Yogi Cabinet Clears UP Startup Policy 2026 and Data Centre Policy 2026, Unveils Big Push for AI, Innovation and ₹2 Lakh Crore Investment
The Uttar Pradesh government has rolled out an ambitious roadmap to strengthen the state’s innovation ecosystem by approving the Uttar Pradesh Startup Policy-2026 and the Uttar Pradesh Data Centre Policy-2026.
The two landmark policies received the green signal during a Cabinet meeting chaired by Chief Minister Yogi Adityanath on Monday.
The government believes these initiatives will accelerate entrepreneurship, attract large-scale investments, and generate extensive employment as well as self-employment opportunities for young people across the state.
The fresh Data Centre Policy replaces the previous framework, which lapsed on January 27 this year.
According to the state government, both policies are designed to transform Uttar Pradesh into one of India’s leading destinations for startups, emerging technologies, and digital infrastructure.
Officials said the initiatives will also play a crucial role in achieving the government’s vision of building a one-trillion-dollar economy.
Sharing details of the new framework, IT and Electronics Minister Sunil Sharma said the Startup Policy significantly expands financial and institutional support for entrepreneurs from the idea stage to business expansion.
The monthly sustenance allowance has been increased from ₹17,500 for one year to ₹20,000 per month for two years, while prototype assistance has been doubled from ₹5 lakh to ₹10 lakh.
Seed funding has also been enhanced from ₹7.5 lakh to ₹15 lakh, with exceptional startups eligible for financial assistance of up to ₹50 lakh under special circumstances.
The policy also introduces a broader package of incentives aimed at reducing financial pressure on startups during their initial years.
Entrepreneurs will be eligible for reimbursement of up to ₹2 crore towards patent filing and quality certification expenses.
In addition, the government will provide matching grants of up to ₹5 crore, a 4 percent interest subsidy on term loans up to ₹2 crore, along with reimbursement of employer contributions towards EPF and ESI.
These benefits are expected to help startups expand operations more quickly while improving their long-term sustainability.
A special focus has been placed on deep-technology ventures working in next-generation sectors such as Artificial Intelligence (AI), robotics, quantum computing, space technology, and other advanced technologies.
Under the revised policy, these startups can receive prototype support of up to ₹20 lakh, seed capital of ₹30 lakh, patient capital assistance of up to ₹100 crore, and financial support covering up to 40 percent of research and development expenditure.
To further strengthen the startup ecosystem, the state has substantially enhanced financial assistance for incubators.
Capital grants have been increased from ₹1 crore to ₹1.25 crore, while incubators located in Purvanchal and Bundelkhand will now be eligible for grants of up to ₹1.50 crore.
Operational support has also been raised from ₹30 lakh to ₹40 lakh annually, with additional incentives earmarked for high-performing incubators and startups that successfully secure private investment.
The government has also announced the establishment of 20 new Centres of Excellence (CoEs) dedicated to cutting-edge research in sectors including artificial intelligence, machine learning, health technology, agriculture technology, robotics and space sciences.
Financial assistance for these Centres of Excellence has been increased from ₹10 crore to ₹12 crore. In another major initiative, Uttar Pradesh will set up a state-level Deep-Tech U-Hub,
offering startups a comprehensive platform for incubation, funding, industry partnerships, expert mentorship, and access to advanced laboratory infrastructure.
Highlighting the state’s rapid progress, Sunil Sharma said nearly 17,000 startups are currently registered in Uttar Pradesh.
To improve coordination among entrepreneurs, incubators and Centres of Excellence, the government has decided to establish a dedicated Startup Mission Directorate, which will serve as a central institutional mechanism for promoting innovation and supporting startup growth across the state.
The proposed Uttar Pradesh Startup Mission will be registered under the Societies Registration Act and function under the administrative supervision of the Department of IT and Electronics.
