Containers block key routes as Pakistan deploys thousands of security personnel; three of jailed ex-PM’s sisters detained ahead of PTI protest
ISLAMABAD: Pakistan’s federal capital is under heightened security ahead of a planned September 27 march by supporters of jailed former prime minister Imran Khan, with authorities restricting access to Islamabad, deploying additional security personnel and erecting extensive barricades around sensitive areas.
The Pakistan Tehreek-e-Insaf (PTI), founded by Khan, has called on supporters to march towards the capital to demand his release from prison.
The planned mobilisation has prompted an extensive security response, particularly on roads connecting Islamabad with Khyber Pakhtunkhwa, where PTI is in power.
Several major routes leading into the capital have been closed or restricted.
The Islamabad-Peshawar motorway, roads towards Dera Ismail Khan and the Hazara motorway, along with the Grand Trunk Road near Attock, have reportedly faced closures or restrictions.
Authorities have also installed shipping containers at strategic points, including around Islamabad’s government district.
The scale of the security operation has been substantial.
Reports have put the number of additional police and paramilitary personnel being brought into and around Islamabad in the tens of thousands, while police from other provinces have also been mobilised.
Schools and colleges have reportedly been used to accommodate security personnel brought in from outside the capital.
Three of Imran Khan’s sisters detained
The preparations have coincided with a crackdown on PTI supporters and members of Khan’s family.
Aleema Khan, one of Imran Khan’s sisters, was detained at her Lahore residence on September 20 under the Maintenance of Public Order law.
Her sisters Uzma Khan and Noreen Niazi were subsequently taken into custody as well. The detentions have been challenged in the Lahore High Court.
Authorities have cited public-order concerns for the detentions. PTI and Khan’s family, however, have criticised the action and linked it to the planned Islamabad mobilisation.
The arrests have become another flashpoint between the government and the opposition party ahead of September 27.
Khan’s party has previously organised major demonstrations that have resulted in confrontations with security forces.
The government has therefore warned that it will not permit protesters to disrupt roads or create a law-and-order situation in the capital.
Interior Minister Mohsin Naqvi has said police have been instructed to respond if the demonstration becomes violent, signalling that the authorities intend to take a firm approach to any attempt to breach security restrictions.
Islamabad roads turned into barriers
The security preparations have transformed parts of Islamabad’s main road network.
Containers have been positioned at important junctions and around the Red Zone, which houses Parliament, government buildings, diplomatic missions and other sensitive installations.
According to Al Jazeera, some containers have been welded together and filled with sand or gravel, making them substantially harder to move. The measures have also disrupted normal traffic between Islamabad, Rawalpindi and neighbouring regions.
The restrictions come after the Islamabad High Court ruled that political parties cannot block roads leading into the capital and barred provincial governments from using state machinery for such demonstrations.
The Dawn newspaper has criticised the scale of the preparations.
In an editorial, it argued that the extensive deployment of security forces, barricades and trenches risked making an otherwise manageable political gathering considerably more confrontational.
Hospitals put on heightened alert
Concerns over possible clashes have extended to Islamabad’s hospitals.
Several reports say medical facilities in the capital have been instructed to prepare for a possible surge in casualties, with emergency departments, ambulances, medical supplies and hospital beds placed on heightened readiness.
Reports also said some scheduled non-emergency procedures were postponed and staff leave was restricted.
The reported preparations reflect official concern over the possibility that the protest could result in injuries or prolonged unrest. However, the actual scale and nature of any confrontation will depend on how the march unfolds.
PTI seeks release of Imran Khan
At the centre of the dispute is Imran Khan, who has remained in prison since August 2023 after being convicted in corruption-related cases. His party has repeatedly rejected the cases against him as politically motivated.
PTI’s September 27 mobilisation is aimed principally at securing Khan’s release and pressing broader demands concerning constitutional rights and the rule of law.
The government, meanwhile, has maintained that demonstrations cannot be allowed to paralyse the capital or threaten public safety.
Concerns over Khan’s health
The political confrontation has also been accompanied by renewed concern over Khan’s health.
His sons, Kasim Khan and Sulaiman Khan, have publicly expressed concern about their father’s condition in prison.
They have alleged that his detention conditions amount to psychological and physical mistreatment and have levelled accusations against Pakistan’s powerful military establishment. Those allegations have not been independently established.
Khan’s supporters have also raised concerns about his eyesight, claiming that he has suffered substantial loss of vision in his right eye.
The health claims have become another point of contention between his family, party and the authorities.
