China Signals Follow-Up on Modi-Xi Understanding as Beijing-New Delhi Ties Show Signs of Thaw
Beijing says it will implement key understandings reached by Xi Jinping and Narendra Modi as both sides seek to consolidate border peace and revive broader engagement.
New Delhi: China has said it will work with India to translate the key understandings reached between President Xi Jinping and Prime Minister Narendra Modi into action, signalling an effort by Beijing and New Delhi to build on the latest improvement in bilateral relations.
The statement came a day after Xi concluded his first visit to India in seven years, during which he attended the 18th BRICS Summit in New Delhi and held talks with Modi on the sidelines of the gathering.
China’s Foreign Ministry said Beijing attached importance to Modi’s assertion that India follows an independent foreign policy and would not permit its territory to be used for activities directed against China.
A Chinese Foreign Ministry spokesperson said Beijing valued the Prime Minister’s position.
Chinese Foreign Minister Wang Yi described the Modi-Xi discussions as significant, saying the two leaders had arrived at what he called their most important common understanding: that China and India should regard each other as partners rather than adversaries.
According to Wang, the talks covered the long-term direction of the relationship as well as strategic and broader bilateral issues.
He said the discussions were candid and substantive, with both leaders examining ways to place ties on a more stable footing.
Wang said Xi had conveyed the view that the two countries could benefit from each other’s strengths, assist one another and pursue opportunities for shared economic and national development.
Border stability figured prominently in the discussions.
The two sides agreed on the need to preserve peace and calm along the frontier, while also deciding to cooperate in support of each other’s respective turns at the helm of BRICS.
Modi, after meeting Xi, said the discussions could mark the start of a fresh phase in India-China relations.
New Delhi has maintained that the relationship should proceedbased onf mutual respect, mutual sensitivity and mutual interest, while differences between the two countries should be prevented from developing into disputes.
The latest diplomatic engagement has been accompanied by signs of movement in other areas.
On the day Xi arrived in New Delhi for the BRICS Summit, China Southern Airlines announced that it would restore regular passenger flights between Guangzhou and New Delhi from September 21, ending a six-year interruption on the route.
The proposed restoration of direct air connectivity comes against the backdrop of efforts by the two countries to repair relations following the border understanding reached in October 2024.
Air links had remained suspended after the Covid-19 pandemic, amid heightened bilateral tensions following the Doklam and Galwan episodes.
Other exchanges have also gradually resumed.
The Kailash Mansarovar Yatra was restarted in 2024 following the border understanding, reflecting the broader attempts by the two sides to ease restrictions and restore people-to-people engagement.
Modi and Xi have held several meetings since the diplomatic thaw began.
Their talks in Russia’s Kazan in 2024 were followed by further discussions, including the latest meeting in New Delhi, which was their third interaction since the breakthrough in bilateral ties.
During his Delhi visit, Xi was accompanied by senior Chinese officials, including Wang Yi and Cai Qi, a member of the Standing Committee of the Political Bureau of the Communist Party of China.
Wang portrayed the improving relationship as important not only for the two countries but also for the wider developing world.
He said the warming of ties was being welcomed by more than 2.8 billion people in India and China and described stronger cooperation between the two countries as an important component of greater collaboration across the Global South.
At the same time, Wang argued that the border question should be considered within the larger framework of China-India relations rather than allowed to dominate the entire relationship.
He said Modi had responded positively to this broader approach and reiterated India’s long-term and strategic perspective towards bilateral ties.
The two countries also agreed to increase coordination through multilateral institutions and groupings.
According to Wang, this includes cooperation through the United Nations, Shanghai Cooperation Organisation and G20, alongside greater engagement with countries of the Global South.
Beijing and New Delhi also intend to work towards a more multipolar international order and play what Wang described as a stabilising and constructive role amid continuing global uncertainty.
China is scheduled to assume the BRICS chairmanship in 2027, giving the two countries another avenue for coordination.
India, meanwhile, has highlighted the wider diplomatic significance of hosting the BRICS Summit.
External Affairs Minister S Jaishankar said on Monday that the gathering demonstrated India’s ability to bring major world leaders together, with most participating delegations headed by presidents or prime ministers.
Jaishankar pointed to the presence of the leaders of Russia, China, Iran, South Africa, Indonesia and Egypt, besides the Crown Prince of Abu Dhabi and Ethiopian Prime Minister Abiy Ahmed Ali.
He also noted the strong personal rapport that several visiting leaders appeared to share with Prime Minister Modi during the summit, underlining the diplomatic outreach and high-level engagement that accompanied India’s hosting of the BRICS meeting.
With border tensions easing, direct air connectivity set to resume and both sides signalling greater cooperation in multilateral forums, the latest Modi-Xi engagement has created an opportunity for India and China to gradually rebuild a relationship that had been strained by years of strategic and border-related tensions.