As the nodal agency, it will facilitate stronger collaboration among investors, industries, academic institutions, and startups while ensuring effective implementation, monitoring, and evaluation of various entrepreneurship-related programmes.
Alongside the Startup Policy, the Cabinet also approved the Uttar Pradesh Data Centre Policy-2026, aimed at positioning the state as a green, AI-ready and globally competitive data centre hub.
The government has set an ambitious target of creating an additional 2 Gigawatts of data centre capacity while attracting investments exceeding ₹2 lakh crore over the coming years.
Explaining the key features of the policy, Sunil Sharma said the new framework places special emphasis on GPU-powered infrastructure, energy-efficient technologies and environmentally sustainable operations.
Additional incentives have also been announced for projects located in Purvanchal and Bundelkhand.
The policy includes dedicated benefits for Tier III and Tier IV Data Centres, AI Compute Booster incentives and financial support for green and sustainable operations.
According to the minister, the policy will help build a world-class digital infrastructure ecosystem in Uttar Pradesh while encouraging the growth of IT companies and allied technology-based industries around data centre clusters.
This expansion is expected to create substantial employment opportunities and further strengthen the state’s digital economy.
Recalling the state’s earlier initiatives, Sharma said the first Uttar Pradesh Data Centre Policy was introduced in January 2021 and later revised in November 2022.
Under the amended policy, the state approved six data centre parks and two standalone data centre units with capacities below 40 Megawatts, involving investments worth nearly ₹21,343 crore.
Out of these, seven projects have already become operational, reflecting the growing confidence of investors in Uttar Pradesh’s digital infrastructure sector.
उत्तर प्रदेश सरकार ने नवाचार, तकनीकी विकास और डिजिटल अर्थव्यवस्था को नई गति देने की दिशा में बड़ा कदम उठाते हुए उत्तर प्रदेश स्टार्टअप नीति-2026 और उत्तर प्रदेश डाटा सेंटर नीति-2026 को मंजूरी दे दी है।
मुख्यमंत्री योगी आदित्यनाथ की अध्यक्षता में सोमवार को हुई मंत्रिमंडल की बैठक में दोनों महत्वपूर्ण नीतियों को स्वीकृति प्रदान की गई। सरकार का मानना है कि इन फैसलों से राज्य में उद्यमिता को बढ़ावा मिलेगा, बड़े पैमाने पर निवेश आकर्षित होगा और युवाओं के लिए रोजगार तथा स्वरोजगार के नए अवसर पैदा होंगे।
