Supreme Court Orders Delhi Police to Intensify Patrolling, Calls for Zero Tolerance Towards Crimes Against Women
NEW DELHI: Expressing serious concern over women’s safety in the national capital, the Supreme Court on Monday called for a fundamental change in Delhi Police’s approach to tackling sexual offences.
The court emphasised that preventing crimes must take precedence over arresting offenders after an incident has occurred.
Hearing a suo motu petition prompted by recent incidents of sexual violence in Delhi, a bench comprising Justices J.B. Pardiwala and K. Vinod Chandran directed the police to translate security plans into effective action.
The judges stressed that administrative instructions would serve little purpose unless their implementation produced visible improvements in public safety.
The court identified intensive patrolling, constant surveillance and a stronger police presence at vulnerable locations as essential elements of a preventive security strategy. It also underlined the importance of restoring public confidence in law enforcement.
Supreme Court Demands Visible Police Presence Across Delhi
The bench instructed Delhi Police to strengthen security arrangements throughout the capital, particularly at locations frequently used by women and young girls.
Bus terminals, Metro stations, railway premises, educational institutions and other public gathering places were identified as priority areas for intensified surveillance.
The judges called for increased police deployment during both daytime and nighttime hours to discourage potential offenders.
The court made it clear that the police must adopt a proactive approach rather than waiting for an offence to occur before initiating action.
With the festive season approaching, the bench emphasised that a visible and effective police presence could help deter criminal activity.
However, it cautioned that stronger enforcement must not result in harassment or excessive police action against ordinary citizens.
Police Must Inspire Confidence, Not Fear
Beyond increasing patrols, the Supreme Court highlighted the importance of building a relationship of trust between police personnel and the communities they serve.
The judges observed that citizens, particularly women facing threatening situations, should feel comfortable approaching police officers for assistance.
According to the bench, effective policing requires personnel who are accessible, responsive and capable of reassuring people in distress.
The court encouraged senior police officials to ensure that preventive policing remains focused on protecting citizens without compromising their dignity or freedom.
Recruitment, Training and Accountability Come Under Scrutiny
The hearing also brought attention to staffing shortages within Delhi Police.
Senior advocate Liz Mathew, assisting the Supreme Court as amicus curiae, referred to a Comptroller and Auditor General audit that had identified vacancies in several categories of police posts.
She pointed out that expanding patrol operations would require adequate personnel, making recruitment an important component of the proposed security improvements.
Solicitor General Tushar Mehta, representing Delhi Police, informed the bench that authorities were preparing a comprehensive response to the court’s September 28 directions. He also outlined measures already undertaken to strengthen vigilance.
The judges asked him to ensure that recruitment requirements were addressed and that constables received appropriate training to deal with situations involving threats to women’s safety.
The bench also raised the possibility of holding police personnel accountable when negligence in carrying out assigned patrol duties contributes to criminal incidents.
Supreme Court Proposes Centralised CCTV Monitoring System
Technology emerged as another major focus of the proceedings.
The Supreme Court suggested establishing a large centralised monitoring facility capable of continuously supervising CCTV feeds from public spaces, parks and other potentially unsafe locations.
Such a system could enable control-room personnel to identify suspicious activity and alert police teams before a threatening situation escalates into a serious crime.
The proposal forms part of the court’s broader examination of surveillance infrastructure and security deficiencies across the capital.
Under its September 28 directions, Delhi Police was asked to assess safety arrangements at public places, including roads, parks, bus stops and Metro stations.
The court has repeatedly emphasised that public infrastructure must be designed and managed in a manner that allows women to move freely without fear.
Alleged Gang-Rape Case Exposes Serious Security Deficiencies
The proceedings follow widespread public concern over the alleged gang rape of a 17-year-old girl at Aastha Kunj Park on September 21.
The incident triggered protests and intensified scrutiny of security arrangements in Delhi’s public parks.
A subsequent safety assessment by the Delhi Development Authority revealed substantial shortcomings in surveillance infrastructure.
According to the audit, CCTV cameras had been installed in only 16 of the 736 parks managed by the authority.
The assessment classified 190 parks as high-risk locations. It also identified 520 parks requiring improved lighting and 323 needing additional CCTV coverage.
Other deficiencies included inadequate boundary protection, poorly secured entrances, insufficient toilet facilities, and abandoned structures that could create potential security risks.
