Centre to Launch Cooperative Life Insurance Firm and Utility Aggregator to Expand India’s Cooperative Ecosystem
The Union government is preparing to introduce a cooperative-owned life insurance company along with a nationwide utility aggregator cooperative, marking another major step in strengthening the country’s cooperative movement.
Speaking during the fifth Foundation Day celebrations of the Ministry of Cooperation on Monday, Union Cooperation Minister Amit Shah said the proposed utility platform would be developed on the model of Bharat Taxi, India’s first cooperative-based cab service.
He added that the new insurance venture would draw inspiration from the successful IFFCO-Tokio partnership and would help broaden the cooperative sector’s presence in the insurance industry.
Highlighting the growing importance of cooperatives in India’s economy, Shah said the sector has become an indispensable pillar of rural development.
According to him, cooperative institutions currently provide nearly one-fifth of agricultural credit, distribute around 35 per cent of fertilisers, account for about 21 per cent of the country’s sugar production, and contribute nearly 35 per cent of national milk output, demonstrating their crucial role in supporting farmers and allied sectors.
The minister also shared the government’s expansion plans for Bharat Taxi, which was launched on February 5 this year.
He said the cooperative taxi platform is expected to extend its services across every state and reach nearly 500 cities within the next two years, making it one of the country’s largest cooperative transport networks.
Recalling the evolution of the cooperative administration, Shah noted that before the establishment of the Ministry of Cooperation in 2021, matters related to cooperatives were managed by a department under the Ministry of Agriculture.
He said the creation of a dedicated ministry was aimed at giving the cooperative movement greater focus and institutional support.
Addressing concerns that were raised when the ministry was formed, Shah said many had feared that the Centre would interfere in the functioning of state-level cooperative societies since cooperation falls under the State List of the Constitution.
Rejecting those apprehensions, he remarked that five years have passed without any state—including those governed by opposition parties—raising complaints of undue central intervention in cooperative affairs.
The Ministry of Cooperation was officially established on July 6, 2021, ending decades during which cooperative matters remained under the Agriculture Ministry, where they had been handled since 1979.
After the ministry was created, Prime Minister Narendra Modi entrusted its leadership to Amit Shah, who also serves as the Union Home Minister.
The Foundation Day programme witnessed the presence of several senior leaders and officials.
Among those attending were Union Minister Rajiv Ranjan Singh, popularly known as Lalan Singh, Rajasthan Chief Minister Bhajan Lal Sharma, Minister of State for Cooperation Krishan Pal Gurjar, Minister of State for Cooperation and Civil Aviation Murlidhar Mohol, along with senior representatives from both the Central and state governments.
सहकारिता क्षेत्र को नई मजबूती: केंद्र जल्द शुरू करेगा सहकारी जीवन बीमा कंपनी और यूटिलिटी एग्रीगेटर
देश में सहकारिता आंदोलन को नई गति देने की दिशा में केंद्र सरकार जल्द ही एक सहकारी जीवन बीमा कंपनी और राष्ट्रीय स्तर की यूटिलिटी एग्रीगेटर सहकारी संस्था शुरू करने जा रही है।
सहकारिता मंत्रालय के पांचवें स्थापना दिवस समारोह में केंद्रीय सहकारिता मंत्री अमित शाह ने कहा कि प्रस्तावित यूटिलिटी एग्रीगेटर को भारत टैक्सी की तर्ज पर विकसित किया जाएगा, जो देश की पहली सहकारी मॉडल पर आधारित टैक्सी सेवा है।
उन्होंने बताया कि आईएफएफसीओ-टोकियो मॉडल की सफलता से प्रेरणा लेते हुए बनाई जाने वाली सहकारी जीवन बीमा कंपनी बीमा क्षेत्र में सहकारिता की भागीदारी को नई ऊंचाई देगी।
अमित शाह ने कहा कि आज देश की अर्थव्यवस्था, विशेष रूप से ग्रामीण विकास और कृषि क्षेत्र में सहकारी संस्थाओं की भूमिका लगातार मजबूत हुई है।
उनके अनुसार, कृषि ऋण का लगभग 20 प्रतिशत सहकारी संस्थाओं के माध्यम से उपलब्ध कराया जा रहा है।
इसके अलावा उर्वरकों के वितरण में करीब 35 प्रतिशत, चीनी उत्पादन में लगभग 21 प्रतिशत तथा दूध उत्पादन में करीब 35 प्रतिशत योगदान सहकारी क्षेत्र का है, जो इसकी बढ़ती उपयोगिता को दर्शाता है।
उन्होंने भारत टैक्सी परियोजना के विस्तार की भी जानकारी दी। इस वर्ष 5 फरवरी को शुरू हुई यह सहकारी टैक्सी सेवा अगले दो वर्षों में देश के सभी राज्यों और लगभग 500 शहरों तक पहुंचाने की योजना है। सरकार का लक्ष्य इसे देश के सबसे बड़े सहकारी परिवहन नेटवर्क के रूप में विकसित करना है।
सहकारिता मंत्रालय की स्थापना के पीछे की पृष्ठभूमि का उल्लेख करते हुए शाह ने कहा कि वर्ष 2021 से पहले सहकारिता से जुड़े विषय कृषि मंत्रालय के एक विभाग के अधीन आते थे। अलग मंत्रालय बनाए जाने का उद्देश्य सहकारी संस्थाओं को अधिक प्रभावी प्रशासनिक सहयोग और स्वतंत्र पहचान प्रदान करना था।
मंत्रालय के गठन के समय उठी आशंकाओं का जिक्र करते हुए उन्होंने कहा कि कुछ लोगों ने यह सवाल उठाया था कि चूंकि सहकारिता संविधान के अनुसार राज्यों का विषय है, इसलिए अलग केंद्रीय मंत्रालय बनने से राज्यों के कार्यों में हस्तक्षेप बढ़ सकता है।
इन आशंकाओं को निराधार बताते हुए शाह ने कहा कि पांच वर्ष बीत जाने के बावजूद विपक्ष शासित किसी भी राज्य ने केंद्र द्वारा सहकारी संस्थाओं के कामकाज में दखल देने की शिकायत नहीं की है।
गौरतलब है कि 6 जुलाई 2021 को सहकारिता मंत्रालय का गठन किया गया था। इससे पहले वर्ष 1979 से सहकारिता संबंधी सभी विषय कृषि मंत्रालय के अधीन संचालित होते थे। मंत्रालय बनने के बाद प्रधानमंत्री नरेंद्र मोदी ने इसकी जिम्मेदारी अमित शाह को सौंपी, जो केंद्रीय गृह मंत्री का दायित्व भी संभाल रहे हैं।
स्थापना दिवस समारोह में कई केंद्रीय और राज्य स्तरीय गणमान्य व्यक्ति उपस्थित रहे। कार्यक्रम में केंद्रीय मंत्री राजीव रंजन सिंह उर्फ ललन सिंह, राजस्थान के मुख्यमंत्री भजनलाल शर्मा, सहकारिता राज्य मंत्री कृष्ण पाल गुर्जर, सहकारिता एवं नागरिक उड्डयन राज्य मंत्री मुरलीधर मोहोल तथा केंद्र एवं विभिन्न राज्यों के वरिष्ठ अधिकारी भी शामिल हुए।