नई डाटा सेंटर नीति उस पूर्व नीति का स्थान लेगी, जिसकी अवधि इस वर्ष 27 जनवरी को समाप्त हो गई थी। राज्य सरकार के अनुसार, दोनों नीतियां उत्तर प्रदेश को स्टार्टअप, उभरती प्रौद्योगिकियों और डिजिटल अवसंरचना के क्षेत्र में देश के अग्रणी राज्यों में शामिल करने की दिशा में महत्वपूर्ण साबित होंगी।
साथ ही, ये पहल प्रदेश को एक ट्रिलियन डॉलर की अर्थव्यवस्था बनाने के लक्ष्य को हासिल करने में भी अहम भूमिका निभाएंगी।
आईटी एवं इलेक्ट्रॉनिक्स मंत्री सुनील शर्मा ने बताया कि नई स्टार्टअप नीति में शुरुआती विचार से लेकर कारोबार के विस्तार तक उद्यमियों को व्यापक वित्तीय और संस्थागत सहायता उपलब्ध कराई जाएगी।
स्टार्टअप संचालकों को मिलने वाला मासिक भरण-पोषण भत्ता 17,500 रुपये प्रतिमाह (एक वर्ष) से बढ़ाकर 20,000 रुपये प्रतिमाह (दो वर्ष) कर दिया गया है।
इसी तरह प्रोटोटाइप अनुदान 5 लाख रुपये से बढ़ाकर 10 लाख रुपये कर दिया गया है, जबकि सीड फंडिंग 7.5 लाख रुपये से बढ़ाकर 15 लाख रुपये कर दी गई है।
विशेष परिस्थितियों में पात्र स्टार्टअप को 50 लाख रुपये तक की सीड फंडिंग भी उपलब्ध कराई जा सकेगी।
उद्यमियों की शुरुआती वित्तीय चुनौतियों को कम करने के उद्देश्य से सरकार ने कई नई प्रोत्साहन योजनाएं भी शामिल की हैं। स्टार्टअप को पेटेंट और गुणवत्ता प्रमाणन पर होने वाले खर्च के लिए 2 करोड़ रुपये तक की प्रतिपूर्ति मिलेगी।
इसके अलावा 5 करोड़ रुपये तक की मैचिंग ग्रांट, 2 करोड़ रुपये तक के टर्म लोन पर 4 प्रतिशत ब्याज अनुदान, तथा ईपीएफ और ईएसआई अंशदान की प्रतिपूर्ति जैसी सुविधाएं भी प्रदान की जाएंगी।
सरकार का कहना है कि इन प्रावधानों से नए उद्यम तेजी से विस्तार कर सकेंगे और उनकी वित्तीय स्थिरता मजबूत होगी।
नई नीति में आर्टिफिशियल इंटेलिजेंस (एआई), रोबोटिक्स, क्वांटम प्रौद्योगिकी, अंतरिक्ष तकनीक और अन्य अत्याधुनिक क्षेत्रों में कार्य करने वाले डीप-टेक स्टार्टअप्स को विशेष प्राथमिकता दी गई है।
ऐसे उद्यमों को 20 लाख रुपये तक का प्रोटोटाइप अनुदान, 30 लाख रुपये तक की सीड फंडिंग, 100 करोड़ रुपये तक का पेशेंस कैपिटल तथा अनुसंधान एवं विकास गतिविधियों पर 40 प्रतिशत तक वित्तीय सहायता उपलब्ध कराई जाएगी।
स्टार्टअप इकोसिस्टम को और मजबूत बनाने के लिए सरकार ने इन्क्यूबेटरों को मिलने वाली सहायता राशि में भी उल्लेखनीय वृद्धि की है।
अब पूंजीगत अनुदान 1 करोड़ रुपये से बढ़ाकर 1.25 करोड़ रुपये कर दिया गया है, जबकि पूर्वांचल और बुंदेलखंड में स्थापित इन्क्यूबेटरों को 1.50 करोड़ रुपये तक की सहायता मिलेगी।
संचालन व्यय के लिए मिलने वाला वार्षिक अनुदान भी 30 लाख रुपये से बढ़ाकर 40 लाख रुपये कर दिया गया है। बेहतर प्रदर्शन करने वाले इन्क्यूबेटरों और उनके माध्यम से निवेश जुटाने वाले स्टार्टअप्स को अतिरिक्त प्रोत्साहन भी दिया जाएगा।
अत्याधुनिक अनुसंधान और तकनीकी नवाचार को बढ़ावा देने के उद्देश्य से राज्य में 20 नए सेंटर ऑफ एक्सीलेंस (CoEs) स्थापित किए जाएंगे।
