BCI Chairman Manan Kumar Mishra Rejects Resignation Demand Over NALSAR Row
The Bar Council of India chairman says he will not quit over online pressure after protests erupted over his now-withdrawn order freezing enrolment of NALSAR’s 2026 graduating batch.
New Delhi: Bar Council of India Chairman and Rajya Sabha MP Manan Kumar Mishra has firmly rejected demands for his resignation, saying the head of the country’s apex lawyers’ body cannot be forced out through social media campaigns or what he described as frivolous pressure.
Mishra’s response comes amid continuing protests over a controversial order that had temporarily frozen the enrolment of NALSAR University’s 2026 graduating batch as advocates.
The order was issued after some students reportedly objected to Chief Justice of India Surya Kant being invited as the chief guest for the university’s convocation ceremony.
The directive triggered strong criticism and was withdrawn within hours. Mishra has said the order was revoked within about 15 minutes and that the concerns raised by students were addressed.
However, the withdrawal did little to end the backlash.
The All India Young Advocates Association subsequently called for protests outside the BCI office in New Delhi, demanding Mishra’s resignation.
The campaign also received support from Abhijeet Dipke’s Cockroach Janta Party (CJP), whose members and supporters used the expression “legal cockroaches” while appealing for participation in the protest.
Mishra reacted sharply to the terminology, saying advocates should not be described in such a manner.
He warned those using the phrase against repeating it and said the legal profession consisted of respected and highly intelligent individuals.
A lawyer, he said, could not be equated with a cockroach.
The BCI chairman also underlined that he holds his position through an election process and is not simply a government appointee.
According to him, his continued leadership reflects the mandate he received from within the institution.
Mishra said he represented about 25 lakh advocates across the country and would not resign merely because of demands circulated online.
He questioned whether the Bar Council of India, a statutory institution representing lakhs of lawyers, should be subjected to what he described as attempts to ridicule or undermine it through social media.
The CJP, however, has continued to press for his resignation. Its spokesperson Saurav Das has argued that Mishra should accept moral responsibility over the NALSAR controversy.
Earlier, CJP founder Abhijeet Dipke had also backed the protest call and appealed to lawyers using the same provocative “legal cockroaches” phrase.
Mishra has alleged that political elements, including members associated with the Aam Aadmi Party and the CJP, were using the NALSAR controversy to intensify the campaign against him.
The dispute unfolded as lawyers from different Bar Associations in Delhi assembled outside the BCI office on Thursday to press for Mishra’s resignation. Their concerns extended beyond the NALSAR issue.
Among the grievances raised by protesting advocates were Mishra’s lengthy tenure as BCI chairman, allegations of inadequate welfare measures for lawyers, the absence of implementation of an Advocate Protection Act and a proposal concerning an increase in enrolment or registration fees at State Bar Councils.
The episode has now developed into a wider confrontation between the BCI leadership and sections of the legal fraternity, with the withdrawn NALSAR order becoming the immediate trigger for a broader debate over representation, advocate welfare and the functioning of the country’s top regulatory body for lawyers.
Mishra, however, has made his position clear: he has no intention of stepping down in response to the current campaign.