At Aastha Kunj Park alone, authorities have identified more than 30 locations where CCTV cameras are proposed to be installed.
The park’s isolated stretches and densely wooded sections have presented additional challenges for effective surveillance.
Women’s Freedom and Constitutional Rights at the Centre of Debate
The Supreme Court has connected the issue of women’s safety with the constitutional guarantee of life and personal liberty under Article 21.
During earlier proceedings, the bench questioned whether authorities had adequately addressed the security failures highlighted by the 2012 Nirbhaya case.
It expressed concern over persistent weaknesses in public safety arrangements and criticised what it described as systemic failures involving the Delhi government and police.
The court’s observations have also renewed discussion about women’s ability to access public spaces without restrictions, particularly after sunset.
Delhi Chief Minister Rekha Gupta has maintained that protecting women should not involve limiting their freedom of movement.
She has advocated better street lighting, expanded CCTV surveillance, additional security personnel at vulnerable locations and faster handling of cases involving women and girls.
The Supreme Court is expected to issue a detailed order outlining its latest directions. It has scheduled the matter for further hearing on November 16.
The proceedings have placed renewed responsibility on Delhi Police to demonstrate that enhanced surveillance, effective patrolling and institutional accountability can deliver meaningful improvements in women’s safety.

नई दिल्ली: राष्ट्रीय राजधानी में महिलाओं के विरुद्ध बढ़ती यौन हिंसा की घटनाओं पर गंभीर रुख अपनाते हुए सुप्रीम कोर्ट ने सोमवार को दिल्ली पुलिस से अपराध नियंत्रण की अपनी कार्यप्रणाली में व्यापक बदलाव लाने को कहा।
अदालत ने स्पष्ट किया कि अपराध हो जाने के बाद आरोपियों को गिरफ्तार कर लेना पर्याप्त नहीं है। पुलिस की प्राथमिक जिम्मेदारी ऐसी घटनाओं को होने से पहले रोकना है।
दिल्ली में यौन अपराधों की हालिया घटनाओं का स्वतः संज्ञान लेकर सुनवाई कर रही न्यायमूर्ति जे.बी. पारदीवाला और न्यायमूर्ति के. विनोद चंद्रन की पीठ ने पुलिस अधिकारियों को सुरक्षा संबंधी योजनाओं को धरातल पर प्रभावी ढंग से लागू करने के निर्देश दिए।
पीठ ने कहा कि केवल दिशा-निर्देश जारी करने या कागजी योजनाएं तैयार करने से महिलाओं की सुरक्षा सुनिश्चित नहीं की जा सकती। इसके लिए सार्वजनिक स्थानों पर पुलिस की सक्रिय मौजूदगी, प्रभावी निगरानी और अपराधियों के विरुद्ध सख्त निवारक व्यवस्था आवश्यक है।
बस अड्डों, मेट्रो स्टेशनों और शिक्षण संस्थानों की सुरक्षा बढ़ाने पर जोर
सुप्रीम कोर्ट ने दिल्ली पुलिस को राजधानी के संवेदनशील इलाकों में दिन-रात गश्त बढ़ाने के निर्देश दिए हैं।