With the September 27 march approaching, Islamabad remains heavily fortified and key transport links face restrictions.
The confrontation now presents a major test for both the PTI’s ability to mobilise supporters and the government’s effort to prevent a large political gathering from escalating into violence.

प्रमुख मार्गों पर आवाजाही सीमित की जा रही है, बड़ी संख्या में पुलिस और अर्धसैनिक बलों को तैनात किया गया है तथा संवेदनशील इलाकों में भारी कंटेनर लगाकर रास्ते रोके जा रहे हैं।
इमरान खान की पार्टी पाकिस्तान तहरीक-ए-इंसाफ (PTI) ने अपने संस्थापक और जेल में बंद पूर्व प्रधानमंत्री की रिहाई की मांग को लेकर राजधानी की ओर मार्च का आह्वान किया है।
इस प्रदर्शन को लेकर सरकार ने विशेष रूप से खैबर पख्तूनख्वा से इस्लामाबाद आने वाले मार्गों पर सुरक्षा बढ़ाई है। इस प्रांत में PTI की सरकार है।
राजधानी को देश के उत्तर-पश्चिमी हिस्से से जोड़ने वाले कई रास्तों पर प्रतिबंध लगाए गए हैं। इस्लामाबाद-पेशावर मोटरवे के अलावा डेरा इस्माइल खान की दिशा में जाने वाले मार्ग, हजारा मोटरवे और अटक के पास ग्रैंड ट्रंक रोड पर भी यातायात प्रभावित होने की खबरें हैं। इस्लामाबाद के सरकारी इलाके के आसपास भी कंटेनर खड़े किए गए हैं।
सुरक्षा अभियान का दायरा काफी बड़ा बताया जा रहा है। विभिन्न रिपोर्टों के अनुसार राजधानी और उसके आसपास अतिरिक्त पुलिस तथा अर्धसैनिक बलों के हजारों जवान तैनात किए गए हैं। दूसरे प्रांतों से बुलाए गए सुरक्षा कर्मियों के ठहरने के लिए स्कूलों और कॉलेजों का इस्तेमाल किए जाने की भी खबर है।
इमरान की तीन बहनों को हिरासत में लिया गया
सुरक्षा तैयारियों के बीच इमरान खान के परिवार और PTI से जुड़े लोगों के खिलाफ कार्रवाई ने राजनीतिक तनाव और बढ़ा दिया है।
इमरान खान की बहन अलीमा खान को 20 सितंबर को लाहौर स्थित उनके घर से हिरासत में लिया गया था। इसके बाद उनकी दो अन्य बहनों उजमा खान और नोरीन नियाजी को भी हिरासत में लिए जाने की खबर सामने आई। इन हिरासतों को लाहौर हाई कोर्ट में चुनौती दी गई है।
प्रशासन ने इन कार्रवाइयों के पीछे सार्वजनिक व्यवस्था से जुड़ी चिंताओं का हवाला दिया है। वहीं PTI और खान के परिवार ने इन कदमों की आलोचना करते हुए इन्हें प्रस्तावित मार्च से जोड़ा है। सितंबर 27 के प्रदर्शन से पहले हुई ये गिरफ्तारियां सरकार और विपक्षी पार्टी के बीच टकराव का एक और प्रमुख मुद्दा बन गई हैं।
इमरान खान की पार्टी इससे पहले भी बड़े विरोध प्रदर्शन कर चुकी है, जिनमें प्रदर्शनकारियों और सुरक्षा बलों के बीच टकराव हुआ था। इसी पृष्ठभूमि में सरकार ने स्पष्ट किया है कि वह राजधानी में सड़कों को बाधित करने या कानून-व्यवस्था बिगाड़ने की अनुमति नहीं देगी।
पाकिस्तान के गृह मंत्री मोहसिन नकवी ने भी चेतावनी दी है कि यदि प्रदर्शन हिंसक हुआ तो पुलिस कार्रवाई करेगी। इससे संकेत मिलता है कि सरकार प्रदर्शन के दौरान सुरक्षा प्रतिबंधों के उल्लंघन को लेकर सख्त रुख अपनाने की तैयारी में है।
कंटेनरों से घेरा गया राजधानी का अहम हिस्सा
इस्लामाबाद में सुरक्षा व्यवस्था का असर शहर की प्रमुख सड़कों पर साफ दिखाई दे रहा है। रेड जोन और महत्वपूर्ण चौराहों पर बड़े-बड़े कंटेनर लगाए गए हैं। रेड जोन में संसद, सरकारी कार्यालय, राजनयिक मिशन और अन्य संवेदनशील संस्थान स्थित हैं।
