Ayodhya Ram Temple Donation Case: SIT Submits Preliminary Report on Alleged Misappropriation of Offerings, Recommends Legal Action
The Special Investigation Team (SIT) probing the alleged misappropriation of cash offerings and valuables received at the Ram temple in Ayodhya submitted its preliminary report to the Uttar Pradesh government on Tuesday morning.
The report marks the first official assessment of the allegations and is expected to serve as the foundation for further inquiry into the matter, which has generated considerable public attention due to the religious and emotional significance associated with the temple.
According to sources familiar with the development, the preliminary report contains a concise overview of the team’s initial findings and outlines a set of recommendations prepared by the investigating officers.
The document reportedly identifies areas of concern and suggests the next course of action for a more comprehensive examination of the allegations.
Sources indicated that the report points towards alleged shortcomings in the management and monitoring of donations and valuable offerings received at the temple.
It is believed to highlight deficiencies in oversight, inadequate supervision, and possible negligence in the procedures related to the storage, handling,g and counting of donated money and precious items.
The document is also said to contain details of individuals who were assigned responsibilities in various stages of the donation management process.
According to sources, the report mentions personnel involved in safeguarding the offerings, counting the donations, transporting the money to banks and maintaining surveillance records through the CCTV monitoring system.
It has further been learnt that the report identifies key functionaries who supervised the collection and counting of donations as well as those entrusted with banking-related activities.
Investigators are reportedly trying to establish accountability and determine whether established protocols were followed at every stage of the process.
Sources added that among the recommendations made by the SIT is the registration of a First Information Report (FIR) into the alleged embezzlement. The objective, they said, is to ensure that the role of every suspect is examined through a legally sanctioned investigation.
The recommendations also reportedly include collecting documentary and digital evidence relating to the alleged theft or diversion of funds, scrutinising actual and disproportionate assets and identifying possible links, associations and networks that may have been involved.
According to sources, the SIT has already directed that all individuals who were previously associated with the counting of donations and the banking procedures be removed from these responsibilities.
The measure is understood to have been taken to maintain transparency in the investigation and to ensure that the ongoing inquiry remains free from any potential interference.
The preliminary report was reportedly sought by Chief Minister Yogi Adityanath with the intention of identifying those responsible for the alleged irregularities and enabling the government to publicly disclose the action taken against those found accountable.
The move reflects the administration’s attempt to address concerns surrounding the handling of devotees’ offerings and reinforce confidence in institutional oversight.
The Uttar Pradesh government had constituted the SIT on June 13 to investigate the allegations.
The inquiry panel comprises Lucknow Divisional Commissioner Vijay Vishwas Pant, Inspector General of Police (IG) of the Lucknow Range Kiran S and Special Secretary in the Finance Department Neel Ratan.
The team was tasked with conducting an impartial and detailed examination of the allegations.
Sources said that on Tuesday morning, Vijay Vishwas Pant and Kiran S arrived at the Chief Minister’s Secretariat, Lok Bhawan, and handed over the sealed envelope containing the preliminary report to Sanjay Prasad, Additional Chief Secretary to the Chief Minister, at around 11.30 am.