अदालत ने विशेष रूप से बस स्टॉप, मेट्रो स्टेशन, रेलवे स्टेशन, स्कूलों, कॉलेज परिसरों और महिलाओं की अधिक आवाजाही वाले सार्वजनिक स्थानों पर सुरक्षा व्यवस्था मजबूत करने को कहा।
पीठ के अनुसार, पुलिस की सक्रिय उपस्थिति ऐसी होनी चाहिए कि आपराधिक प्रवृत्ति के लोगों में कानून का भय उत्पन्न हो और वे किसी वारदात को अंजाम देने का दुस्साहस न कर सकें।
त्योहारी मौसम को देखते हुए अदालत ने पुलिस को अतिरिक्त सतर्कता बरतने की सलाह दी।
हालांकि, न्यायाधीशों ने यह भी स्पष्ट किया कि सुरक्षा व्यवस्था मजबूत करने के नाम पर आम नागरिकों को अनावश्यक परेशानी या पुलिस की ज्यादती का सामना नहीं करना पड़ना चाहिए।
पुलिस का व्यवहार ऐसा हो कि लोग बेझिझक मदद मांग सकें
सुनवाई के दौरान सुप्रीम कोर्ट ने पुलिस और आम जनता के बीच विश्वासपूर्ण संबंध स्थापित करने की आवश्यकता पर भी जोर दिया।
पीठ ने कहा कि पुलिसकर्मियों का आचरण ऐसा होना चाहिए कि संकट में फंसे नागरिक उनसे सहायता मांगने में संकोच न करें।
विशेषकर महिलाओं और किशोरियों को यह भरोसा होना चाहिए कि किसी असुरक्षित परिस्थिति में पुलिस उनकी सहायता के लिए तत्काल उपलब्ध होगी।
अदालत ने वरिष्ठ पुलिस अधिकारियों को निर्देश दिया कि वे अपने अधीनस्थ कर्मचारियों को संवेदनशील और जिम्मेदार पुलिस व्यवस्था विकसित करने के लिए प्रोत्साहित करें।
न्यायाधीशों ने कहा कि पुलिस का उद्देश्य नागरिकों में भय पैदा करना नहीं, बल्कि अपराधियों को कानून की सख्ती का एहसास कराना होना चाहिए।
पुलिस विभाग में रिक्त पदों और कर्मचारियों के प्रशिक्षण का मुद्दा उठा
सुनवाई के दौरान दिल्ली पुलिस में कर्मचारियों की कमी का विषय भी प्रमुखता से सामने आया।
अदालत की सहायता कर रहीं वरिष्ठ अधिवक्ता लिज मैथ्यू ने नियंत्रक एवं महालेखा परीक्षक की एक ऑडिट रिपोर्ट का उल्लेख करते हुए बताया कि दिल्ली पुलिस में विभिन्न श्रेणियों के अनेक पद रिक्त हैं।
उन्होंने कहा कि व्यापक स्तर पर गश्त और निगरानी व्यवस्था लागू करने के लिए पर्याप्त संख्या में प्रशिक्षित पुलिसकर्मियों की उपलब्धता आवश्यक है।
दिल्ली पुलिस की ओर से पेश सॉलिसिटर जनरल तुषार मेहता ने अदालत को बताया कि 28 सितंबर को जारी निर्देशों के संबंध में विस्तृत जवाब तैयार किया जा रहा है। उन्होंने सुरक्षा व्यवस्था मजबूत करने के लिए अब तक उठाए गए कदमों की भी जानकारी दी।
पीठ ने पुलिस विभाग में आवश्यक भर्तियां सुनिश्चित करने तथा कांस्टेबल स्तर के कर्मचारियों को अपराध रोकने के लिए उपयुक्त प्रशिक्षण देने पर जोर दिया।
इसके अतिरिक्त, अदालत ने उन पुलिसकर्मियों की जवाबदेही तय करने का सुझाव दिया जो निर्धारित गश्त संबंधी जिम्मेदारियों का पालन नहीं करते और जिनकी लापरवाही किसी आपराधिक घटना का कारण बनती है।
सार्वजनिक स्थानों की निगरानी के लिए केंद्रीय नियंत्रण कक्ष का सुझाव
महिलाओं की सुरक्षा के लिए आधुनिक तकनीक के उपयोग को महत्वपूर्ण बताते हुए सुप्रीम कोर्ट ने व्यापक सीसीटीवी निगरानी व्यवस्था विकसित करने का प्रस्ताव रखा।
पीठ ने सुझाव दिया कि राजधानी में एक बड़ा केंद्रीय निगरानी प्रकोष्ठ स्थापित किया जा सकता है, जहां से पार्कों, सड़कों और अन्य संवेदनशील सार्वजनिक स्थानों पर लगे सीसीटीवी कैमरों की लगातार निगरानी की जाए।