अल जजीरा की रिपोर्ट के अनुसार कुछ कंटेनरों को आपस में वेल्ड किया गया है और उनमें रेत तथा बजरी भरी गई है, ताकि उन्हें आसानी से हटाया न जा सके। इन अवरोधों के कारण इस्लामाबाद, रावलपिंडी और आसपास के इलाकों के बीच सामान्य यातायात भी प्रभावित हुआ है।
यह कदम इस्लामाबाद हाई कोर्ट के उस आदेश के बाद भी सामने आया है जिसमें राजनीतिक दलों को राजधानी की ओर जाने वाली सड़कों को अवरुद्ध करने से रोका गया था और प्रांतीय सरकारों को ऐसे प्रदर्शनों के लिए सरकारी संसाधनों के इस्तेमाल से मना किया गया था।
पाकिस्तान के प्रमुख अखबार डॉन ने भी सुरक्षा तैयारियों के व्यापक स्तर पर सवाल उठाए हैं। एक संपादकीय में अखबार ने कहा कि बड़ी संख्या में सुरक्षाबलों की तैनाती, कंटेनर और खाइयां तैयार किए जाने से एक राजनीतिक कार्यक्रम और अधिक टकरावपूर्ण स्थिति में बदल सकता है।
अस्पतालों को भी हाई अलर्ट पर रखा गया
प्रदर्शन को लेकर चिंता केवल सड़कों तक सीमित नहीं है। इस्लामाबाद के अस्पतालों को भी संभावित आपात स्थिति से निपटने के लिए तैयार रहने को कहा गया है।
रिपोर्टों के मुताबिक अस्पतालों को संभावित बड़ी संख्या में घायलों के पहुंचने की स्थिति के लिए तैयार रहने, आपातकालीन विभागों को सक्रिय रखने और एंबुलेंस व चिकित्सा संसाधनों की उपलब्धता सुनिश्चित करने के निर्देश दिए गए हैं। कुछ गैर-जरूरी चिकित्सा प्रक्रियाओं को टालने और अस्पताल कर्मचारियों की छुट्टियों पर भी रोक लगाने की खबरें हैं।
इन तैयारियों से पता चलता है कि प्रशासन प्रदर्शन के दौरान संभावित झड़पों और कानून-व्यवस्था की गंभीर स्थिति को लेकर सतर्क है। हालांकि, वास्तविक स्थिति इस बात पर निर्भर करेगी कि 27 सितंबर का मार्च किस तरह आगे बढ़ता है।
इमरान खान की रिहाई PTI की मुख्य मांग
पूरे विवाद के केंद्र में इमरान खान हैं, जो अगस्त 2023 से जेल में हैं। उन्हें भ्रष्टाचार से जुड़े मामलों में सजा सुनाई गई है। उनकी पार्टी इन मामलों को राजनीतिक रूप से प्रेरित बताती रही है।
27 सितंबर के मार्च का मुख्य उद्देश्य इमरान खान की रिहाई की मांग करना है। इसके साथ PTI ने संविधान की सर्वोच्चता और कानून के शासन से जुड़े मुद्दों को भी उठाया है।
दूसरी ओर सरकार का कहना है कि किसी भी राजनीतिक प्रदर्शन को राजधानी की सामान्य गतिविधियों को बाधित करने या सार्वजनिक सुरक्षा के लिए खतरा पैदा करने की अनुमति नहीं दी जा सकती।
इमरान की सेहत को लेकर भी चिंता
राजनीतिक तनाव के बीच जेल में बंद इमरान खान की स्वास्थ्य स्थिति को लेकर भी उनके परिवार की ओर से चिंता जताई गई है।
उनके बेटों कासिम खान और सुलेमान खान ने सार्वजनिक रूप से अपने पिता के स्वास्थ्य को लेकर चिंता व्यक्त की है। उन्होंने जेल में उनकी परिस्थितियों पर सवाल उठाते हुए मानसिक और शारीरिक प्रताड़ना जैसे आरोप लगाए हैं। हालांकि, इन आरोपों की स्वतंत्र पुष्टि नहीं हुई है।
इमरान खान के समर्थकों ने उनकी दाईं आंख की रोशनी को लेकर भी चिंता जताई है और दावा किया है कि उनकी दृष्टि काफी प्रभावित हुई है। उनकी सेहत से जुड़े ये दावे भी पाकिस्तान सरकार, खान के परिवार और PTI के बीच विवाद का हिस्सा बन गए हैं।