बार काउंसिल ऑफ इंडिया के अध्यक्ष और राज्यसभा सांसद मनन कुमार मिश्रा ने अपने इस्तीफे की मांग को सिरे से खारिज करते हुए कहा है कि सोशल मीडिया पर चलाए जाने वाले अभियान किसी निर्वाचित संस्था के प्रमुख को पद छोड़ने के लिए मजबूर नहीं कर सकते।
यह विवाद NALSAR विश्वविद्यालय, हैदराबाद के 2026 बैच के छात्रों से जुड़े एक आदेश के बाद शुरू हुआ।
कुछ छात्रों द्वारा भारत के मुख्य न्यायाधीश सूर्यकांत को दीक्षांत समारोह में मुख्य अतिथि बनाए जाने पर आपत्ति जताए जाने के बाद BCI की ओर से इस बैच के छात्रों के अधिवक्ता के रूप में नामांकन पर रोक लगाने का आदेश जारी किया गया था।
आदेश के सामने आते ही व्यापक प्रतिक्रिया हुई और इसे कुछ ही समय बाद वापस ले लिया गया। मनन कुमार मिश्रा का कहना है कि छात्रों की शिकायतों को दूर करते हुए लगभग 15 मिनट के भीतर निर्देश रद्द कर दिया गया था।
लेकिन आदेश वापस लेने के बाद भी विवाद शांत नहीं हुआ।
ऑल इंडिया यंग एडवोकेट्स एसोसिएशन ने BCI कार्यालय के बाहर प्रदर्शन का आह्वान किया और मनन कुमार मिश्रा के इस्तीफे की मांग की।
इस अभियान को अभिजीत डिपके की कॉकरोच जनता पार्टी (CJP) का भी समर्थन मिला।
विवाद के दौरान CJP से जुड़े लोगों द्वारा वकीलों के लिए ‘लीगल कॉकरोच’ शब्द का इस्तेमाल किया गया, जिस पर मनन कुमार मिश्रा ने कड़ी प्रतिक्रिया दी।
उन्होंने कहा कि किसी भी वकील के लिए इस तरह की भाषा का इस्तेमाल स्वीकार्य नहीं है। उनके अनुसार, वकील समाज का सम्मानित और बौद्धिक रूप से सक्षम वर्ग हैं और उन्हें ऐसे शब्दों से संबोधित नहीं किया जाना चाहिए।
BCI अध्यक्ष ने यह भी कहा कि वह किसी की नियुक्ति से नहीं, बल्कि चुनाव के माध्यम से इस पद पर पहुंचे हैं।
उन्होंने कहा कि वह देशभर के करीब 25 लाख अधिवक्ताओं का प्रतिनिधित्व करते हैं और सोशल मीडिया पर चलाए जा रहे कुछ पोस्ट या मांगों के कारण इस्तीफा नहीं देंगे।
मनन कुमार मिश्रा ने आरोप लगाया कि NALSAR प्रकरण को लेकर कुछ राजनीतिक समूहों और CJP से जुड़े लोग उनके खिलाफ अभियान चला रहे हैं।
इससे पहले दिल्ली के विभिन्न बार एसोसिएशनों से जुड़े वकील BCI कार्यालय के बाहर एकत्र हुए थे। प्रदर्शनकारियों ने कई मुद्दों को उठाते हुए मनन कुमार मिश्रा के इस्तीफे की मांग की।
प्रदर्शन कर रहे अधिवक्ताओं की प्रमुख शिकायतों में BCI अध्यक्ष के रूप में उनका लंबा कार्यकाल, वकीलों के कल्याण के लिए पर्याप्त योजनाओं की कमी के आरोप, एडवोकेट प्रोटेक्शन एक्ट लागू न होना और राज्य बार काउंसिलों में वकीलों के पंजीकरण शुल्क में प्रस्तावित वृद्धि शामिल थी।
इस बीच, CJP के प्रवक्ता सौरव दास ने कहा कि NALSAR मामले के बाद मनन कुमार मिश्रा को नैतिक जिम्मेदारी लेते हुए पद छोड़ देना चाहिए।
पार्टी के नेता अभिजीत डिपके ने भी प्रदर्शन का समर्थन करते हुए अपने समर्थकों से इसमें शामिल होने की अपील की थी।
इस पूरे विवाद ने अब NALSAR के उस आदेश से आगे बढ़कर बार काउंसिल के कामकाज, अधिवक्ताओं के हितों, कल्याण योजनाओं और देश की शीर्ष अधिवक्ता नियामक संस्था के नेतृत्व पर बहस को व्यापक बना दिया है।
हालांकि, मनन कुमार मिश्रा ने साफ कर दिया है कि मौजूदा विरोध अभियान के दबाव में वह अपना पद छोड़ने के पक्ष में नहीं हैं।