नई दिल्ली: भारत और चीन के बीच संबंधों में हालिया नरमी को आगे बढ़ाने के संकेत देते हुए बीजिंग ने कहा है कि वह प्रधानमंत्री नरेंद्र मोदी और राष्ट्रपति शी जिनपिंग के बीच बनी महत्वपूर्ण सहमतियों को लागू करने के लिए नई दिल्ली के साथ मिलकर काम करेगा।
यह बयान शी जिनपिंग की सात साल बाद हुई भारत यात्रा के समाप्त होने के एक दिन बाद आया। शी 18वें ब्रिक्स शिखर सम्मेलन में हिस्सा लेने के लिए नई दिल्ली पहुंचे थे और सम्मेलन से इतर प्रधानमंत्री मोदी के साथ उनकी महत्वपूर्ण द्विपक्षीय वार्ता हुई।
चीनी विदेश मंत्रालय ने प्रधानमंत्री मोदी के उस रुख को भी महत्वपूर्ण बताया, जिसमें उन्होंने भारत की स्वतंत्र विदेश नीति पर जोर दिया था।
बीजिंग के मुताबिक, मोदी ने स्पष्ट किया कि भारत अपने क्षेत्र का इस्तेमाल चीन विरोधी गतिविधियों के लिए नहीं होने देगा। चीन के विदेश मंत्रालय के प्रवक्ता ने कहा कि बीजिंग प्रधानमंत्री के इस रुख को महत्व देता है।
चीनी विदेश मंत्री वांग यी ने मोदी-शी वार्ता को दोनों देशों के संबंधों के लिहाज से महत्वपूर्ण बताते हुए कहा कि दोनों नेताओं के बीच सबसे अहम सहमति इस बात पर बनी कि भारत और चीन को एक-दूसरे का साझेदार बनकर आगे बढ़ना चाहिए।
वांग के अनुसार, दोनों नेताओं ने द्विपक्षीय संबंधों की दीर्घकालिक दिशा और रणनीतिक महत्व के मुद्दों पर खुलकर तथा गहराई से विचार-विमर्श किया।
बातचीत का उद्देश्य संबंधों को अधिक स्थिर और सकारात्मक आधार प्रदान करना था।
चीनी विदेश मंत्री ने कहा कि राष्ट्रपति शी का मानना है कि भारत और चीन एक-दूसरे की क्षमताओं और ताकत का लाभ उठा सकते हैं, परस्पर सहयोग कर सकते हैं तथा साझा विकास के अवसरों को आगे बढ़ा सकते हैं।
सीमा पर शांति और स्थिरता बनाए रखना भी दोनों नेताओं की बातचीत का एक अहम हिस्सा रहा। दोनों पक्षों ने सीमा क्षेत्रों में शांति कायम रखने की आवश्यकता पर सहमति जताई।
इसके साथ ही ब्रिक्स की अध्यक्षता संभालने के दौरान एक-दूसरे को सहयोग देने पर भी सहमति बनी।
प्रधानमंत्री मोदी ने मुलाकात के बाद उम्मीद जताई थी कि बातचीत भारत-चीन संबंधों में एक नए अध्याय की शुरुआत का आधार बनेगी।
नई दिल्ली ने यह भी स्पष्ट किया है कि भविष्य के संबंधों की दिशा आपसी सम्मान, आपसी संवेदनशीलता और पारस्परिक हितों के आधार पर तय होनी चाहिए तथा मतभेदों को विवाद में बदलने से बचना होगा।
कूटनीतिक स्तर पर इस सकारात्मक माहौल के साथ दोनों देशों के बीच अन्य क्षेत्रों में भी गतिविधियां बढ़ने के संकेत मिले हैं।
शी के नई दिल्ली पहुंचने वाले दिन चाइना सदर्न एयरलाइंस ने घोषणा की कि वह 21 सितंबर से ग्वांगझू-नई दिल्ली मार्ग पर नियमित यात्री उड़ानें फिर शुरू करेगी। यह सेवा छह साल के अंतराल के बाद बहाल होगी।
सीधी हवाई सेवा बहाल करने का फैसला अक्टूबर 2024 में दोनों देशों के बीच सीमा संबंधी समझ बनने के बाद संबंधों को सामान्य बनाने की कोशिशों के बीच आया है।
कोविड-19 महामारी के बाद दोनों देशों के बीच सीधी हवाई सेवाएं बाधित हुई थीं। इसके बाद डोकलाम और गलवान घटनाक्रमों से पैदा हुए तनाव ने भी द्विपक्षीय रिश्तों को प्रभावित किया था।
संबंधों में सुधार के साथ लोगों के बीच संपर्क बढ़ाने के प्रयास भी आगे बढ़े हैं। सीमा संबंधी समझ के बाद कैलाश मानसरोवर यात्रा भी 2024 में फिर शुरू हुई थी।
