Pakistan Undermined Indus Waters Treaty Long Before India Put It in Abeyance, Says Envoy Vinay Kwatra

Washington/New Delhi: India’s Ambassador to the United States, Vinay Kwatra, has mounted a forceful defence of New Delhi’s decision to place the Indus Waters Treaty (IWT) in abeyance, asserting that Pakistan had already hollowed out the very foundation of the landmark agreement through decades of hostile conduct.

In an article published in the US magazine Newsweek, the envoy argued that the treaty was conceived in an atmosphere of trust and cooperation, values that Islamabad systematically dismantled over the years.

According to Kwatra, India’s decision to suspend the implementation of the treaty merely reflected an existing reality rather than creating a new one.

He maintained that Pakistan’s sustained actions had steadily eroded the confidence on which the 1960 pact was built, leaving little scope for the agreement to function in its original spirit.

Commenting on Pakistan’s recent conference in Islamabad opposing India’s move, the ambassador said the event exposed Islamabad’s continuing reliance on confrontation instead of constructive engagement.

He noted that remarks made during the gathering, including threats of war if Pakistan’s demands over the Indus river system were not accepted, reinforced India’s concerns.

Kwatra described such rhetoric as a familiar strategy employed by Pakistan to divert public attention from its domestic challenges.

Tracing the origins of the Indus Waters Treaty, the envoy recalled that the agreement allocated the six rivers of the Indus basin between the two neighbours, with India receiving rights over the eastern rivers and Pakistan securing control over the western river system.

He observed that the arrangement gave Pakistan access to the overwhelming share of the basin’s water resources while significantly limiting India’s entitlement.

Despite this unequal distribution, India continued to honour every obligation under the treaty for decades, Kwatra wrote.

However, he said Pakistan consistently resisted New Delhi’s efforts to update the agreement in line with technological advancements and changing developmental requirements, including proposals relating to hydropower projects and improved water management.

The ambassador argued that this repeated obstruction steadily weakened India’s confidence in its ability to fully exercise the rights guaranteed under the treaty.

He said opportunities to modernise the agreement in keeping with contemporary realities were repeatedly frustrated, making meaningful implementation increasingly difficult.

Responding to renewed suggestions that India and Pakistan should resume bilateral dialogue, Kwatra maintained that history offered little reason for optimism.

He contended that repeated rounds of engagement had failed to curb cross-border terrorism or produce durable outcomes, raising serious questions about the effectiveness of pursuing the same approach again.

Reiterating India’s present policy, the ambassador referred to Prime Minister Narendra Modi’s position that terrorism cannot coexist with dialogue, trade or normal bilateral relations.

He stressed that India’s decisions were guided by national security considerations and the need to respond firmly to continued cross-border terrorism.

Rejecting Pakistan’s allegation that India was using water as a strategic weapon, Kwatra said the neighbouring country’s water crisis stemmed largely from internal administrative shortcomings.

He pointed out that a substantial portion of the water available to Pakistan is lost because of poor infrastructure, inefficient distribution systems and inadequate resource management, while significant quantities eventually flow into the sea without being productively utilised.

India placed the Indus Waters Treaty in abeyance following the April 22, 2025 terrorist attack in Pahalgam, Jammu and Kashmir, in which 26 civilians, including 25 Indians and one Nepali citizen, lost their lives.

Indian authorities attributed the attack to Pakistan-based and Pakistan-trained terrorists linked to the banned Lashkar-e-Taiba, after which New Delhi announced a series of diplomatic and strategic measures, including the suspension of the treaty.

वॉशिंगटन/नई दिल्ली: अमेरिका में भारत के राजदूत विनय क्वात्रा ने सिंधु जल संधि (आईडब्ल्यूटी) को स्थगित रखने के भारत के निर्णय का जोरदार बचाव करते हुए कहा है कि इस ऐतिहासिक समझौते की मूल भावना को भारत ने नहीं, बल्कि पाकिस्तान ने वर्षों पहले ही अपने आचरण से नष्ट कर दिया था।

अमेरिकी पत्रिका न्यूज़वीक में प्रकाशित अपने लेख में उन्होंने कहा कि यह संधि विश्वास, सद्भाव और सहयोग की नींव पर आधारित थी, लेकिन इस्लामाबाद ने लगातार ऐसे कदम उठाए जिनसे इन मूल सिद्धांतों का क्षरण होता चला गया।

क्वात्रा ने कहा कि भारत द्वारा संधि को अमल से विराम देना कोई नया संकट पैदा करने वाला कदम नहीं था, बल्कि उस वास्तविकता की औपचारिक स्वीकारोक्ति थी जिसे पाकिस्तान की नीतियों ने पहले ही जन्म दे दिया था।

उनके अनुसार दशकों तक जारी शत्रुतापूर्ण रवैये ने दोनों देशों के बीच पारस्परिक भरोसे को समाप्त कर दिया और समझौते के प्रभावी संचालन की संभावना लगातार कमजोर होती गई।