ये केंद्र आर्टिफिशियल इंटेलिजेंस, मशीन लर्निंग, हेल्थटेक, एग्रीटेक, रोबोटिक्स, स्पेस टेक्नोलॉजी समेत अन्य उभरते क्षेत्रों में अनुसंधान को प्रोत्साहित करेंगे। इन केंद्रों के लिए वित्तीय सहायता 10 करोड़ रुपये से बढ़ाकर 12 करोड़ रुपये कर दी गई है।
साथ ही राज्य स्तर पर डीप-टेक यू-हब की स्थापना भी की जाएगी, जहां स्टार्टअप्स को इन्क्यूबेशन, निवेश, उद्योगों से साझेदारी, विशेषज्ञ मार्गदर्शन और अत्याधुनिक प्रयोगशालाओं की सुविधा एक ही मंच पर उपलब्ध होगी।
सुनील शर्मा ने बताया कि वर्तमान में उत्तर प्रदेश में लगभग 17,000 स्टार्टअप पंजीकृत हैं। इस बढ़ते इकोसिस्टम को बेहतर संस्थागत सहयोग प्रदान करने के लिए सरकार स्टार्टअप मिशन निदेशालय की स्थापना करेगी, जिससे स्टार्टअप, इन्क्यूबेटर और सेंटर ऑफ एक्सीलेंस के बीच समन्वय मजबूत होगा और नवाचार को नई गति मिलेगी।
प्रस्तावित उत्तर प्रदेश स्टार्टअप मिशन का गठन सोसाइटी पंजीकरण अधिनियम के तहत किया जाएगा और यह आईटी एवं इलेक्ट्रॉनिक्स विभाग के प्रशासनिक नियंत्रण में कार्य करेगा।
यह मिशन निवेशकों, उद्योग जगत, शैक्षणिक संस्थानों और स्टार्टअप्स के बीच बेहतर तालमेल स्थापित करने के साथ-साथ विभिन्न योजनाओं के प्रभावी क्रियान्वयन, निगरानी और मूल्यांकन की जिम्मेदारी भी निभाएगा।
मंत्रिमंडल ने उत्तर प्रदेश डाटा सेंटर नीति-2026 को भी मंजूरी दी है, जिसका उद्देश्य राज्य को हरित, एआई-सक्षम और वैश्विक स्तर पर प्रतिस्पर्धी डाटा सेंटर हब के रूप में विकसित करना है। इस नीति के तहत 2 गीगावाट अतिरिक्त डाटा सेंटर क्षमता विकसित करने और 2 लाख करोड़ रुपये से अधिक का निवेश आकर्षित करने का लक्ष्य निर्धारित किया गया है।
नई नीति की विशेषताओं पर प्रकाश डालते हुए मंत्री ने बताया कि इसमें जीपीयू आधारित अवसंरचना, ऊर्जा दक्षता और पर्यावरण अनुकूल संचालन पर विशेष जोर दिया गया है। पूर्वांचल और बुंदेलखंड क्षेत्रों के लिए अतिरिक्त प्रोत्साहन भी प्रस्तावित किए गए हैं।
इसके अलावा टियर-3 और टियर-4 डाटा सेंटर, एआई कंप्यूट बूस्टर तथा ग्रीन एवं सस्टेनेबल ऑपरेशंस के लिए विशेष प्रोत्साहन का प्रावधान किया गया है।
सरकार का मानना है कि इस नीति के लागू होने से उत्तर प्रदेश में विश्वस्तरीय डाटा सेंटर इकोसिस्टम विकसित होगा।
इसके साथ ही डाटा सेंटरों के आसपास आईटी तथा अन्य तकनीक आधारित उद्योगों का विस्तार होगा, जिससे बड़े पैमाने पर रोजगार के अवसर सृजित होंगे और प्रदेश की डिजिटल अर्थव्यवस्था को नई मजबूती मिलेगी।
सुनील शर्मा ने बताया कि उत्तर प्रदेश ने जनवरी 2021 में पहली बार डाटा सेंटर नीति लागू की थी, जिसे बाद में नवंबर 2022 में संशोधित किया गया। संशोधित नीति के तहत लगभग 21,343 करोड़ रुपये के निवेश वाली छह डाटा सेंटर पार्क और 40 मेगावाट से कम क्षमता वाली दो डाटा सेंटर इकाइयों को मंजूरी दी गई थी।
इनमें से सात परियोजनाएं अब तक परिचालन शुरू कर चुकी हैं, जो उत्तर प्रदेश के डिजिटल अवसंरचना क्षेत्र में निवेशकों के बढ़ते विश्वास का प्रमाण हैं।