इस व्यवस्था के माध्यम से संदिग्ध गतिविधियों की समय रहते पहचान कर संबंधित पुलिस दलों को तत्काल सतर्क किया जा सकेगा।
अदालत का मानना है कि प्रभावी तकनीकी निगरानी और त्वरित पुलिस कार्रवाई के बीच बेहतर तालमेल स्थापित करके अनेक गंभीर अपराधों को रोका जा सकता है।
इससे पहले 28 सितंबर को सुप्रीम कोर्ट ने दिल्ली पुलिस को राजधानी के सार्वजनिक स्थानों का सुरक्षा ऑडिट करने के निर्देश दिए थे।
इस प्रक्रिया का उद्देश्य उन स्थानों की पहचान करना है जहां अपर्याप्त रोशनी, कमजोर निगरानी या पुलिस की सीमित मौजूदगी के कारण महिलाओं की सुरक्षा प्रभावित हो सकती है।
आस्था कुंज पार्क की घटना के बाद सुरक्षा व्यवस्था पर उठे गंभीर सवाल
दिल्ली में महिलाओं की सुरक्षा को लेकर नए सिरे से चिंता उस समय बढ़ गई जब 21 सितंबर को आस्था कुंज पार्क में 17 वर्षीय किशोरी के साथ कथित सामूहिक दुष्कर्म का मामला सामने आया।
घटना के विरोध में हुए प्रदर्शनों के बाद राजधानी के सार्वजनिक पार्कों में सुरक्षा संबंधी व्यवस्थाओं की व्यापक समीक्षा शुरू हुई।
दिल्ली विकास प्राधिकरण द्वारा कराए गए सुरक्षा ऑडिट में कई चिंताजनक तथ्य सामने आए।
रिपोर्ट के अनुसार, प्राधिकरण के अधीन कुल 736 पार्कों में से केवल 16 में सीसीटीवी कैमरे लगे पाए गए।
323 पार्कों में अतिरिक्त सीसीटीवी कैमरों की आवश्यकता
ऑडिट में कई पार्कों की चारदीवारी, प्रवेश द्वार, शौचालयों और परित्यक्त ढांचों से संबंधित सुरक्षा खामियां भी उजागर हुईं।
आस्था कुंज पार्क में ही 30 से अधिक स्थानों पर नए सीसीटीवी कैमरे लगाने की आवश्यकता चिह्नित की गई है।
अधिकारियों के अनुसार, पार्क के सुनसान हिस्सों और घने पेड़ों वाले क्षेत्रों में निगरानी की पर्याप्त व्यवस्था नहीं होने से सुरक्षा संबंधी चुनौतियां बढ़ जाती हैं।
महिलाओं की सुरक्षा और स्वतंत्रता दोनों सुनिश्चित करना जरूरी
सुप्रीम कोर्ट ने महिलाओं की सुरक्षा के प्रश्न को संविधान के अनुच्छेद 21 के अंतर्गत प्राप्त जीवन और व्यक्तिगत स्वतंत्रता के मौलिक अधिकार से भी जोड़ा है।
पूर्व की सुनवाई के दौरान अदालत ने सवाल उठाया था कि वर्ष 2012 के निर्भया कांड के बाद सामने आई सुरक्षा संबंधी खामियों से प्रशासन ने कितने प्रभावी सबक लिए हैं।
पीठ ने दिल्ली सरकार और पुलिस की व्यवस्थागत कमियों पर चिंता व्यक्त करते हुए सार्वजनिक स्थानों को महिलाओं के लिए सुरक्षित बनाने की आवश्यकता दोहराई।
इस बीच, दिल्ली की मुख्यमंत्री रेखा गुप्ता ने भी स्पष्ट किया है कि महिलाओं की सुरक्षा सुनिश्चित करने का अर्थ उनकी स्वतंत्रता पर प्रतिबंध लगाना नहीं होना चाहिए।
उन्होंने संवेदनशील इलाकों में बेहतर प्रकाश व्यवस्था, अधिक सीसीटीवी कैमरे, अतिरिक्त सुरक्षाकर्मियों की तैनाती तथा महिलाओं और किशोरियों से संबंधित मामलों के शीघ्र निस्तारण की आवश्यकता बताई है।
सुप्रीम कोर्ट इस मामले में विस्तृत आदेश जारी करेगा। अगली सुनवाई 16 नवंबर को निर्धारित की गई है।
अदालत की ताजा टिप्पणियों ने दिल्ली पुलिस के सामने एक महत्वपूर्ण चुनौती रखी है। अब उसे यह सुनिश्चित करना होगा कि सुरक्षा योजनाएं केवल सरकारी दस्तावेजों तक सीमित न रहें, बल्कि राजधानी की महिलाओं को सार्वजनिक स्थानों पर वास्तविक सुरक्षा और निर्भय होकर आवागमन की स्वतंत्रता प्रदान करें।
