Delhi Police Detain 17 After Overnight Standoff Over Women Journalists’ Complaints

Protesters sought an FIR and action against police personnel accused by three women journalists of sexual misconduct during an October 3 demonstration; the Crime Branch is examining the complaints.

NEW DELHI: A demand for action over alleged sexual misconduct involving three women journalists turned into a fresh confrontation with Delhi Police on Monday, when 17 people were taken into custody after spending the night outside the Parliament Street police station.

The protesters had gathered there seeking registration of an FIR and action against police personnel named in complaints filed by the journalists following the October 3 protest near Jantar Mantar.

Among those detained was one of the women who had made the allegations.

The group included freelance journalists and YouTubers. Police moved the detainees in a bus to Delhi Cantonment police station after picking them up individually in the morning.

The woman journalist who was detained said the group had wanted to meet police officials to find out what action had been taken on her complaint.

Their effort to enter the police station, she said, was aimed at obtaining an update on the investigation.

Police cite restrictions in New Delhi district.

The police action came amid restrictions on public gatherings in the New Delhi district.

A senior police officer said Section 163 had been enforced and that Parliament Street was not an authorised venue for demonstrations.

Since the protesters had assembled there without permission, they were detained and taken to a police station, the officer said, adding that they were expected to be released.

The restrictions have been cited by police in connection with earlier action against protesters who attempted to return to Jantar Mantar after being asked to leave.

More than 150 people were detained on Saturday during that episode. Those taken into custody included All India Students’ Association president Neha Bora, activist Yogendra Yadav and senior advocate Prashant Bhushan.

Three complaints put police conduct under scrutiny

The latest confrontation follows three complaints submitted by women journalists to Delhi Police.

The complainants have alleged that they were subjected to sexual misconduct, inappropriate physical contact,t or manhandling by police personnel while they were covering the October 3 protest. The allegations are now being examined by the Crime Branch.

Police said the statements of all three women were recorded on Sunday. Their medical examinations were also conducted, while investigators are expected to review CCTV recordings from the locations where the alleged incidents took place.

Delhi Police Deputy Commissioner Neha Yadav said the complaints had been forwarded to the Crime Branch for investigation.

She also appealed to anyone possessing video footage connected with the alleged incidents to hand it over to investigators.

The police have not accepted the allegations as facts, and the inquiry will determine what happened during the protest and subsequent detention.

What the journalists have alleged

One of the women said she was watching the detention of female protesters, including Neha Bora, when she noticed that no woman police officer appeared to be present.

According to her complaint, she raised the issue with a police officer and alleged that he subsequently pushed her. She further claimed that the officer moved away after she confronted him about his conduct.

A second journalist said she was reporting from Ashoka Road at around 3 pm and was recording the detention of Yogendra Yadav and Prashant Bhushan when she allegedly felt someone touch her back.

She said she turned around and found a police officer standing close behind her. The journalist alleged that when she objected to the contact, the officer dismissed her complaint.

The allegations are part of the material being examined by the Crime Branch, which is expected to use witness accounts, CCTV recordings and other available evidence to establish the sequence of events.

CJP backs complainants, alleges further mistreatment

The Cockroach Janta Party (CJP) has thrown its support behind the women and demanded that police register an FIR and take action against the personnel accused in the complaints.

Ratna Singh, who heads the group’s legal team, said that the woman who had accused an assistant commissioner of police of molestation was among those detained while pressing for registration of an FIR.

Singh also alleged that some of those detained were assaulted and claimed that two people had been badly beaten. Those claims have not been independently verified.

The organisation questioned the decision to detain people who were demanding action on the complaints and called for their immediate release.

Police reject allegation of assault in custody.

Delhi Police has denied that any of the detainees were assaulted while being taken away.

A police officer said the protesters resisted the detention and that both male and female officers were involved in moving them towards the police bus. The officer maintained that no one was manhandled.

The competing claims have now placed the conduct of police personnel during the protest and detention under investigation.

The Crime Branch inquiry is expected to establish whether the allegations made by the three journalists are supported by evidence and whether any police personnel can be held responsible.

