Congress Treads Carefully Amidst Resentment Over UP Organisational Revamp, Focuses on Inclusive Representation

Facing growing discontent over the recent overhaul of its district-level units in Uttar Pradesh, the Congress party is proceeding with caution as it restructures its State unit.

The leadership is working to strike a careful balance, ensuring adequate caste representation while blending experienced leaders with fresh faces.

According to party sources, the formation of the Uttar Pradesh State Committee is still underway, with efforts being made to accommodate senior district-level leaders—especially those who expressed dissatisfaction after the earlier reshuffle.

The intent is to address concerns and offer inclusion to seasoned party workers who may have felt sidelined.

The restructuring comes at a crucial time. While rival political parties like the BJP and Samajwadi Party have already launched grassroots campaigns, Congress is expected to take another month to complete its reorganisation in the state.

The new leadership team being assembled is aimed at leading the party into the 2027 Assembly elections.

The discontent within the party was evident when several district leaders publicly opposed the appointments of new district and city heads.

Notably, leaders from districts such as Bahraich staged a protest outside the AICC headquarters in Delhi during a recent meeting between district presidents and the national leadership.

“This is a large-scale experiment, and naturally, some friction is expected,” a senior party member explained. “All district and city units were dissolved and restructured simultaneously, which caused some pushback.

However, we’re making efforts to ensure that both new and existing leaders are given opportunities.”

The party is also working to diversify representation across the board.

There is a conscious effort to improve the inclusion of Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and women—an approach applied during the formation of district units and now being mirrored in the state-level reorganisation.

Previously, upper-caste groups, particularly Brahmins, were seen to dominate key positions in the party’s district units.

The current exercise, however, aims to correct this imbalance by promoting greater participation from underrepresented communities.

As of now, major party programs in the state remain on hold. The recently formed district committees are still settling in, and the state-level leadership is yet to be finalised.

Once the State Committee is announced—expected within the next two weeks—the party will begin revamping its frontal organisations, a process that may take another two weeks. In total, the complete reorganisation of the Congress party in Uttar Pradesh is projected to take about one more month.

There is also growing speculation about potential changes in leadership at the top.

It remains to be seen whether Uttar Pradesh will get a new State President, or if the party will retain the current head while implementing structural changes at the vice-presidential and zonal levels.
