation and inspire both senior and newly elected MLAs to uphold high parliamentary standards.
A formal ceremony to present the award is expected to take place inside the Assembly in the coming days.
A Political Career Spanning More Than Three Decades
At 73, Suresh Kumar Khanna remains one of the most experienced and influential leaders in Uttar Pradesh politics. The veteran BJP leader from Shahjahanpur has remained unbeaten in Assembly elections since 1989, a rare achievement in state politics.
Born on May 6, 1953, Khanna has continuously served from the 10th to the 18th Uttar Pradesh Assembly, making him one of the state’s longest-serving legislators.
Over the years, he has handled several important portfolios across different BJP governments as well as during the BJP-BSP alliance era.
Khanna began his ministerial career in the government led by Kalyan Singh, where he worked as Minister of State for Urban Development and later Housing between 1991 and 1999.
He later took charge of the Planning and Statistics department during the tenures of Ram Prakash Gupta and Rajnath Singh from 1999 to 2002.
During the BJP-BSP coalition government headed by Mayawati in 2002-03, Khanna served as Tourism Minister.
In the government led by Yogi Adityanath, he initially handled the Urban Development and Parliamentary Affairs departments in 2017 before being given the Finance portfolio in 2019. He also briefly oversaw the Medical Education department.
Inside the Assembly, Khanna is known for his calm temperament, command over parliamentary rules and ability to manage intense political debates.
As Parliamentary Affairs Minister, he often leads the government’s response on key issues and counters Opposition criticism during heated discussions.
He is widely regarded as a leader who plays a crucial role in maintaining coordination between the government and legislators while ensuring smooth proceedings in the House.
Despite facing strong electoral contests in Shahjahanpur over the years, Khanna has managed to retain his seat for nine consecutive terms. In the 2022 Assembly elections, he defeated Samajwadi Party candidate Tanveer Khan by a margin of more than 9,000 votes.