The episode has also renewed questions over the safety of journalists covering protests, the use of police powers during restricted gatherings and the procedure for dealing with complaints against law-enforcement personnel.

नई दिल्ली: तीन महिला पत्रकारों की शिकायतों पर पुलिस कार्रवाई की मांग को लेकर दिल्ली में सोमवार को उस समय नया विवाद खड़ा हो गया, जब संसद मार्ग पुलिस थाने के बाहर रातभर बैठे 17 लोगों को सुबह हिरासत में ले लिया गया।

प्रदर्शनकारियों की मांग थी कि 3 अक्टूबर को जंतर-मंतर के पास हुए प्रदर्शन के दौरान महिला पत्रकारों के साथ कथित दुर्व्यवहार के मामले में एफआईआर दर्ज की जाए और आरोपों में घिरे पुलिसकर्मियों के खिलाफ कार्रवाई हो। हिरासत में लिए गए लोगों में शिकायत करने वाली एक महिला पत्रकार भी शामिल थीं।

पुलिस ने प्रदर्शनकारियों को सुबह एक-एक कर हिरासत में लिया और बस से दिल्ली कैंट पुलिस थाने ले गई। समूह में स्वतंत्र पत्रकार और यूट्यूबर भी शामिल थे।

हिरासत में ली गई महिला पत्रकार ने कहा कि वे पुलिस अधिकारियों से मिलकर यह जानना चाहते थे कि उनकी शिकायत पर अब तक क्या कार्रवाई हुई है।

उनका कहना था कि पुलिस थाने में अधिकारियों से शिकायत की स्थिति स्पष्ट करने के लिए मुलाकात करना ही प्रदर्शनकारियों का उद्देश्य था।

नई दिल्ली जिले में प्रतिबंध का पुलिस ने दिया हवाला

पुलिस की कार्रवाई ऐसे समय हुई है जब नई दिल्ली जिले में सार्वजनिक जमावड़े को लेकर प्रतिबंध लागू हैं।

एक वरिष्ठ पुलिस अधिकारी ने कहा कि धारा 163 लागू होने के कारण संसद मार्ग पर प्रदर्शन की अनुमति नहीं थी। अधिकारी के अनुसार, यह स्थान विरोध प्रदर्शन के लिए अधिकृत नहीं है और बिना अनुमति वहां जमा हुए लोगों को हिरासत में लेकर पुलिस थाने भेजा गया।

पुलिस ने कहा कि हिरासत में लिए गए लोगों को बाद में रिहा किया जाना था।

इससे पहले शनिवार को भी जंतर-मंतर लौटने की कोशिश कर रहे 150 से अधिक लोगों को हिरासत में लिया गया था। इनमें ऑल इंडिया स्टूडेंट्स एसोसिएशन की अध्यक्ष नेहा बोरा, सामाजिक कार्यकर्ता योगेंद्र यादव और वरिष्ठ अधिवक्ता प्रशांत भूषण शामिल थे।

तीन शिकायतों के बाद पुलिस की भूमिका जांच के घेरे में

पूरे विवाद की शुरुआत तीन महिला पत्रकारों की अलग-अलग शिकायतों से हुई।

महिलाओं ने आरोप लगाया है कि 3 अक्टूबर के प्रदर्शन की रिपोर्टिंग के दौरान पुलिसकर्मियों ने उनके साथ अनुचित शारीरिक व्यवहार, कथित यौन दुर्व्यवहार या धक्का-मुक्की की।

दिल्ली पुलिस ने शिकायतों को जांच के लिए क्राइम ब्रांच को सौंप दिया है। पुलिस के अनुसार, तीनों महिलाओं के बयान रविवार को दर्ज किए गए और उनका चिकित्सकीय परीक्षण भी कराया गया।

जांच में प्रदर्शन स्थल और आसपास लगे सीसीटीवी कैमरों की रिकॉर्डिंग भी देखी जाएगी।

दिल्ली पुलिस की उपायुक्त नेहा यादव ने लोगों से अपील की है कि यदि किसी के पास घटनाओं से संबंधित वीडियो फुटेज है तो उसे क्राइम ब्रांच को उपलब्ध कराया जाए।