The state government has indicated that the SIT’s work is far from complete. The investigating team will continue examining records, questioning relevant individuals and collecting additional evidence.
Officials said the SIT is expected to submit its final and comprehensive report, containing detailed findings and recommendations, after approximately fifteen days.

अयोध्या स्थित राम मंदिर में प्राप्त नकद चढ़ावे और कीमती वस्तुओं के कथित दुरुपयोग एवं गबन की जांच कर रही विशेष जांच टीम (एसआईटी) ने मंगलवार सुबह अपनी प्रारंभिक रिपोर्ट उत्तर प्रदेश सरकार को सौंप दी।
यह रिपोर्ट इस पूरे मामले का पहला आधिकारिक मूल्यांकन मानी जा रही है और आगे की विस्तृत जांच की दिशा तय करने में महत्वपूर्ण आधार बन सकती है। मंदिर की धार्मिक और भावनात्मक महत्ता को देखते हुए यह मामला व्यापक जनचर्चा और संवेदनशीलता का विषय बना हुआ है।
मामले से जुड़े सूत्रों के अनुसार, प्रारंभिक रिपोर्ट में जांच दल द्वारा अब तक जुटाए गए तथ्यों का संक्षिप्त सार प्रस्तुत किया गया है। साथ ही, आगे की कार्रवाई के लिए कुछ महत्वपूर्ण सुझाव और सिफारिशें भी शामिल की गई हैं, ताकि आरोपों की गहराई से पड़ताल की जा सके और जवाबदेही तय की जा सके।
सूत्रों का कहना है कि रिपोर्ट में मंदिर में प्राप्त दान राशि और बहुमूल्य चढ़ावों के प्रबंधन और निगरानी व्यवस्था में कथित कमियों की ओर संकेत किया गया है। इसमें निगरानी तंत्र की कमजोरी, अपर्याप्त पर्यवेक्षण तथा दान राशि और कीमती वस्तुओं के संरक्षण, रखरखाव और गणना से जुड़ी प्रक्रियाओं में संभावित लापरवाही का उल्लेख होने की बात कही जा रही है।
बताया जा रहा है कि रिपोर्ट में उन लोगों का भी उल्लेख किया गया है जिन्हें दान और चढ़ावे की देखरेख से संबंधित विभिन्न जिम्मेदारियां सौंपी गई थीं। इनमें चढ़ावे की सुरक्षा करने वाले कर्मचारी, नकदी की गणना करने वाले लोग, दान राशि को बैंक तक पहुंचाने में शामिल व्यक्ति तथा सीसीटीवी फुटेज की निगरानी और संरक्षण की जिम्मेदारी संभालने वाले कर्मचारी शामिल हैं।
सूत्रों के मुताबिक, रिपोर्ट में उन प्रमुख अधिकारियों और कर्मचारियों के नाम भी दर्ज किए गए हैं जो दान की निगरानी, नकदी की गिनती और बैंकिंग संबंधी प्रक्रियाओं की देखरेख कर रहे थे। जांच एजेंसियां यह पता लगाने का प्रयास कर रही हैं कि प्रत्येक स्तर पर निर्धारित नियमों और प्रक्रियाओं का पालन किया गया था या नहीं तथा कहीं किसी स्तर पर चूक या अनियमितता तो नहीं हुई।
सूत्रों ने बताया कि एसआईटी ने अपनी सिफारिशों में कथित गबन के मामले में प्रथम सूचना रिपोर्ट (एफआईआर) दर्ज करने का सुझाव भी दिया है। इसका उद्देश्य यह सुनिश्चित करना है कि संदिग्ध व्यक्तियों की भूमिका की निष्पक्ष और विधिसम्मत जांच की जा सके।
इसके अलावा, कथित धन हेराफेरी या चोरी से संबंधित दस्तावेजी और डिजिटल साक्ष्य एकत्र करने, वास्तविक और आय से अधिक संपत्तियों की जांच करने तथा इस मामले से जुड़े संभावित नेटवर्क और संपर्क सूत्रों की पहचान करने की भी सिफारिश की गई है।
सूत्रों के अनुसार, एसआईटी ने पहले से ही यह सुनिश्चित किया है कि दान राशि की गिनती और बैंकिंग प्रक्रिया से जुड़े सभी व्यक्तियों को उनकी वर्तमान जिम्मेदारियों से हटा दिया जाए। माना जा रहा है कि यह कदम जांच की निष्पक्षता और पारदर्शिता बनाए रखने तथा किसी भी प्रकार के संभावित हस्तक्षेप को रोकने के उद्देश्य से उठाया गया है।
बताया जा रहा है कि मुख्यमंत्री योगी आदित्यनाथ ने यह प्रारंभिक रिपोर्ट इसलिए मांगी थी ताकि कथित अनियमितताओं के लिए जिम्मेदार लोगों की पहचान की जा सके और उनके खिलाफ की गई कार्रवाई को सार्वजनिक रूप से साझा किया जा सके।
सरकार की यह पहल श्रद्धालुओं द्वारा दिए गए चढ़ावे की पारदर्शी व्यवस्था सुनिश्चित करने और संस्थागत निगरानी व्यवस्था में जनता का विश्वास मजबूत करने की दिशा में एक महत्वपूर्ण कदम मानी जा रही है।
उत्तर प्रदेश सरकार ने 13 जून को इस मामले की जांच के लिए विशेष जांच दल का गठन किया था। इस समिति में लखनऊ मंडल के आयुक्त विजय विश्वास पंत, लखनऊ रेंज की पुलिस महानिरीक्षक (आईजी) किरण एस तथा वित्त विभाग के विशेष सचिव नील रतन को शामिल किया गया था। इस टीम को आरोपों की निष्पक्ष, गहन और तथ्यपरक जांच की जिम्मेदारी सौंपी गई थी।
सूत्रों के अनुसार, मंगलवार सुबह विजय विश्वास पंत और किरण एस मुख्यमंत्री सचिवालय, लोक भवन पहुंचे और करीब साढ़े ग्यारह बजे प्रारंभिक रिपोर्ट से संबंधित सीलबंद लिफाफा मुख्यमंत्री के अपर मुख्य सचिव संजय प्रसाद को सौंप दिया।
राज्य सरकार ने संकेत दिया है कि एसआईटी की जांच अभी समाप्त नहीं हुई है। जांच दल रिकॉर्ड की समीक्षा, संबंधित व्यक्तियों से पूछताछ और अतिरिक्त साक्ष्य जुटाने की प्रक्रिया जारी रखेगा।
अधिकारियों के अनुसार, लगभग पंद्रह दिनों के भीतर एसआईटी अपनी अंतिम और विस्तृत रिपोर्ट सरकार को सौंप सकती है, जिसमें विस्तृत निष्कर्षों के साथ आगे की कार्रवाई के लिए सिफारिशें भी शामिल होंगी।
