US Student Visas for Indians Drop 62% in 2025; Report Recommends Ending OPT Programme
US student visas issued to Indian nationals dropped 62% in 2025, while a new report recommends ending the OPT programme, a key post-study work pathway for international students.
A significant decline has been recorded in the number of US student visas granted to Indian citizens in 2025, with fresh data indicating a 62 per cent year-on-year fall.
A newly released report has also urged the United States government to discontinue the Optional Practical Training (OPT) programme, arguing that it negatively impacts employment opportunities for American workers.
If implemented, the recommendation could have major implications for thousands of Indian students planning higher education and post-study employment in the United States.
According to data analysed by the Center for Immigration Studies (CIS) and cited by news agency PTI, the reduction in student visas reflects a broader tightening of immigration policies under President Donald Trump’s administration.
The report suggests that recent measures affecting F-1 visa applicants have contributed to the decline and could potentially create greater educational opportunities for domestic students.
Official figures show that US authorities issued 22,149 student visas to Indian nationals in 2025, compared with 58,694 during 2024.
Chinese students also witnessed a decline, although less pronounced, with visas falling by 34 per cent—from 61,075 in 2024 to 40,034 this year.
Data published by the Institute of International Education (IIE) in its annual Open Doors survey revealed that Indian students remained the largest international student community in the United States during the 2024-25 academic session.
The survey recorded 363,019 students from India and 265,919 from China, together accounting for approximately 53 per cent of the country’s total international student population of 1,177,766 enrolled in post-secondary institutions.
The report further noted that more than 294,000 international graduates were employed in the United States under the Optional Practical Training programme during the 2024-25 academic year after completing their studies.
The figures were also based on data compiled by the Institute of International Education.
Among those participating in OPT, Indian nationals represented the largest share.
Approximately 143,740 Indian graduates, or nearly 49 per cent of all participants, were working under the programme, while Chinese nationals accounted for around 61,981 participants, representing about 21 per cent.
The Optional Practical Training programme allows eligible international students holding F-1 visas to remain in the United States for a limited period after graduation to obtain employment directly related to their academic discipline.
The initiative has long served as a bridge between university education and professional careers in the country.
For Indian students, OPT has become one of the most important post-study employment avenues, enabling graduates to gain industry experience in the United States, strengthen their professional profiles and improve their prospects of securing long-term work authorisation, including H-1B visas.

एक नई रिपोर्ट के अनुसार भारतीय छात्रों को मिलने वाले स्टूडेंट वीज़ा में पिछले वर्ष की तुलना में 62 प्रतिशत की कमी आई है।
इसी रिपोर्ट में अमेरिकी सरकार से वैकल्पिक प्रैक्टिकल ट्रेनिंग (Optional Practical Training-OPT) कार्यक्रम को समाप्त करने की भी सिफारिश की गई है।
यदि ऐसा निर्णय लिया जाता है तो अमेरिका में पढ़ाई के बाद नौकरी करने की योजना बना रहे हजारों भारतीय छात्रों पर इसका सीधा प्रभाव पड़ सकता है।

यह गिरावट राष्ट्रपति डोनाल्ड ट्रंप प्रशासन द्वारा हाल में लागू की गई कड़ी आव्रजन नीतियों के बीच सामने आई है।
रिपोर्ट में कहा गया है कि F-1 वीज़ा आवेदकों पर लागू नई नीतियों ने विदेशी छात्रों के प्रवेश को प्रभावित किया है और इससे अमेरिकी छात्रों के लिए अधिक अवसर उपलब्ध हो सकते हैं।
आधिकारिक आंकड़ों के अनुसार वर्ष 2025 में भारतीय छात्रों को कुल 22,149 अमेरिकी स्टूडेंट वीज़ा जारी किए गए, जबकि 2024 में यह संख्या 58,694 थी।
इसी अवधि में चीन के छात्रों को जारी किए गए वीज़ा में भी गिरावट दर्ज हुई। 2024 के 61,075 वीज़ा की तुलना में 2025 में यह संख्या घटकर 40,034 रह गई, जो लगभग 34 प्रतिशत की कमी है।
इंस्टीट्यूट ऑफ इंटरनेशनल एजुकेशन (IIE) की वार्षिक “ओपन डोर्स” रिपोर्ट के अनुसार 2024-25 शैक्षणिक वर्ष में अमेरिका के उच्च शिक्षण संस्थानों में अध्ययनरत अंतरराष्ट्रीय छात्रों में भारतीयों की संख्या सबसे अधिक रही।
रिपोर्ट के मुताबिक भारत के 3,63,019 और चीन के 2,65,919 छात्र अमेरिका में अध्ययन कर रहे थे। दोनों देशों के विद्यार्थी मिलकर अमेरिका के कुल 11,77,766 विदेशी छात्रों का लगभग 53 प्रतिशत हिस्सा थे।
रिपोर्ट में यह भी उल्लेख किया गया है कि 2024-25 शैक्षणिक वर्ष के दौरान 2,94,253 से अधिक विदेशी छात्र अपनी पढ़ाई पूरी करने के बाद OPT कार्यक्रम के तहत अमेरिका में कार्यरत थे। यह आंकड़ा भी IIE के उपलब्ध आंकड़ों पर आधारित है।
OPT कार्यक्रम के लाभार्थियों में भारतीय छात्रों की हिस्सेदारी सबसे अधिक रही। लगभग 1,43,740 भारतीय छात्र, जो कुल प्रतिभागियों का लगभग 49 प्रतिशत हैं, इस योजना के तहत कार्यरत थे।
वहीं चीन के लगभग 61,981 छात्र, यानी करीब 21 प्रतिशत प्रतिभागी, इस कार्यक्रम का हिस्सा थे।