हालांकि, शिकायतों में लगाए गए आरोप अभी जांच के स्तर पर हैं और उनकी स्वतंत्र पुष्टि नहीं हुई है।

पत्रकारों ने अलग-अलग घटनाओं का किया जिक्र

एक महिला पत्रकार ने अपनी शिकायत में दावा किया कि वह नेहा बोरा सहित महिला प्रदर्शनकारियों को हिरासत में लिए जाने की घटना देख रही थीं। उन्होंने आरोप लगाया कि उस समय मौके पर कोई महिला पुलिसकर्मी मौजूद नहीं थी।

शिकायत के मुताबिक, जब उन्होंने इस पर सवाल उठाया तो एक पुलिस अधिकारी ने कथित तौर पर उन्हें धक्का दिया। महिला पत्रकार का दावा है कि विरोध जताने पर अधिकारी वहां से चला गया।

दूसरी पत्रकार ने बताया कि वह दोपहर करीब तीन बजे अशोक रोड पर प्रदर्शन की कवरेज कर रही थीं। वह योगेंद्र यादव और प्रशांत भूषण को हिरासत में लिए जाने की रिकॉर्डिंग कर रही थीं, तभी उन्होंने अपनी पीठ पर किसी के स्पर्श का अनुभव किया।

उनके अनुसार, पीछे मुड़ने पर एक पुलिस अधिकारी उनके बेहद करीब खड़ा दिखाई दिया। पत्रकार ने आरोप लगाया कि जब उन्होंने कथित अनुचित स्पर्श का विरोध किया तो अधिकारी ने उनके आरोप को स्वीकार नहीं किया।

इन घटनाओं की वास्तविक स्थिति अब जांच के दौरान उपलब्ध साक्ष्यों के आधार पर सामने आएगी।

CJP ने महिलाओं के समर्थन में उठाई आवाज

कॉकरोच जनता पार्टी (CJP) ने शिकायत करने वाली महिलाओं के समर्थन में पुलिस के खिलाफ कार्रवाई और एफआईआर दर्ज करने की मांग की है।

CJP की कानूनी टीम की प्रमुख रत्ना सिंह ने दावा किया कि एक महिला, जिसने एक एसीपी पर कथित छेड़छाड़ का आरोप लगाया है, एफआईआर की मांग कर रहे लोगों के साथ हिरासत में ली गईं।

सिंह ने यह भी आरोप लगाया कि हिरासत में लिए गए कुछ लोगों के साथ पुलिस ने मारपीट की और दो लोगों को बुरी तरह पीटे जाने का दावा किया।

इन आरोपों की स्वतंत्र पुष्टि नहीं हुई है।

संगठन ने सवाल उठाया कि पुलिस पर कार्रवाई की मांग कर रहे लोगों को ही हिरासत में क्यों लिया गया और सभी हिरासत में लिए गए लोगों को तत्काल रिहा करने की मांग की।

पुलिस ने हिरासत में मारपीट से किया इनकार

दिल्ली पुलिस ने हिरासत में लिए गए लोगों के साथ मारपीट किए जाने के आरोप को खारिज कर दिया है।

एक पुलिस अधिकारी ने कहा कि प्रदर्शनकारियों ने हिरासत का विरोध किया था और उन्हें बस तक ले जाने के दौरान पुरुष तथा महिला दोनों पुलिसकर्मी मौजूद थे।

अधिकारी ने दावा किया कि किसी के साथ मारपीट या दुर्व्यवहार नहीं किया गया।

अब मामले की जांच क्राइम ब्रांच के पास है। महिलाओं के बयान, सीसीटीवी फुटेज और अन्य उपलब्ध साक्ष्य यह तय करने में अहम होंगे कि प्रदर्शन और हिरासत के दौरान वास्तव में क्या हुआ था।

इस मामले ने एक साथ कई महत्वपूर्ण सवाल खड़े कर दिए हैं—प्रदर्शन स्थल पर पत्रकारों की सुरक्षा, प्रतिबंधित क्षेत्रों में पुलिस कार्रवाई, हिरासत के दौरान पुलिस के आचरण और पुलिसकर्मियों के खिलाफ आने वाली शिकायतों की निष्पक्ष जांच।