मोदी और शी के बीच हाल के वर्षों में कई महत्वपूर्ण मुलाकातें हुई हैं। 2024 में रूस के कज़ान में हुई बैठक के बाद दोनों नेताओं के बीच संपर्क बढ़ा और नई दिल्ली में हुई ताजा बातचीत इस संबंध में एक और महत्वपूर्ण पड़ाव रही।
यह दोनों नेताओं की संबंधों में सुधार की प्रक्रिया शुरू होने के बाद तीसरी मुलाकात थी।
दिल्ली यात्रा के दौरान राष्ट्रपति शी के साथ चीन के वरिष्ठ अधिकारी भी मौजूद रहे। इनमें चीनी विदेश मंत्री वांग यी और चीन की कम्युनिस्ट पार्टी की पोलित ब्यूरो स्थायी समिति के सदस्य काई ची शामिल थे।
वांग यी ने भारत-चीन संबंधों में सुधार को केवल दोनों देशों के लिए ही नहीं, बल्कि व्यापक ग्लोबल साउथ के लिए भी महत्वपूर्ण बताया।
उन्होंने कहा कि दोनों देशों के कुल 2.8 अरब से अधिक लोगों के लिए संबंधों में सुधार सकारात्मक है और भारत-चीन सहयोग ग्लोबल साउथ में व्यापक साझेदारी को मजबूत करने का महत्वपूर्ण आधार बन सकता है।
चीन ने साथ ही सीमा विवाद को दोनों देशों के पूरे रिश्ते के संदर्भ में देखने की जरूरत बताई। वांग ने कहा कि सीमा मुद्दे को द्विपक्षीय संबंधों के व्यापक परिप्रेक्ष्य में देखा जाना चाहिए।
उनके मुताबिक, प्रधानमंत्री मोदी ने इस दृष्टिकोण पर सकारात्मक प्रतिक्रिया दी और भारत के दीर्घकालिक एवं रणनीतिक नजरिये को दोहराया।
दोनों देशों ने बहुपक्षीय मंचों पर भी सहयोग बढ़ाने पर सहमति जताई है। चीन के अनुसार, इसमें संयुक्त राष्ट्र, शंघाई सहयोग संगठन और जी20 जैसे मंचों पर समन्वय बढ़ाना शामिल है।
इसके अलावा ग्लोबल साउथ के देशों के साथ सहयोग को मजबूत करने की दिशा में भी काम किया जाएगा।
भारत और चीन ने अधिक बहुध्रुवीय वैश्विक व्यवस्था को बढ़ावा देने तथा मौजूदा वैश्विक अनिश्चितताओं के दौर में स्थिरता और सकारात्मक सहयोग की भूमिका निभाने की इच्छा भी व्यक्त की है।
वर्ष 2027 में चीन ब्रिक्स की अध्यक्षता संभालेगा, जिससे दोनों देशों के बीच इस मंच पर समन्वय का एक और अवसर मिलेगा।
भारत ने इस बीच ब्रिक्स शिखर सम्मेलन की मेजबानी को अपनी बढ़ती कूटनीतिक क्षमता का संकेत बताया है।
विदेश मंत्री एस. जयशंकर ने सोमवार को कहा कि भारत में आयोजित ब्रिक्स सम्मेलन ने देश की बड़ी शक्तियों और प्रमुख देशों को एक मंच पर लाने की क्षमता को प्रदर्शित किया।
जयशंकर ने रूस, चीन, ईरान, दक्षिण अफ्रीका, इंडोनेशिया और मिस्र के राष्ट्राध्यक्षों के साथ-साथ अबू धाबी के क्राउन प्रिंस और इथियोपिया के प्रधानमंत्री अबिय अहमद अली की मौजूदगी का उल्लेख किया।
उन्होंने यह भी कहा कि सम्मेलन के दौरान इन नेताओं और प्रधानमंत्री मोदी के बीच व्यक्तिगत स्तर पर भी मजबूत संवाद और संबंध दिखाई दिए।
इससे भारत की उच्चस्तरीय कूटनीतिक पहुंच और विभिन्न देशों के साथ उसके बढ़ते संपर्क को रेखांकित किया गया।
सीमा पर तनाव कम होने, सीधी हवाई सेवा फिर शुरू होने और बहुपक्षीय मंचों पर सहयोग बढ़ाने के संकेतों के बीच मोदी-शी वार्ता ने भारत और चीन के संबंधों को धीरे-धीरे सामान्य बनाने का अवसर पैदा किया है।
हालांकि, आने वाले समय में इन सहमतियों को किस तरह जमीन पर उतारा जाता है, यह द्विपक्षीय संबंधों की अगली दिशा तय करने में महत्वपूर्ण होगा।