इस्लामाबाद में हाल ही में आयोजित उस सम्मेलन का उल्लेख करते हुए, जिसमें भारत के फैसले का विरोध किया गया, भारतीय राजदूत ने कहा कि वहां व्यक्त किए गए विचार पाकिस्तान की टकरावपूर्ण सोच को उजागर करते हैं।

उन्होंने कहा कि सम्मेलन के दौरान सिंधु नदी प्रणाली को लेकर मांगें पूरी न होने पर युद्ध जैसी धमकियां दी गईं, जो क्षेत्रीय शांति के प्रति पाकिस्तान के दृष्टिकोण को दर्शाती हैं।

क्वात्रा ने इसे देश की आंतरिक समस्याओं से लोगों का ध्यान हटाने की पुरानी रणनीति करार दिया।

संधि की पृष्ठभूमि का उल्लेख करते हुए उन्होंने कहा कि वर्ष 1960 के समझौते के तहत सिंधु बेसिन की छह नदियों का बंटवारा दोनों देशों के बीच किया गया था।

इसके अंतर्गत पूर्वी नदियों पर भारत के अधिकार को मान्यता मिली, जबकि पश्चिमी नदियों का अधिकांश नियंत्रण पाकिस्तान को सौंपा गया।

उन्होंने कहा कि इस व्यवस्था के कारण पाकिस्तान को जल संसाधनों का बड़ा हिस्सा प्राप्त हुआ, जबकि भारत का हिस्सा अपेक्षाकृत सीमित रहा।

इसके बावजूद भारत ने वर्षों तक संधि की प्रत्येक शर्त का ईमानदारी से पालन किया।

राजदूत ने कहा कि बदलती तकनीक, ऊर्जा आवश्यकताओं और जल प्रबंधन की नई चुनौतियों के अनुरूप समझौते में संशोधन अथवा आधुनिकीकरण के भारत के प्रयासों का पाकिस्तान लगातार विरोध करता रहा।

विशेष रूप से जलविद्युत परियोजनाओं से जुड़े प्रस्तावों पर भी इस्लामाबाद ने सहयोगात्मक रवैया नहीं अपनाया।

क्वात्रा के अनुसार लगातार पैदा की गई बाधाओं ने भारत के उस विश्वास को कमजोर कर दिया कि वह संधि के तहत अपने वैध अधिकारों का प्रभावी उपयोग कर सकेगा।

उन्होंने कहा कि समय के अनुरूप समझौते को व्यावहारिक और आधुनिक बनाने का हर प्रयास पाकिस्तान की असहयोगपूर्ण नीति के कारण आगे नहीं बढ़ सका।

भारत-पाकिस्तान वार्ता फिर से शुरू करने की मांगों पर प्रतिक्रिया देते हुए भारतीय राजदूत ने कहा कि अतीत का अनुभव इस दिशा में उत्साहजनक नहीं रहा है।

उनका कहना था कि वर्षों तक चली बातचीत न तो सीमा पार आतंकवाद रोक सकी और न ही स्थायी समाधान दे सकी।

ऐसे में बार-बार उसी प्रक्रिया को दोहराने से अलग परिणाम की अपेक्षा करना वास्तविकता से परे होगा।

भारत की वर्तमान नीति का उल्लेख करते हुए उन्होंने प्रधानमंत्री नरेंद्र मोदी के उस स्पष्ट रुख को दोहराया कि आतंकवाद के साथ बातचीत, व्यापार और सामान्य संबंध एक साथ नहीं चल सकते।

उन्होंने कहा कि भारत के सभी निर्णय राष्ट्रीय सुरक्षा, आतंकवाद के विरुद्ध शून्य-सहनशीलता और नागरिकों की सुरक्षा को सर्वोच्च प्राथमिकता देते हुए लिए जा रहे हैं।

पाकिस्तान द्वारा लगाए जा रहे ‘जल आक्रामकता’ के आरोपों को खारिज करते हुए क्वात्रा ने कहा कि पड़ोसी देश की जल समस्या का मूल कारण उसकी अपनी प्रशासनिक और संसाधन प्रबंधन संबंधी विफलताएं हैं।

उन्होंने कहा कि पाकिस्तान को उपलब्ध होने वाले पानी का बड़ा हिस्सा खराब वितरण व्यवस्था और अपर्याप्त बुनियादी ढांचे के कारण रास्ते में ही नष्ट हो जाता है, जबकि पर्याप्त मात्रा बिना उपयोग के समुद्र में चली जाती है।

भारत ने 22 अप्रैल 2025 को जम्मू-कश्मीर के पहलगाम में हुए आतंकवादी हमले के बाद सिंधु जल संधि को स्थगित रखने का निर्णय लिया था।

इस हमले में 25 भारतीयों और एक नेपाली नागरिक सहित कुल 26 लोगों की जान गई थी।

भारतीय एजेंसियों ने इस हमले के लिए पाकिस्तान में सक्रिय और पाकिस्तान में प्रशिक्षित लश्कर-ए-तैयबा से जुड़े आतंकवादियों को जिम्मेदार ठहराया था, जिसके बाद नई दिल्ली ने कई कूटनीतिक और रणनीतिक कदम उठाए, जिनमें सिंधु जल संधि को स्थगित करना भी शामिल था।
