Allahabad High Court Criticizes CCS University Vice-Chancellor for Ignoring Judicial Directions

The Allahabad High Court has expressed serious displeasure over the conduct of the Vice-Chancellor of Chaudhary Charan Singh University (CCSU), Meerut, for failing to comply with its prior directives in a case related to the recognition of the management committee of Gandhi Smarak Devnagri Mahavidyalaya, located in Parikshitgarh, Meerut.

The court observed that the Vice-Chancellor’s actions not only disregarded binding judicial instructions but also violated the fundamental principles of natural justice.

As a result, the court has ordered the Vice-Chancellor to submit a personal affidavit, explaining both the rationale behind the contested administrative order and the reasons for his non-compliance with the court’s previous directive.

The issue arose during the hearing of a writ petition filed by the committee of management of Gandhi Smarak Devnagri Uchchatar Madhyamik Vidyalaya. Justice Saral Srivastava, presiding over the matter, noted that despite explicit instructions issued on November 8, 2024, mandating that the petitioner be given prior notice and an opportunity to be heard, the Vice-Chancellor went on to reject the petitioner’s objections in an order dated February 24, 2025. The court described this order as having been passed in a “cursory manner” and lacking any stated reasons.

In response, the High Court has placed an interim stay on the operation and implementation of both contested orders, dated September 20, 2024, and February 24, 2025.

It has directed all concerned parties, including the State of Uttar Pradesh and the Vice-Chancellor of CCSU, to submit their counter-affidavits within four weeks. The petitioner may file a rejoinder thereafter.

The court has scheduled the next hearing of the case for July 17, 2025, as per its order dated April 28.

This case highlights the judiciary’s strong stance on ensuring procedural fairness, transparency, and adherence to legal obligations in the administration of educational institutions.
